HARTFORD, Conn. (AP) In a bid to unclog Connecticut’s notorious traffic jams, the governor has put forward a plan to rip up and widen two major highways, Interstates 84 and 95. A third highway, the stately Merritt Parkway, would

example, a Lowell resident to seamlessly commute by train to Plymouth. The same principal, backers say, could apply to Amtrak, facilitating uninterrupted service along the Northeast Corridor from Washington, D.C., to northern New England. • How Much Would It Cost? No one’s really sure. Baker said there is a lot of debate about projected costs, with current estimates ranging from $2 billion to $4 billion. Dukakis noted that Los Angeles was building a nearly 2-mi. underground rail connection at a projected cost of $1.4 billion. He said the Boston project could be accomplished with cost-effective tunnel boring technology, an older version of which was used in building the Red Line extension to Alewife. Another expense to consider: The MBTA’s diesel-powered locomotives probably can’t be used in the tunnel and would need retrofitting with electric engines.

• What’s the Alternative? Right now, the alternative appears to be expanding the two stations rather than connecting them. The Legislature has authorized capital funds to expand South Station, in part to provide more track space so trains can turn around to go back in the same direction. Aside from improving transportation options, Dukakis argued the rail link would eliminate the need for an expensive overhaul of the two stations. Baker isn’t so sure. He said it’s not necessarily an either-or situation, and noted the economic development potential tied to a South Station expansion could allow that project to eventually pay for itself. • Big Dig Redux? Any plan to build a transportation tunnel under downtown Boston will inevitably invite comparisons to the Big Dig, the massive highway project that was riddled with cost overruns and caused major disruptions during construction. “This is no Big Dig, folks,” declared Dukakis on more than one occasion at his recent news conference. In addition to

being far smaller in scope, he said the cost of the rail link could be offset by savings from scrapping the South Station expansion. • What’s Next? A lot must happen before a North-South rail link can go forward. The first step could be a $2 million design study that was authorized in a previous transportation bond bill. Dukakis and Weld are also creating a 21-member working group to flesh out details of their proposal. Frank DePaola, the MBTA’s general manager, noted the state recently created a Project Selection Advisory Committee to evaluate the pros and cons of all expansion proposals. Each will be given a score to help prioritize capital investment by the state. Baker described himself as cautious — not skeptical — about the rail link, adding that his immediate focus was on fixing the T after last winter’s disastrous performance. road and a recreation trail that would run along the parkway, but those are opposed by the conservancy. Connecticut Transportation Commissioner James Redeker said officials often work with property owners, advocates and others with stakes in improvement projects, but the support for the Merritt is different in its passion and organization. “The conservancy has a unique way to focus our attention,” he said. A $100 billion, 30-year transportation overhaul proposed by Gov. Dannel P. Malloy calls for spending nearly $31 billion on highways. In addition to widening several sections of I-95 and I-84, it would replace a Hartford viaduct and a stacked interchange in Waterbury known as the “mixmaster.” Malkin said widening the parkway is out of the question. “As a practical matter that would be impossible,” he said. Supporters of the recreational trail, which would be closed to motorized vehicles, say it would establish a safe route for joggers, walkers, roller-bladers and others. The conservancy opposes the trail because it would require clear-cutting of trees and construction of bridges over streams. State transportation officials say the other contentious proposal, to rebuild and reconfigure the interchange with Route 7, will ease traffic congestion and delays at intersections. A powerful state lawmaker said constituents and others overwhelmingly back state efforts to fix the interchange. Sen. Bob Duff, a Norwalk Democrat and Senate Majority Leader, said the incomplete interchange is an “embarrassment” and altering it is “long overdue.” The conservancy won a legal challenge in 2006 on a previous effort to rework the interchange. Malkin said if a revised plan were the same or similar to what was halted by the legal action, the conservancy and other nonprofit groups “would again take all available action to protect and preserve” the Merritt. Still, congestion is as constant a problem for motorists on the Merritt as it is on any other highway in Connecticut. But former Transportation Commissioner Emil Frankel said efforts to preserve the parkway still pay off even if traffic remains clogged at rush hour. “You see calendars of Connecticut that don’t show 95,” he said. “They show the Merritt.'' RIDOT Seeking Bids for Inspection of Drainage Systems The Rhode Island Department of Transportation (RIDOT) announced Sept. 10 that it is seeking qualified bidders to inspect and inventory its statewide system of catch basins, manholes and outfalls in an ongoing effort to better meet state and federal stormwater drainage regulations and make necessary infrastructure improvements to reduce flooding. The assessment also marks the administration’s continued efforts to project the environment and support job growth. This work comes on the heels of landmark legislation passed this year to eliminate outdated underground wastewater systems like cesspools and streamline wetlands permitting by providing a consistent process for the business community while strengthening wetlands protection. “We have already made great strides in conservation efforts this year, and this is just the latest example,” Gov. Gina M. Raimondo said. “It’s great to see RIDOT

stepping forward to do its part to protect the environment and provide a reliable and sustainable infrastructure for all of Rhode Island.” Although it is estimated that the state is responsible for 25,000 stormwater catch basins, 2,000 outfalls, and 100 structural best management practices (stormwater treatment systems like detention ponds, retention ponds, and stormwater treatment units), this will be the first assessment of its kind by RIDOT. The results of this assessment will provide a comprehensive inventory of these assets and help the Department take a proactive approach to cleaning and maintaining these structures, rather than just responding to reports of flooding and damaged drainage systems. “Just like our recent re-inspection of the state’s structurally deficient bridges, this assessment is the first step in putting our house in order when it comes to drainage systems,” RIDOT Director Peter Alviti Jr.

