2010 Customs Report The amount of customs incomes has reached in 2010 a record figure of over 73 billion dirhams (MMDH), i.e. an increase of 11,5% in comparison to 2009, has stated the Director General of Customs Administration and Direct Taxes (ADII), Mr. Zouhair Chorfi. he presentation of ADII’s 2010 business report , 2011 perspectives and reform projects undertaken took place Monday 24 January in Rabat under the direction of the Director General, Mr. Chorfi who underlined that the total of about 73,56 billion dirhams, against 65,98 billion dirhams in 2009, “represents the double of incomes collected in 2002”. This increase is the result of the progress of three major sections namely customs duties, which have reached more than 12 billion dirhams, i.e. an increase of 3,7% in comparison to 2009, consumption domestic taxes, set in over 21,13 billion dirhams (+7,7%) and the VAT reaching about 38,43 billion dirhams (+17,9%), he explained. Distribution according to regional directions shows that more than 80% of customs incomes are collected in Casablanca, followed by Marrakech with 8,63% and Tangier 4,11%, he said. These achievements are mainly due to the “increase of imposable imports, the constant effort of fight against commercial fraud and smuggling, having generated about 1,4 billion dirhams in terms of duties and taxes, and by increasing

These performances have been achieved within a context characterized by tariff dismantling (free exchange zone with the United States, the UE, Turkey), which generated a loss of earnings for ADII estimated at 662 million dirhams and tariff reform that generated 600 billion dirhams of capital loss in 2010. Talking about ADII action in terms of tariff reform, Mr. Chorfi made known that this reform aims at reducing tariff distortions, diversifying procurement sources, fighting against false declarations, smuggling and fraudulent maneuvers, improving companies competitiveness and reducing tariff quota lots dispersion, bringing them to four rates. The number of rates applied in 2011 has been reduced to four instead of six rates in 2008. Thus, 60 % of industrial products tariff lines benefit from the minimum rate of 2,5% and the rate of 30% concerns 22% of tariff lines in 2011. These results are also points in favor, particularly, of measures relating to facilitation and dematerialization adopted by the ADII, to accompanying companies mainly through guarantee

terms and strengthening of partnership with vocational associations, in addition to companies categorization, underlined Mr. Chorfi. As for monitoring activities, ADII proceeded to the rationalization of immediate monitoring through risk analysis allowing thus goods customs fluidity, monitoring efficiency and strengthening of value monitoring (fight against subinvoicing), he noted. ADII has also adopted an a posteriori control, based on the consolidation of sectoral procedure, improvement of intervention techniques and undertaking joint controls. The effort in terms of fight against smuggling has been translated by remarkable seizures led through the Kingdom, has raised Mr. Chorfi, adding in this regard, that 80% of smuggled cigarettes seizure are achieved by ADII. He has announced, furthermore, a strategy project by 2015 turned towards three major categories of clients: economic operators, institutions and individuals, as well as the launching of a new portal of ADII available for consultation on their brand new website: www.douane.gov.ma, conceived according to “a client approach”.
