The head of Lithuania’s state tourism agency quit Friday after admitting that landscape photos used in a $149,000 social media campaign were taken in other countries. The campaign’s slogan is “Real is Beautiful.” The bureaucrat had even taken heat on Facebook from Prime Minister Saulius Skvernelis, who posted a photo of European Union offices in Belgium and joked that “we are moving government to this building tomorrow.” (AP)

Florida golfer Tony Aarts made the shot of his life with a putter last week when he used it to escape an alligator that had grabbed him by the ankle. Aarts, playing in the Fort Myers area, said he heard a splash while approaching the fourth hole. He said the gator grabbed his right ankle and he ended up on his back before they both rolled into a water hazard. The alligator let go after a few jabs to the eye. Aarts was treated at a hospital. Boston native John Ferraro used his head to hammer 38 nails in two minutes and claim a world record on an Italian game show last week, UPI reported. Guinness World Records certified the mark and said Ferraro has a skull nearly three times thicker than the average human’s. But Ferraro, who wrestles under the name Gino Martino, says he has more than a hard head. “When it’s time to perform a stunt,” he said, “it’s balls to wall.” (EXPRESS)

Chris Boyle told The Baltimore Sun that he was driving on Interstate 95 last week when he noticed that the sign for the Patapsco River was misspelled. The sign said “Patapasco River.” A new sign will be put up in the spring. (AP)

TRANSPORTATION A proposed gondola connecting Georgetown and Rosslyn across the Potomac River won’t be funded with money from Arlington because other transportation projects, such as Metro and Columbia Pike transit, take priority, the Arlington County Board said. “Given our identified and pressing transportation needs, along with some ongoing concerns about the long-term value of the gondola, the Board is not in favor of any further funding of the gondola project,” the board’s chairman, Jay Fisette, said in a letter Friday to the gondola study committee. But the project — which has been touted by the Georgetown Business Improvement District, among others, as a cheaper way to provide transit between the two booming neighborhoods — is far from dead, said Joe Sternlieb, president of the Georgetown BID. “People on this side of the river will continue to have conversations for the next year or so, and if a coalition of regional leaders decide to go forward, we’ll try to re-engage Arlington at that point,” Sternlieb said. “By no means is this a death knell.” A cable-propelled transit system, like those in Portland, Ore., and connecting New York City’s Roosevelt Island to Manhattan, could serve as an alternative to a Metro station, Sternlieb said. THE DISTRICT The farewell ice cakes are in the freezer. The road food is being readied. The broom, dustpan and poop bags are on hand, for cleanup during the flight. And Bao Bao, the Smithsonian National Zoo’s heaven-sent “miracle,” is getting accustomed to the airplane shipping crate that says: “Contents: One panda.” On Thursday, a keeper used soothing words and honey water to coax the beloved 3-year-old into the crate in which, on Feb. 21, she will journey from her birthplace in D.C. to a new home in China. “C’mon, Bao,” the keeper, Marty Dearie, said. “Good job!” Bao Bao now weighs 203 pounds, and it seems like ages since she fit in his hand when she was born in August 2013. Dearie was the first person to hold her. She was 2 days old, and people at the zoo were praying that she would survive. They had been devastated in September 2012, when the zoo’s adult female giant panda, Mei Xiang, gave birth to a 4-ounce cub — her first in years — and it died six days later. “My biggest memory of that moment [is] the raw emotion,” said Brandie Smith, the associate director for animal care sciences, who had wept with others after the cub’s death. But the following summer, Bao Bao arrived. She was born on a Friday during the evening rush hour, as thousands of people watched on the zoo’s black-and-white panda cams. Mei Xiang gave birth to a second cub 26 hours later, but it was stillborn. “I’m not a religious person,” Dearie said. “I’ve said, ‘She’s a miracle.’ And I don’t even mean that religiously. We went from the [deceased] cub in 2012 to

Bao, and all that she means to this team, it’s pretty amazing.” In subsequent years, the nation has followed Bao Bao’s antics on the cams and social media. In 2014, she accidentally touched an electric wire designed to keep her in her compound and fled up a tree for two days. That same year, she beat “The Star-Spangled Banner” in a Smithsonian popularity contest. Bao Bao is the second giant panda to be shipped to China from the National Zoo. The first was Tai Shan, a male, who was born in 2005 and, to the dismay of panda fanatics, moved to China in 2010. The transfers are part of a long-standing arrangement with China, whereby any giant panda cubs born in the U.S. must go to China around age 4 to breed. Now it is Bao Bao’s turn.

