REGIONAL DIRECTOR

W

e, Filipinos have proven our resiliency amidst any crisis that might affect our country. The natural and man-made calamities which struck the nation in 2013 put to test the Filipino’s “bayanihan´ spirit.

This is the same spirit that the DOLE in Region 12 is taking on in the implementation of our programs and projects. With the help of our partners – government, business, labor, non-government organizations and academe – we have made significant progress in realizing our strategic outcomes and greatly contributed to the attainment of the Department’s goal on Decent Work and the national goal of massive employment generation and substantial poverty reduction. With great pride, we are pleased to report our 2013 performance. The notable increase in all major final output of the region is a clear reflection of our remarkable employees, who every day demonstrate dedication, commitment, competence and professionalism in their service to the people of Region 12. We are also proud of the efforts we have initiated to improve our services. The continued ISO 9001:2008 Certification by Certification International of the Philippines, Inc. (CIPI) further challenges us to work better and smarter. Further, DOLE 12 has established an Internet-based Quality Management System (IQMS) as part of our commitment to uphold the highest standards of excellence and to continually improve the quality management system towards customer satisfaction. The upcoming year will be full of changes and innovations as we venture into paperless transactions and online registrations. These innovations will make our services more accessible and easier to our clients at lesser cost.

As we reflect on a year filled with extraordinary accomplishments, we look to a future in which we can better respond to the needs of our clients and strive to attain a better life for all Filipino workers.

W

e are proud to present our Annual Report for 2013. The purpose of this report is to communicate with the community we serve and to thank our partners and our people for a job well done.

Looking back at what was the most challenging year in decades owing to the horrendous typhoon Yolanda, we are very pleased with the progress we made in 2013 with many milestones in the history of DOLE 12. Despite facing significant economic headwinds, we have successfully implemented with stellar performance all the programs and services that ultimately improves and uplift the lives of the great people of Region 12 . Nothing is more important to delivering our mission than our hard working people. They bring DOLE values to life everyday as they serve the clients. Those core values also guide our commitment to help our clients to live better. Of course, such a remarkable accomplishment in 2013 was attributed frankly to the inspired leadership of the present dispensation and assisted by equally dedicated management team whose strong beliefs and convictions made realized the institutionalization of Internet-based Quality Management System (IQMS).

We believe that these and other efforts are making a meaningful difference in the lives of our most respected clients. At DOLE12, we are not just delivering services. We believe that, together with our various development partners, we are in the business of driving a brighter future for Region 12.

Labor and Employment Situation Based on the National Statistics Office (NSO) Labor Force Survey, Region XII’s labor force comprised 4.3 percent or 40,813,000 of the national labor force. It grew by 0.73 percent or 13,000 from 2012. Employed persons reached 1,691,000 posting an increase of 0.53 percent over the previous year (1,682,000). On the other hand, unemployed persons increased by 5 percent from 74,000 to 78,000 while underemployment rate posted a decrease of 0.4 percent or from 23.2 percent (2012) to 22.8 percent (2013). For 2013, record shows that there are approximately 2,003 establishments in region XII employing 1-9 workers; about 2,160 establishments employing 10 and above workers and only 33 establishments are unionized with certified Collective Bargaining Agreements (CBAs). Meanwhile, Mindanao contributes 14.10 percent to the Philippine economy. Of the 14.10 percent, Region XII (SOCCSKSARGEN) shared 18.87 percent of it. To date, our employment data shows that 19 out of 20 people in Region XII aged 15-64 are employed but of the 19, 4 of them are underemployed.

These are employed persons who expressed the desire to have additional hours of work in their present job or in an additional job, or to have a new job with longer working hours. The relevant variables why they were considered underemployed are the age, education, gender, urbanity and others. Region XII employment continued to grow in the last six (6) years. Employment growth rate posted an annual average increase of 1.928 percent or 31, 200. Region XII’s unemployment rate for the year 2013 is 4.4 percent, 2.7 percent lower than the national average.

Performance Highlights This report presents the highlights of performance under the five major final outputs (MFOs) of the Department of Labor and Employment (DOLE) 12. Also included in this Report are the best practices and innovations made especially on the Regional Office’s commitment to continual improvement of the quality management system.

