Bernie Sends His Regrets Even in death, boxer Christopher Rivera Amaro almost looked ready to rumble, leaning against the corner of a simulated ring. Mourners who came to his wake in San Juan, Puerto Rico, on Friday found him posed afoot, a yellow hood on his head, sunglasses over his eyes and blue boxing gloves on his hands. The Marin Funeral Home has staged similar wakes for others. One featured a deceased man riding his motorcycle. (AP) STRATEGY

Things 1 and 2 Still at Large When a Clovis, N.M., library’s alarm system was triggered last week the initial suspicion was that a homeless person stayed past closing time. But a search by police was fruitless. That’s because the intruder was a cat, spotted by a custodian a few nights later. So the librarians put salmon in a cage and left. When they returned a half-hour later, the cat was in the cage. (AP)

The abortion rate in the United States dropped to its lowest point since the Supreme Court legalized the procedure in all 50 states, according to a study suggesting that new, long-acting contraceptive methods are having a significant impact in reducing unwanted pregnancies. There were fewer than 17 abortions for every 1,000 women in 2011, the latest year for which figures were available, according to a paper set to be published today from the Guttmacher Institute, a pro-abortion-rights think tank. That is down 13 percent from 2008 and a little higher than the rate in 1973, when the Supreme Court handed down its landmark Roe v. Wade decision. The study did not examine the reasons for the drop. But while the authors did make some suggestions, they did not credit the recent wave of state laws restricting access to abortion, because most of those took effect in 2011 or later. Those restrictions will

Some anti-abortion groups say the decline is evidence that the movement’s lobbying and legislative efforts — including the March for Life, above — are having an impact.
surely have an impact on the numbers going forward, said Rachel K. Jones, a senior researcher at Guttmacher. “If the abortion rate continues to drop, we can’t assume it’s all due to positive factors” such as better adherence to contraceptives, she said, calling the laws passed in 22 states “onerous.” State legislatures are preparing to push through another raft of restrictive laws, after a record-setting period that saw the enactment of dozens of new regulations that critics say will
impede women’s access to abortion. The new laws include requirements that women undergo ultrasounds before obtaining abortions, as well as licensing and inspection requirements for abortion providers. Nine states banned the procedure after 20 weeks of pregnancy, part of an effort to force the Supreme Court to revisit the legality of abortion. The political clashes, now and over the years, have overshadowed a trend cheered, albeit cautiously,
The authors suggested that one factor was greater reliance on new kinds of birth control, including intra-uterine devices, which can last for years. The economy could also factor in, because people tend to adhere more strictly to their birth control during tough economic times, the authors said. Some anti-abortion groups reject the study’s conclusion that the decrease is not related to state regulations that restrict access, because while the surge in new laws came in 2011, some came earlier. They also say the graphic conversation in the 1990s around the “late-term” abortion contributed to a greater awareness of, and horror over, how abortions are performed. (T WP)

Seriously, Groundhog? East Coast sighs as Phil predicts a drawn-out winter On a raw and damp Sunday morning, groundhog Phil saw his shadow in Punxsutawney, which means winter will extend well into March according to folklore. Had Phil not seen his shadow, it would have meant spring is around the corner. (On cue, the Washington region may see a chance of snow today.) Thailand held nationwide elections without bloodshed Sunday despite widespread fears of violence. But the country’s bitter political crisis is far from over, and one of the next flash points is likely to be an effort to nullify the vote. Although balloting was largely peaceful, protesters forced thousands of polling booths to close in Bangkok and the south, disenfranchising millions of registered voters. Not all Parliament seats will be filled as a result, meaning the nation could stay mired in political limbo for months with the winning party unable to form a new government. Infuriated voters cut the chains
off polling stations that had been locked, futilely demanding that they be allowed to cast ballots. “We want an election. We are Thais,” said Narong Meephol, a 63-year-old Bangkok resident who was waving his voter identification card. “We are here to exercise our rights.” The struggle to hold the vote was part of a 3-month-old conflict that has split the country between supporters of Prime Minister Yingluck Shinawatra and protesters who allege her government is too corrupt to rule. Off icial results cannot be announced until a series of byelections are held and all districts have voted. The first will take place Feb. 23. TODD PITMAN (AP)

