A moose wandered into a hospital building in Anchorage, Alaska, on Monday and munched on plants in the lobby as workers watched in awe. The moose got inside through doors that were stuck open due to extreme cold, and was likely drawn in by the lobby’s plants, Alaska Regional Hospital spokeswoman Kjerstin Lastufka said. The moose caused no problems other than the snacking. “It was a pretty calm visit,” Lastufka said. (AP)

A cat who went missing from suburban Detroit turned up two months later more than 1,000 miles away in Florida. Dearborn resident Judy Sanborn was shocked when she received a call in December from BluePearl pet hospital in Tampa, The Detroit Free Press reported. Staff told her they had her tabby, Bandit. A local resident found the cat, who was identified by his microchip. Bandit is set to catch a return flight to Michigan this week. (AP)

A small black pig wandering the streets of Newcastle, England, on Tuesday morning was corralled by staff members at a local elementary school, BBC News reported. Northumbria Police tweeted a statement praising the school’s staff for their efforts and urging the pig’s owner to contact the local city council. It’s the last-place “prize� that caused the league to get creative. “Somebody suggested that the loser retake the SAT,� said Eric Mendelson, 24. The 10 members of the league all graduated from Sherwood High in 2012. Someone suggested the loser shave his head or fly to “a random city in Iowa.� But these and other ideas were deemed either too extreme or too expensive. TRANSPORTATION The warnings sound like the plot of a Hollywood spy thriller: The Chinese hide malware in a Metro rail car’s security camera system that allows surveillance of Pentagon or White House officials as they ride the Blue Line — sending images back to Beijing. Or sensors on the train secretly record the officials’ conversations. Or a flaw in the software that controls the train — inserted during the manufacturing process — allows it to be hacked by foreign agents or terrorists to cause a crash. Congress, the Pentagon and industry experts have taken the warnings seriously, and now Metro will do the same. The transit agency recently decided to add cybersecurity safeguards to specifications for a contract it will award this year for its next-generation rail cars following warnings that China’s stateowned rail car manufacturer could win the deal by undercutting other bidders. Metro’s move to modify its bid specifications after they had been issued comes amid China’s push to dominate the multibillion-dollar U.S. transit rail car market. The state-owned China Railway Rolling Stock Corp., or CRRC, has used bargain prices to win four of five large U.S. transit rail car contracts awarded since 2014. The company is expected to be a strong contender for a Metro contract likely to exceed $1 billion for between 256 and 800 of the agency’s newest series of rail cars. CRRC’s success has raised concerns about national security and China’s growing footprint in the U.S. industrial supply chain and infrastructure. “This is part of a larger conversation about this country and China, and domination of

industries,” said Robert J. Puentes, president of the Eno Center for Transportation. “We don’t want to get trapped into a xenophobic conversation … but we also don’t want to be naive.” No U.S. company makes subway cars, so China competes in that market against companies from Asia, Europe and Canada. But U.S. companies build freight rail cars, such as boxcars and tank cars, and they fear China will target them next. That could cost U.S. manufacturing jobs. It also could increase the risk of a cyberattack that cripples domestic rail transportation in a military confrontation or other national emergency. Both the U.S. Senate and House have sought to block further Chinese penetration of the transit vehicle market. Each chamber has inserted language in annual transportation appropriations bills to impose a one-year ban on new purchases of mass transit

New requirements In choosing the winner of the contract to build its next generation of rail cars, Metro is legally required to follow guidelines it set in a lengthy request for proposals, or RFP, which it issued in September and will now revise to include cybersecurity safeguards. The changes are expected to require the winning bidder to get its hardware and software certified as safe by a third-party vendor cleared by the federal government. (TWP)

