Virginia Gov. Terry McAuliffe has been hospitalized following a horse-riding accident over the Christmas holidays that left him with seven broken ribs and fluid around his lungs, spokesman Brian Coy said Monday. Coy said doctors had expected the weeks-old injury to heal on its own, but after identifying increased fluid around his lungs, they admitted him around noon Monday. The McAuliffe family visited one of the governor’s daughters in Zambia and later went on a safari in Tanzania, which is where the riding accident happened. Coy said McAuliffe was seen by a doctor in Tanzania but wasn’t hospitalized there. (TWP)

THE DISTRICT Put yourself where Jeffrey Todd found himself last Monday: Your Metro train stops, goes dark and fills with smoke. Do you pry open the doors to escape or sit tight, await further instructions and pray for rescue? Unlike scores of others, Todd, a trained Navy pilot, weighed the situation and then opted to escape. The chaos crept into the Yellow Line train much as the smoke did — gradually. At first there were jokes. But as the smoke continued to build, people called 911 instead. The train operator told them to stay put. There was talk of pulling the doors open, but until Todd took the initiative, most stayed seated. Experts on human behavior say the stress of a life-threatening crisis, the welter of reassurances from the train’s operator and the behavior of fellow passengers kept most people frozen in place. “When you need to be thinking clearly the most, it’s the hardest because of the stress and the noise and the chaos,” said Emanuel Robinson, a psychologist. People were slow to recognize the growing threat, and they focused instead on information that the train was about to roll back to the station. “People will look for the first piece of information, even if incomplete, and overweight it,” Robinson said, until developments contradict their first thoughts. Randall Griffin, a visiting assistant professor at Georgetown University and a career firefighter, characterized the most common psychological reaction as the smoke began to build. “You have a thousand thoughts running

through your mind, and you still have this denial and disbelief. … ‘I’m not going to panic. I’m going to kind of sit here.’ ” A woman who boarded at the Archives said she opted against fleeing. “I thought it was more prudent to stay inside the train, especially given the uncertainty of the third rail,” she said. Todd said he began to reassess. “For the first 20 minutes, I relied on the information I received from the conductor,” he said. But “visibility was worsening, passengers started coughing. What was good five minutes ago wasn’t the same situation we were in now.” Robinson said the emergence of an authority figure can be critical to the survival of a heretofore complacent group. “Imagine if someone said, ‘We’ve got to get these doors open,’ and they were wearing an orange vest,” he said. “People will immediately bestow authority onto someone if they step up … and seem like they are in authority, even if they’re not.” Last Monday, Todd became that authority figure in one car. “I asked those around me if they

thought we should leave,” he said. “Most said we should stay put.” Todd said he gathered others who wanted to escape. After pulling an escape lever, the doors pushed open. He crouched low and walked to a narrow concrete safety walkway. After several hundred feet, the smoke cleared and he saw daylight from an overhead shaft with stairs leading up. He also discovered that all but one of the people he’d led had turned back toward the station. He and the lone passenger then crossed the tracks onto a step, over the wires of the third rail, climbed a staircase and used a lever that opened a steel grate. After he emerged in daylight, Todd decided he should have gotten out sooner and encouraged more people to join. “I waited until the situation deteriorated to [becoming] an emergency escape,” he said. “I would have endeavored to make sure more people followed us. … I exited, saw a light coming behind me and assumed more were following. Firefighters had to use cellphones to communicate after their radios stopped working during the rescue, according to a report released Saturday by the District. Metro had been warned four days earlier that D.C. firefighters’ radios were not working in that exact spot. First responders were not told by Metro for 20 minutes that a train filled with passengers was stranded in a tunnel, the city’s report said. LOUIS Protesters angry about the spate of police killings of unarmed African-Americans disrupted observances in honor of Martin Luther King Jr. in St. Louis on Monday, staging a series of actions meant to highlight the civil rights leader’s more radical views and criticize establishment black leaders for their complacency. The actions, which involved rerouting a planned march downtown and storming the stage of an interfaith celebration, earned an admonishment from the mother of one of the slain young men. While police ushered protesters out of the interfaith event, Lesley McSpadden, whose son Michael Brown was killed by police in Ferguson, Mo., and who was