O’Malley Is Prepping for a 2016 Run Maryland Gov. Martin O’Malley is moving ahead with preparations for a possible presidential bid and said in an interview that if he’s going to lay the groundwork for a national campaign, he can’t wait for Hillary Rodham Clinton to decide whether she is running. In some of his most extensive comments to date on his aspirations, O’Malley said he has been meeting with foreign- and domestic-policy experts privately to flesh out his thinking about “a better way forward for our country.” And he said that he would make a good president “for these times especially.”
Maryland Gov. Martin O’Malley acknowledged in an interview that two episodes that emerged last year — the Baltimore jail scandal and the state’s botched rollout of its online health-insurance exchange — run counter to his reputation as an effective manager. But O’Malley said those events should not be considered “in isolation” and “the reputation of any administration is the sum of its work.” (T WP)
“I have a great deal of respect for Hillary Clinton,” O’Malley said. “But for my own part, I have a responsibility to prepare and to address the things that I feel a responsibility to address. … To squander this important period of preparation because of horse-race concerns and handicapping concerns is just not a very productive use of energy.” At the moment, the governor is
Could a New Scholarship In D.C. Imperil an Old One? Washington Ahead of a vote this week to give D.C. residents one of the nation’s few publicly financed college scholarship programs, the city’s delegate to Congress is sounding alarms. Del. Eleanor Holmes-Norton says the plan proposed by Council member David Catania could upend a federal scholarship program that’s unique to D.C. and has become key to how thousands of families budget for college. The fate of the federal program, known as the D.C. Tuition Assistance Grant program, or TAG, has been the only question looming over Catania’s D.C. Promise proposal, which sailed through early

stuck in an awkward position. He clearly wants to run for the White House in 2016 but probably won’t, several close associates say, if Clinton runs. They expect he would defer to her in part out of loyalty to a friend and political ally — he was the second governor in the country to endorse her 2008 presidential bid — and in part because he would be such a long shot against Clinton. Thus far, O’Malley’s political
career has moved swiftly — from Baltimore council member, to mayor, to Maryland governor — but now it’s uncertain what his next job will be. If it could be the presidency, he said, there’s no time to waste. O’Malley would not say how soon he might make up his mind about whether to launch a White House bid. But he said there is “not an infinite window unless you start with 100 percent name recognition.” O’Malley would face a steep climb. He has barely registered in early presidential polling, and even in Maryland, Democratic voters preferred Clinton by a 7-to-1 ratio in a Washington Post survey last year. In a Post poll published in the past week, Clinton was the first choice for president for 73 percent of Democrats and Democratic-leaning independents nationally. JOHN WAGNER (THE WASHINGTON POST )

Holmes-Norton, however, said D.C. Promise could lead Congress to conclude D.C. students are no longer in need of the federal help of TAG, which is designed in part to help students of almost any income bracket offset the higher out-of-state college costs they face when applying to schools around the country. “We’re trying to be very careful in how we thread this needle,” Catania said, insisting that D.C. The amount of money D.C. Mayor Vincent Gray has raised since he announced his bid for re-election in December, according to a campaign finance report filed Friday. The surge has Gray’s tally closing fast on the war chests amassed over a period of many more months by his challengers. After a five-day trial, a Fairfax County jury essentially declared a draw when it returned a verdict Friday that caught both sides of a defamation lawsuit off guard: they had defamed each other, but neither would get a cent in damages. Contractor Christopher Dietz filed a $750,000 lawsuit against Jane Perez in 2012, saying that her Yelp reviews cost him $300,000 worth of business and humiliated him. Perez, meanwhile, accused Dietz of shoddy work and alleged that he stole jewelry. (THE WASHINGTON POST ) WASHINGTON