A ban on purchases from China could penalize financially pressed transit systems such as Metro, which may want to take advantage of CRRC’s low prices. Critics have said the company is able to underbid competitors because of state subsidies. CRRC did not respond to emails requesting comment. Rep. The Catholic organization Opus Dei paid $977,000 in 2005 to settle a sexual misconduct complaint against a D.C.area priest. In a statement Monday, Vicar Monsignor Thomas Bohlin said Opus Dei received a complaint of sexual misconduct against the Rev. C. John McCloskey in 2002 from a woman who was receiving counseling in D.C. McCloskey was removed from his job in 2003 following an investigation. Ohio man gets 4 years in nationalist rally beating An Ohio man was sentenced Monday to just under four years in prison for his role in the beating of a black man on the day of a white nationalist rally in Charlottesville, Va. Daniel Borden was sentenced to 20 years, but most of that sentence was suspended. His active sentence amounts to three years and 10 months. Borden, of Huber Heights, Ohio, was one of four men charged in the Aug. 12, 2017, beating of DeAndre Harris. During his sentencing hearing Monday, Borden told the judge he is not a bigot and is remorseful. (AP) VIRGINIA

Supreme Court rejects delay in redistricting case The U.S. Supreme Court has denied a request from Virginia Republicans to block a federal court from approving new legislative district boundaries. The order was issued Tuesday, two days ahead of a scheduled lower court hearing on proposed new state legislative maps. A federal panel has ordered a new map after ruling that lawmakers racially gerrymandered 11 state House districts. The Supreme Court has agreed to hear an appeal of the case this year. (AP)

New Orleans police chief tapped for Baltimore job Choice comes day after last candidate abruptly withdrew nomination BALTIMORE A day after her first choice withdrew his candidacy, Baltimore’s mayor on Tuesday picked New Orleans Police Superintendent Michael Harrison as her nominee to lead the city’s troubled force. Mayor Catherine Pugh said Harrison has already declared his intention to retire from the New Orleans Police Department and come to Baltimore. She said the veteran police leader has delivered “clear, compelling and consistent results in reducing violent crime” while leading a city under a federal consent

decree similar to Baltimore’s. Harrison, a New Orleans native who has helped his hometown’s once scandal-plagued force implement ongoing reforms since becoming the top cop in 2014, would be Baltimore’s fourth police commissioner during Pugh’s roughly two-year administration. “He will bring not only significant and relevant experience to addressing the challenges of Baltimore, but the insight and sensitivity needed to re-establish essential trust and confidence of citizens in their police officers,” Pugh said Tuesday. Harrison will certainly recognize the tough terrain in Baltimore, which has recently led all big American cities in violent crime statistics and where gritty

realities have helped make it the setting for hard-boiled crime shows. Since 2014, he’s led a depleted department working to beef up manpower and reverse decades of scandal that included the fatal shootings of unarmed civilians after Hurricane Katrina in 2005. New Orleans remains under a federal consent decree entered into in 2012 after agreeing to changes governing hiring, training, discipline, procedures for use of violence and other elements of police work. The city saw its lowest homicide rate in decades last year under Harrison, who was already a 24-year police veteran in New Orleans and a district commander when he took over leadership. ‘It’s discouraging’: Furloughed feds wait in frustration No matter how the 800,000 affected federal employees — who are shut out of work or required to work with no guarantee of the next payday — are spending their time, they are united in the disgust and anxiety generated by the shutdown. “It’s very discouraging,” said Jill Aksamit, an Equal Employment Opportunity Commission statistician who joined the federal service in September. “I just never expected something like this to happen.” She was among more than 400 federal employees who participated in American’s program of skills and management training. An indication of her sense of mission, a commitment shared by federal employees generally, is her misplaced sense of guilt. Misplaced because the guilt belongs to Trump and his congressional supporters. “I feel guilty that I’m not working,” Aksamit said. “There are people out there that need help and I could be helping them.” While she was sharpening her skills, some Bureau of Prisons correctional officers decided Trump’s shutdown makes them ill. “Many of them are refusing to come to work,” said Eric Young, president of the

How do you cope with President Trump’s partial government shutdown? A number of federal correctional officers, working without knowing when they will get paid, have called in sick — as in sick of the 19-day shutdown over a budget dispute. More than 400 people used their time off Tuesday to attend a series of classes American University offered free to furloughed feds. Courses included workplace mindfulness, effective presentations and starting a podcast. The particularly relevant “Getting to Yes/Negotiations” should be required for Trump, who proudly shut down a major segment of the government in a tantrum over the Democrats’ refusal to provide more than $5 billion for his border wall. Democrats could use that course, too. But it is Trump, aided by Senate Republicans, who will not accept clearly reasonable legislation that would fund parts of the government not directly related to the wall through the end of the fiscal year, while providing the Department of Homeland Security funds for a month, during which talks could continue.

