ERTICO is delighted to welcome as our new Partner TeamNet International, Group Asesoft Romania. TeamNet International specialises in the development and implementation of software applications based on the latest technologies, and also adds expertise concerning specific opportunities for ITS in the “new” Member States. This is again strengthening the ERTICO Partnership. In this edition, you can get an insight into the vision, thoughts and future goals of Brussels branch Business Manager, Mr Mircea Cotoros, as well as his expectations from our partnership. Read our interview on pages 2-3. ERTICO is further very pleased to report on the FREILOT European pilot launch in Helmond, The Netherlands, highlighted by a special interview with Partner PEEK Traffic’s Managing Director, Willem Hartman, one of the FREILOT Partners. It is also our distinct pleasure to inform you that the 8th ITS European Congress and Exhibition on Intelligent Transport Systems and Services will take place in Lyon, France, 6-9 June 2011. The event will provide an ideal opportunity to measure achievements in terms of deployment, to learn about and discuss the next steps. We warmly invite those interested in submitting a Technical/Scientific Paper or a Special Session to do so before the deadline Friday 17 December 2010. Next, I would like to express our deep gratitude to the first members of the ITS Hall of Fame, as celebrated at the ITS World Congress in Busan: Dr Shoichiro Toyoda, Mr Russell Shields and Dr Fotis Karamitsos. All three have shown outstanding leadership to make ITS a reality. Future generations will benefit from their achievements and therefore it was high time to honour them. Finally, ERTICO – ITS Europe invites you to join the first of the i-Mobility Network webinars on the topic of “Bringing research to deployment: Urban energy efficiency pilots for commercial vehicles”, which will take place on 10 December at 11:00 CET. Interview of the month ERTICO talks to Mr Mircea Nicolae Cotoros, Manager of the Brussels Branch of TeamNet International - Group Asesoft Romania, a new ERTICO Partner ERTICO: Can you describe your activities in the ITS field? Mircea Cotoros: The COOPERS project (Co-operative Systems for Intelligent Road Safety) is one of our best examples of ITS projects. The aims were to enable co-operative traffic management involving vehicles and infrastructure in order to increase the overall road safety on European motorways. SAFE SEA NET, realised for the Romanian Authority, had as an objective the realisation of an integrated European solution destined for monitoring the naval traffic, for preventing and

Transport Systems and Services we have considered it a prior necessity to join. After the accession of Romania to the EU in 2007, there are several aspects which need to be acted upon in terms of technologies and EU requirements. ERTICO could successfully deliver by its Partners’ portfolio expertise. ERTICO: What are your expectations for this partnership? Mircea Cotoros: As I’ve previously underlined, it is quite important for us to have the possibility to exchange knowledge on ITS arguments with ERTICO experts, to participate in deployment

and EU initiatives and to develop our relationship with the EU institutions. ERTICO: Are there any projects, activities or sectors that you are particularly interested in? Mircea Cotoros: Almost all ERTICO activities are definitely highly interesting for us but a particular focus I would put on the eCall Implementation Platform, Road safety attributes exchange infrastructure in Europe and TISA.

ERTICO talks to Mr Willem Hartman, Managing Director of PEEK Traffic, The Netherlands, and FREILOT Partner ERTICO: What role does FREILOT play in the overall PEEK Traffic strategy?

ERTICO: What benefits do you expect, or already can see, coming from the emerging ‘cooperative systems’?

Willem Hartman: FREILOT is very important in the overall Peek strategy since it proves that co-operative systems can actually contribute to pollution reduction and fuel saving initiatives.

Willem Hartman: We see co-operative as the next logical step in the evolution of road-side equipment. We have spent years in making roadside equipment more intelligent and more aware of its environment by communicating to vehicles a vast amount of data and possible applications that lie within reach. These range from route-optimisation to warning-systems for pedestrians crossing the road. An application that can be deployed on short notice is the “Priority function” in Freilot.

Furthermore it is a practical deployment and improvement of technology that has been developed in previous projects and in this way brings the technology further.

NEWSLETTER ERTICO: Why should public authorities (public road operators or city authorities) invest in these new emerging technologies and applications these days when many of them are forced to cut down on investments? Willem Hartman: Public authorities should invest in this because it is a relatively cheap technology with respect to the result it delivers. To achieve a similar result with traditional technology, much more investment is needed. Besides that, these investments are completely in line with the developments in this area world-wide. This is not ‘a hype’. It is here to stay. ERTICO: When can we see first products based on “cooperative systems” coming from PEEK Traffic?