Region Peppered With Salt A long cold stretch has people, cars and pets besieged by all that sodium
Is There Water Damage?
Last week’s snow is almost gone. The salt isn’t. Salt is everywhere, lingering far longer than our gratitude for its service. It coats our cars in gray talcum. It covers our sidewalks in long saline swirls. It appears as ghostly footprints across our floors. We are living in a margarita glass. “When I lick my lips, I taste salt,” said Lisa O’Donoghue-Lindy, 42, of Chevy Chase, Md. “If I rub my eyes with my gloves, it stings.” The winter of the polar vortex has deposited more salt on the roads than we’ve experienced for a while, and it is hanging around longer than usual. Highway officials blame the frequency and type of storm for the heavy coatings. Maryland, for example, has deployed salt crews 23 times in the past 10 weeks, flinging more sodium (and sometimes magnesium) chloride every third day on average. And with the intense cold, the storms haven’t brought the slushy snow or the following rains that usually carry the chemicals away. “You’re seeing so much of it because we’ve gone so long without anything wet enough to get this stuff off the road,” said Maryland State Highway Administration spokesman Dave Buck. And so we pine — and brine — for wetter weather to rescue us from Planet Sodium. Until then, speed bumps will be camouflaged, crosswalks invisible and dark clothing imperiled. But dry cleaners, rug cleaners and carwashes will thrive. “It’s been ungodly,” Randy Evans, manager of the Seabrook Touchless Car Wash in Lanham, Md., said of demand. Business has tripled, and he has doubled his staff of car wipers to 40. Customers are less worried about rust than they are worried about their clothes,

he said. “Paint finishes and undercarriage coatings have really gotten a lot better in the last few years.” “One brush against these cars, and you’re covered in white dust,” Evans said. “The lines have been incredible.” On Friday, the backup at a Georgia Avenue carwash blocked the street and made the morning traffic reports. John Cashman saw tempers flare at the Flagship Car Wash in Van Ness. At one point, he noticed an elderly woman get out of her car to confront another driver. “She was pointing right at his windshield,” Cashman said. “It was full-on road rage in the line for a carwash.” Dog walkers are stressed, too. Many
“No doubt in my mind the person who put all that salt on the roads owns a car wash.” — @P TISFLY TOOK TO TWITTER TO COMPLAIN ABOUT THE EXCEEDINGLY LONG LINES AT CAR WASHES. MANY TOOK ADVANTAGE OF THE WEEKEND’S COMPARATIVELY BALMY TEMPERATURES TO DE-SALT THEIR VEHICLES.
280K The amount, in tons, of salt that Maryland road crews have spread on state highways since the season’s first flakes fell, back in November. Virginia has put down 112,000 tons and the District 24,000 tons. That doesn’t include dozens of local jurisdictions and hundreds of thousands of homeowners salting side roads, sidewalks and driveways. (T WP)
Forecast: Back to The Salt Mines? Accumulating snow (perhaps mixed with sleet) was possible for late Sunday night into this afternoon, especially north and west of D.C. However, it is not a sure bet for everyone, especially those from the District as well as points south and east, The Post’s Capital Weather Gang said. (T WP)
find themselves nursing reluctant pets through the salt, sometimes carrying them over the worst of it. Jim McDonald, a Woodbridge, Va., veterinarian, has been fielding calls from owners worried about saltencrusted pets and has treated a few cases of severe electrolyte imbalance in paw-licking dogs. He suggests cleaning their paws with baby wipes when the limping starts. Don’t let them lick. Highway officials say they have been increasingly mindful of how they use salt. Modern plows throw less salt when the driver slows down. Temperature sensors embedded in the pavement show exactly how much treatment is needed. Pre-treating roads with brine before the freeze prevents ice from bonding. Even just wetting the salt keeps it from bouncing wastefully off the asphalt. “We definitely use less salt per lane mile than we did even 10 years ago,” Buck said. For now, the forecast doesn’t offer much hope of a rinse-off, although we may see another dusting of snow today. And that will mean … More salt. STE VE HENDRIX (THE WASHINGTON POST )
MELINA MARA (THE WASHINGTON POST)