said. “Rhode Island is blessed with abundant natural resources including Narragansett Bay and hundreds of lakes, ponds and rivers. It is imperative that we protect these fragile resources.” Failure to properly maintain the state’s drainage systems could result in water contamination and closed roadways resulting from significant weather events. Additionally, a properly maintained drainage system will also help to protect the state's investment in paving by prolonging the life of Rhode Island’s roads. RIDOT also is in the process of implementing an asset management approach throughout the Department. This involves developing a comprehensive inventory of every piece of infrastructure and tracking their needs to assure they are properly maintained, reducing the need for costly rehabilitation and reconstruction projects. The drainage assessment is a key piece of this approach, allowing the Department to bring

this important system into a state of good repair and strategically plan for its long-term upkeep. With this new assessment in hand, RIDOT plans to establish a more comprehensive approach to maintaining the state’s drainage system, made possible by a new drainage crew in its Highway & Bridge Maintenance Division that will focus entirely on maintaining the system. Currently, this is just one of many responsibilities for its existing crews. “This is one of many improvements we’re looking to tackle at RIDOT,” Alviti. “We’re taking a back to basics approach across the board, and having a fully integrated plan for maintaining our drainage system is paramount as we move forward.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Hepburn Estate Owner Buys Saybrook Lighthouse By Kenneth Gosselin HARTFORD COURANT

OLD SAYBROOK, Conn. (AP) The New York builder who bought and renovated Katharine Hepburn’s shoreline estate and then constructed a beach house on the property has now turned his sights out to sea — and the Saybrook Breakwater Light. Frank J. Sciame Jr. said he is the buyer who placed the high bid of $290,000 in an online auction for the iconic lighthouse that was announced recently — and he plans to restore and renovate it as a guest house for family and friends. The 129-year-old lighthouse — rendered on some Connecticut motor vehicle license plates — is about a three-minute boat ride from the dock at the Hepburn estate in the Fenwick section of Old Saybrook. “I’ve been looking at it for over 10 years since I’ve lived at the house,” Sciame said. “It something that everyone sees if you buy a property in the borough of Fenwick. It’s an important part of the seascape.”

Sciame said he does not know how much it will cost to renovate the lighthouse, but the work could easily run into the hundreds of thousands of dollars. Sciame envisions a wine cellar in the basement, a kitchenette on the second floor, a master bedroom suite on the third floor, one or two bedrooms on the fourth floor, and an outdoor area on the open fifth-floor deck to take advantage of the views. “The exterior needs a good restoration, the window pediments, doors and windows,” Sciame said. “I’d like to do it right. I do have a love for historic buildings and this is a great historic structure.” The 48-ft. high, cast-iron structure is listed on the National Register of Historic Places, a designation that would regulate any work done on the structure’s exterior. The lighthouse remains a functioning beacon, including its fog horn, even under private ownership. The federal government’s General Services Administration, which oversees the sale of lighthouses for the Coast Guard, said

it expects to formally award the lighthouse — also known as the Saybrook Outer Light — to Sciame soon, pending final review of the bid. Sciame is then required to negotiate a lease with the state for the submerged lands under the lighthouse. Sciame said he hopes to close the purchase early next year. Sciame has had a connection to Fenwick for a decade. In 2004, he and his wife, Barbara, purchased the Hepburn property for $6 million, a year after the actress's death. The couple subdivided the 3.5-acre property into three lots and pursued an extensive, top-to-bottom renovation of Hepburn’s house. Earlier this year, the Sciames completed the construction of a 3,800-sq.-ft. beach house on the lot east of the main house. The main house has been on and off the market for several years, last listed for $14.8 million. Recently, the Sciames decided to keep the 8,500-sq.-ft. main house, which they had used as a summer home, and the lot to the west. Originally, they had intended to

keep only the beach house, but they are now listing it at $6.8 million. Sciame’s ownership of the storied property has not been without controversy. He battled with the borough over the height of granite posts marking the entrance to the driveway off Mohegan Avenue. Sciame also won a $2.2 million jury award against a title insurance company over access to the property. The price Sciame agreed to pay is less than the $340,000 bid in a 2013 auction for the same lighthouse. That deal fell through when a lease with the state for the land under the lighthouse couldn’t be negotiated. Since then, the state legislature enacted a law to clearly outline the path for such negotiations. Just two of the state’s 20 lighthouses — Morgan Point in the Noank section of Groton and Stamford Harbor Light — are in the hands of private property owners.
