Official visits 421 parks in ’18 MONTGOMERY COUNTY A year ago, Casey Anderson wondered what it would be like to visit all the parks in Montgomery County by the end of 2018. “It was one of those things that you say on New Year’s Day that seems like a good idea at the time, but you don’t really know what you’re getting yourself into,” Anderson, chair of the Montgomery County Planning Board, said last week. What Anderson got himself into was an adventure that took him to all 421 Montgomery County parks, which span 36,000 acres of land. To meet his goal, he had to average 35 parks each month. He planned his quest by looking at a list of the parks by zip code, so he could map out the easiest way to make multiple stops. On his most productive day, he made 24 visits. Anderson catalogued his journey on social media and created a website that shows each park on a map, along with a photo of him there and his notes about the site. “I didn’t just roll down the window or take a picture parkside,”

he said. “In any park that had anything unusual going on, I made a point to get out and take a close look. ... I wanted to make a point of actually seeing all of these parks.” Now, he can name parks in every corner of the county and make recommendations based on someone’s interests, whether that’s playing basketball, hiking, fishing or roller skiing — an activity Anderson witnessed people doing on Rock Creek Trail. He said the most underrated was Fairland Recreational Park,

Fellow planning board member Tina Patterson visited a few parks with Anderson near her home in Germantown. She said that going to all the parks can seem like a “faraway notion,” but this project has raised awareness of the accessibility of the park system. Anderson completed his goal Thursday, when he made Camp Seneca Special Park in Germantown his 421st stop. He said the journey was “exhausting” — but in a good way. “I am really glad I did this because it has proven that we have just an unbelievable, amazing park system,” he said. “The fact that it has been such a challenge to get to all of them in one year just shows how sweeping our park system is.”

Smithsonian museums to close today Through Tuesday, the Smithsonian museums had managed to stay open with unused funds, despite the government shutdown that started Dec. 22. Homicides spike in D.C. as use of guns increases

THE DISTRICT

U.S. Marine fatally shot at Capitol Hill barracks

City sees 40 percent rise in killings as other violent crimes decline

New laws take effect in D.C. for new year SARAH L. VOISIN (THE WASHINGTON POST)

THE DISTRICT Homicides in D.C. surged in 2018, driven by what police say are the more frequent use of guns in crimes and more fatal outcomes when a shooting occurs. The tally of 160 homicides by Monday evening was nearly a 40 percent increase over the previous year’s 116 total and brought Washington to the cusp of a count not seen since 2015, when a violent summer alarmed residents. The recent spike came as other violent crime fell. The 2018 rise occurred as many other large cities saw homicides decline and as tallies elsewhere in the Washington region rose slightly or dropped. Petty disputes between people who know each other and who are armed remain at the root of many D.C. killings, according to law enforcement authorities. But the city also witnessed grievous random deaths. Police Chief Peter Newsham said he is trying to engage the broader criminal justice community to focus on gun crimes. “When you look at our known homicide offenders in the city, about 40 percent of those have a prior gun arrest,” Newsham said. “At all levels of the criminal justice system, we have to do better.”

SINGLE-USE STRAW BAN

D.C. tallied 160 homicides last year, a nearly 40 percent increase over 2017.

The District’s increase by more than 40 killings is one of the biggest jumps nationwide in terms of numbers, yet the per capita homicide rate for the nation’s capital remains far lower than that for Baltimore, St. Louis, Detroit and New Orleans, according to statistics from those departments. Homicides in Philadelphia had risen 11 percent as of midnight Sunday. Baltimore’s count declined, yet still topped 300 for the year. “Any increase in homicides is a tragedy for this city,” Mayor Muriel Bowser said. Homicides dropped in the District’s two close-in large Maryland suburbs and remained steady in most nearby large jurisdictions in Virginia in 2018,

according to details from local police departments and reporting by The Washington Post as of Monday evening. Prince George’s County went from 80 killings in 2017 to 60, one of the lowest annual homicide counts seen in recent years. Two other police agencies in the county investigated a total of five additional homicides — three in Greenbelt and two in Laurel. In Montgomery County, there were 19 homicides in 2018, compared with 21 a year before. Fairfax County in Virginia fell from 18 in 2017 to 13 in 2018, with Arlington going from four to three. Higher traffic fines and the phasing out of plastic straws are among a raft of laws that took effect Tuesday in D.C. The fine for blocking a bike lane rose from $65 to $150. The penalty for passing a vehicle stopped at a crosswalk for pedestrians doubled to $500. The city is also adopting a $50 fine for bicyclists who ride with headphones in both ears. Driving more than 30 miles per hour over the speed limit is becoming a criminal offense. D.C. is also making a second attempt to ban singleuse plastic straws after earlier confusion about whether a 2014 law applied to straws. The Department of Energy and Environment will issue unofficial warnings. The agency plans to begin issuing official warnings and fines after July. (TWP)