Ready for takeoff? The zoo’s commissary is preparing to pack food and 10 gallons of water for Bao Bao’s journey. The food includes 50 pounds of bamboo (a panda staple), a 25-pound bag of beetcolored panda biscuits, 2 pounds of apples and 2 pounds of sweet potatoes cooked with the skins on. There will be no pears. Word is that Bao Bao doesn’t like pears. (TWP)

The grandmother of a 1-year-old boy in Lusby, Md., who was taken to the hospital after overdosing on methadone has been arrested and charged with child abuse. Police say the boy’s mother took him to the hospital Feb. 9 after picking him up from his grandmother’s and noticing he exhibited signs of being poisoned. Officials say it was determined the boy was suffering from a methadone overdose and was treated Naloxone, a drug that blocks the effects of opioids. (AP)

Education Secretary Betsy DeVos encountered protesters Friday morning outside Jefferson Middle School in D.C. and found her way barred as she tried to enter through a side door, forcing her to retreat into a government vehicle as a man shouted, “Shame!” Eventually, DeVos made her way inside for an event that included the D.C. schools chancellor and others. But the demonstration was a further sign that DeVos remains a polarizing figure in education. (TWP)

A man who pleaded guilty to helping his wife swindle clients out of their money at a fortune-telling business has been sentenced to almost three years in prison. Donnie Stephen Marks was sentenced Friday to 33 months in prison on charges of mail fraud and money laundering. Marks and his wife have to pay more than $5.4 million in restitution to their victims. Sandra Marks was sentenced to 30 months in prison in November. (AP)

The FTA decision hits transit funding for D.C., Maryland and Virginia TRANSPORTATION The federal government on Friday began to withhold millions of dollars in transportation funding from Virginia, Maryland and D.C. because they missed a deadline to create an independent safety agency to oversee Metro. In a letter to governors Terry McAuliffe, D-Va., and Larry Hogan, R-Md., and D.C. Mayor Muriel Bowser, the Federal Transit Administration said it was withholding money that would affect a range of transit projects, from bus service in Richmond to Baltimore’s subway. But the biggest chunk — more than $4 million, according to officials — was money that would have flowed to the Metro system between now and September.

The FTA said it will not allocate any of the federal funds, which it estimates would total as much as $15 million over a full fiscal year, until the oversight commission is established. Elected officials said the decision by Transportation Secretary Elaine Chao underscored the need to move quickly on Metro reforms. Rep. Gerald E. Connolly, D-Va., said he was surprised to see the agency move so quickly to penalize the jurisdictions but said he is sympathetic with the FTA’s frustrations at the region’s slow progress to strengthen safety oversight of Metro. “I applaud the FTA for keeping the focus on safety and how critical it is that we proceed with all due speed,” Connolly said, “but they could have been more mindful of the challenges we faced in the legislative process.” LORI ARATANI AND MARTINE POWERS (THE WASHINGTON POST)