For Aksamit, the day at American University was an opportunity to recharge during a depressing period. “It helps me get my brain out of kind of a funk and focusing on what can I do,” she said. “I’m ready to get back to work ... using some of the things they taught us.”

Unfortunately for the federal government, the shutdown taught Aksamit other lessons. The shutdown “put me off federal employment,” she said. “There’s some kind of trust I feel that is gone for me now. “I thought that public employment is always going to be a stable place to be, a safe place to be. … Now I just feel like all bets are off.” If Uncle Sam loses the faith of people like Aksamit, we all lose. The U.S. cancer death rate has hit a milestone: It’s been falling for at least 25 years, according to a new report. Lower smoking rates are translating into fewer deaths. Advances in early detection and treatment are also having a positive impact, experts say. But it’s not all good news. Obesityrelated cancer deaths are rising, and prostate cancer deaths are no longer dropping, said Rebecca Siegel, lead author of the American Cancer Society report published Tuesday. There’s been a lot of bad news recently regarding U.S. death rates. In 2017, increases were seen in fatalities from seven of the 10 leading causes of death, according to recently released government data. But cancer has been something of a bright spot. The nation’s cancer death rate was increasing until the early 1990s. It has been dropping since, falling 27 percent between 1991 and 2016, the American Cancer Society reported. Lung cancer is the main reason. Among cancers, it has long killed the most people, especially men. But the lung cancer death rate dropped by nearly 50 percent among men since 1991. It was a delayed effect from a decline in smoking that began g in the 1960s,, Siegel g said.

The report has mixed news about prostate cancer, the secondleading cause of cancer death in men. The prostate cancer death rate fell by half over two decades, but experts have been wondering whether the trend changed after a 2011 decision by the U.S. Preventive Services Task Force to stop recommending routine testing of men using the PSA blood test. That decision was prompted by concerns that the test was leading to overdiagnosis and overtreatment. The prostate cancer death rate flattened from 2013 to 2016. So while the PSA testing may have surfaced cases that didn’t actually need treatment, it may also have prevented some cancer deaths, the report suggests.

Of the most common types of cancer in the U.S., all the ones with increasing death rates are linked to obesity, including cancers of the pancreas, uterus and liver. Liver cancer deaths have been increasing since the 1970s, and initially most of the increase was tied to hepatitis C infections spread among people who abused drugs. But now obesity accounts for a third of liver cancer deaths, and is more of a factor than hepatitis, Siegel said. The nation’s growing obesity epidemic was first identified as a problem in the 1990s. It can take decades to see how a risk factor influences cancer rates, “so we may just be seeing the tip of the iceberg in terms of the effect of the obesity epidemic on cancer,” Siegel said.

There’s been a decline in the historic racial gap in cancer death rates, but an economic gap is growing — especially when it comes to deaths that could be prevented by early screening and treatment, better eating and less smoking. In the early 1970s, colon cancer death rates in the poorest counties were 20 percent lower than those in affluent counties; now they’re 30 percent higher. Cervical cancer deaths are twice as high for women in poor counties compared with women in affluent counties. And lung and liver cancer death rates are 40 percent higher for men in poor counties. Dr. Darrell Gray, deputy director of Ohio State University’s Center for Cancer Health Equity, called the findings “important but not surprising.”