AIRBNB INCOME IN MARYLAND

The amount Maryland homeowners who rented their property using Airbnb generated in income in 2018. The Baltimore Sun reports that about 6,500 Marylanders used Airbnb to rent individual rooms or entire spaces to some 383,000 visitors last year. The company said residents who use Airbnb to generate supplemental income averaged about $5,600 in 2018. The figures come after a decision by the Baltimore City Council to impose a strict set of rules on renting out property through online platforms. (AP)

Authorities cautioned that the investigation was in its beginning stages. No arrests had been made. The name of the victim was not made public. (TWP) PRINCE GEORGE’S COUNTY

3 young children killed, parents injured in crash Authorities in Prince George’s County said three young children were killed and their parents critically injured when the family was rear-ended by a suspected drunken driver in the Oxon Hill area. Police said Alexander and Rosalie Mejia, both 5, and 1-yearold Isaac Mejia of Falls Church were killed on impact Sunday. Police said their parents were in critical but stable condition. Police said there was no sign of skid marks before the point of impact. The driver, who wasn’t identified, was taken into custody for sobriety testing and released. Charges will be determined with the state’s attorney’s office. (AP) CHARLOTTESVILLE

Police chief: Toxic climate thinning ranks of officers Officials in Charlottesville say people are cursing police officers and it’s thinning the department’s ranks. Police Chief RaShall Brackney told The Daily Progress on Sunday that the climate has been toxic since before a deadly white nationalist rally in 2017. Brackney said it’s a top reason officers are quitting in large numbers. The department is down nearly two dozen officers and vacancies are getting harder to fill. Other reasons include pay and that officers aren’t allowed to take patrol cars home. (AP)

Pair wanted in slaying arrested in Delaware

A man with a history of mental illness was arrested Monday after police say someone left a white powder at two Metro stations, leading to road closures and the suspension of rail service in part of downtown D.C. before officials determined it was not hazardous. Metro Transit Police said Thomas S. Greene, 59, was arrested on charges from open warrants. Authorities were consulting with the U.S. attorney’s office regarding possible charges tied to Monday’s incident. It was thought to be baby powder, Metro spokesman Dan Stessel said. No injuries were reported.

A former Annapolis mayoral candidate is accused of punching a woman repeatedly in the face on Christmas Eve after a night of drinking. The Capital reported that the Baltimore woman filed an application for charges against Nevin Young, and a judge issued a criminal summons Thursday. Young was charged with second-degree assault, a misdemeanor. The Annapolis lawyer unsuccessfully challenged then-incumbent Mike Pantelides in the 2017 Republican primary for mayor. Young received 150 of more than 1,200 votes. He unsuccessfully sought a judicial appointment to the Circuit Court last year. (AP)

Shutdown reaches 2019 In sign of hope, Trump invites key lawmakers to White House for border security briefing

JOSE LUIS MAGANA (AP)

WASHINGTON President Trump invited congressional leaders from each chamber to a White House briefing on border security today as the partial government shutdown wore on over funding for a border wall, with Trump tweeting Tuesday: “Let’s make a deal?” The exact agenda for the briefing — which would take place the day before the Democrats take control of the House — wasn’t immediately clear, according to a person with knowledge of it. The invite comes after House Democrats released their plan to reopen the government without approving money for a border wall — unveiling two bills to fund shuttered government agencies and put hundreds of thousands of federal workers back on the job. They planned to pass them as soon as the new Congress convened Thursday. Trump spent the weekend saying that Democrats should return to Washington to negotiate, and firing off Twitter taunts. He then revised his aides’ comments to state that he really still wants to build a border wall. And last week, he blamed House Democratic leader Nancy Pelosi for the impasse that led to the shutdown. Early Tuesday, after tweeting a New Year’s message to “EVERYONE INCLUDING THE HATERS AND THE FAKE NEWS MEDIA,” Trump tweeted, “The Democrats, much as I suspected, have allocated no money for a new Wall. So imaginative! The problem is, without a Wall there can be no real Border Security.” But he seemed to shift tactics later in the day, appealing to Pelosi, who is expected to take over as speaker when the new