MFO I—Employment Facilitation and Manpower Development SPECIAL PROGRAM FOR EMPLOYMENT OF STUDENTS As of December 2013, a total of 10,821 beneficiaries were provided with bridging employment posting an increase of 16.35 percent over the annual target of 9,300 beneficiaries. Allotted budget for SPES amounting to P31,980,000 has been fully utilized in 2013. Notably, SPES beneficiaries continued to grow in the last 4 years with an annual average increase of 1,666 beneficiaries. Data shows a sudden rise in accomplishment of 33.34 percent or 7,213 in 2012 to 10,821 in 2013. Figure above illustrates the 2013 SPES beneficiaries per district. South Cotabato 2nd district has the highest no. of SPES beneficiaries which is 3, 136 beneficiaries or 29 percent. On the other hand, Sultan Kudarat 2 nd district facilitated employment to 218 SPES beneficiaries or 2 percent only.

JOB FAIRS The guiding target for national job fairs (Labor Day, Kalayaan & DOLE Anniversary) hired on the spot (HOTS) is 15 percent but we are able to facilitate hiring on the spot of 3,312 applicants or 52.46 percent.

Rean Hazel Hacosta was raised in a poor family but it didn’t hinder her from broadening her dreams and widening her horizons. Now, as one of the anchors in ABSCBN’s Magandang Umaga South Central Mindanao, she recalls that her stint as a SPES baby was a big factor on what she has become today.

For local job fairs, 40 percent or 8,515 applicants were hired on the spot. A total of 56 job fairs were conducted or 147 percent accomplishment over the annual target of 38 job fairs. Of the 56 job fairs, 22 were conducted in South Cotabato, 13 in North Cotabato, 11 in General Santos City, 5 in Sultan Kudarat and 5 in Cotabato City. PLACEMENT SERVICES

Top figure shows the 2010-2013 accomplishment in terms of job fairs conducted. As can be gleaned, job fairs conducted increased by 32.14 percent from 2012 to 2013.

As one of its mandates, the DOLE in Region 12 continued to provide support services to local employment. Of the 81,100 job applicants registered about 69,074 were provided employment through the different Public Employment Service 4

Performance Highlights Offices (PESOs) in the region, posting a placement rate of 85 percent and 164 percent over the annual target of 42,000 jobseekers. INSTITUTIONALIZED PESO The DOLE recognizes the vital role of PESO in the implementation of the Department’s programs, projects and services. Hence, with continued advocacies, five (5) LGUPESOs were institutionalized in 2013, as follows: Isulan, Pres. Quirino, and Tacurong City in Sultan Kudarat Province; Malapatan in Sarangani Province and T’Boli in South Cotabato. As of 2013, ten (10) LGU-PESOs have been institutionalized in the following areas: 4 LGU-PESOs in Sultan Kudarat Province; 2 LGU-PESOs in Sarangani Province, 1 LGU-PESO in South Cotabato, 1 LGU-PESO in Cotabato City and 1 LGU-PESO in North Cotabato. ENHANCED PHIL-JOBNET To reach more clients, DOLE 12 through its Field Offices and Public Employment Service Offices (PESOs) strengthened/intensified its advocacies and information drive on Labor Market Information Program surpassing its annual target by 38 percent. Furthermore, an incremental increase of 405 or 82 percent of accredited and registered establishments was reached in comparison with the previous years’ accomplishment of 90 and 495 at the end of 2013.

The remarkable increase is a reflection of the system’s effectiveness in matching jobseekers’ search for work and employers’ search for skilled/ competent workers. An accomplishment of 35,447 job vacancies posted/solicited was attained in 2013 over the annual target of 26, 353. The figures shows 35 percent higher of accomplishment. Top 5 job vacancies that was posted were Service Crew (600 vacancies), Production/Factory Worker (500 vacancies), Laborer (420 vacancies), Junior Supervisor (368 vacancies) and Construction Carpenter (300 vacancies). Vacancies posted/solicited were from KCC General Santos City branch and Gaisano Mall-North Cotabato.

Performance Highlights SKILLS REGISTRY SYSTEM A total of 1,528 barangays implemented the Skills Registry System of DOLE. Moreover, on August 22, 2013, a total of 27 computer units were given to 27 identified municipalities during the third wave implementation of Skills Registry System. The said municipalities were Banga, Tupi, Sto. Nino, Lake Sebu, Norala, Tantangan, Malapatan, Maasim, Glan, Lebak, Esperanza, Bagumbayan, Pres. Quirino, Sen. Ninoy Aquino, Lambayong, Alamada, Aleosan, President Roxas, Arakan, Banisilan, Carmen, Libungan, Makilala, Matalam, Pikit, Tulunan, Antipas.