‘No-deal’ Brexit gets harder

Tensions with Turkey soar ANKARA, TURKEY Turkish President Recep Tayyip Erdogan accused the U.S. national security adviser of making “a very serious mistake” Tuesday by demanding that Ankara guarantee the safety of Kurdish fighters in northeastern Syria before the U.S. withdraws its troops from the war-torn country. A strained morning of negotiation in Turkey ended without assurances of protection for forces that fought alongside U.S. troops against the Islamic State group, and indeed brought them fresh new threats from Turkey. The

diplomatic setback raised questions about how the U.S. would protect its allies in the fight against ISIS and about the pace of the drawdown of U.S. forces in Syria. “John Bolton has made a very serious mistake. We cannot make any concessions in this regard,” Erdogan said Tuesday, before Bolton left the country with tensions between the NATO allies at new highs. The United States has never had more women in Congress than it does now. As of last week, when the 116th Congress was sworn in, 23.7 percent of the 535 members of Congress are women — roughly a quarter of the Senate and 23.4 percent of the House of Representatives. While that’s an all-time high for the U.S., it’s still far from representative: The U.S. Census Bureau says that 51.6 percent of voting-age Americans are women. And many countries have much higher proportions of female lawmakers. According to recent data from the Inter-Parliamentary Union, Rwanda has the highest percentage of female lawmakers. Its lower house of parliament is 61.3 percent female. The U.S. also lags behind most other major Western democracies, including France (where 39.6 percent of lawmakers are women) and Britain (32 percent). It comes 74th in the IPU rankings, between Bulgaria and Cabo Verde. Of course, these countries all have different political systems. But America’s gains look meager compared to those in other nations over the past 15 years. The Supreme Court on Tuesday left in place a lower court order requiring an unnamed foreignowned corporation to comply with a subpoena said to be part of special counsel Robert Mueller’s investigation of Russian interference in the 2016 election. The court dissolved a temporary stay and, in a short order, didn’t give a reason for the decision, nor note any dissents. The subject of the cloaked legal battle, known in court papers simply as a “Corporation” from “Country A,” is a foreign financial institution that was issued a subpoena by a grand jury hearing evidence in the special counsel investigation, two people familiar with the case said. It is thought to be the first time that an aspect of Mueller’s probe has reached the Supreme Court. A federal court in Washington last year ordered the corporation to pay a daily fine until it complied with the subpoena, according to court records. Changing demographics make for challenges One of the biggest challenges isn’t just stopping people from crossing the border, but figuring out what to do with those who have already crossed illegally. Border Patrol agents are apprehending far fewer people than they once were — a sign that the number of people crossing illegally has plummeted since 2000.

But while most of those crossing illegally used to be Mexican men looking for work, now nearly half are families and unaccompanied children from Central America. They can’t be immediately returned — the government must coordinate flights to their home countries and secure travel documents, which takes time, plus many make claims for asylum. Customs and Border Protection officials have long said their stations are not equipped to manage the growing influx of children and families. As a result, border crossers are stuck in short-term holding cells for days and there has been a spike in sick migrant children, including two who died in custody. Border Patrol leaders have struggled to say with any degree of precision how well fences work, in part because it’s unknown how many people get away. A wall built in the Yuma sector in the mid-2000s saw a decrease in border apprehensions by 90 percent, and arrests dropped after the wall in San Diego was completed in the 1990s. Walls and fencing currently cover about one-third of the 1,954-mile-long border. Most were built under President George W. Bush. Trump wants to extend and fortify them. But contracting, designing and building new wall systems complete with updated technology could take years. The billions requested would fund construction of about 234 miles. In 2017, the Government Accountability Office said the U.S. didn’t have a good way to measure how well fencing worked to deter illegal crossers. Trevor Lawrence turned 19 in October, and Justyn Ross followed in December. So two years from now, should they win another national championship at Clemson, they would finally be able to celebrate with a legal drink. After the Tigers’ jarring 44-16 beatdown of Alabama on Monday in the final of the College Football Playoff, the takeaway may be that these two have more college football ahead of them than behind. They have played one season together: 15 games. There are NFL teams that would line up to draft either of them tomorrow. But they can’t. The rules stipulate that the ACC and, in all likelihood, the CFP will have to deal with Lawrence and Ross for at least two more years. Lawrence, who threw for 347 yards and three TDs Monday, is the first true freshman quarterback to steer his team to the national title since Oklahoma’s Jamelle Holieway