Congress convenes. “Border Security and the Wall ‘thing’ and Shutdown is not where Nancy Pelosi wanted to start her tenure as Speaker! Let’s make a deal?” he tweeted. Whether the Republican-led Senate, under Majority Leader Mitch McConnell, would consider the Democratic bills was unclear. McConnell spokesman Donald Stewart said Senate Republicans would not take action without Trump’s backing. “The Senate is not going to send something to the president that he won’t sign,” Stewart said. Even if only symbolic, the passage of the bills in the House would put fresh pressure on the president. At the same time, administration officials said Trump was in no rush for a resolution to the impasse. White House officials, including the departing chief of staff, had indicated that Trump’s signature campaign pledge to build

Trump freezes pay President Trump issued an order Friday to freeze federal employee salary rates in 2019, although a chance remains that workers will receive a raise. Even before the partial shutdown hit, a main Senate advocate for the raises, Sen. Chris Van Hollen, D-Md., brought up the prospect of attempting to pass legislation in the new Congress that convenes Thursday, saying, “It should be the first order of business when we return.” Federal employees have received annual raises of 1 to 2 percent since a freeze from 2011 to 2013. (TWP)

the wall would not be fulfilled as advertised. Chief of staff John Kelly told the Los Angeles Times on Sunday that Trump abandoned the notion of “a solid concrete wall early on in the administration.” The Democratic package to

end the shutdown would include one bill to temporarily fund the Department of Homeland Security at current levels — with $1.3 billion for border security, far less than the $5 billion Trump has said he wants for the wall — through Feb. 8 as talks continued. It would also include another measure to fund the departments of Agriculture, Interior, Housing and Urban Development and others closed by the partial shutdown. It would provide money through the remainder of the fiscal year, until Sept. 30. The president has not said he would veto the Democratic legislation if the bills were to land on his desk. But a prolonged crisis could hobble House Democrats’ ability to proceed with their agenda, which included investigations of the president and his administration, including Russian interference in the election. NATIONAL PARKS Human feces, overflowing garbage, illegal off-roading and other damaging behaviors were beginning to overwhelm some of the West’s iconic national parks, as a partial government shutdown left the areas open to visitors but with little staff on duty. “It’s a free-for-all,” Dakota Snider, 24, who lives and works in Yosemite Valley, said Monday, as Yosemite National Park officials announced closings of some minimally supervised campgrounds and public areas within the park that are overwhelmed. “It’s so heartbreaking. There is more trash and human waste and disregard for the rules than I’ve seen in my four years living here.” The partial federal government shutdown has left many parks without most of the rangers and others who staff campgrounds and keep parks running. Unlike shutdowns in some previous administrations, the Trump administration has been leaving parks open to visitors despite the staff furloughs, said John Garder, senior budget director of the nonprofit National Parks Conservation Association. “We’re afraid that we’re going to start seeing significant damage to the natural resources in parks and potentially to historic and other cultural artifacts,” Garder said. “We’re concerned there’ll be impacts to visitors’ safety. … It’s really a nightmare scenario.” ELLEN KNICKMEYER AND JOCELYN GECKER (AP)

VATICAN CITY The Vatican spokesman, Greg Burke, and his deputy resigned abruptly Monday amid an overhaul of the Vatican’s communications operations and a crisis period in Pope Francis’ papacy. The departures of Burke and Paloma Garcia Ovejero signaled that the problems associated with Francis’ reform of the Vatican bureaucracy had come to a head, and at a very bad time: The pope is struggling to address a global sex abuse and cover-up scandal that threatens his own legacy. Francis nevertheless accepted the resignations, which took effect Tuesday, the Vatican said in a statement. He named a longtime member of the Vatican’s communications operations, Alessandro Gisotti, as an interim replacement for Burke. Burke stressed that he and Garcia prayed about the decision “for months and we’re very much at peace with it.” The pope recently overhauled the Vatican’s media operations for the second time by ousting the longtime editor of the Vatican newspaper, L’Osservatore Romano, and naming a new director of editorial content for all Vatican media. The resignations appeared to take the new team by surprise.

NEW YEAR, NEW FLYBY

Vatican spokesman Greg Burke, right, resigned amid a crisis period for Pope Francis, which includes the fallout from a global sex abuse scandal.