As of December 2013, Region 12 achieved 98 percent on the implementation of Skills Registry System. Two more municipalities in Sultan Kudarat are set to implement the SRS in 2014, bringing the implementation of said project in Region 12 to 100 percent. LABOR MARKET INFORMATION As shown in the figure, Individuals reached grew by 28 percent (86,220 individuals). Around 48 percent (41,715 individuals) of these were jobseekers, of which 35 percent came from the province of North Cotabato. On the other hand, 2.5 percent from researchers were the less likely individuals reached by any information/data under LMI Program. Of the 43,500 target, region 12 was able to achieve 198 percent accomplishment. For institutions reached, 798 schools and organizations were given access to right information concerning the Labor Market Information Program. 37 percent (296) came from schools and 63 percent (502) from Government Organizations/Non-government organizations. Awareness level to institutions was evident for the reason that the number of institutions reached increased by 27 percent.

DOLE INTEGRATED LIVELIHOOD PROGRAM (DILP) Under the Emergency Employment and Livelihood Program, Region 12 assisted a total of Seven Thousand Eight Hundred Fifty Eight (7,858) livelihood beneficiaries from the 34 projects implemented with a total budget of P15,621,000.00. South Cotabato Field Office had the most number of projects with 13 or 38 percent of the total number of projects in the region and the same field office had also the biggest share in the DILP fund with P6,490,563.01. North Cotabato Field Office has the biggest number of beneficiaries with 3,525 which comprises about 45 percent of the total beneficiaries of the region. Fund Utilization for DOLE Integrated Livelihood Program in 2013 posted a 100 percent Utilization Rate. 6

Performance Highlights Release of livelihood assistance worth P1,183,359.00 Livelihood financial assistance to One Hundred Twenty Three (123) informal workers of Banga, South Cotabato and Fifty Six (56) parents of child laborers of T’Boli, South Cotabato amounting to P1,183, 359.00 were released on November 24, 2013. The projects are in coordination with Congressman Ferdinand Hernandez, 2nd District Representative of South Cotabato.

MFO II—LABOR STANDARDS ENFORCEMENT & DISPUTE RESOLUTION GENERAL LABOR STANDARDS & COMPLAINT INSPECTION During the year, a total of 1,164 establishments from a target of 1,000 establishments were subjected to routine inspection under the Labor Standards Enforcement program. Of those inspected, 70 percent of these establishments complied by correcting its violations. On the other hand, 100 percent of complaints were acted upon within the process cycle time. INCENTIVIZING COMPLIANCE PROGRAM To further encourage voluntary compliance among companies, DOLE 12 enrolled five (5) companies under the Incentivizing Compliance Program (ICP). Out of the five companies, four were validated by the Tripartite Certification Committee composed of representatives from labor, management and chaired by the DOLE Regional Director. Of those validated, three companies were given Tripartite Certificate of Compliance on Labor Standards (TCCLS) namely: Cargill Philippines, Monsanto Philippines-Research and Development and Ocean Canning. KAPATIRAN-WISE-TAV Under the Kapatiran-WISE-TAV, the Cotabato Sugar Central Company (COSUCECO) in Matalam, North Cotabato and Ten Point Manufacturing in General Santos City were identified as Big Brothers.

Performance Highlights Consistent with the thrust to provide workers with a safe and healthy environment, DOLE 12 in coordination with OSHNet 12 trained a total of 137 safety officers, 83 percent higher than its annual target of 75 safety officers. SINGLE ENTRY APPROACH (SEnA) To provide speedy, impartial, inexpensive and accessible settlement of all disputes arising from employer-employee relationship, the Single Entry Approach (SEnA) of the DOLE reported a 98.75 percent disposition rate and 78.17 percent settlement rate. The 2013 settlement rate posted a 2.83 percent decrease compared with 2012 rate of 81 percent. On the other hand, number of Requests for Assistance (RFAs) handled increased by 20 percent in 2013 (from 387 to 481 RFAs). The decrease of settlement rate was an effect of increase in number of RFAs yet same number of SEADOs in the region. PROJECT SpeED To address case backlogs on labor standards, DOLE’s Project SpeED (Speedy and Efficient Delivery of Labor Justice) noted a 100 percent disposition rate in 2013. Likewise, cases on inter and intra union were all disposed of at the end of the year. WORKERS ORGANIZATION AND DEVELOPMENT PROGRAM (WODP) Under the Workers Organization and Development Program (WODP), a training on Department Order No. 18-A and Labor Laws Compliance System was conducted covering 14 unions/associations benefitting 42 officers and members.

