268 June 10, 2010 A Regular Meeting of the Board of Education, Township of Woodbridge, was held on June 10, 2010, at approximately 7:00 p.m. in the Oak Ridge Heights School #21, Colonia, New Jersey. The meeting opened with the Salute to the Flag and a moment of silence. The President, Brian Small, presided. Board members present: Diane Acquisto, John Golden, Judy Leidner, Lawrence Miloscia, Brian Molnar, Ezio Tamburello, Jonathan Triebwasser, George Yuhasz, Brian Small. Board personnel present: John Crowe, Dennis DeMarino, Douglas Silvestro, Lois Rotella, Angela Korodan, Rita Miller, Anthony D’Orsi, Barbara DeRollo. Newspaper Reporters Present:

Business Administrator/Board Secretary, Dennis DeMarino, read the following statement regarding the Open Public Meetings Law: "The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interest is discussed or acted upon. In accordance with the provisions of this act, the Board of Education had caused notice of these meetings to be published by having the date, time and place, thereof, posted as follows: April 27, 2010:

Mr. DeMarino reported Bids received, as follows: For the 2010-2011 School Year May 25, 2010 Lumber Supplies June 9, 2010 Request for Proposals (RFP) Custodial Services Correspondence was reported as received and referred as follows: A thank you note from Robin del Rosario, a Woodbridge High School senior, for the Grace Hawrylko scholarship award. (FILED) The following Reports of the Superintendent were received: Register Statistics – May 2010 Report of Fire Drills – May 2010 Student Suspension Report/Elementary – Month of May 2010 Student Suspension Report/Secondary – Month of May 2010 Bomb Threat Report – Month of May 2010 Monthly Report of Attendance Officer - Sal Ciardiello – May 2010 Monthly Report of Attendance Officer - Charles Shaughnessy – May 2010 Dr. Crowe gave his monthly overview of the school district, stating as graduation approaches, it is noted that the district has to deal with a difficult budget situation. He stated the students continue to achieve at unprecedented levels. He further stated at the previous meeting it was announced that the high school


269 June 10, 2010 HSPA scores came in with astounding results. Dr. Crowe stated Woodbridge offers more AP courses than any other district in the state and the students continue to excel in those courses. He stated Woodbridge Reads initiative is well underway. He acknowledged the involvement of the WTEA in this program. Dr. Crowe then asked the Board President for permission to turn the meeting over to Brian Geoffroy, President of the WTEA. Mr. Geoffroy presented to the Board a check in the amount of $2,250.00 which was the profit received from the sale of Woodbridge Reads T-shirts. Mr. Geoffroy congratulated the Board and Administration on their collaboration with the Mayor on this program. He noted the idea to sell T-shirts to raise funds for this program came from Mr. Leahy. Mr. Small then called for Committee reports. The Superintendent of Schools presented the following recommendations: 1.

That the Board of Education adopt the attached resolution commending seventy-two students from Woodbridge High School for their induction into the National Honor Society.

2.

That the Board of Education approve the previously submitted list of Professional Development conferences for staff members, dated June 10, 2010.

3.

Ms. Acquisto moved for the adoption of the Superintendent’s recommendations, seconded by Mr. Yuhasz. There were no comments or questions from the Board or public. With all Board members voting in favor, the foregoing was adopted. The Policy and Planning Committee, on the recommendation of the Superintendent of Schools, presented the following: 1.

That the Board of Education adopt the attached resolution expressing appreciation to the Presidents’ Council of Woodbridge Township for their contributions and support of the students and staff of the school district.

2.

That the Board of Education approve the following 4 After Care sites for the 2010-2011 school year: Mawbey Street School #1; Ross Street School #11; Claremont Avenue School #20; and Robert Mascenik School #26.

3.

That the Board of Education rescind the following job description, effective July 1, 2010: Supervisor of Special Education Child Study Teams

That the Board of Education adopt the following revised job descriptions, effective July 1, 2010: Director of Special Services Supervisor of Special Education Programs

Ms. Leidner moved for the adoption of the Policy and Planning recommendations, seconded by Ms. Acquisto. There were no comments or questions from the Board or public. With all Board members voting in favor, the foregoing was adopted. Ms. Leidner presented the Policy and Planning resolution to Presidents’ Council. The Curriculum Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presented the following: 1.