The head of Vatican communications, Paolo Ruffini, said he respected Burke and Garcia’s decision. He praised their professionalism and said he had full confidence in Gisotti. Francis still faces continued fallout from the clergy abuse scandal, in Chile, the U.S. and beyond. This year will likely see the outcome of a canonical investigation of ex-Cardinal Theodore McCarrick, who is accused of sexually abusing minors and adult seminarians in the U.S. A letter obtained by The Associated Press on Tuesday revealed the Vatican blocked U.S. bishops from taking measures to address the clergy sex abuse scandal because U.S. church leaders didn’t discuss the legally

problematic proposals with the Holy See enough beforehand. The Nov. 11 letter from Cardinal Marc Ouellet notes the draft proposals only arrived at the Vatican on Nov. 8, four days before the U.S. bishops’ meeting. The letter suggests the Vatican thought Conference President Cardinal Daniel DiNardo had intentionally withheld problematic texts until the last minute. In a statement to AP, DiNardo characterized the dispute as a misunderstanding. He said he assumed the Vatican would have had a chance to “review and offer adjustments” to the measures after they were approved. He insisted that U.S. bishops were not trying to appropriate Vatican powers. NICOLE WINFIELD (AP)

The spacecraft is believed to have come within 2,200 miles of Ultima Thule. Based on pictures snapped just hundreds of thousands of miles before the close approach Tuesday at 12:33 a.m., Ultima Thule is decidedly elongated. The best color close-ups won’t be available until later this month and in February. (AP)

New Hampshire also saw a record-high 55 abandoned bear cubs last year, after a rise in forest foods in 2017 led to a baby boom in 2018. What does 2019 have in store?

U.S.-China relations worsen

GETTY IMAGES

If there’s one thing this past year taught us, it’s that predicting the future is a dangerous business in a world where even the present sometimes seems hard to understand. But while it may be impossible to know exactly how the year will go, the broad outlines of the debates, ideas and trouble spots that we’ll all be looking back on this time next December are already emerging. So we’ve asked Washington Post beat reporters and columnists to forecast the big stories, themes and questions they think will dominate 2019. Here’s the Year in Preview. (THE WASHINGTON POST)

President Trump regularly touts his “great relationship” with Chinese President Xi Jinping. But on matters of trade and security, the world’s two largest economies are moving ever further apart. That split is likely to widen in 2019, setting up a conflict that China watchers are already calling “the new Cold War.” Trump has slapped tariffs on hundreds of billions of dollars’ worth of Chinese products. But it’s not just about trade. In an Oct. 4 speech, Vice President Pence said that Beijing was “using political, economic and military tools, as well as propaganda, to advance its influence and benefit its interests in the United States.” Addressing Chinese moves in the South China Sea, Pence said the U.S. “will not be intimidated, and we will not stand down.” If the U.S. refuses to stand down, Beijing won’t either, argued a spokeswoman for China’s Foreign Ministry. Celebrities, politics break up

The race to claim the North Pole heats up

More than a decade after Russian explorers planted their country’s flag on the Arctic Ocean floor, trying to claim the seabed for Russia alone, sea ice has melted to a record low, and everyone wants a piece of the North Pole — since it’s no longer a frozen death trap. Cruise lines are trying out polar voyages, and in 2018, for the first time, a container ship sailed through the fabled Northeast Passage, a journey that until recently would have been impossible. That’s only the (ahem) tip of the iceberg. By some estimates, there’s as much as 90 billion barrels of oil and 47 trillion cubic meters of natural gas under all that water, and the race to claim it is heating up. Countries can claim an “exclusive economic zone” in the waters they border, up to 200 nautical miles offshore. Only Norway and Iceland have made Arctic claims that have been approved by the United Nations. Whoever wins the territory will have a significant impact on climate and geopolitics for decades. ANGELA FRITZ

Famous people and their political opinions will continue to rack up retweets, but in 2019, the celebrityy endorsement will no longer be the glitzy rubber stamp it once was. During the 2018 midterms, A-listerss who normally steered clear of politicss for fear of alienating their fan basess decided to go full steam ahead on social media — to no avail. Taylor Swift ft backed two Democratic candidatess running in her home state of Tennessee. But despite an immediate te uptick in online voter registration following her October Instagram post, Taylor’s guys lost. Native Houstonian Beyonce couldn’t whip her Instagram followers into a Senatee win for Beto O’Rourke. Hollywood, which has shunned Washington post-Obama, will most likely stay outt of politics until it’s safe again. And Washington will probably welcomee the reprieve. HELENA ANDREWS-DYER