People have also been wondering about the salt’s environmental effects. “Where does all this go?” asked D.C. resident Erika Young. “We see the signs on all the drains that they lead to the Chesapeake Bay.” The salt’s effect on the alreadysalty bay is minimal because it can absorb fluctuations in chloride levels, according to the Chesapeake Bay Foundation. But studies of freshwater streams have shown consistently elevated levels of chlorides, which can be toxic to aquatic life, said Beth McGee, the foundation’s senior scientist. She hasn’t seen evidence of direct harm to plants or animals but worries about potential longterm effects.
A Dash of Pro-Salt Perspective Lori Roman, president of the Alexandriabased Salt Institute, a trade group, wants to remind everyone that all this sodium has saved the region from catastrophe. She cites a Marquette University study that credits road salting with reducing winter storm crashes by 88 percent and injuries by 85 percent. “The need to wash your car after a storm is a minor trade-off for the benefit of still having a car to wash,” she said. Kevin Durant shot just 8-for-21 in a loss to the Wizards on Saturday.
Durant Not Mulling His Future Yet NBA Because he was back home for business, Kevin Durant actually enjoyed having the Oklahoma City Thunder in Washington for less than 24 hours. A short visit means fewer distractions and limited commitments. Durant said he needed about 100 tickets to accommodate his loved ones. “I’m very fortunate and blessed to come back here and play. Every part of D.C. is embedded into my heart,” Durant said before losing to the Wizards at Verizon Center on Saturday. His success and constant representation of his home town has led local fans to fantasize about Durant wearing a Wizards jersey. “I just told you I had to buy 100 tickets. I spent a lot of money on tickets. Imagine if I played here,” Durant said with a laugh. “I haven’t given it any thought, playing up here. I love Oklahoma City. I love coming here and visiting.”
Virginia figure skater scraps long program before trip to Sochi
“You imagine your Olympic season, and everything works out perfectly. Dream comes true, you know. It has not been easy.”
Olympics In the final weeks before the Sochi Olympics, while the world’s top figure skaters were polishing their routines, Ashley Wagner was at a southern California ice rink, starting over. Four years devoted to making the Olympic team after narrowly missing in 2010 resulted in emotionally fraught success: SOCHI Wagner fell twice at last month’s U.S. championships and f i n ished fou r t h, OPENING CEREMONY making her selecFriday tion a controversy 7:30 p.m. on NBC rather than a coronation. So Wagner took a hard look at herself and made a radical change. She scrapped her long program — the heart of her Sochi playbook, in effect — and started patching together an alternative. “It’s insane. Absolutely insane,” Wagner said, conceding that champion figure skaters simply don’t overhaul their programs so close to a major event. But in a sport of theatrical costumes and makeup, in which rigor masquerades as effortlessness, Wagner is as grounded in reality as they come. And she knew as

well as the judges that her performance to Prokofiev’s “Romeo and Juliet” lacked conviction. So she convinced her coach, choreographer and costume designer to update “Samson and Delilah,” a medal-clinching program she used in 2012-13 that showcased the power of the Biblical temptress and a fully realized woman to be feared. “Off the ice, I can be soft and I
can be elegant and sweet. But on the ice, that’s not the kind of competitor I am,” said Wagner, 22. “I relate so much better and compete so much better as a stronger character who is a little bit, almost, evil.” It’s a major gamble, rewriting the competitive script on the eve of the Olympics. Elite athletes draw their confidence from repetition. But Wagner, daughter of an
Army officer, who moved seven times before her family settled in northern Virginia when she was 10, is entirely at ease amid flux, accustomed to adapting on the fly. And as a competitor, she’s a fighter to the core — at her best when battling from behind. “I am in this to be something,” Wagner said the day of her controversial selection to the 2014 U.S. Olympic team. “I’m in this to make a name for myself. I’m in this to be remembered. And I’m so prepared to do whatever I can to get onto that medal podium.” As music from Camille SaintSaens’ “Samson and Delilah” filled the East West Ice Palace in Artesia, Calif., last month, Wagner’s coach, Rafael Arutyunyan, skated backward alongside her, barking commands, eyes fixed on the blades of her skating boots. Wagner repeated each element until Arutyunyan was satisfied. “The claws are out,” Wagner declared upon launching into an interview after practice. “I’m ready to go!” LIZ CLARKE (THE WASHINGTON POST)