That the Board of Education approve a partnership between the Woodbridge Township School District and Princeton Review, Inc. to provide an SAT preparation course on-site at a reduced cost


276 June 10, 2010 for district students. They also will provide, at no cost, Princeton Review materials for our Guidance Departments and students. 2.

That the Board of Education approve the submission of the Carl D. Perkins Vocational and Technical Education Act of 2006 grant for the purposes described in the application, in the amount of $82,922.00 starting July 1, 2010 and ending on June 30, 2011.

3.

That the Board of Education approve the Professional Development Academy Agreement between the Middlesex Regional Educational Services Commission and the Woodbridge Township School District for a 100 seat subscription for the 2010-2011 school year in the amount of $7,000.00. (Payment will be from funded account)

4.

In compliance with N.J.S.A. 18A:6-112, the Board of Education approve payment at a cost of $500.00 to the Professional Development Academy to provide a Suicide Prevention Workshop during the 2010-2011 school year. This contract is awarded without competitive bidding as a “Professional Service” under the provisions of the Public School Contract Law (N.J.S.A. 18A:18A5). All services will be provided by a professional development services specialist. (Payment will be upon voucher submitted from funded account)

5.

That the Board of Education approve a pilot program at John F. Kennedy High School and Woodbridge High School entitled, “Financial, Economic, Business and Entrepreneurial Literacy” during the 2010-2011 school year.

6.

That the Board of Education approve the submission of an amendment to the 2010 Individuals with Disabilities Education Act – American Recovery and Reinvestment Act (IDEA ARRA) to the New Jersey Department of Education. The purpose of the amendment is to restore four Child Study Team positions for the 2010-2011 school year.

Mr. Triebwasser moved for the adoption of the Curriculum recommendations, seconded by Ms. Acquisto. During Board discussion Mr. Molnar thanked Dr. Crowe for Item #1, the agreement with the Princeton Review. He stated it is a great program for 11th grade students and is being offered to township students at a much reduced cost. Dr. Crowe agreed about the importance of the program which was brought into the district by Ms. Rotella. Dr. Crowe stated the students have benefited tremendously by participating in the Princeton Review program. Mr. Molnar made additional comments. There were no comments or questions from the public. With all Board members voting in favor, the foregoing was adopted. The Finance and Insurance Committee, on recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presented the following: 1.

That the Board of Education approves payment of the bills in the amount of $10,935,985.98 and the Food Service Department bills in the amount of $331,466.43.

2.

That the amount of district taxes needed to meet the obligations of this Board for the next thirty-one day period, beginning July 1, 2010 is: Requisition for Taxes for the General Fund in the amount of $12,771,513.00 and for the Debt Service in the amount of $313,789.00; totaling $13,085,302.00, and that the Township Council is hereby requested to place in the hands of the Treasurer of School Monies that amount by July 10, 2010.

3.

That the Board of Education accept the attached Business Administrator/Board Secretary's Monthly Interest and Investment Report for the month of May 2010.

4.

That the bookkeeping transfers pertaining to the 2009-10 budgetary accounts be approved as per the attached list.

5.

That a note be made in the minutes that the Report of the Treasurer for the Month of May 2010 has not been received.

6.

That the members of the Board of Education certify that to the best of their knowledge no major account or fund has been overexpended in violation of N.J.A.C. 6A:23A-16.10(b) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

Mr. Tamburello moved for the adoption of the Finance and Insurance recommendations, seconded by Ms. Leidner. There were no comments or questions from the Board or public. With all Board members voting in favor, the foregoing was adopted. The Technology Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presented the following: 1.