Senate approves Price for HHS secretary Tom Price won Senate confirmation by a party-line vote in the early morning hours of Friday to be Health and Human Services secretary. He overcame bitter opposition from Democrats, who have criticized the Georgia congressman’s calls to repeal the Affordable Care Act and scale back Medicare and Medicaid. NATIONAL SECURITY In an implicit challenge to President Trump, North Korea fired a ballistic missile early Sunday in its first test of the year. A report on the launch carried early Monday by the North’s Korean Central News Agency said leader Kim Jong Un watched from an observation post and gave the order to fire the “Pukguksong-2,” which it said was a “Korean-style new type strategic weapon system.” It is believed to have flown about 310 miles before falling in international waters. The report said the test proved “the reliability and security” of a new launching system, the solid fuel that was used and the guidance and control features of the ballistic missile. It also said the missile can be “tipped with a nuclear warhead.” North Korea had warned it was ready to test an intercontinental ballistic missile. The U.S. Strategic Command, however, said it detected a medium- or intermediate-range missile. Reports of the launch came as Trump was hosting Japanese Prime Minister Shinzo Abe. After receiving the news, Trump stood at his south Florida estate with Abe, who called the move “intolerable.” Trump added: “I just want everybody to understand and fully know that the United States of America stands behind Japan, its great ally, 100 percent.” He did not condemn the launch.

POLITICS As a young conservative in liberal Santa Monica, Calif., Stephen Miller clashed frequently with his high school, often calling in to a national radio show to lambaste administrators for promoting multiculturalism, allowing Spanish-language morning announcements and failing to require recitation of the Pledge of Allegiance. In the years before he became a top adviser to President Trump and a leading advocate for the executive order temporarily halting entry into the U.S. from seven majority-Muslim countries, Miller was developing his skills as a culture warrior and conservative provocateur eager to condemn liberal orthodoxy — particularly on matters of race and identity. By his late 20s, Miller was a key aide to then-Sen. Jeff Sessions, R-Ala., helping to torpedo a long-sought goal of immigrant advocacy groups to put millions of unauthorized Hispanic immigrants on a path to citizenship. Today, at 31, he has emerged alongside Stephen Bannon as a chief engineer of Trump’s “America first” agenda that has roiled debate over immigration and trade and sparked alarm among traditional U.S. allies abroad. Miller, whose White House title is senior adviser to the president for policy, has been at Trump’s side for more than a year, joining his campaign in January 2016 when Sessions, who was sworn in last week as attorney general, was one of the only Republican officials to endorse the businessman’s candidacy. While Trump at times revamped his campaign leadership, Miller remained a

He wrote some of Trump’s most strident speeches during the campaign, including his Republican National Convention acceptance address, in which Trump declared that “nobody knows the system better than me, which is why I alone can fix it.” After reports of Miller’s central role crafting the order imposing a 90-day ban on citizens of Iraq, Syria, Iran, Libya, Somalia, Sudan and Yemen from entering the U.S., the young aide has drawn uncomfortable new scrutiny. Questions aplenty: Nationals roster full of mysteries When the Nationals report to their new spring training home this week at the Ballpark of the Palm Beaches, they will unpack, along with their bags, an identity crisis. Except for the open job at closer, the Nationals know the names of their most vital players. They just don’t know who those guys truly are — as ballplayers. This applies to at least 10 key Nats players. As the most extreme example, who is Bryce Harper, really? Is he the 2015 MVP or the .266 hitter of his other four years? Ballplayers aren’t machines who duplicate identical performance year after year. They vary. They learn or get hurt. They age. But over time, they establish baseball identities.

The 2017 Nats, from Stephen Strasburg and Ryan Zimmerman, to Trea Turner and Daniel Murphy, to Joe Ross and Derek Norris, to newly acquired Adam Eaton as well as anyone in the bullpen, have men with a central element of mystery. Is Strasburg truly worth his long-term $175 million deal? Or is he the guy who ended last season with a scary sore arm? The three times the Nats made the playoffs, Strasburg has been shut down, lost in a shaky five-inning start and was hurt. Can Turner play shortstop at an MLB level? Last year, in less than half a season, he hit .342 with 13 homers, 53 runs and 33 steals. Everyone can multiply by two, then discount by the he-can’t-possiblybe-that-good factor of your choice. If he can just handle shortstop, look out.