Willem Hartman: We plan to launch the first application (apart from pilot projects) in 2011. The first system will be priority system for trucks, emergency services and public transport. ERTICO: What value does the participation in the ERTICO – ITS Europe partnership bring to your organisation? Willem Hartman: This brings a lot of value. Within this partnership we can exchange information with other experts. We excel in a niche of the market, and so do the other companies. By learning from each other, developments go much quicker than doing it all alone. Furthermore, it is very easy in this way to work on European standards that will ensure quicker deployment in the years to come.

The FREILOT project European launch The FREILOT project European launch of the pilot phase, hosted and organised by the City of Helmond, Van den Broek Logistics, Peek Traffic and ERTICO, took place on 28 October 2010 in the Netherlands. FREILOT is an urban freight energy efficiency pilot project, co-funded under the European Commission’s CIP Programme. Through the one year pilot, fleet operators will use the FREILOT system in real life conditions, demonstrating increased energy efficiency and other benefits. The workshop objectives were fourfold: • Present FREILOT to the press to create awareness about the project and achieve a significant impact on the media • Launch the FREILOT pilot phase in Helmond with a real-life demonstration of the service • Disseminate the results achieved so far and discuss the potentiality of the project in the context of a more efficient urban freight logistics • Première the FREILOT video 4

Nearly 150 participants, including many VIPs and the media, took advantage of the opportunity to see how FREILOT will be piloted and then deployed in Helmond and the other FREILOT pilot cities (Bilbao, Krakow, Lyon). Participants were able to ride FREILOT enabled trucks and emergency vehicles, drive the FREILOT simulator, and engage with the FREILOT consortium. With fourteen TV/radio spots about the Helmond event and an earlier event in Bilbao, as well as stories in the print and online media, the launch of the FREILOT pilot phase was a huge success. The consortium has fielded enquiries and requests to take part in the pilot from many more stakeholders. In Helmond, the Helmond Fire Service joined the pilot, allowing fire engines to be equipped with the system. In this way, FREILOT equipped fire engines will be given absolute priority at traffic lights in emergencies. At the Helmond event, it was announced that the Helmond ambulance service would also be participating in the pilot, further strengthening FREILOT’s business case and aiding future deployment and expansion. Gert Blom, City of Helmond, said: “The interest of the emergency services are important spinoffs which will further strengthen the Helmond after-project business case and help pave the way for FREILOT deployment in other European cities. In Helmond and Krakow we are aiming at Europe’s first sustainable implementations of cooperative services to provide daily benefits to

the stakeholders.” Eric Janse de Jonge, Ambassador for Urban Logistics and Distribution, highlighted the importance of FREILOT, stating that it needed to come up on the political agenda and offering his help in this regard. 17th ITS World Congress The 17th ITS World Congress closed its doors on Friday 29 October 2010 after a week of dizzying activity, with papers dissected, products and services showcased, business deals proposed and concluded, projects examined and disseminated, contacts refreshed and made, technical visits experienced… As ever, it was a unique opportunity for ITS companies and organisations to increase their visibility, promote specific messages to key players and to establish their presence and position in the forefront of the dynamic worldwide ITS market place. Opening on Monday 25 October, the week long event brought together over 4000 delegates from 84 countries. Over 1000 papers were presented to 13000 participants – read the ERTICO team’s reports here - while another 19000 visited the 900 booths in the exhibition, including the European Pavilion, a joint initiative between ERTICO, ITS Sweden and ITS Finland.