Bottom half of East gets tighter as Caps top Red Wings in OT For the second time in three days, Alex Ovechkin scored his NHLleading 39th goal late against the Detroit Red Wings. This one won’t be taken away. Ovechkin’s one-timer from the left circle on a power play 2:37 into overtime gave the Capitals a 6-5 win Sunday over the Red Wings, earning a split of a home-and-home set and tightening things even more in the bottom half of the Eastern Conference. Ovechkin was originally credited with the goal that tied the score with 7 seconds left in regulation on Friday in Detroit — a game the Red Wings eventually won in a shootout. The NHL has since reviewed the play and decid-

Michal Neuvirth made 25 saves. The Capitals and Red Wings are tied at 59 points in the standings, in the middle of a six-team pack in which two points separate eighth place from 13th place in the East. Washington had lost seven of nine and three in a row at home. “It’ll go right down to the end,” Washington coach Adam Oates said. “That’s why you’ve got to get as healthy as you can. Every point matters. Hopefully your wave will come, and it’ll come at the right time.” JOSEPH WHITE (AP)

Oakland’s Travis Bader broke the Division I record for career 3-pointers.
Bader said. “I practice those shots all the time. It’s just constant repetition and confidence that I’m going to make every shot.”
Bader, a senior guard, scored 18 of his 21 points in the first half, making 5 of 7 3-pointers. He was 1-for-4 beyond the arc in the second half, pushing his career total to 461. “You’ve got a guy sitting in the room that’s the greatest of all-time at something,” said Oakland coach Greg Kampe. “And we’re not talking about flipping a tiddlywink or something like that. This game’s been played for a long, long time and he’s the best ever. And, he’s still got seven, eight games left.” Oak land lost t he Horizon League game 86-64. (AP)
Women’s Basketball: Maryland 89, Syracuse 64 Freshman guard Lexie Brown scored a season-high 31 points, going 7 of 8 from beyond the arc, and No. 8 Maryland beat Syracuse 89-64 on Sunday to snap a three-game losing streak. The Terps (17-4, 5-3 ACC) were coming off two setbacks in a four-day span, an 87-83 home loss to No. 2 Notre Dame on Monday night and a 72-63 defeat at No. 18 North Carolina State on Thursday night. Alyssa Thomas, left, had a triple-double with 11 points, 11 rebounds and 10 assists. She tied Kristi Toliver for No. 3 alltime at Maryland with 2,078 points and Tianna Hawkins for third with 1,075 rebounds. (AP)

Virginia’s Malcolm Brogdon, right, had 16 points in Sunday’s win over Pitt.
Brogdon’s Late 3 Lifts Cavs to Win College Basketball Malcolm Brogdon made a lastsecond 3-pointer to give Virginia a 48-45 victory against No. 18 Pittsburgh on Sunday. Brogdon finished with 16 points for Virginia (17-5, 8-1), which maintained sole possession of second place in the ACC. The Cavaliers have won five consecutive games since losing at Duke on Jan. 13. Pitt (18-4, 6-3) lost consecutive games for the first time this season and fell into a third-place tie with Duke in the conference standings. The Panthers have lost three of their past five after opening with 16 wins in their first 17 games. Neither team held more than a four-point lead at any time throughout the game in a matchup of two of the ACC’s top defensive teams. (AP)
TV Lineup WIZARDS (7 P.M., CSN) For a seventh time this season, the Wizards (2323) are at .500, but they have failed to get over the hump in their previous six attempts. A win at home over the Portland Trail Blazers (34-13) would give the Wizards a winning record for the first time since October 2009.