Non-roster invitees On Saturday, the Nationals announced 24 non-roster invitees for spring training. The players are a mix of veterans who will compete for a spot on the opening day roster and prospects gaining their first everyday experience in a major league setting. (TWP) Pitchers (16): Right-handers Matt Albers, Dustin Antolin, Michael Broadway, Derek Eitel, Erick Fedde, Jeremy Guthrie, Taylor Hill, Kyle McGowin, Joe Nathan, Wander Suero, Jacob Turner and Vance Worley; and left-handers Tim Collins, Neal Cotts, Braulio Lara and Nick Lee. Who is Murphy? He’s turned himself into a top hitter, but he probably won’t hit .347 with 25 homers again. His lateseason buttock injury may need monitoring for the rest of his career. He can’t change his hell-for-leather style because without it, he can’t be a second baseman. Will he, at some point, move to first base?

And “who’s on first?” Will Zimmerman need to be platooned or benched despite the $48 million left on his deal? The new catcher, Norris, hit an awful .186 with the Padres last year. Jayson Werth will be 38 in May. Starter Joe Ross is coming off both a two-month shoulder injury and a poor showing in the playoffs. The closer? Don’t ask. Blake Treinen had a fine 2016, but also has only one career save. Shawn Kelley has two Tommy John surgeries. In a 40-year study, statman-No. 1 Bill James found that the most significant factor on rosters that can win the World Series is — by a wide margin — having a top-10 closer. Center fielder Eaton, acquired for a duke’s ransom in pitching prospects, is merely a good player by traditional stats but, measured by advanced metrics, one of the top 30 everyday players in MLB for the last three years. We’ll have to see him to know how we feel. In 2017, almost every name on the Nats is known, but we’ll have to wait seven weeks to find out who they are at this point in their careers.

Brooks debunks his critics Wizards coach insists offense, fourth quarter were never problems

Scott Brooks, who faces the Thunder tonight, says he hasn’t really changed his coaching style since he left OKC.

In 2011-12, the Thunder advanced to the NBA Finals while ranking at the bottom in assists per game, a statistic that exposes lack of ball movement. But in that same season, Oklahoma City also finished second in the league in offensive rating, which is points produced per 100 possessions. Starting in 2010, the Thunder had a top-five offensive rating for three straight seasons. For four consecutive years, Brooks’ Thunder teams had a winning record in “clutch” games. After the Wizards’ Sunday afternoon practice, Brooks listened to the line of questions about the former criticism. He clearly has heard the topic before.

While Brooks has often said he accepts performance critiques as part of his job description, he offered a counter argument. Brooks highlighted the Thunders’ five straight years of finishing within the top five in scoring — a feat achieved even in 2014-15, when Durant appeared in only 27 games. Late-game coaching was a popular rebuke, but Oklahoma City still found a way to win at least 45 games in his final six seasons. “I hate to defend myself, but those are the facts,” Brooks said. “A few people made more of it than it really was. You look at every team, your two best players are going to take the most shots.”

In Washington, Brooks has a team improving with balance. The team ranks in the top 10 in assists with 23.6 per game, and all five starters have reached double figures 20 times this season. Brooks has often repeated a version of his mantra, that he wanted to be “better and not bitter” from the Oklahoma City experience. However, his coaching style hasn’t dramatically changed since his Thunder days — and that is for the best. “I’m not asking for perfection,” Brooks said, “but I am asking for consistency and teamwork, and I feel that’s what I’ve always done as a coach.” CANDACE BUCKNER (THE WASHINGTON POST)

NBA Wizards coach Scott Brooks has his team operating at a level no one can question entering the final regular-season matchup against his former team, the Oklahoma City Thunder, tonight at Verizon Center (8, CSN, TNT). The Wizards (32-21) have scored 100 or more points in 20 straight games, the longest streak for the franchise since 1988-89. And Washington is one of the NBA’s best fourth-quarter performers. The Wizards have the second-most wins (21) behind Boston (25) in “clutch” games, in which the lead is five points or fewer in the final five minutes. It would appear that Brooks has rewritten the narrative that dogged him through his final years in Oklahoma City, which fired him after the 2014-15 season. He was judged harshly for his late-game decision making and criticized for leading an offense viewed as too stagnant and too reliant on superstars Russell Westbrook and Kevin Durant. Brooks has seemingly picked up new tricks in Washington. Or, maybe not. “I’ve been in the NBA long enough as a player and as coach,” Brooks said Sunday. “Sometimes, the narrative is not reality.” Brooks’ teams have perennially had high-functioning offenses and been clutch-time winners.