NEWSLETTER The ITS Hall of Fame was inaugurated during the opening ceremony, with Dr Shoichiro Toyoda, Chairman Emeritus of Toyota, Mr Russell Shields, Chairman of Ygomi LLC and the Intelligent Transportation Society of America and Dr Fotis Karamitsos, Director of the European Commission’s DG MOVE all picking up awards for their unmatched contributions to the furtherment of ITS. Dr Karamitsos was chosen as the member of the ITS Hall of Fame for his long standing leadership in driving ITS forward in Europe. He is also one of the founding fathers of ERTICO. ERTICO congratulates all three entrants to the ITS Hall of Fame for their hard work, leadership and determination. The European Pavilion, a joint stand shared between ERTICO, ITS Sweden and ITS Finland was very successful, located in a prime position and showcasing its constituents’ members, projects, initiatives and partners. The joint European cocktail was held on Tuesday 26 October, an event enlivened by the kind collaboration and generosity of ITS Russia, who provided beautiful live classical music and hospitality. An enjoyable start to future cooperation - ERTICO and ITS Russia have recently signed a memorandum of understanding, and ERTICO is currently leading a mission in Russia with twenty-five ERTICO Partners investigating business opportunities and taking part in the International Specialised Exhibition-Forum ROAD. More news soon! The Congress clearly showed the enormous pace of ITS developments worldwide especially in Asia, which provides a major challenge to political and industrial activities in Europe. The deployment of ITS is accelerating and global cooperation and exchange of best practice to provide user focused solutions at reasonable cost is increasingly prominent. Effective, cost-efficient deployment of ITS in Europe will depend on the degree of cooperation achieved by the relevant stakeholders. A united and strong voice on ITS in Europe will also aid and benefit from the efforts on global harmonisation. The European Commission has now established a strong partnership with its American counterparts on the development and deployment of cooperative mobility services and are in ongoing negotiations with Japan. China and Russia are also emitting very positive signals concerning global harmonisation. In this context, it is also important to note that the recent creation of ITS Asia-Pacific, which will facilitate cooperation activities in the regions. ERTICO extends its congratulations to all participants at the 17th ITS World Congress who helped to make it the success it was – and looks forward to the upcoming European ITS Congress, to be held in Lyon, 6-9 June 2011. The Lyon Congress will focus on ITS deployment and the involvement of cities, regions and member states. We look forward to seeing you there! Call for Papers! – 8th European Congress and Exhibition on ITS, Lyon, 6-9 June 2011 It is our distinct pleasure to inform you that the 8th ITS European Congress and Exhibition on Intelligent Transport Systems and Services will take place in Lyon, France, 6-9 June 2011. The organisation of this major 2011 event is coordinated by ERTICO - ITS EUROPE, together with the active participation of the European Commission, the Grand Lyon, the Rhône-Alpes Region, the Lyon Urban Truck and Bus Cluster, the French Ministry of Transport (MEEDDM), ITS France and the French organisations active within ERTICO - ITS Europe.

The Congress theme is geared towards “Intelligent Mobility – ITS for sustainable transport of persons and goods in urban regions”. The focus will mainly be on the following topics in the context of ITS:

NXP and Partners Kick Off European eCall Trial to Enable Faster Emergency Response Times At the electronica 2010 conference in Munich on 10 November 2010, NXP Semiconductors N.V. (Nasdaq: NXPI) and its partners launched a pan-European field trial of the eCall emergency system, which automatically calls emergency operators in the event of a road accident. eCall sends vital data such as the time of the accident and the GPS coordinates of the accident point, and the number of vehicle occupants to a Public Safety Answering Point (PSAP).

The goal of eCall is to reduce the time it takes emergency services to arrive at the accident scene by 40 to 50 percent according to the place of accident, thus reducing car accident victims by up to 2,500 lives a year, reducing the seriousness of injuries, and potentially saving an estimated €26 billion a year. Taking part in this field trial alongside NXP were organisations representing essential parts of the rescue chain, including partners BMW, IBM, Allianz OrtungsServices, DEKRA, and Deutsche Telekom, as well as automobile clubs AvD, Touring and UAMK. The pan-European eCall trial kicked off on 10 November with three cars starting from Madrid, Athens and Helsinki. Within two weeks, the three cars drove to Brussels, where the closing event of the eSafety Forum was held on 25 November 2010. Each of the vehicles was equipped with a small onboard telematics unit based on NXP technology. During the 10,000 kilometre journey, the 8

telematics unit sent out test emergency calls at regular intervals, which were sent to the servers of IBM, Allianz OrtungsServices, and the BMW call centre. The trial intended to show that eCall is not dependent on the present standards used; that it functions reliably across all European borders; and that the telematics solution is compatible with given EU eCall standards. The EU drives solutions based on an in-band modem. “eCall works across EU borders, using either an in-band modem or SMS from the car. NXP has developed a solution for this – the ATOP (Automotive Telematics On-Board Unit Platform). ATOP is a module, a little bigger than a twoEuro coin, which can be cost-efficiently and flexibly integrated in auto electronics,” said Lars Reger, vice president of strategy and business development for the Automotive and Identification business unit at NXP. The NXP solution is automotive-certified and serial production was launched in 2010. eCall in the starting blocks – BMW Assist Advanced eCall leading the way Currently circa three percent of all vehicles worldwide are fitted with a telematics system, which is required for eCall. BMW is one of the pioneers of implementing telematics systems. The solution is available in all BMW models and is already in place. Recently at the ‘Modial de L’Automobile 2010’ in Paris, BMW Group was presented with a special award of the European New Car Assessment Programme (EURO NCAP) for safety examinations. The eCall solution was recognised as groundbreaking in relation to the requirements of the crash test and safety technology. Customers are also responding very positively; BMW frequently gets feedback from people who were rescued quickly thanks to eCall. The technical requirements for a European deployment are already in place. NXP has developed an inexpensive telematics solution, which enables other services possible in addition