Trump remains in jeopardy

Economic growth slows

GETTY IMAGES

President Trump has repeatedly said he can achieve “4, 5 and maybe even 6 percent” growth for many years, a feat that hasn’t happened in decades. Nearly every economist who doesn’t work in the White House believes that the U.S. will see a slowdown from 2018’s roughly 3 percent growth figure. How low will growth go in 2019? Top forecasters suggest a range of possibilities, from a steep decline (down to 1.7 percent) to a gentle slide (to 2.6 percent). On the bright side, almost no one is talking about a full-blown recession when the economy shrinks, as opposed to simply growing more slowly. HEATHER LONG

Predicting what special counsel Robert Mueller might do next is always a precarious exercise. But we can be (fairly) sure that the extent and nature of President Trump’s contacts with Russians will continue to be an area of supreme political vulnerability. The special counsel has established that contacts between Trump associates and the Russian government began earlier and went on longer than the president has claimed. Mueller’s team has yet to answer publicly whether any of those interactions involved a criminal conspiracy. But even absent a “smoking gun” of collusion, Mueller has dramatically increased the political pressure on the president. SHANE HARRIS

Trump hits the media even harder In 2018, President Trump revoked a CNN reporter’s White House credentials (and was quickly ordered by a judge to return them). He disparaged the news media as “the enemy of the people.” He called three black female reporters “stupid.” And he canceled the White House press party. It may sound as though this fraught situation couldn’t get any worse. But as Trump fights for his political life in 2019, his favorite punching bag — the reality-based press — will get more of a pounding. The president clearly intends to play to his base as aggressively as possible. Trump supporters have been taught (partly by the president’s loyalists at Fox News, particularly Sean Hannity) to despise and mistrust the mainstream media. As legal, investigative and political pressure bears down, Trump will feed more red meat to his supporters. MARGARET SULLIVAN

In politics, 2019 is going to be all about 2020. The Democratic primary race will see a sprawling field with candidates competing for attention through viral moments and fundraising dominance. The first quarter will determine who can raise money (not only the biggest amount but from the most people). By June, debates will begin. And come August, contenders will be parading around the Iowa State Fair, pretending they like eating pork on a stick. And then everything could change when Oprah reconsiders her repeated denials and gets into the race. MATT VISER

Terrorism was down around the world last year, but that may not hold in 2019. Experts attribute the decline, particularly in Europe, to ISIS losing its footing. Other extremist groups haven’t faded away, though — far from it. Instead of operating in large groups, extremists often gather online, connecting and affiliating with micro-causes and meeting like-minded zealots, researchers say. These extremists are often motivated more by local or personal issues, like Brexit or the incel movement, than by religious wars or international jihad. In 2019, those issues could lead to a global rise in these kinds of attacks. AMANDA ERICKSON

Terrorist attacks get harder to prevent

More athletes refuse to be exploited The WNBA’s Las Vegas Aces last summer refused to play a game, citing health concerns. The NFL’s best running back, the Steelers’ Le’Veon Bell, refused to play the entire 2018 season. And a high school basketball player, all-American Darius Bazley, refused to join the NCAA’s cartel. He opted for a $1 million paycheck with New Balance to train a year for the NBA draft, rather than get paid nothing while toiling for a college coach making millions. While athletes like Colin Kaepernick protesting for social justice have drawn recent attention, a different trend may prove even more disruptive — and important — in 2019. More athletes are taking their ball and going home, rather than accepting exploitation in the multibillion-dollar sports industrial complex. In 2019, those who control sports may push back hard against those who play them. KEVIN B. BLACKISTONE

nation+world Former Marine taken on espionage charges as family seeks answers

MOSCOW Paul Whelan, a former U.S. Marine arrested in Russia on espionage charges, was visiting Moscow over the holidays to attend a wedding when he suddenly disappeared, his brother said Tuesday. Whelan, 48, who is head of global security for a Michiganbased auto parts supplier, was arrested Friday. In announcing the arrest three days later, the Russian Federal Security Service said he was caught “during an espionage operation,” but gave no details.

“We are deeply concerned for his safety and well-being,” his family said in a statement that his twin brother, David Whelan, posted on Twitter. “His innocence is undoubted and we trust that his rights will be respected.” The Russian spying charges carry a prison sentence of up to 20 years. David Whelan said his brother had been to Russia several times, so when a fellow former Marine was planning a wedding in Moscow with a Russian woman, he was asked to come along to help. He had taken a group of wedding guests on a tour of the Kremlin museums on the morning of his arrest. The last time anyone heard from him was at about 5 p.m., and then he failed

to show up that evening for the wedding, his brother said. “It was extraordinarily out of character,” he said.

