It really pays to be close to the mayor New salary data shows that top aides to Mayor Muriel Bowser are pulling in hefty salaries, some of them rivaling the $200,000 yearly mayoral salary. City Administrator Rashad Young is the best-compensated employee, earning the same $295,000 that his predecessor did. Chief of Staff John Falcicchio and Senior Adviser Beverly Perry are both making $198,500. The data shows salaries for top Bowser officials are generally in line with the pay earned by their Vincent Gray counterparts. D.C. homelessness is on pace for a record year The surge is an early — and major — test for the new District mayor THE DISTRICT As D.C. workers and volunteers fanned out for an annual count of the city’s homeless late Wednesday, they found dozens bundled up in familiar spots and others never before recorded in doorways in sight of the U.S. Capitol. But city workers began the evening already knowing where most of the city’s homeless were: in D.C. shelters or motel rooms rented for them by the city. The total number of people in emergency care of D.C. surpassed 4,000 this week — easily on track to eclipse last year’s recordbreaking numbers of sheltered homeless. The number has grown by more than 1,500 over the past four weeks — and continues to expand daily, often with as many as 100 families or more seeking shelter when temperatures drop below freezing, advocates say. But these families are no closer to a long-term housing solution. Despite a budget surplus and more scrutiny than ever, the D.C. government has failed over the past year to make serious progress on one of its most vexing and visible social challenges. And now, the city is largely in a holding pattern as its new mayor, Muriel Bowser, charts a course forward. Once they are given shelter, families are almost always guaranteed a room for the remainder of winter. Over 660 families are

Last year’s count During last year’s count, volunteers found a total of 11,946 people who were homeless in the D.C. region — an increase of 3.5 percent from a year earlier. But it wasn’t distributed evenly across D.C., Virginia and Maryland. D.C. recorded 883 more people than a year earlier, or an increase of 13 percent. The results of this year’s count won’t be released until April. (TWP)

Bowser won office last year promising a new approach. She said she would not repeat then Mayor Vincent Gray’s decision to close off access to motel rooms for

When Bowser took office on Jan. 2, however, the city had already reached capacity at its main shelter. To demonstrate her commitment to a new approach, Bowser had little choice but to keep the program open to families, placing them in sought-after motel rooms until her fledgling administration could formulate a plan. The city is now renting over 400 rooms for the homeless each night, and at a higher and higher cost per room, records show. Deadline passes for prisoner swap AMMAN, JORDAN The father of a Jordanian fighter pilot and the wife of a Japanese journalist held by the Islamic State group pleaded for their loved ones’ lives after a possible prisoner swap wasn’t carried out by a deadline of sunset Thursday. “I beg the Jordanian and Japanese governments to understand that the fates of both men are in their hands,” Rinko Jogo, wife of abducted journalist Kenji Goto, said. The extremists had demanded that Jordan release Sajida alRishawi, a female al-Qaeda prisoner, from death row, and they purportedly threatened in an audio message to kill the airman if she was not freed by the deadline. Al-Rishawi, 44, faces death by hanging for her role in a suicide

bombing in November 2005 that killed 60 people. After sundown in the Middle East, there was no word on the fate of Lt. Muath al-Kaseasbeh and Goto, and the families’ agonizing wait dragged on. “We have no clue about where the negotiations stand now,” said Jawdat al-Kaseasbeh, a brother of the pilot. “We are waiting, just waiting.” On Thursday afternoon, Jordan’s government spokesman, Mohammed al-Momani, signaled that a swap was on hold because the hostage-takers had not delivered proof the pilot is still alive. Detroit’s plan to rebuild is slowed by squatters DETROIT Chris Mathews’ crew showed up this month to demolish one of the thousands of vacant homes destined for demolition as part of Detroit’s plan to bulldoze its way to prosperity when a call from his office stopped them in their tracks: Someone was living there. A woman who watched the crew tear away the home’s wooden steps the day before had called Adamo Demolition to point out that she was living on the second floor, despite no power, heat or gas and a flooded basement. “It was like a swimming pool,” Mathews said. “We would never have thought anybody was upstairs.” As Detroit carries out its plan to tear down tens of thousands

of homes to combat blight, it is forced to deal with an unknown number of squatters. Since the city doesn’t allow occupied properties to be demolished, police must be summoned to remove squatters, which can take weeks or months. That makes them a complication for the recovery of the city, which emerged in December from the largest municipal bankruptcy in U.S. history. Clearing away as many vacant houses as quickly as possible is a priority. Drug dealers often set up shop in them, and some houses have been sites of sexual assaults. But for some of the 16,000 homeless in Detroit, the structures offer safety and shelter. Michele McCray, 58, calls them “abandonminiums.” She has been