to eCall. At this pan-European trial, the test signal from each location will be sent from the ATOPbased vehicle telematics solution, also known as an onboard unit, to the nearest rescue service point via Deutsche Telekom’s mobile network and roaming partners. For the rescue service points, IBM offers appropriate hardware, software and its messaging and visual solutions, providing precise localisation and mapping.

Allianz OrtungsServices (AOS) offers rescue service units (PSAPs) with the exact location of any casualties, through mobile networks via its LifeService112 Location Platform. As an information provider AOS receives, decodes, visualises and communicates the conditioned emergency dataset directly to a local rescue coordination centre. AOS sees itself as an “adapter” of different processes and technologies between different telecommunications providers and rescue coordination centres. The exact positioning enables rescue units to be quicker at the accident scene. In addition to rescue services, automobile associations (such as AvD and Touring from Belgium or UAMK from the Czech Republic) are also informed about the accident at the same time. Their service vehicles can quickly clear the accident area, offering a service optimised for car owners, and thus helping to minimise disruption to the flow of traffic. 2,500 Human Lives The European Union has called for mandatory implementation of eCall for all new automobiles. According to the EU, between 2013 and 2015, all new cars should be fitted with eCall as standard. This pan-European emergency system should contribute to the fast and reliable arrival of emergency services at the accident location. For example, following the release of an airbag – an emergency call is made conveying vital details. At

the same time, manual activation is also possible. According to studies, eCall could save up to 2,500 lives annually in Europe, while the amount of serious injuries could be reduced by 15 percent. Trial concludes in Brussels The trial reached its official conclusion with a public finish at the eSafety Forum in Brussels on 25 November, where the three cars arrived two weeks after departing from Madrid, Athens and Helsinki, respectively. Kurt Sievers, senior vice president and general manager of NXP Semiconductors’ Automotive business unit, explained: “We are proud that in this landmark trial, NXP’s ATOP telematics system has proven reliable across country borders and technical standards. Large-scale introduction of eCall is about reliability, system costs, and trust. This is why we sent the eCall on tour, supporting the European Union with its implementation in Europe.”

Juhani Jääskeläinen, European Commission, stated: “We are pleased to see that the implementation of eCall is becoming a reality in Europe. The closure of this eCall tour by a consortium of industry partners is an important step towards the EU’s objective to have eCall deployed in all cars in Europe as soon as possible.” Hermann Meyer, CEO of ERTICO, a European public-private partnership for the deployment of Intelligent Transport Systems, welcomed the Trial initiative: “It is fantastic to see this cooperation of major eCall stakeholders to show their support and the functioning of this life-saving service.” Further information about NXP’s eCall system – ATOP – can be found here.

GSC pushes for GNSS serving business needs The EU-funded GSC project is working to unlock the potential of GNSS service infrastructure across Europe, assessing the likely contribution of GNSS in general and EGNOS and Galileo in particular to mass market ‘Intelligent Transport Systems’.

of comments, remarks, and questions raised demonstrated a high level of interest in the work being carried out under the GSC project.

GSC (GNSS-enabled Services Convergence) will test EGNOS and EDAS in several countries across Europe, explains Eva Schelin, GSC project Steering Committee Vice Chair. The project will assess GNSS signal reception and its impact on basic positioning service capabilities and it will look at the performance of commercial, ‘off-theshelf’ GNSS receivers in terms of multi-signal positioning.

Over the next few months, GSC partners will work to identify the key differentiators of Galileo and EGNOS for a number of potential mass market applications, including interoperable road charging applications, and will demonstrate how these differentiators could become enablers for industrialised mass market implementation.

The GSC project was launched in March 2009 and will run for about two years. At a recent GSC workshop in Brussels, European GNSS Agency (GSA) Market Development Officer Fiammetta Diani said, “The GNSS market is growing, as is the need for better road infrastructure. EGNOS is a key stepping stone, as it offers integrity of signal and increased accuracy.”