The family feared he had been mugged or was in a car accident, David Whelan said, and learned of the arrest Monday while searching the internet. The State Department said Monday it had received formal notification from the Russian Foreign Ministry of the arrest and was pushing for consular access. But the U.S. government shutdown may have hindered this process, a person familiar with Whelan’s case told The Washington Post on the condition of anonymity. U.S. embassies are not closed during the shutdown, but they are working with reduced staff. The person added that it could take months before the case is resolved. (AP/THE WASHINGTON POST)

MAGNITOGORSK, RUSSIA | Russian rescue workers Tuesday carry an 11-month-old boy at the scene of a collapsed section of an apartment building. The baby, Ivan Fokin, was rescued nearly 36 hours after the building collapse that killed at least nine people and left 32 unaccounted for. Ivan suffered fractures, a head injury and hypothermia and frostbite after his ordeal in freezing temperatures. He was listed in stable condition.

BUSINESS New minimum wage requirements will take effect in 20 states and nearly two dozen cities around the start of the new year, affecting millions of workers. The state wage hikes range from an extra nickel per hour in Alaska to a $1-an-hour bump in Maine and Massachusetts, as well as for California employers with more than 25 workers. As of Tuesday, Seattle’s largest employers have to pay workers at least $16 an hour. In New York City, many businesses were required to pay at least $15 an hour as of Monday. That’s more than twice the federal minimum of $7.25 an hour. The state and local wage laws come amid a multi-year push by unions and liberal advocacy groups to raise the minimum wage to $15 an hour nationwide. Many states have ratcheted up wages through phased-in laws and adjustments for inflation. In Arkansas and Missouri, voters in the fall approved ballot initiatives raising the minimum wage after state legislators did not. In Missouri, the minimum wage rose Tuesday from $7.85 to $8.60 an hour as the first of five annual increases that will take it to $12 an hour by 2023. The new state minimum wage laws could affect about 5.3 million workers who were earning less than the new standards, or about 8 percent of the workforce in those 20 states, according to the liberal-leaning Economic Policy Institute. THREE POINTERS

Free agents to follow

RICK SNIDER | SPORTS GURU

How to start rebuilding

The Redskins have questions to address after ending the season on a 1-6 slide. Here are three free agents the team should consider adding to upgrade its roster in certain spots.

The Redskins used to be kings of the offseason, and they have plenty of work to do before free agency begins March 13 if they want to reclaim that label. Coach Jay Gruden all but admitted Monday that his future with the franchise is unclear. Fans are bailing faster than the Titanic crew, and owner Dan Snyder needs another shiny trinket to lure them back. Maybe it will be a new quarterback, but firing president Bruce Allen — addition by subtraction — could be the best way to regain public trust. Here are five priorities to watch during the offseason.

Re-signing Peterson

Drafting a QB

Finding a left guard

Thinking secondary

Fans want to know why the team president is still around after nine awful years. And until Bruce Allen’s gone, many aren’t coming back. This was the worst attendance in the Dan Snyder era, and figures were propped up by an influx of visiting fans. It’s the same scenario that caused general manager Vinny Cerrato’s ouster in 2009, but the Redskins’ owner needs Allen to negotiate a new stadium deal. Why can’t Snyder do it himself like predecessor Jack Kent Cooke? Because Snyder is an introvert who doesn’t play well with others. Still, many fans want Allen gone for fear of his creeping influence.

The Redskins’ best offensive player this year was a sudden preseason signing. The team needs Adrian Peterson even more in 2019. Sure, Derrius Guice will return after missing his rookie season with a torn ACL, but it takes a long time to recover from that injury. Peterson is a great lockerroom influence, and he should have options this offseason after proving he can still contribute by rushing for 1,042 yards. Peterson also wants to play for a contender, and Washington’s probably not one. Look for a decision a few days after the start of free agency March 13.

The brutal truth is that Alex Smith is a long shot to ever play again after a devastating broken leg in November that prompted the Redskins to spiral from 6-3 to 7-9. A second hard truth is that the team has no replacement or salary cap room to sign a worthwhile free agent. So, it’s time to look to the draft. Except, the No. 15 pick probably won’t yield a top-tier QB prospect, so it might be better for the team to look in the middle rounds, when Boise State quarterback Brett Rypien, above, nephew of Redskins Super Bowl XXVI MVP Mark Rypien, might be available. Snyder loves marketing the glory days.

No more waiting for Shawn Lauvao to stay healthy after missing 33 games over the past four seasons, including 11 in 2018. Moving Ty Nsekhe to left guard didn’t work, either. Offensive linemen are invaluable, with few good ones ever becoming free agents. It’s time to invest a second- or third-round pick because the draft is always loaded with plug-and-play guards. Look for Boston College’s Chris Lindstrom or Oklahoma’s Cody Ford, above, in the second round or Michael Deiter of Wisconsin in the third round. When healthy, the Redskins’ line is otherwise pretty effective.

