The abortion rate in the United States dropped to its lowest point since the Supreme Court legalized the procedure in all 50 states, according to a study suggesting that new, long-acting contraceptive methods are having a signiﬁcant impact in reducing unwanted pregnancies. There were fewer than 17 abortions for every 1,000 women in 2011, the latest year for which ﬁgures were available, according to a paper set to be published today from the Guttmacher Institute, a pro-abortion-rights think tank. That is down 13 percent from 2008 and a little higher than the rate in 1973, when the Supreme Court handed down its landmark Roe v. Wade decision. The study did not examine the reasons for the drop. But while the authors did make some suggestions, they did not credit the recent wave of state laws restricting access to abortion, because most of those took effect in 2011 or later. Thailand held nationwide elections without bloodshed Sunday despite widespread fears of violence. But the country’s bitter political crisis is far from over, and one of the next ﬂash points is likely to be an effort to nullify the vote. Although balloting was largely peaceful, protesters forced thousands of polling booths to close in Bangkok and the south, disenfranchising millions of registered voters. Not all Parliament seats will be ﬁlled as a result, meaning the nation could stay mired in political limbo for months with the winning party unable to form a new government. I’m sure it’ll clear up after we pass the Beltway. 8:17 a.m., Duke Street. Nope! It took me 22 minutes to get to this ramp, most of that time spent sitting in traffic. Google Maps says the 2.5 miles should have taken about six minutes without traffic. 8:35 a.m., I-395 North. The first chunk of the I-395 trip involved plenty of stop-and-go traffic. Now, though, I’m around Exit 8B and traffic has slowed to an utter crawl. 8:58 a.m., 14th Street bridge. After about 23 minutes spent studying brake lights, I cross the 14th Street bridge. Weirdly, traffic flows while we’re over the water, before promptly grinding almost to a halt again a minute later.

Martin O’Malley is moving ahead with preparations for a possible presidential bid and said in an interview that if he’s going to lay the groundwork for a national campaign, he can’t wait for Hillary Rodham Clinton to decide whether she is running. In some of his most extensive comments to date on his aspirations, O’Malley said he has been meeting with foreign- and domestic-policy experts privately to ﬂesh out his thinking about “a better way forward for our country.” And he said that he would make a good president “for these times especially.”

Region Peppered With Salt A long cold stretch has people, cars and pets besieged by all that sodium

Last week’s snow is almost gone. The salt isn’t. Salt is everywhere, lingering far longer than our gratitude for its service. It coats our cars in gray talcum. It covers our sidewalks in long saline swirls. It appears as ghostly footprints across our floors. We are living in a margarita glass. “When I lick my lips, I taste salt,” said Lisa O’Donoghue-Lindy, 42, of Chevy Chase, Md. “If I rub my eyes with my gloves, it stings.” The winter of the polar vortex has deposited more salt on the roads than we’ve experienced for a while, and it is hanging around longer than usual. Highway officials blame the frequency and type of storm for the heavy coatings. Maryland, for example, has deployed salt crews 23 times in the past 10 weeks, flinging more sodium (and sometimes magnesium) chloride every third day on average. And with the intense cold, the storms haven’t brought the slushy snow or the following rains that usually carry the chemicals away. “You’re seeing so much of it because we’ve gone so long without anything wet enough to get this stuff off the road,” said Maryland State Highway Administration spokesman Dave Buck. And so we pine — and brine — for wetter weather to rescue us from Planet Sodium. Until then, speed bumps will be camouflaged, crosswalks invisible and dark clothing imperiled. But dry cleaners, rug cleaners and carwashes will thrive. “It’s been ungodly,” Randy Evans, manager of the Seabrook Touchless Car Wash in Lanham, Md., said of demand. Business has tripled, and he has doubled his staff of car wipers to 40. Customers are less worried about rust than they are worried about their clothes,

he said. “Paint finishes and undercarriage coatings have really gotten a lot better in the last few years.” “One brush against these cars, and you’re covered in white dust,” Evans said. “The lines have been incredible.” On Friday, the backup at a Georgia Avenue carwash blocked the street and made the morning traffic reports. John Cashman saw tempers flare at the Flagship Car Wash in Van Ness. At one point, he noticed an elderly woman get out of her car to confront another driver. “She was pointing right at his windshield,” Cashman said. “It was full-on road rage in the line for a carwash.” Dog walkers are stressed, too. Jim McDonald, a Woodbridge, Va., veterinarian, has been fielding calls from owners worried about saltencrusted pets and has treated a few cases of severe electrolyte imbalance in paw-licking dogs. He suggests cleaning their paws with baby wipes when the limping starts. Don’t let them lick. Highway officials say they have been increasingly mindful of how they use salt. Modern plows throw less salt when the driver slows down. Temperature sensors embedded in the pavement show exactly how much treatment is needed. Pre-treating roads with brine before the freeze prevents ice from bonding. Even just wetting the salt keeps it from bouncing wastefully off the asphalt. “We deﬁnitely use less salt per lane mile than we did even 10 years ago,” Buck said. People have also been wondering about the salt’s environmental effects. “Where does all this go?” asked D.C. resident Erika Young. “We see the signs on all the drains that they lead to the Chesapeake Bay.” The salt’s effect on the alreadysalty bay is minimal because it can absorb fluctuations in chloride levels, according to the Chesapeake Bay Foundation. But studies of freshwater streams have shown consistently elevated levels of chlorides, which can be toxic to aquatic life, said Beth McGee, the foundation’s senior scientist. She hasn’t seen evidence of direct harm to plants or animals but worries about potential longterm effects.

A Dash of Pro-Salt Perspective Lori Roman, president of the Alexandriabased Salt Institute, a trade group, wants to remind everyone that all this sodium has saved the region from catastrophe. She cites a Marquette University study that credits road salting with reducing winter storm crashes by 88 percent and injuries by 85 percent. “The need to wash your car after a storm is a minor trade-off for the benefit of still having a car to wash,” she said. Obituary Philip Seymour Hoffman, who won the Oscar for best actor in 2006 for his portrayal of writer Truman Capote and created a gallery of other vivid characters, was found dead Sunday in his apartment with what officials said was a needle in his arm. He was 46. Two law enforcement ofﬁcials, who spoke to The Associated Press on condition of anonymity because they were not authorized to talk about the evidence, said the actor apparently died of a drug overdose. Hoffman — no matinee idol, with his large build and limp blond hair — made his career as a character actor, and was one of the most proliﬁc in the business, plying his craft with a rumpled naturalism that made him one of his generation’s most admired actors. The stage-trained actor was nominated for four Academy Awards: for “Capote,” “The Master,” “Doubt” and “Charlie Wilson’s War.” He also received three Tony nominations for his work on Broadway, which included an acclaimed turn as the weary and defeated Willy Loman in “Death of a Salesman.” Hoffman spoke candidly over the years about past struggles with drug addiction. After 23 years sober, he admitted in interviews last year to falling off the wagon and developing a heroin problem that led to a stint in rehab.