Critical applications

The project will also identify how standardisation and certification mechanisms can provide the basis for the necessary trust-relationship between different business entities in a horizontal mass market. The project will show how such a

GSC project partners say now is the time to work towards the technical conditions that reflect real business needs. “We want to enable an open and competitive mass market for tolling and other GNSS-enabled services using Galileo and EGNOS,” says Schelin. “The ultimate aim is to promote the openness, interoperability and co-operativeness of Global Navigation Satellite Systems and, by doing so, to fully leverage and exploit the value of Galileo and EGNOS.” The objectives of the workshop included fostering a discussion among participants on how to tackle GNSS service convergence. Shelin says the number

standardised open GNSS-enabled platform can be operated by service aggregators running thirdparty services in combination with mission-critical services such as road charging. For now, says Shelin, the next steps include the setting up of field trails. All of the results will be presented at a final GSC workshop on 12 and 13 April 2011 in Malmö, Sweden. Kapsch TrafficCom acquires Mark IV IVHS, the largest supplier of electronic toll collection (ETC) equipment in North America Kapsch TrafficCom AG has agreed to acquire through subsidiaries the businesses of MARK IV IVHS, part of MARK IV, LLC (U.S.), in the United States, in Canada and in Mexico for a purchase price of USD 70 million (approximately EUR 50 million), subject to certain closing conditions and subject to certain potential price adjustments based on working capital included with the business. The transaction is structured as a stock purchase of the holding companies which own the Mark IV IVHS business, and closing is targeted for 30 November 2010. MARK IV IVHS is a designer and manufacturer of dedicated short-range communication (DSRC) devices that are widely used by highway, toll, turnpike, tunnel, and bridge authorities to enable intelligent transportation systems (ITS) such as electronic toll collection (ETC) and automated weigh station bypass. With more than 21.8 million transponders on-the-road and more than 3,700 lanes equipped, MARK IV IVHS is the largest supplier of ETC equipment in North America. MARK IV IVHS has enabled many landmark ITS deployments, including: the world’s first non-stop, all-electronic toll road (Highway 407 ETR, Canada); interoperability between truck electronic preclearance systems and toll collection (PrePass); and, the E-ZPass® system of the 24 toll authorities in 14 states who comprise the E-ZPass® Group in the Northeastern United States. E-ZPass® is a regional ETC system that can be used throughout the Northeast and Midwest regions of the United States. MARK IV IVHS also recently announced a contract award in Mexico. On the basis of this contract and within the scope of the project the consortium led by Kapsch shall initially implement an extensive modern electronic toll solution on the existing road network of about 1.750 km until 1 July 2011. The system is in force for all vehicles above 3.5 tons, passenger car vehicles may register in the future system on voluntary basis. In addition the consortium will erect a manual toll collection system on single, short sections for vehicles below 3.5 tons on the highway network. The system design foresees an effective and efficient extension of electronic toll collection at a later date, not only on the newly constructed roads, but also on the existing network that will later be added to the toll system. The contract value is, as quoted by the Polish authorities on 1 October, EUR 1,24 Mrd (PLN 4,9 Mrd). Kapsch TrafficCom considers the deadline for implementation of the tolling system as very short but realistic. “After rejection of the appeals we hope there will be no further postponements. We are ready to install the project in time under 12