The stunning release of safety D.J. Swearinger has a ripple effect on the secondary. For starters, it forces the Redskins to keep cornerback Josh Norman, above, who hasn’t been worth his mega-contract over the past three years. Norman is obviously bored with football but stays for thee money. Maybe Washington ton would have cut him this offseason, but they need da veteran presence. Do thee Redskins re-sign safety Ha Ha Clinton-Dix after a lackluster season and keep ep safety Montae Nicholson, n, who may face NFL action n after he was charged with th assault? Questions abound nd with this young unit.

Titans linebacker Brian Orakpo retires after 10 seasons

Ex-Capitals coach Barry Trotz passes Al Arbour for 4th in career wins

He allowed five pressures and one sack this season. Adding him would let Chase Roullier move to left guard in lieu of Shawn Lauvao.

2 Ronald Darby Cornerback, Eagles

He allowed 9.5 yards per catch and a passer rating of 86.5, compared with Josh Norman’s rating of 114.2 with four TDs surrendered.

1 Landon Collins Safety, Giants

He defended 13 passes and had five picks and four sacks in 2016 and followed that up with an excellent 2017 before underwhelming this year.

COLLEGE FOOTBALL There will be no self-proclaimed national championship for Central Florida this year. Joe Burrow dissected the Knights’ secondary for 394 yards passing and four touchdowns as No. 11 LSU (10-3) beat No. 7 UCF 40-32, ending the Knights’ 25-game winning streak that dated back to 2016. The Tigers found themselves in an 11-point hole early but roared back, sacking UCF quarterback Darriel Mack Jr. five times and holding the Knights’ offense to 250 yards — less than half their average. LSU, meanwhile, rolled for 555 yards. UCF (12-1) entered the Fiesta Bowl as one of only three remaining unbeaten teams. The others, No. 1 Alabama and No. 2 Clemson, meet for the national

Safety Jake Gervase’s interception in the end zone helped preserve a late lead, and a ballhawking defense compensated for a sputtering offense as Iowa beat No. 18 Mississippi State 27-22. The Hawkeyes (9-4) totaled just 199 yards — only four of which came from their running backs — but they converted three takeaways into 17 points. An intense scoring burst was integral to each offense: the Hawkeyes scored two touchdowns in 97 seconds late in the second quarter. The Bulldogs (8-5) countered with two TDs in 18 seconds early in the third. Gervase also batted down an errant fourth-down pass to end the Bulldogs’ final drive at the Iowa 32 with 25 seconds left. NFL Five of the eight NFL coaches fired since midway through the regular season are black. That leaves only three minority coaches in the league: the Steelers’ Mike Tomlin, the Chargers’ Anthony Lynn and the Panthers’ Ron Rivera. Leaders of the Fritz Pollard Alliance, the diversity group that works closely with the NFL on its minority hiring practices, said Monday they are not overly alarmed at this point about the number of black coaches being dismissed. But the decreased number of black head coaches reinforces the need to ensure that fair opportunities exist for minority coaches, they said. Of the minority coaches fired, Hue Jackson was dismissed by the Browns during the season. The Jets’ Todd Bowles, above, the Broncos’ Vance Joseph, the Cardinals’ Steve Wilks and the Bengals’ Marvin Lewis were ousted since the regular season ended Sunday. Wilks had completed his first season with Arizona, which had a 3-13 record. Joseph coached Denver for two seasons and went 11-21. “I would say that this is primarily a phenomenon of just how competitive this process is and how short the timelines for teams [to judge coaches] are,” Cyrus Mehri, counsel for the Fritz Pollard Alliance, said Monday. The league did not immediately respond to a request for comment. MARK MASKE (THE WASHINGTON POST)

MUSIC NOTEBOOK

Las Vegas opens 2019 with style

Wale’s former producer wants to make a name for himself as a rapper MUSIC Ernest Price has ambition. Not because the word is tattooed just above his knuckles, or because he conceptualized the chorus to the Wale song with the same title. Price, 32, better known as Tone P, came up with those lyrics 10 years ago on a tour bus: “They gon’ love me for my ambition/ Easy to dream a dream though it’s harder to live it.” Since then, the D.C. native’s songs have been featured in Nike commercials and movies such as “Project X.” They were playlisted and tweeted by President Barack Obama. He’s worked with the likes of Jill Scott, J. Cole, Mark Ronson, Wiz Khalifa and Rick Ross. He’s pushed D.C.’s hip-hop sound and helped lay the groundwork for the success of Wale, the city’s first homegrown rapper to achieve national fame.