Aid program focuses on small grants

After landing an international development job, Catherine Perkins pursued language and culture courses at Fluent City to bone up on her French.

Fill your language gap Find the right course or school and add some culture to your résumé CLASSES Catherine Perkins devoted a recent Thursday evening to listening to French pop music. That’s because, she explains, she takes her international development job really seriously. When she applied for the position last year, Perkins was self-conscious about a gap on her résumé. “In the field, being bilingual is important. But I’m not,” the 28-year-old Falls Church resident says. So how did she manage to land the gig? By being honest — and promising to improve her French tout de suite. Within weeks of her start date, Perkins enrolled at Fluent City, which bills itself as a “modern-day culture school” with offerings in a variety of languages. The label is a deliberate one,

says CEO James Rohrbach. He thinks the term “language classes” often conjures visions of never-ending grammar drills. Instead, what Fluent City emphasizes in its classes in D.C. (as well as its other locations in New York, Philadelphia and Boston) is making “connections to the world.” Conversations aren’t just about vocabulary, but also context, he adds, which is why food, film and other aspects of daily life are part of the curriculum. One typical lesson Rohrbach loves: “You learn how to post a Facebook message in your target language.” Armed with this background knowledge, students develop the confidence to engage with more people, Rohrbach says. And that can be a boost professionally, no matter your line of work. Maybe you’re in sales and want to improve relationships with customers abroad. Or you’re an elementary school teacher who would like to communicate

better with immigrant students and their families. In Perkins’ case, she’s putting her French to the test this month when she travels to Morocco for a few weeks to help open a new office. She plans to try out some of her conversation skills on the consultants she’s meeting with. “Hopefully, they’ll speak slowly,”

she jokes. A cultural approach to language instruction is nothing new. Just ask Sarah Diligenti, executive director of the Alliance Francaise of Washington, D.C. She proudly notes that the worldwide network — there are 850 chapters in more than 100 countries — dates back to 1883. It’s been a presence in Washington since 1905. Several other cultural institutions similarly have calendars full of lectures, food tastings and arts events. There’s D.C.’s branch of the Goethe-Institut, which pairs its German classes with events featuring beer and moody films. Casa Italiana offers cooking and ceramics lessons, in addition to its language program. (Classes come with espresso breaks, of course.) At the Japan-America Society of Washington, D.C., courses cover not just language skills, but also calligraphy and kimonos. CONTINUES ON PAGE 15

Several public universities, including Virginia Commonwealth University, are taking part in a pilot program to provide small-dollar grants to review and build out aid programs that help low-income students complete their degrees. The five-year project is a collaboration between Temple University and the Association of Public and Land-grant Universities, with a nearly $4 million grant from the Department of Education. Universities will randomly assign eligible students to one of two groups: one receiving grants and the other without financial assistance. The grants will involve financial aid, advising, messaging on the significance of completing a degree, and a pledge from students about their commitment to graduate. It’s easy to be wishy-washy about language skills on a résumé. You’re “conversant” in Bulgarian. You have “elementary” Arabic. You “have studied” Swedish. To make it clear what exactly you do — or don’t — know, it can be better to list your specific level. For many languages, that’s a matter of A1, A2, B1, B2, C1 or C2. In French, expect it to take a minimum of about 56 hours of instruction to reach the A1 level, says Sarah Diligenti, executive director of D.C.’s Alliance Francaise. To really make it up to the C1 and C2 levels, you have to surpass the skills of many native speakers. Achieving that sort of fluency requires putting in an enormous amount of time and effort, but it can pay off, says 42-year-old Tunde Oyewole. The native Washingtonian works in international arbitration law, and he wanted a job at a firm in Paris. After taking C1 level classes at the Alliance Francaise in D.C., Oyewole went on to take the French bar exam, which includes a notoriously difficult oral component. He aced it, which translated into big things for his life and career. “It means I can stay here,” says Oyewole, who now lives in Paris. V.H.