ITS United Kingdom signs Memorandum of Understanding with ITS Finland ITS UK, the Intelligent Transport Society for the United Kingdom, has signed a Memorandum of Understanding with ITS Finland. Richard Harris of ITS (UK) Foundation Members Logica, who is also the International Director on the ITS (UK) Council, took the opportunity of October’s ITS World Congress in Busan, South Korea, to sign an MoU with Mr Karri Salminen, Chairman of the Board of ITS Finland. ITS (UK) and ITS Finland look forward to cooperating in sharing information and facilitating contacts between ITS professionals in both countries. ITS Japan News:The 42nd Tokyo Motor Show 2011“SMART MOBILITY CITY 2011” The Japan Automobile Manufacturers Association, Inc. (JAMA, Chairman: Toshiyuki Shiga) is pleased to announce that “SMART MOBILITY CITY 2011” will be held as a themed project at the 42nd Tokyo Motor Show 2011 venue. The Tokyo Motor Show will run for 10 days from Friday 2 December to Sunday 11 December 2011 (open to the public from Saturday 3 December) at Tokyo Big Sight (Ariake, Koto-ku). A Steering Committee has been established to spearhead “SMART MOBILITY CITY 2011.” SMART MOBILITY CITY 2011 will showcase “nextgeneration automobiles and the social systems with which they interact” to highlight the roles and responsibilities of the automotive industry amidst growing concern over the global environment and resources. The aim of “SMART MOBILITY CITY 2011” is to look at the big-picture implications of what the realisation of Japan’s “Next Generation Auto Strategy” will bring about and how the automobile will be changed in response to and contribute to such fields as smart communities from which lowcarbon societies will emerge through solar power generation, regional energy control and so forth, as well as telematics, which will be improving automobile “safety” and “convenience.” The exhibition is open to a broad range of industrial sectors and will also be an opportunity for participating companies to network and explore the potentials for developing new industries and markets. ISEP 2011:19th International Symposium on Electronics in Transport 28 – 29 March 2011 at Ljubljana Exhibition and Convention Centre, Ljubljana, Slovenia The Electrotechnical Association of Slovenia together with Slovenian ITS Association will organise the 19th International Symposium on Electronics in Transport – ISEP which promotes the strategic objective of integrating and strengthening the European Research Area in Slovenia as well as in the other member States, Accession States and in some nearby countries. The Symposiums’ 2011 theme is “ITS – Connecting Transport”. This theme brings focus to the importance of planning, developing and using innovative traffic infrastructure and vehicles in the way that they will cooperate with different telematics applications. Intelligent Transport Systems and Services continue to be deployed across Europe at an increasing pace for all modes of transport. ITS and related new technologies are now seen as crucial in contributing to transport efficiency and safety, as well as helping to reduce emissions and environment damage. The introduction of ITS greatly facilitates the interaction of all transport modes working together, including air sector and sea programme. But, the current ITS, logistics or public transport solutions cannot meet the challenges modern society is facing today. Therefore, some questions could be addressed: Can we connect travel management and information to logistics operation? Can sustainable transport profit lesser road user charges, and if so, is ITS the means to measure this? How can we help public authorities to develop an integrated view on ITS, including its strategy development? On the other hand, it is of great importance to establish a research network of Slovenia and nearby countries in the area of ITS and tie it to the European and regional research. The European Directive on intelligent transport systems: requirements for Italy and opportunities for the sector Meeting in Rome on 15 December 2010 The European Directive on Intelligent Transport Systems came into force on 28 August 2010. The transposition of the ITS Directive, expected to be completed by 27 February 2012, represents a fundamental step in the evolution of intelligent transport systems in Europe and in Italy, as well as a unique opportunity to create the conditions to define a coordinated and shared development of this sector. In this context, TTS Italia together with the Ministry of Infrastructures and Transport - our founding member - began the coordination of work for the establishment of a National 16

Action Plan on ITS in response to the Directive. Subsequently, on 15 December this year the Ministry of Infrastructures and Transport, in collaboration with TTS Italia, is organising a meeting to present the first results of the work currently underway in Italy at the national level. The event, tentatively titled “The EU Directive on intelligent transport systems: requirements for Italy and opportunities for the industry,” will be the occasion for a first review and discussion of the contents and proposals prepared, as well as evaluation of opportunities from the Directive, also in order to stimulate discussion and possible future contributions.

TTS Italia at the I-Tour Workshop The I-Tour Workshop took place on 5 November 2010 in Pomigliano D’Arco, Naples. Titled the “Intelligent Transport System for Urban Optimised trips”, the workshop is a project co-funded by the 7th Framework Programme. The goal of the I-Tour is to integrate the wide range of Web services that support the multimodal transport in a single solution that can assist you in choosing the mode of transport best suited to your needs. The project also aims to raise awareness among public transport users on the impact that transportation has on their lives in terms of safety, congestion and the environment. Chairman of the afternoon session “Adaptive Intelligent Transport Systems & Travel information: the Directive 2010/40/EU” was Massimiliano Zazza from the Ministry of Infrastructures and Transport, a TTS Italia founding member, and chairman of the Technical-Scientific Committee of TTS Italia. The meeting was attended, amongst others, by Paolo Confalonieri from the Automation Project, Lucia Locuratolo from Magneti Marelli, Guido Nasta of Elsag Datamat, TTS Italia ordinary members, and Fernando Capozzi from Mizar Automazione, also a TTS Italia founding member. TTS Italia participates at the second edition of ITN - Infrastructure, Telematic & Navigation The second edition of ITN - Infrastructure, Telematic & Navigation, the show dedicated to the intelligent infrastructure services, mobile information and navigation, was held on 11 and 12 November 2010 in Turin, organised by Lingotto Fiere and Wireless,in partnership with the Italian Chamber of Commerce. The President of TTS Italia, Gioacchino Gabbuti, took part in the opening session titled “Information Technology - Telecommunications Innovation: the key factors in a mobile society,” while Massimiliano Zazza, Chairman of the Technical- Scientific Committee of TTS Italia, took part in the session titled “E -ticketing in transport systems, access and parking.” TTS Italia in Busan for the ITS World Congress TTS Italia, represented by Secretary-General Olga Landolfi, attended the 17th ITS World Congress