But for Tone, that just hasn’t been enough. “It’s left me empty,” he says. So, after years of playing in the background as a beatsmith, Tone wants to make his mark as a vocalist. His storied partnership with Wale has soured and turned into more of a hate than love thing (the two recorded more than 30 songs together but aren’t on speaking terms). He’s learned his lessons and wants to create a soundtrack to his city again — but this time, under his own name. “I’m trying to kick in the door for Tone, not kick in the door for Wale,” Tone says. “It’s a different dimension because it’s my music, and it’s actually me rapping.” On his new single, “America,” Tone touches on such topics as health care, jobs and race relations in punk-style jeers over a rock-and-roll-infused instrumental. Early this year, he’s slated to release an album, “ColorBlind,” plus an EP tentatively titled “Urban Rebel” a few months later,

Tone P finally marching to his own beat Tone P, 32, was successful as a producer for Wale, but now the D.C. native is set to release an album of his own — titled “ColorBlind” — later this year.

Coming out of his shell One night in 2011, producer Tone P joined rapper Wale onstage at the Compound nightclub in Atlanta for a performance of their hit collaboration “Ambition.” Looking out at the crowd for the first time, feeling the energy of the fans, Tone considered the idea of becoming a performer. “I can do this for a living,” he remembers thinking. under his MajorLeague Sound imprint. He’s been plotting his first foray as a frontman from a dimly

lit, purple-tinged one-bedroom apartment in Temple Hills, Md., that he’s converted into a studio. For months, he has been placing the finishing touches on some of the songs and prepping the rollout for his album. Still, the question remains whether Tone as a performer can top his work as a producer. “I’m really trying to take the momentum and the recognition I have from the rap and even the go-go community,” he says, “and capture the moment and essence of who I am as a person today.” CHRISTOPHER HARRIS

Officials estimated that 318,000 people gathered on the Las Vegas Strip for a New Year’s Eve celebration anchored by an eightminute fireworks show, while thousands more convened in the area’s entertainment district for live music from the likes of Lady Gaga, below, Celine Dion and Gwen Stefani. “No other city in the world does it like Las Vegas, and that’s why it’s called America’s party,” said Lawrence Weekly, chairman of the Las Vegas Convention and Visitors Authority. This year’s fireworks show featured 80,000 pyrotechnic firings. New Year’s Eve is worth an estimated $403 million to the city, according to the convention and visitors authority. The minimalist expert’s Netflix show features refreshing gratitude TV REVIEW The war on clutter continues. In previous reality TV skirmishes with America’s junk-filled closets and overstuffed garages, shows about clear-cut cleaning, such as “Clean House” and “Hoarders,” tried to sass and snark people into a state of tidiness. Now it’s Marie Kondo to the rescue in Netflix’s happily engaging new reality series, “Tidying Up With Marie Kondo,” which began streaming Tuesday.

If you haven’t heard of Kondo, a successful Japanese home organizer, then you’ve probably been buried under a mound of still-tagged bargains from T.J. Maxx and Kohl’s. The rest of us already know (and perhaps adhere to) the principles detailed in Kondo’s international best-seller, “The Life-Changing Magic of Tidying Up,” which advocates a five-step “KonMari” approach to evaluating one’s belongings on an emotional level. If an object does not “spark joy” (in Kondo’s terms), it probably needs to go. “Tidying Up” puts Kondo’s methods to the test in eight Los Angeles-area homes. Kondo, who

closets and chaotic junk drawers with giddy discovery. “I love mess,” she declares. Unlike her TV predecessors, she brings a calming influence to the surroundings. Sometimes

she asks the homeowners to join in and offer unspoken thanks to their home for the shelter it has thus far provided. This is a noble and overdue concept for the home makeover and real estate genre — a chance to express gratitude for any home, rather than the perfect home. To her credit, Kondo is not a makeover artist. She effuses over any form of progress, happy to overlook matters of taste and decor. As such, “Tidying Up” isn’t filled with the sort of visually appealing reveals that viewers expect from other homeimprovement shows. She’s just here to tidy up and spark joy. The joyless, Judgey McJudgerson stuff is left to the viewers — and, Lord knows, we’ve watched enough reality TV to easily pick up that slack. HANK STUEVER (THE WASHINGTON POST)