In the past few days, virtual private network (VPN) services, the tools that many people in China use to evade online censorship, came under renewed attack. Brick by virtual brick, China is building its “Great Firewall” steadily higher, experts say. It infuriates netizens, exasperates foreign business executives, and appears to contradict China’s pretensions to be a global superpower. “China’s long-term goal is to make the Internet act like an intranet, cutting off access to all encrypted sites, so that government bureaucrats can tap into

anything that anyone is saying, at any time,” said one foreign IT executive. Yet Chinese IT companies, behind the wall, are flourishing, and e-commerce is booming. Chinese companies including Baidu, Tencent and Alibaba have thrived, drawing in talent and taking their place as some of the world’s biggest Internet firms. As dissent is crushed, the policy’s success in consolidating Communist rule suggests that there will be no turning back. Hacking attacks have intensified, with users of Microsoft Outlook, Google, Yahoo and Apple all targeted in the past three months, said Charlie Smith of GreatFire.org, an organization dedicated to combating online

Obama’s budget, to be formally released Monday, will call for $74 billion more than the levels frozen in place by across-theboard cuts agreed to by both Democrats and Republicans and signed by Obama into law. The White House said his new budget

proposals will “fully reverse” the so-called sequestration on the domestic side, while raising military spending. Under Obama’s proposal, national security programs would see an increase of $38 billion over current spending limits, raising the defense budget to $561 billion. On the domestic side, Obama is calling for $530 billion in spending — an increase of $37 billion. “If Congress rejects my plan and refuses to undo these arbitrary cuts, it will threaten our economy and our military,” Obama warned in an op-ed article

Obama’s aides believe that improving conditions give Obama credibility to push his spending priorities unabashedly — despite the fact that Republicans still believe government spends far too much. The president has been newly combative as he argues it’s time to ease the harsh measures that were taken to help pull the

economy out of recession. Obama was to promote his proposed spending levels to House Democrats at their annual retreat in Philadelphia on Thursday evening. The White House said his budget will be “fully paid for with cuts to inefficient spending programs and closing tax loopholes,” but taxpayers will have to wait until the budget is made public to find out exactly how. While the proposal to spend more on things like education, sick leave and health care was sure to delight many members of Obama’s own party, the Republicans now fully control Congress. “He is the most liberal, fiscally irresponsible president we’ve had in history,” Senate Finance Committee Chairman Orrin Hatch, R-Utah, told The Washington Post. “I don’t know why he doesn’t see it.” The president’s budget proposal is just that — a proposal — and will not become law. The budget frames Obama’s opening offer as Democrats and Republicans head toward an inevitable clash. It’s an agenda that Obama started selling in the run-up to his State of the Union address this month, and that House Democrats have sought to echo as they regroup after losing more members in the midterms. We’ve heard horror stories of people who dial 911 from their cellphones. Dispatchers listen helplessly because they can’t get an accurate fix on the caller’s location. The problem? When you call from indoors, thick walls prevent your phone from talking to GPS satellites. On Thursday, federal regulators unanimously approved a plan to change that. Under new rules from the Federal Communications Commission, within a few years wireless carriers will have to provide 911 dispatchers with specific latitude-longitude coordinates for a wireless 911 caller that are accurate to within 164 feet. Or they’ll have to provide dispatchers with a caller’s specific address, down to the room number. Technologies like Wi-Fi hotspots can help narrow down a caller’s location substantially, and part of the solution will rely on those. The carriers will also have to add vertical coordinates to the information they give dispatchers. That information, gathered from air pressure sensors in phones, should help first-responders determine what floor to go to in a multistory building. As FCC Commissioner Ajit Pai said, the new information “tells first responders exactly which door they need to knock on, or in some cases kick in, during an emergency.” BRIAN FUNG