participating in the official events, took the microphone. “I think we forgot why we was here, everyone in the building,” she said. It was the latest event showing the rift between the new crop of young black protesters using headline-grabbing tactics and older-guard civil rights activists, who favor peaceful, religioustinged demonstrations. “[The protesters] are misled and misguided individuals with a different agenda,” said Anthony Bell, a Democratic Party official and grand marshal of the march. Explosive confrontations are nothing new for Israel and Lebanon, but the latest spat between the foes is perhaps the first to have been caused by an alleged photo-bomb. A seemingly innocuous selfie at the Miss Universe pageant in Miami has sparked criticism in Lebanon because it featured a smiling Miss Lebanon alongside Miss Israel. Let’s be honest: The pomp and scale of the State of the Union address is a skeleton of the past. President Barack Obama knows that there’s no utility to it. His poll numbers haven’t been helped by the speech, and its viewership is down: In 1994, Bill Clinton’s State of the Union was watched by 45.8 million people, according to Nielsen; in 2014, Obama was seen by 33.3 million. Even since 1994, the world has changed. Obama has embraced the fragmentation of the media. On Thursday, he’ll take questions from three members of a category of people known as “YouTube stars,” one whose 2012 video of her choking on cinnamon has been viewed 42 million times. (126 percent of Obama’s live 2014 SOTU audience.) It’s easy to dismiss Obama’s YouTube outreach as diminishing the status of his office, but it seems only officeholders and those on Capitol Hill who seek it think it has much status at all anymore. Confidence in the presidency at large, as measured by Gallup last year, was down from 1991 by over 40 points. But the speech is a Tradition and that Tradition reflects the Importance of the Office. So Obama walks onto the House floor, passing through an effusive crowd of legislators as they imagine themselves making that same walk, and the Great Spectacle of Washington is upheld. PHILIP BUMP

POLITICS In his State of the Union address tonight, President Barack Obama plans to propose raising $320 billion over the next 10 years in new taxes targeting wealthy individuals and big financial institutions to pay for new programs designed to help lower- and middle-income families, senior administration officials said Saturday.

The proposals In the address, Obama will propose raising the capital gains and dividend tax rates to 28 percent for high earners; imposing a fee on the liabilities of about 100 big financial institutions; and greatly broadening the amount of inherited money subject to taxes. Obama will also seek to boost private retirement savings by requiring employers without 401(k) plans to make it easier for full-time and part-time workers to save in individual retirement accounts, which could assist as many as 30 million people. administration would provide small employers tax credits to cover costs. New tax credits would help those in need of child care and households with two earners, they said, while other proposals — such as covering community college tuition — would help students.

Max-imum impact THE NATIONALS HAD BEEN MOSTLY QUIET THIS OFFSEASON — seemingly heading into 2015 with pretty much the same group they had

last year. Then they acquired the best free agent starting pitcher available, signing 30-year-old, right-hander Max Scherzer to a seven-year, $210 million deal. The move makes the Nationals the favorite to win the World Series in 2015, but it also could affect the future of the franchise. Plenty of questions surround the blockbuster signing — here a few. According to The Washington Post’s Barry Svrluga and Adam Kilgore, some money of the contract has been deferred, meaning Scherzer’s 2015 salary almost certainly won’t be worth the contract’s average annual value of $30 million. That would accomplish two things: it keeps the Nationals’ payroll for 2015 at a reasonablebut-competitive number, but also saves the higher salaries for future seasons, by which time a dispute with the Orioles and MASN over revenues due to the Nationals for their TV deal will be settled.

One official with knowledge of the deal indicated that although the Nationals have been willing to trade right-hander Jordan Zimmermann, the addition of Scherzer doesn’t necessarily mean they would have to deal anyone to make financial room for Scherzer. Along with Zimmermann, Ian Desmond, Doug Fister and Denard Span are all headed to free agency after the 2015 season, so they could be trade candidates if the Nats want to keep their payroll down or get something in return before they leave via free agency.

Many GMs, including the Nationals’ Mike Rizzo, are usually wary of issuing longterm deals for pitchers, who tend to decline into their late 30s. Before this winter, 14 pitchers had been issued contracts worth at least $100 million. Only three won World Series titles over the course of those deals, and there are even asterisks there. C.C. Sabathia’s title came in the first season of his contract with the Yankees, and while Tim Lincecum and Matt Cain both won titles with the Giants, Lincecum had pitched his way out of the rotation in 2012 and 2014, and Cain was hurt this past fall.

The Nationals added one of the game’s best pitchers (Scherzer’s 3.24 ERA over the past three years ranked third in baseball) to one of the game’s best rotations (Washington led all of baseball with a 3.04 ERA for its starters last year). Replacing Tanner Roark with the 2013 AL Cy Young winner is a monumental upgrade, but topping last year’s statistical success won’t come easy. Roark actually had a better ERA than Scherzer in 2014 (2.85 to 3.15). And in the postseason, the Nationals had a 0.73 starters ERA. How much can the best rotation in baseball improve?

Stephen Strasburg has drawn that assignment in the past. Last season, he ranked third — behind Scherzer and Yu Darvish — in strikeouts per nine innings. Scherzer’s 3.24 ERA over the past three seasons is behind only Clayton Kershaw and Felix Hernandez. Zimmermann closed last season by throwing the first no-hitter in club history and had a 2.66 ERA in 2014 — better than Strasburg and Scherzer. Those three will likely front a rotation that will also include Fister and Gio Gonzalez, either of whom could serve as an opening day starter on another team.