MFO III—SOCIAL PROTECTION AND WELFARE FAMILY WELFARE PROGRAM To improve the quality of life of workers and their families, a total of 75 covered firms were provided with advocacy and training on Family Welfare Program posting a 142 percent increase from the 31 covered firms targeted for the year and an accomplishment rate of 242 percent. Family Welfare Committees created/reactivated posted an increment rate of 940 percent from the target of 5 and which was accomplished into 47 created/reacted FWC’s. The noteworthy increase is attributed to the strengthened advocacies on FWP. CHILD LABOR ELIMINATION PROGRAM

Under the Child Labor Elimination Program, a total of 216 parents of child laborers were given various livelihood assistance and 843 child laborers were given educational assistance, which in the same manner posted an accomplishment rate of 133 percent and 669 percent, respectively. 8

Performance Highlights SUGAR AMELIORATION PROGRAM (SAP)

A total of 14,800 workers were provided with social amelioration and welfare services. A total of 31 workers availed of the maternity benefits amounting to P62,000.00 while 14 beneficiaries received a total of P98,000.00 under the SAP death benefit program. The District Tripartite Council (DTC) 12 initiated a profiling project for the sugar farm field workers, which commenced on December 2, 2013 to January 4, 2014. A total of 928 male and female (including pregnant women) sugar workers were profiled in the barangays of Estado, Central Malamote, West Patadon, Taculen, Kibudoc, Natutungan, Dalapitan, Manubuan, Ilian, Manupal, New Bugasong, Marbel, Kidama and Kilada, all in Matalam. To orient barangay chairpersons regarding DOLE’s Social Amelioration Program, a consultation dialogue with barangay captains of Matalam, North Cotabato was conducted on December 11, 2014 at Villa Oro Resort, Matalam, North Cotabato. The activity also aimed to identify current issues and concerns regarding the implementation of said program and of the sugar industry, initially, in the municipality of Matalam. This was attended by 21 barangay chairpersons, Vice-Mayor Cheryl V. Catamco, 1st District Board Member Loreto V. Cabaya, Jr., PESO Manager Marilyn Padios, COSUCECO Representative Edgar Sarmiento, DTC representatives and CMDDCFI WINAP beneficiaries.

MFO IV—SOCIAL PARTNERSHIP PROMOTION TRIPARTISM To maintain industrial peace in the Region, the Regional Tripartite Industrial Peace Council (RTIPC) conducted regular quarterly meetings to discuss issues and concerns affecting the industries concerned. Through the RTIPC, DOLE programs and services where advocated. Resolutions addressing the concerns of industries were adopted by each ITCs. Moreover, the RTIPC in collaboration with DOLE 12 conducted the Social Partners Forum in line with the celebration of the Department’s 80th Anniversary.

Furthermore, ITC Plantation adopted the RTWPB Advisory on the Implementation of Productivity-based Schemes (Number RBXII-01 series of 2013). VOLUNTARY CODE OF GOOD PRACTICES Anchored with the thrust for industry self-regulation, DOLE 12 established two industry tripartite councils (ITCs) in the academe and tourism sectors. The ITC-Tourism sector presented its Voluntary Code of Good Practices (VCGP) to DOLE Secretary Rosalinda D. Baldoz during the Social Partners Forum held on November 25, 2014. ITC Academe also adopted Voluntary Code of Good Practices (VCGP) signed last June 11, 2013.