The author said she “wrote the Hermione/ Ron relationship as a form of wish fulfillment” and said the couple might eventually need relationship counseling. (AP)
A Real Character Philip Seymour Hoffman brought a range of roles to stage and screen for more than 20 years
“We are devastated by the loss of our beloved Phil and appreciate the outpouring of love and support we have received.”
Obituary Philip Seymour Hoffman, who won the Oscar for best actor in 2006 for his portrayal of writer Truman Capote and created a gallery of other vivid characters, was found dead Sunday in his apartment with what officials said was a needle in his arm. He was 46. Two law enforcement officials, who spoke to The Associated Press on condition of anonymity because they were not authorized to talk about the evidence, said the actor apparently died of a drug overdose. Hoffman — no matinee idol, with his large build and limp blond hair — made his career as a character actor, and was one of the most prolific in the business, plying his craft with a rumpled naturalism that made him one of his generation’s most admired actors. The stage-trained actor was nominated for four Academy Awards: for “Capote,” “The Master,” “Doubt” and “Charlie Wilson’s War.” He also received three Tony nominations for his work on Broadway, which included an acclaimed turn as the weary and defeated Willy Loman in “Death of a Salesman.” Hoffman spoke candidly over the years about past struggles with drug addiction. After 23 years sober, he admitted in interviews last year to falling off the wagon and developing a heroin problem that led to a stint in rehab. In one of his earliest roles, he played a spoiled prep school student in 1992’s “Scent of a Woman.” One of his break-

through roles came as a gay member of a porno film crew in 1997’s “Boogie Nights,” one of several films by Paul Thomas Anderson that he appeared in. He often played comic, slightly offkilter characters in movies like “Along Came Polly,” “The Big Lebowski” and “Almost Famous.” More recently, he was Plutarch Heavensbee in “The Hunger Games: Catching Fire” and was reprising that role in the two-part sequel, “The Hunger Games: Mockingjay,” which is in the works. Ju s t we e k s a go, Show t i me announced Hoffman would star in “Happyish,” a comedy series about a middle-aged man’s pursuit of happiness. Born in 1967 in Fairport, N.Y., Hoffman was interested in acting from an early age. He studied theater as a teen-
ager with the New York State Summer School of the Arts before majoring in drama at New York University. In his Oscar acceptance speech for “Capote,” he thanked his mother for raising him and his three siblings alone, and for taking him to his first play. He could seemingly take on any role, large or small, loathsome or sympathetic, and appeared to be utterly lacking in vanity. Two films starring Hoffman premiered at last month’s Sundance Film Festival: “A Most Wanted Man,” directed by Anton Corbijn, and “God’s Pocket,” the directorial debut of John Slattery. Hoffman is sur v ived by h i s p a r t ne r of 1 5 y e a r s , M i m i O’Donnell, and their three children. JAKE COYLE AND TOM HAYS (AP)

Broken Bells, ‘After the Disco’ Shins front man James Mercer, above left, and Brian “Danger Mouse” Burton, above right, are back with “After the Disco,” their second album as Broken Bells. Cities Aviv Though he hasn’t yet cracked the mainstream, rapper Cities Aviv could be the future of hip-hop. In London we got J.K. Rowling. In Vancouver we got Bryan Adams and Nelly Furtado. For this year’s Olympics opening ceremonies, airing at 7:30 p.m. Friday on NBC, the Olympic Committee has been mum on the details. Early speculation on the ceremony’s potential special guests include violist Yuri Bashmet and conductor Valery Gergiev. Sounds like it should be a muted opening to the games, which technically kick off the day before, with early snowboarding, figure skating and freestyle skiing events.