held between 25 and 29 October this year in Busan, South Korea at the Busan Exhibition & Convention Centre. The Congress, with the theme of “Ubiquitous Society with ITS,” saw the participation of industry experts who, by means of technical sessions and exhibition booths, provided an opportunity to keep abreast of the latest ITS technologies for transportation and the environment. In particular, TTS Italia took part in the session entitled “National ITS Associations providing an essential service to policy-makers” organised by the Network of National ITS Associations. The session sought to provide examples of how, up until now, the individual associations have worked closely with the European Commission, with regional governments / local authorities, and were thus able to link to the carriage to disseminate and promote ITS. TTS Italia in Milan for ITS and electrical vehicles The EIV Conference, recognised as the ExhibitionCongress for the vehicle industry and for electrical and intelligent transport, took place between 16-19 November 2010 in Milan. The four day conference, under the patronage of CEI-CIVES (Italian Commission for electric road vehicles battery, hybrid and fuel cell) and TTS Italia, were able to delve into hot topics related to the development and deployment of electric and intelligent vehicles intended to grow rapidly and improve mobility. The agenda for the four days included keynote speakers, such as researchers and representatives of institutions in the forefront of the development of technologies and applications, end users, business representatives, trade associations, research bodies and bodies for standards. In particular, on 17 November 2010, at the session titled “The intelligent transport systems: technologies and solutions for the real world”, Leonardo Domanico from TTS Italia took part in discussions on the European ITS Directive, as well as European projects MENTORE and SCUTUM on satellite navigation; Gian Piero di Muro, Ministry of Infrastructures and Transport and TTS Italia founding member, discussed ARTIST; Fabio Pressi, Vice-President of TTS Italia, talked about mobile information and Vito Mauro for Politecnico di Torino, TTS Italia ordinary member, illustrated the European experience in relation to ITS. 17

CIVITAS CATALYST: The Dissemination and Best Practice Transfer Action of the CIVITAS Initiative The objective of the project is to ensure that the experiences of the CIVITAS Initiative are exploited at a maximum level. CIVITAS CATALYST intends to accelerate and facilitate the CIVITAS multiplier effect, which is the key factor to ensure that the effects of the CIVITAS initiative are sizeable and durable, at the local, national and EU levels. CIVITAS CATALYST aims to prepare publications such as best practise manuals, topic-based guides and scientific articles, as well as establishing

and facilitating interactive partnerships between cities, organising study tours and staff exchanges, thematic workshops and conferences, conducting international, national and local networking, undertaking impact studies and building a recognisable image for CIVITASlike policies. A key feature of CIVITAS CATALYST is that it offers funding opportunities to promote the uptake of the CIVITAS approach and concretely demonstrates the benefits it yields. Funding is available

for a large range of activities stretching from a simple attendance of conferences and site visits to the fully fledged execution of staff training and transport studies. Public Authorities Platform Meeting, 30 September 2010 The ERTICO Public Authorities Platform consists of Public Authorities at a local, regional or national level who want to promote ITS in Europe together with other ITS stakeholders. It meets twice a year to identify and support activities requiring public authority involvement as well as to exchange information on national ITS developments.

The Public Authorities Platform last met on 30 September 2010 at the ERTICO offices in Brussels.

Mr Jaaskelainen gave a presentation on DG INFSO activities in ICT for transport and introduced the Digital Agenda for Europe. He outlined the challenges for the EU transport sector and how these challenges could be addressed using ICT.