MFO V—INSTITUTIONAL SUPPORT DOLE 12 has incessantly implemented programs and services geared towards improving, enhancing and maximizing the capabilities of the staff and managing the Regional Offices’ resources efficiently and effectively. FINANCIAL RESOURCES MANAGEMENT There was an increase of 24.5 percent in the total Assets and Liabilities and Equity in CY 2013 amounting to P51,417,934.90 compared with CY 2012 of P41,282,269.36 due to increase in Receivables, Property, Plant and Equipment and Current Liabilities. 9

Performance Highlights For 2013, the total budget of the Region amounted to P117,933,015.13 in support to the various programs, projects and services implemented in the Region. Of the total budget, P33,665,652.00 was allotted for Personnel Services, P77,976,853.08 for Maintenance and Other Operating Expenses (MOOE-Regular) and P46,998,000.00 for MOOE-Projects. Other releases include capital outlay amounting to P6,291,100.00. A total of P4,111,864.00 were disbursed for the purchase of two new office vehicles, six heavy -duty photocopier machines, 6.5 Kilo Volt Amperes (KVA) Generator, 60 units office tables, 10 units Asus Vivo book, printers and other equipments to support the office’s information communication technology. Other existing vehicles in the regional office were deployed to field offices to further enhance ease of access to beneficiaries in the far-flung areas.

IN-HOUSE STAFF DEVELOPMENT

To ensure a sustained quality management system a total of eleven (11) trainings/ orientations were facilitated by the Human Resource Unit. These trainings include: Training for Internal Quality Auditors; Orientation on the Laws and Rules on Government Expenditures; Training on Business Correspondence-Making; Moral Renewal Program; Re-orientation on Code of Conduct for DOLE Officials and Employees; Personality Development; Orienation on DOLE Frontline Services/Processes for New Employees; Orientation on Magna Carta for Women; Orientation on Proper Waste Segregation and Disposal; Competency Mapping and Assessment; and, Training for Complaints Handling & Continual Process Improvement (ISO 10011:2004). PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PrAISE) Top performing employees and organizational units were awarded under the PrAISE. These are: Gantimpala Agad Award – Alma P. Performance Highlights Career Development Award – Jemeia Mae C. Eslabon & Marjorie P. Latoja Best Organizational Units – Internal Management Services Division & South Cotabato Field Office Loyalty awardees are: Director Patricio Blanza, Marjorie P. Latoja, Perpetuo F. Latoja, Susan H. Villa, Lalaine L. Arboleda, Rohayda P. Gampon, Romerico P. Carrasco and Phoebe P. Presas. CREATION OF LABOR MARKET RESOURCE UNIT (LMRU) The Year 2013 also marked the creation of the LMRU, whose main function is to develop systems, data banking, report generation including information dissemination activities. The unit is also responsible in the updating of the office’s internetbased quality management system. RADIO PROGRAM “Bosses Manggagawa” has sustain DOLE 12’s intensive advocacy on its program and services. In partnership with radio station DXCP-General Santos City, said program is aired every Monday and Friday . ESTABLISHMENT OF SARANGANI FIELD OFFICE (SARFO) In order to bring DOLE’s services closer to the people and to cater to the informal sector, the Sarangani Field Office was established in May of 2013. Internet-based Quality Management System (IQMS) In support to the Regional Office’s commitment to uphold the highest standard of excellence and to continually improve its quality management system, DOLE 12 established the Internet-based Quality Management System (IQMS). The IQMS aims to facilitate efficient and ease of access of data between and among DOLE staff, monitor each Field Offices’ performance. Through cloud computing, a friendly tool to facilitate faster office’ operations and transactions and to generate real time data, DOLE 12 develop different cloud systems from a provider such as Online DataBank E-Report, Record Registry Tracking System, QMS Registry, Human Resource Information System (HRIS), Labor Case Tracking System and Online SPES. Secretary Rosalinda Dimapilis-Baldoz graced the cutting of ribbon for the official launching of IQMS in celebration of DOLE 80th Anniversary. CONTINUED CERTIFICATION ON ISO 9001:2008 The Regional Office passed the 2nd Surveillance Audit held on September 18-20, 2013 with no Non-Conformance (NC), hence maintained its certification on ISO 9001:2008. The improvements made is a big leap from the point of view of the third party auditor.

GREEN OUR DOLE PROGRAM (GODP) DOLE 12 continued to implement the 5-S program scheduled every Friday. Moreover, in support to the GODP, the DOLE 12 Employees Union spearheaded the Bayanihan Clean-Up Day on June 13, 2013. Furthermore, DOLE Region 12 was among the Top 5 DOLE agencies recognized as GODP Champion . Regional Director Ofelia Domingo received the award from Secretary Baldoz during the DOLE’s 80th Anniversary Celebration held on December 9, 2013 at the Occupational Safety and Health Center (OSHC) in Quezon City.