This holistic approach to language learning is something Diligenti believes is critical — and far removed from what most Americans remember from their school days. Case in point: Meet Tracey Weisler. The 55-year-old Georgetown resident still remembers that moment in seventh grade when she had to choose a language to take. Inspired by noted Francophile Jackie Kennedy, Weisler went with French. She studied all through high school. Then she arrived in Paris for a college study abroad program and realized there was a problem: “I was really good at reading classic French. But I couldn’t ask for a napkin at a restaurant.” So Weisler never imagined her language skills would amount to anything professionally. “I didn’t see it as a way to launch anything. I laid it aside and worked on [Capitol] Hill in domestic policy,” she says. But eventually, Weisler landed at the Federal Communications Commission, and a boss encouraged her to return to French. She instantly clicked with the vibe at Alliance Francaise: “It’s a homey townhouse in historic

Washington. It feels like Jackie could be walking down the hallways,” Weisler says. Two decades later, she considers French her “calling card,” and it’s one she relies on all the time for her work in the agency’s international bureau. “It’s not just a language, but an orientation,” says Weisler, who’s now an Alliance Francaise board member. In parts of Europe, the Middle East and Africa, she’s found it’s often better to reach out in French. That’s why Weisler still attends class each week, and makes time for book club meetings with wine and cheese. “It’s

like going to the gym. You use it or lose it,” she says. Just like getting in shape, it’s never too late to start, Rohrbach adds. His advice? “If you feel like you’re bad at languages, you’ve been taught poorly. Having fun and learning a language aren’t mutually exclusive.” That rings true for Perkins. Despite the fact that she’s learning French for work, she says, “It doesn’t feel like work.” She’s even thinking of transforming what was a gap on her résumé into an entire languages section. “Spanish could also be helpful,” she says. What he does Jose Capestany’s co-workers are flowers — and one of the best things about that, he says with a grin, is that “they don’t talk back.” Capestany has worked on a contract basis for The Virginia Florist since his longtime employer, the storied Watergate Florist, closed its retail shop in October. Many of his clients followed him to the Virginia shop. On a recent day, he’s finessing an arrangement for one of his weekly clients, a local office building lobby, and is focused on how to maximize its shelf life.

After delivery, the arrangement will need to last a week, “which means you can’t use anything too delicate, like tulips,” he says. He starts with magnolia, since winter foliage provides volume. The entire design process takes 15 to 20 minutes. “It’s what I call instant creativity,” he says. Business is blooming for him

Jose Capestany designs his regular bouquets in 15 to 20 minutes. “It’s what I call instant creativity,” he says.

forsythia and quince, similar to the cherry blossom. “By summer, the blooming branches will be gone, but one thing you can always count on is the curly willow,” he says. “It gives you height and flow, and then you’ll use vibrant colors, like lilies, and the big Gerbera daisies.” During Capestany’s 32 years at the Watergate Florist, his clients included the Kennedy Center, the Royal Embassy of Saudi Arabia and the Metropolitan Club, where he made mantelpieces and Christmas decorations. He also decorated for state dinners at the White House, where he was hired as a contractor by chief florist Nancy Clarke during the Clinton era. “If you’re going to be a florist in D.C.,” he says, “you’ve got to do the White House.”

How he got the job Capestany spent his childhood in Puerto Rico in his grandmother’s garden and helping the nuns at Catholic mass with the “magnificent flowers.” He moved to D.C. and received a five-year architecture degree from Catholic University, working in the field until a layoff. He relocated to San Francisco, got a temp job and began volunteering to do flowers for friends’ and

employers’ events. “They were having parties and I said, ‘Oh, you need flowers. I’ll do them,’ ” he recalls. “Little by little, I got confidence in what I was doing.” Eventually, he moved back to D.C. and briefly searched for architecture positions, but he’d been out of the industry for a while by then. “On a lark,” he says, he started responding to newspaper ads seeking a floral designer until he landed at the Watergate Florist.