That the Board of Education approve the Woodbridge Township School District Technology Plan dated 2010-2013. (Technology Agenda – April 29, 2010)

Mr. Miloscia moved for the adoption of the Technology recommendation, seconded by Ms. Acquisto. There were no comments or questions from the Board or public. With all Board members voting in favor, the foregoing was adopted. The Athletics and Extra-Curricular Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presented the following: 1.

That the Board of Education approve membership in the New Jersey State Interscholastic Athletic Association for Colonia High School, John F. Kennedy Memorial High School and Woodbridge High School for the 2010-2011 school year at a fee of $2,150.00 per school.

2.

That the Board of Education approve membership in the Greater Middlesex Conference for Colonia High School, John F. Kennedy Memorial High School and Woodbridge High School for the 20102011 school year at a fee of $1,350.00 per school, which includes dues and entry fees for all tournaments.

3.

That the Board of Education adopt the attached resolution commending Colonia High School athlete Jeffrey Munson for having won the 2009-2010 NJSIAA Scholar Athlete Award.

4.

That the Board of Education adopt the attached resolution commending Colonia High School athletes Sara Savoia and Anthony Rieder for having won the 2009-2010 Greater Middlesex Conference Scholar Athlete Award.

5.

That the Board of Education adopt the attached resolution commending Colonia High School athletes Alexis Christian and Timothy Valente for having won the 2009-2010 Greater Middlesex Conference Sportsmanship Award.

Mr. Golden moved for the adoption of the Transportation recommendations, seconded by Mr. Yuhasz. During Board discussion Ms. Acquisto thanked Mr. DeMarino for securing the runs at no increase in cost. There were no comments or questions from the public. With all Board members voting in favor, the foregoing was adopted. Board Attorney, Douglas Silvestro, had nothing to bring before the Board for open session. Under "Old Business," Ms. Leidner commented on the $282,500.00 savings realized from the health benefit audit, stating that she brought the idea of the audit to the Finance Committee for consideration. Mr. Miloscia asked if a cost was incurred for the audit. Mr. DeMarino stated he worked with the Willis insurance broker who charged a $20,000 fee to conduct the audit. Under “New Business," Mr. Tamburello stated the cost for the Princeton Review is $499.00 per student for 10 sessions. He stated 106 students participated in the program this current school year. Mr. Tamburello stated the program is offered to district students at a tremendous savings. Mr. Tamburello thanked Ms. Rotella, Ms. Pereira and her staff for bringing the program back into the district. Ms. Leidner reported on the New Jersey School Boards Legislative Committee meeting that she and Mr. Miloscia attended on June 5, including discussion on the Governor’s budget. Dr. Crowe expressed the importance of the state budget passing, although he may not agree with the allocations in the budget. Ms. Leidner suggested, with the budget crisis the district is facing in the coming year, that the district look to a 4 day work week. Dr. Crowe stated he spoke to the County Superintendent on that subject and was advised there is no waiver of the 180 day requirement. Mr. Miloscia commented on the regionalization of the school board on a county wide basis. Ms. Leidner stated she inquired whether or not the thought process in Trenton is to go to a County Board of Education and was advised that is the direction the Governor is moving towards. The Board President opened the meeting to the public. There were no comments or questions from the public during this portion of the meeting. Ms. Acquisto then presented to the Board for its consideration, a resolution for a Closed Session to discuss subjects exempted from the public portion of the meeting. The discussion to be held in Closed Session will be about personnel matters which include: resignations; extensions of sympathy; retirements; leaves of absence; transfers of certified and non-certified staff; appointments and reappointments of certified and non-certified staff ; appointments of substitute teachers; appointments and changes of staff members for committees, after-school and professional development activities, home instructors, and coaches; appointments of certified and non-certified staff members for the extended year program and summer transportation assignments. There will also be discussion of an employee request for salary minus substitute fees. Any information regarding the Closed Session discussion will be released to the public when the reasons for discussing these matters in Closed Session no longer exist. On motion by Ms. Acquisto, seconded by Ms. Leidner and carried, the Board retired into Closed Session at approximately 7:20 p.m. The Board returned from Closed Session at approximately 7:56 p.m. and a roll call found all members present as were previously recorded.