Over the 2003 and 2004 seasons, when the Patriots won back-to-back titles, no team in the NFL allowed fewer points (498, or 15.6 per game). Over the past two seasons, Seattle led the league in scoring defense (485, or 15.2 per game). Even the personnel of the two units have similarities, with a shutdown corner (Ty Law/Richard Sherman), a smart and physical safety (Rodney Harrison/Earl Thomas) and a Pro Bowl middle linebacker (Tedy Bruschi/Bobby Wagner). Seattle led the league in interceptions in 2013 with 28, while New England had an NFL-high 29 picks in 2003.

When Brady and Randy Moss teamed up, records were broken. But when Brady was winning Super Bowls early in his career, he had to rely on more-pedestrian options. A different player led the Patriots in receiving yards in each of their Super Bowl-winning seasons (Troy Brown in 2001, Deion Branch in 2003 and David Givens in 2004). In each of the past three years, Seattle had a different player lead its team in receiving (Sidney Rice in 2012, Golden Tate in 2013 and Doug Baldwin in 2014). Each team decided it could win without having to devote much resources to the wide receiver position.

In their first three seasons as NFL starters, Wilson and Brady each made two Super Bowl appearances and have nearly identical regular-season and postseason stats.

With a dominant defense and a young QB — even if it is Brady or Wilson — why would you want a pass-first offense? In two of Brady’s three Super Bowl-winning seasons, he averaged fewer than 30 pass attempts per game. And even though the Patriots didn’t always have an elite running back, they finished in the top 12 in the league in rushing attempts in three of Brady’s first four years as a starter. For Seattle, Wilson is averaging 26.1 passes per game in his career. This year, 18 other QBs attempted more throws than Wilson. And the Seahawks have had a top-five rushing offense three straight seasons.

It’s hard to believe now, but Bill Belichick and Pete Carroll were each viewed as an NFL failure at one time. In Belichick’s first stint as an NFL coach, he went 36-44 with the Browns, making the playoffs once in five seasons. Carroll was fired after going 6-10 in his lone season with the Jets. A few years later, he was hired by the Patriots but lasted only three seasons, going 27-21 with two playoff appearances. As far as coaching styles go, there may not be two more dissimilar coaches in the NFL than Belichick and Carroll. But both have made the most of their second (or third) chances.

Wall plans to see doctor for migraines Friday

John Wall played through migraines for the second straight night Wednesday in Phoenix, and he plans on seeing a doctor Friday. “It’s just been killing me, man, to be honest,” Wall said before the game. The Wizards point guard estimated the headaches began around two weeks earlier but worsened Monday afternoon in Los Angeles. She sported black high-top Nikes, shorts and a Wizards T-shirt she bought at a local Modell’s. It wasn’t exactly what she planned to wear for her interview with one of Poland’s most prominent athletes. “They were out of Marcin Gortat jerseys,” she lamented. The crew for “Dzien Dobry TVN” — Polish for “Good Morning TVN,” after the network that

broadcasts the show — was in the Washington area for a few assignments. They planned a report on a house in Alexandria with over-thetop Christmas lights, and another from Ben’s Chili Bowl because President Barack Obama likes eating there. But Gortat was first. Gortat has established himself as a Wizards fan favorite, a productive NBA center with a gregarious personality and a $60 million contract. He speaks his mind. He wears a mohawk. He calls himself the “Polish Machine.” His popularity prompted the Wizards to schedule a Gortat action figure giveaway to the first 19,000 fans at Saturday’s game against the Raptors, which is part of the reason why the team is selling standing-room tickets for the event for just the fourth