Who would want this job It helps if you love flowers, are creative and have an innate eye for design. Capestany describes his arrangements in artistic terms — “architectural,” “linear,” “high style.” But it’s not all just smelling the roses. Potential employees need to excel at budgeting — the $75 he receives for a bouquet, for example, must cover both vase and flowers, so it’s critical not to let it go a stem over. “You can shove and shove and shove [more flowers in], and it will look fabulous,” he says. “But that’s when you lose. If you’re going to make a profit, you have to stick to the budget.” He says floral designers need to be deadline-oriented, as big events call for making dozens of

the same arrangement — so you need to “thrive on adrenaline.” And be prepared to spend all day on your feet; Capestany goes to the gym regularly to keep up his stamina for the job. Since flowers are a luxury, it’s not the most secure position. “You can make a good living,” he says. “But if people are going to cut [out] anything, it’s going to be flowers.”

How you can get the job There are floral design programs at private floral schools, vocational schools and community colleges, which include classes in flower and plant identification and caring techniques. But Capestany isn’t sold on the necessity of formal education. He suggests those interested in floral design get hands-on experience working as an apprentice with an experienced floral designer, where they’ll learn the big ideas, like how to use different types of plant material in complex designs, and little tricks, like tying bows and ribbons. He had a few apprentices work under him at the Watergate Florist, and he suggests that anyone who’s interested make a call to a local florist to see if there’s an opportunity. ‘Legion’ is mad for the madness TELEVISION It seems like now, more than ever, television characters are suffering from a serious hallucination epidemic. Show after show is filled with visions, horrific flashbacks and ominous flash-forwards. What protagonist these days is not afflicted with nightmares, vividly recovered memories and other tightly edited torments? This point is brought to you by the first three episodes of Noah Hawley’s tripnotic new FX drama, “Legion” (which debuted last Wednesday), where, once again, viewers find themselves trapped in the center of a tortured mind. As creator, writer and director, Hawley goes fullthrottle on the visually bizarre aspects of “Legion,” in which the main character, David Haller (Dan Stevens), has lived most of his life with mental illness.

“Legion” is based (loosely, it seems) on a Marvel Comics character from the 1980s. But it’s a superhero show that does not feel heavily obligated to the demands of the Comic-Con horde. “Legion” is produced “in association” with Marvel, “inspired by” a comic book, which suggests that this is a superhero show for those who won’t really care that it’s derived from an offshoot storyline in the “X-Men” saga. Scrawny and jangled, Stevens is more than believable as a man whose mind is a mystery to himself. In moments of super-distress, David has the ability to make every object in the room sail around him in a vortex. Watching the contents of his kitchen drawers and cabinets take flight is enthralling — and also works as a metaphor for “Legion’s” chaotic start. But must it always be the viewer’s job to pick up the pieces?

Grammy-winning jazz singer Al Jarreau died in a Los Angeles hospital just days after announcing his retirement from touring due to exhaustion. His official Twitter account and website say he died early Sunday. He was 76. Jarreau won seven Grammys over a 50-year career. His biggest single was “We’re in This Love Together” in 1981. Jarreau was a vocalist on the all-star 1985 track “We Are the World,” and sang the theme to TV’s “Moonlighting.” (AP)

Now it’s the star of a sitcom, “Detroiters” (Comedy Central, Tuesdays, 10:30 p.m.), filmed entirely in Motown with all its glory and grit: stately old buildings, funky corner dives, beautiful bridges and fixerupper houses in need of TLC.

The show’s executive producers include “Saturday Night Live” major-domo Lorne Michaels and former cast member (and current movie star) Jason Sudeikis. So naturally it’s crude and silly at times — but at its best, very funny. The main characters are Sam and Tim, who took over Tim’s dad’s ad business after dad went insane. All the clients left, so now the young bucks are churning out TV