the prospect of beating the Crimson Tide wasn’t the only hook for Ross. Lawrence’s commitment to Clemson “played a big part in me coming here,” Ross said. Lawrence was known to every college coach who had made his way to Cartersville, Ga., and returned to campus gushing about the consensus top player in the nation. What the Clemson coaches have learned since he arrived on campus: That status didn’t matter to him. “He has his priorities in the right order,” said Tony Elliott,

Scott’s co-coordinator. Now, imagine what those two can do going forward. Before he had played a game at Clemson, Ross was something of a sensation because of the one-handed catches he tended to make in practice. “The catches you saw him make tonight, those are routine for him,” Swinney said. While most players their age are waiting their turn, Lawrence and Ross are fully formed, accomplished stars.

Not fancy but effective. The running game will thrive. The defense will make stops. And the season will be judged by how it ends.

The scourge of Imagine Dragons

The Latin trap phenom’s debut album, ‘X 100PRE,’ is a wholly idiosyncratic offering ALBUM REVIEW As opposed to that well-liked boy band from Liverpool, Bad Bunny of San Juan is not bigger than Baby Jesus of Nazareth. Not yet, at least. So when the 24-year-old Latin trap phenom finally dropped his interminably awaited debut album on Christmas Eve, the gesture itself felt like a mischievous flex. Here was an artist who made his name by taking unpredictable left turns with supreme confidence. Now he was trying to upstage the birth of Christ. The new year is a good time for gazing into the future, and if you squint hard enough at “X 100PRE,” you’ll 100PRE, you ll hear an album

that’s going to change things. After issuing a few su m mers’ worth of motley hits — including ‘X 100PRE’ “I Like It,” his Bad Bunny massive neoboogaloo brainchild with Cardi B — Bad Bunny is giving important new lessons in genre erosion. He still sounds most comfortable coasting over trap beats, those languorous, flickering rhythms that most Atlanta rappers tend to chew like Juicy Fruit. But “X 100PRE” also features smoggy puffs of reggaeton (“Cuando Perriabas”),

delectable pinpricks of bachata (“La Romana”), bully punches of dembow (“La Romana” again), even a surprise power-pop song that could probably be traced back to Ric Ocasek’s 23andMe kit (“Tenemos Que Hablar”). And through it all, Bad Bunny never sounds like some pseudosyncretist showing off how many styles he can juggle. Everything here simply sounds like a Bad Bunny song. It’s the risky wild styles that set Bad Bunny apart from his closest cousin in pop, Drake. The two work in the same melodic neighborhood, but to hear how different they are, cue up “MIA,” the album-closing duet

in which Drake lilts along in Spanish while Bad Bunny enters his default state of effortless locomotion. The song doesn’t come off like an airplay bid, or a synergy exercise, or any kind of torch passing. Instead, it feels like another mischief flex — a contrast between one rapper who aspires to sound like everyone else and another who can only sound like himself. Because unlike Drake, Bad Bunny isn’t one of those careerist chameleons, changing his moods or his manicures to match the nearest accent wall. He’s got a much cooler thing going. The world changes color around him.

Imagine Dragons headlined the halftime show at Monday’s college football national championship and, for 10 difficult minutes, played almost all of the songs you forgot you had ever forgotten. There was that one that goes, “Thunder, thunder, thun-thunder” (“Thunder”). And the one that goes, “Believer, believer!” (“Believer”). Alas, the band didn’t play the one that goes, “Radioactive! Radioactive!” (“Radioactive”). We used to mock music that felt this airless by saying it sounded focus-grouped. Now, we taunt it by calling it algorithmic. Same thing. This is music that aims only to fulfill the expectations of an audience that doesn’t know what it should expect anymore. C.R.

of AT&T, will also soon have its own service to showcase its library of blockbuster films and HBO series.
