A. PURPOSE. 1.
To provide spatial and proportional standards that reinforce the street as a large public outdoor room.
2.
To emphasize the public realm (streets and public open spaces) more than individual buildings.
3.
To ensure that development is designed with a pedestrian orientation.
4.
To reinforce the street wall with well-scaled elements or structures that are sensitive to the neighborhood context.
5.
To respect the smaller scale of adjacent low-density buildings