The meeting, chaired by Hermann Meyer, was attended by thirteen representatives from our Public Authorities Partners. We were also pleased to be able to welcome Magda Kopczynska from

Ms Kopczynska presented the European Policy Agenda, focusing on the ITS Action Plan and the ITS Directive, their priority areas and priority actions. She explained that the specifications will

be developed in cooperation with the Member States who will present their first ITS monitoring reports by August 2011 which will provide an understanding for where Member States currently stand. Christine Lotz then introduced TISA and its work in supporting the ITS Directive through TISA members who have the expertise to help define the necessary specifications relating to travel and traffic information services. TISA’s workplan also includes definition of categories to describe the minimum set of services free of charge to end users, analysis of the value chain for each category and development of implementation approaches and sustainable models of cooperation. Mr Marks followed with a presentation on digital broadcasting for traffic and travel information to the end user, explaining current delivery methods and the viewpoint from the broadcasters and transmission operators with respect to the future. Other contributions included presentations on the current situation of ITS activities in Member States including Austria, Norway and Germany. It was agreed that it would be useful to have similar information from other Public Authority members which could then be analysed and shared. In addition an update was given on the Cooperative Mobility Alliance and the current priorities in cooperative mobility services were discussed. Finally, Mr Botman gave a presentation on the European Large Scale bridging Action in transport (ELSAs) and the proposal to focus on deployment.

Data Warehouse/Marketplace Workshop The Workshop was held during the afternoon of 30 September following the Public Authorities Meeting. In addition to attendees from the morning, Guido Müller, DG MOVE, Marja van Strien and Gerben Hoogeboom from the National Data Warehouse in the Netherlands joined the meeting. Mr Müller started off the workshop by giving an update on work being undertaken by the European Commission on traffic and travel information services, a key element of the ITS Directive. Regarding traffic and travel information and the ITS Action Plan, Mr Müller outlined some of the different actions including procedures for the provision of EU-wide real-time travel information, free minimum traffic information services and accurate public data for digital maps. In terms of the ITS Directive three of the six priority areas cover travel and information services and will have specifications developed for these areas. Reports where then given on the current status of data warehouses/marketplaces/data management in different Member States, including the Netherlands, Finland, Germany, Austria, Norway and Spain. The exchange of information highlighted the fact that the situation across Europe is very diverse as the approaches from the Member States are very different. It was agreed that it would be useful to publish a paper on this issue to summarise current views and investigate possible actions to achieve efficient EU-wide data access and exchange.

ITS Network Meeting, 4-5 October,Timisoara, Romania The Network of National ITS Associations recently spent two very interesting days in Timisoara hosted by ITS Romania. The first day was held at the Recas Winery just outside Timisoara where the new eSafety Observers Network, including many ITS Nationals held their kick-off meeting. During the afternoon, the Network Plenary meeting took place where thirteen ITS National Association members were present in addition to ITS Bulgaria who attended as an observer.

The workshop was followed by a very informative visit to the Public Transport Management Centre in Timisoara, where the management of buses and trams was explained in detail.

WirelessCar launches first OEM in Brazil Volvo Cars becomes the first automotive manufacturer in Brazil to launch an embedded telematics program, Volvo OnCall, with WirelessCar as the Service Provider. The announcement was made at the Sao Paulo Auto Show last week. Volvo OnCall will be available from 1 December and be free for the first two years. The service will include automatic crash notification, breakdown notification and

remote services such as door lock/unlock. Brazil will be the 15th country where Volvo On Call is available but the first country outside of Europe. The service will also address any future regulatory demands for tracking and immobilisation should they come to fruition. WirelessCar is the only certified service provider in Brazil to offer embedded End-to-End services

that includes a call center and GPRS telecommunication link and services. Possible services over and above the required tracking and immobilisation include safety and security, remote services, remote diagnostics and mobile applications. More information can be found here. Call for Abstracts issued for The Fully Networked Car@Geneva Motor Show 2011 The sixth Fully Networked Car@Geneva Motor Show will take place 2-3 March 2011.

A Call for Abstracts has been issued with authors encouraged to submit presentations on a variety of topics including the environmental impact of electric vehicles, wireless systems and, a key focus this year, managing driver distraction.

International standards organisations, ITU, ISO and IEC host the event bringing together key players involved in the development of technologies and standards, as well as other major industry representatives.

Texting, making calls, and other interaction with in-vehicle information and communication systems while driving is a serious source of driver distraction and increases the risk of traffic accidents. Standards and design guidelines for these systems and devices, whether portable or fixed in the vehicle, can contribute to decreasing driver distraction, allowing the driver to focus on the road ahead.