New products come full of fruits, nuts, seeds and other healthful ingredients Foods. Now that they’ve transferred production to a West Coast co-packer, the $3 goodies are rolling out to stores across the country (and Canada). It would be a crazy story — except for the fact that other local bar-makers are experiencing similar success. Nearly as ubiquitous is Ever Bar, which launched in 2014 and is already in 80 stores, boasts founder Alex Hempfield. The University of Maryland grad wanted to raise awareness of hemp. “I was tired of the lies being told to the public,” Hempfield says. (And yes, that’s also why he legally changed his last name two years ago.) He spent a year playing with 2,000 recipes to develop a bar that could showcase hemp’s nutritional qualities and taste great. The resulting Ever Bars are now “handcrafted” in Gaithersburg. Two other growing companies, Kate Bakes (gluten-free, vegan bars) and Out of the Box Bakery (which specializes in paleofriendly treats), share a Northern Virginia kitchen space. As D.C. becomes increasingly health-conscious, such community ties matter, Kathleen Hodge says. That’s why, to promote the

This week, owner Katelyn Sornik plans to introduce a new flavor made with pulp from green juice. Sornik shares kitchen space with Out of the Box Bakery. Amanda Smith’s paleo-friendly biz also makes cakes and cookies, but the top sellers are the grab-and-go bars, designed to fuel a workout. The not-so-secret ingredient in Ever Bar is hemp, “a powerhouse of nutrients,” says Alex Hempfield, who’s developed three flavors: Almond N’ Cranberry, Green Power and Blueberry Cashew. You can soon bite into Mission: Bars, which are headed to stores after a crowdfunding campaign. With quinoa, coconut and chia, they’re ideal for athletes, says co-founder Kathleen Hodge.

NUTRITION “These are the best!” squealed Casey Dlott, 29, popping a bite of CharmedBar’s Apple-rageous into her mouth. Even if samples hadn’t been up for grabs at Glen’s Garden Market in Dupont Circle, a few of the snacks would have ended up in her basket. She’s already been buying them by the box: “It’s the trifecta. All-natural ingredients, filling and delicious.” There are quite a few more adjectives that can be added to that list, says CharmedBar co-creator Debbi Ascher, who has struggled with digestive issues for decades. She developed the bars — with her friend and Gaithersburg, Md., neighbor Jen Burnstein — because she could eat only foods free of gluten, grains, soy, dairy and refined sugars. Finding something that fit those criteria and that she could stick into her purse? Forget about it, Ascher says. So, a year and a half ago, when the duo baked up their first batch of bars using nut butters, fruit, coconut and spices, they wondered whether other people might want to try them, too. FACILITIES If you’re the sort of person who belongs to a gym but never steps onto an elliptical or lies back on a weight bench, you’re probably not getting such a good deal, says Andy Schaefer, who spent the past decade working at fullservice health clubs. The boutique fitness studios that have cropped up in recent years make more sense for the “I just want to take classes” crowd. But there’s a drawback to that setup, Schaefer adds. Most of

those studios specialize in just one thing — yoga, barre, boot camp — so getting a varied workout requires running all over town. That’s why Schaefer is trying a different approach with Next Phase Group Ex, which recently opened in Bethesda: It’s a gym exercise studio, minus the rest of the gym. And you pay by the class, rather than a monthly fee. After gyrating through a recent hourlong dance cardio class, Catherine McCallum wiped the sweat from her brow and proclaimed her love for the concept. “I don’t need a tennis court or basketball,” the 49-year-old Bethesda resident said. “I need consistent instruction.”

STREAMING Of all the twisted psyches that Gillian Anderson has taken on, she likes Stella Gibson the most. Gibson being the enigmatic detective on the critically acclaimed “The Fall,” which debuted its second season on Netflix on Friday. Anderson, 46, owes her early success to her “X-Files” role as Dana Scully, but considers Gibson, who becomes obsessed with the case of woman-killer Paul Spector (Jamie Dornan), the most interesting on her résumé. “Stella was about as complex a character as I ever encountered,” she said. “Even after the second season, after we do get hints here and there, maybe bits of her past, you’re still asking the question, ‘Who is she and what

Lindsay Lohan is starring in a commercial for Esurance, a subsidiary of Allstate that gives carinsurance quotes, TMZ reported. The website speculated that the ad, which was shot in Long Beach, Calif., will air during the Super Bowl, and that it could make reference to Lohan’s many carrelated incidents. TMZ cited her two 2007 DUIs, an accident in 2010 in which she hit a baby stroller and three incidents in 2012. In an article titled “How Does Lindsay Lohan Still Have A Drivers License?,” the auto-news website Jalopnik counted seven incidents between 2007 and 2012. (EXPRESS)