time this season. But in Poland, a nation of 38 million people, the spotlight is exponentially amplified. His career and life are tracked every day in the media. To Poland, he is more than just an athlete. He is the humble inspiration who picked up his sport late and happened to develop into the best basketball player the country has ever produced. The three rent a spacious rowhouse in Bloomingdale, which — in addition to serving as a de facto party house — is a culinary and mixology playground where the crew keeps a towering wet bar and regularly cooks restaurant-quality meals together. Their setup works well for the gourmands because they share similar interests and — perhaps more importantly — they genuinely enjoy each other’s company. The gang met in 2009 at Founding Farmers, where they all worked behind the bar. Three years later, Spangler and Hartley moved in together. Beasley joined a year later, and they moved to this house in June. “When you’re working together at restaurants for 13-, 14-, 17-hour shifts, you’re already spending more time with these people than you would at an actual house,” Hartley says. “Why not just move in?” A house like this probably is not the best fit for anyone who

Finally! D.C. rent is getting cheaper Increase in apartments in the city is changing how much renters pay ANALYSIS Although it may not seem like it, average apartment rents are taking a smaller bite out of bank accounts these days. Year-over-year average rent

growth among mid-quality, three-star apartments declined during the third quarter for the first time in 2014, while average rents in higher quality four- and five-star apartments have been dropping since the second quarter of 2013. Until now, the rent gap between the two sets of apartments had been narrowing. Average

rents for a three-star apartment in the Washington metropolitan area are $1,464 per month on average, compared to $1,944 per month at a four- or five-star building, a difference of roughly 28 percent. Ten years ago, however, that difference was even larger at about 39 percent. Why has the rent gap shrunk? Part of the reason is that a wave of new apartments hit the region in 2007, delivering about 11,400 new units, 120 percent more than the historical average number of units produced per year from 1983 to 2006. This new supply forced landlords at some four- and five-star

Nor is it one for someone with “normal” hours. “Someone who has to get up early on a regular basis — people we call ‘day walkers’ — probably won’t work,” Beasley says. Their liberal hangout policy has led to some raucous nights, like the time a hammered pastry chef broke a bottle of kimchi bitters, unleashing a heinous smell. But living with like-minded colleagues has plenty of benefits for the trio: Having so many refined palates under one roof makes for fruitful recipe tasting. “We’ll go back and forth making legit cocktails, but the more we drink, the more we forget,” Hartley says. (That’s why they keep a recipe log.) Also, the networking opportunities are endless. “As we start to branch out and start our own bars and businesses, it will work out to all of our advantages to have a tight inner circle where we can market ourselves,” Beasley says. Having easy-to-access friends is another perk. “People who work a 9-5 go out on Thursday, Friday and Saturday nights,” Spangler says. “And when do we work? In recent years, the effective rental growth rates of three-star and four- and five-star buildings have diverged even further. Just as in 2007, this is largely a result of the recent construction boom in the Washington area. An

NFL: Concussions down in ’14 NFL The rate of concussions among NFL players fell 25 percent this season, according to the league, even as injury reporting and trips to the injured reserve list rose overall. Data provided to The Associated Press by the NFL ahead of its annual pre-Super Bowl health and safety news conference Thursday shows there were 111 concussions in games during the 2014 regular season, down from 148 in 2013, and 173 in 2012, a 36 percent drop over that three-year span. When preseason games, plus preseason and regular-season practices, are included, concussions this season declined to 202, down 12 percent from 2013, and 23 percent from 2012. This season, for the first time, NFL injury data was collected by all 32 teams through electronic medical records, allowing

Rob Corddry stars in “Black Sea” as a submar— wait, what? That’s Jude Law?! Are you sure?

The old man and ‘Black Sea’: Law embracing his age Jude Law — at least judging by the way he looks in “Black Sea” — is not aging well. He’s balding. His face is lined, and not in that crinkly-crow’sfeet kind of way, but in that maybe-SPF-would-have-beena-good-idea-in-your-youth kind of way. He didn’t look that great in 2013’s little-seen but very good “Dom Hemingway,” either (though a lot of that uglification was achieved through makeup). In 2012’s “Anna Karenina” he didn’t play the heartthrob, but instead the slightly dowdy husband. I don’t say this to be mean or gripe that a golden boy has lost

his shine. Actually, I think the fact that Law, 42, is allowing himself to get older — maybe even embracing that he’s getting older — is giving him a freedom he never got in his previous incarnations. Law has twice (in “Gattaca” and “A.I. Artificial Intelligence”) played characters who were literally engineered to be handsome, the former genetically and the latter robotically. The defining characteristic of his roles in “The Talented Mr. Ripley,” “Midnight in the Garden of Good and Evil” and “Alfie” was they were hot. In “The Aviator” he played Errol Flynn, which amazingly did not create some sort of metahandsome rip in the time-space

continuum. Other parts didn’t require good looks —“Cold Mountain,” for example — but for a long time, even though he was clearly talented (he’s been nominated for two Oscars, for “Cold Mountain” and “Ripley”), he was known for being gorgeous first and an actor second. He could have stayed in that very safe, very profitable box; his impossible bone structure is still there even if his hair is not, and Botox and toupees

have come a long way. As his impossible beauty has faded, though, his career has gotten much more interesting. Captain Robinson, his character in “Black Sea,” could not have been played by yesterday’s Law, or even today’s George Clooney; a handsome man does not belong on that submarine. Of course, Law is lucky to be a man. Beautiful actresses who play ugly characters usually only do so through the magic of makeup, a way of reassuring audiences that it’s OK, Charlize Theron doesn’t really look like that; don’t worry, that’s not Nicole Kidman’s real nose. But Law is taking a chance by coming down from hottie heaven to linger among the normal, and that gamble is paying off with better roles and better performances in more interesting movies. FILM “Steal from the rich and distribute the proceeds equally among the crew of a decrepit Soviet-era submarine” doesn’t have that Robin Hood ring to it. In “Black Sea,” though, Captain Robinson isn’t too concerned about being noble. “I don’t think he has such a broad perception of the world,” says Jude Law, who plays Robinson. “He just sees what’s in front of him. He’s not a revolutionary or an idealist.” Robinson and his men head to the bottom of the Georgian waters to recover Nazi gold that’s been on the seabed since World War II. Half the men are Russians (they pilot the sub); half are Brits (they’re the divers who will retrieve the riches). There’s also an American businessman, who notes that, when the guys start to do the math, they’ll realize that fewer men equals more cash for themselves. Not all are into the equal pay thing. Some of the crew members have more experience and some, like the divers, have riskier jobs than, say, the guy manning the radar. Robinson sticks to his guns. “For him,” Law says, “the mission is as much about winning back a sense of equality and

dignity for these men,” many of whom, like Robinson, resent the corporations that consider them expendable. Of course, things start to go wrong, because “uneventful retrieving of treasure” would be a boring movie. Once things start to crumble, they split largely down British-Russian lines.

Robinson’s surprised, Law says, that his “all for one, lots for all” system didn’t work. “[His personal] dilemma is his belief in his system, in them as men, and in himself as a leader,” he says. “The other interesting thing about it, being on a sub, you can’t start throwing blame around. He needs everyone on that boat.” Though it includes some action, “Black Sea” isn’t quite a heist film or a thriller. This transcending of genre is what drew Law to the movie. “The script was about desperate men taking desperate measures,” he says. “That was at the heart of the film: what lengths we go to on this planet to survive.”

This grandpa’s not all bad FILM Elliot Anderson, Kevin Costner’s character in “Black or White,” is kind of a jerk, but the actor is willing to cut him some slack. After all, Elliot is having the toughest day he could imagine. When the film opens, Elliot’s wife has been killed in a car accident. They — well, she — had been raising their granddaughter Eloise (Jillian Estell), and now Elliot is facing the prospect of a life raising a little girl without his partner to help. “One day he has a wife, and the next day he doesn’t,” Costner says. “Three days later, [he’s] at a wake, then somebody says, ‘What are you going to do with [Eloise]?’ It’s not like he’s ever had to think about what he’s going to do with her.” Eloise’s other grandmother, Rowena (Octavia Spencer), shows up and starts talking shared custody. And that seems like a good idea, since Elliot drinks too much and clearly has had very little hands-on interaction with his granddaughter. “I’m not afraid of coming off as unflattering,” says Costner, who co-produced “Black or White” during a busy 2014 that included starring roles in three other major films. “That [Elliot] is flawed makes him infinitely more interesting.” Adding to the complications

are the racial and class divisions between the rich, white Elliot and the working-class, AfricanAmerican Rowena. Elliot insists that race plays no part in his desire to keep his granddaughter and gets offended at the mere

suggestion that it might. That defensiveness, Costner says, is one of the byproducts of Elliot’s grief. “If you’re not prepared to have a conversation, you become defensive right away,” he says.

“He’s dealing with the grief and suddenly it’s ‘we want to share custody’ and he’s like ‘whoa, whoa, whoa.’ That’s something he might have been more amenable to had it not been just so forced on him.” Once Elliot gets his dukes up, he has trouble putting them back down, no matter how bad it makes him look or how much it takes his attention away from Eloise. In Elliot’s mind, “there’s no time for compassion,” Costner says. “You’re just fighting back. Your head’s been pushed underwater, and you’ve got to get it back up again. FILM REVIEW Canadian director Xavier Dolan — who at 25 already has made five movies — may not always demonstrate exacting discipline or storytelling rigor in “Mommy,” his dysfunctional family drama. But for pure expressive energy, he presents an inspiring vision of what films could be if their creators would unclench a little bit and let their flags fly a little looser, higher and freer. Dolan also proves how important great casting can be. It’s early days yet, but Anne Dorval delivers one of the young year’s bravest performances as Diane “Die” Despres, the funny, sexy, explosively temperamental single mother of a troubled teenage son named Steve (Antoine-Olivier Pilon). As “Mommy” opens, Die is on her way to fetch Steve from a juvenile detention facility, which he’s being kicked out of for misbehavior. What ensues is a vivid, sometimes unsettling

portrait of their highly charged relationship, which skates perilously close to a doomed romance between two immature, damaged but deeply loving souls. Although Dolan injects whiffs of incestuous desire here and there, he mostly focuses on the dramatically pitched dynamics between mother and son, who can be seen swearing, fighting, partying and embracing in ways that constantly blur the line between parent and child. The widowed Diane, a book translator living in the Montreal suburbs, has clearly set few boundaries for Steve, who has been diagnosed with attention deficit hyperactivity disorder. What might have worked for her before, however, is not working so well now, as

Steve’s mood swings have become exponentially more violent and frightening. Dolan has filmed “Mommy” in 1:1 aspect ratio, which means the frame is a perfect square, giving Die and Steve’s crowded house an even more cramped, claustrophobic feel, and suggesting that viewers are observing their chaotic life together through a keyhole. When they befriend a shy neighbor named Kyla (Suzanne Clement), some predictable complications and competitions ensue; unlike Die and Steve, who veritably leap off the screen as irrepressible, fully rounded characters, Kyla remains strangely recessive, her background never explained and her role going curiously unexploited. Still, the volatile, unbridled emotion of “Mommy” — its sheer life force — makes up for its structural weaknesses, giving viewers an often breathtaking glimpse of a director who, like his own adamantly unconventional protagonists, is fairly bursting at the seams with spiky, headstrong brio. Lindsay Lohan can’t seem to put her reckless driving charge from 2012 behind her. Lohan’s lawyer, Shawn Holley, was in a Santa Monica, Calif., court Wednesday to submit proof that her client had completed required community service hours stemming from the conviction, People magazine reported. But a lawyer for the city demanded an investigation into whether Lohan really put in the hours. Chief Deputy City Attorney Terry White said the claim that Lohan completed 80 community service hours in nine days was particularly suspect. “If this was Lindsey Smith, nobody would allow this,” White said, according to The Associated Press. Doctors are criticizing Gwyneth Paltrow’s latest bit of advice for women, People magazine reports. In a post on her lifestyle site, GOOP, Paltrow promoted the Mugwort V-Steam at Tikkun Spa in Santa Monica, Calif. Paltrow said the treatment “cleanses your uterus, et al.” But OB/GYN Dr. Jen Gunter warned women off the treatment on her blog, writing, “Steam is probably not good for your vagina.” (EXPRESS)
