New Technology Keeps I-89 Project in Waterbury, Vt., Moving Smoothly The first part of the Waterbury construction project on Interstate 89 is complete. was going to get even worse because of the construction. Especially because a downtown round-about project was going on at the same time. “I thought it was going to be a nightmare between three and six to tell ya the truth,” said Towne. The roundabout is now complete and Towne said he’s been pleasantly surprised. “It’s gone amazingly smooth to tell you the truth even from three to six when the traffic is blocked off there it’s gone quite nicely,” said Towne. So how did VTrans ensure traffic flowed smoothly throughout the project? Cole said new technology is playing a huge role. We’re also using a smart Vermont Agency of Transportation photo work zone which uses bluetooth signals to gauge how fast traffic is moving through the work zone so we can alert drivers ahead of the work zone with message boards of how long the wait is getting through there.” said Cole. It’s the first time the smart work zone has been used in Vermont. “From our perspective, traffic has been flowing really well,” said Cole. “Couldn’t have gone much better,” said Towne. The South bound bridge that is now complete was actually finished a week ahead of schedule, the North bound bridge is set to be complete in October, the final part of the project, the North bound off ramp should be complete next year. Potain cranes adjacent to the job site, while the second was placed on an elevated concrete deck. A 275-ton (249 t) capacity Grove GMK5275 all-terrain crane, also owned by the company, helped unload and setup the Igo T 130s at the site. In their transport configuration, the Igo T 130s travelled as a single trailer with an overall length of 56 ft. (17 m). The convoy has a ground clearance of just 1 ft. (.3 m) for better access to working job sites. “The cranes are even versatile when it comes to their own transportation,” said O’Connell . “They require less manpower and fewer trucks when compared with other cranes in their class. They’re definitely time and money savers.” At the job site, the cranes lifted panelized wood-framed walls and other materials weighing up to 2.2 tons (1.9 m) at heights up to 66 ft. (20.1 m) to complete the apartment complex’s construction. With an 8.8-ton (7.9 t) capacity, the cranes had more than enough capability to handle the lifts. The wireless remote controls enabled the company to quickly complete lifts, with an ideal line of sight for load placement. The efficiency displayed by both Igo T 130s exemplified why self-erecting cranes have become extremely popular in North America for low-rise residential, hotel and other commercial construction. Quality and Agility on the Job Site To David White, business development manager at North American Crane &

Rigging, every square foot saved matters in a high-value real estate area such as Greater Boston during construction. “Saving space and causing as little disruption as we can to a heavily urbanized area such as metro Boston meant significant cost savings for the general contractor, our customer, and the city of Boston,” White said. “We were able to quickly assemble and disassemble the cranes on the job site with very little impact to local businesses and the community. The general contractor expressed that it was very pleased with the cranes’ performance and that it will use the cranes again in future developments in the region.” The Igo T 130 cranes arrived to the site in March. One of the cranes has completed its work and the other will remain on site for about two more months. The completed sixstory structure will a 180-space parking garage, fitness center, theater and pool, among other features. Many firsts have come to Sean Napolitano later in life — he is the first generation owner of his well-regarded roofing and construction business in Newport, R.I., first in one incarnation, and then another; he is the son of the mayor of Newport, Jeanne Marie Napolitano, who took over that prestigious office in January.

A-1 does full service general contracting, excavation, site work and site set up for utilities. “We have an arm of our business that builds single family homes. We also have an arm of our business that does commercial roofing,” said Napolitano. “We are heavy into sheet metal work. We have over

We used to outsource that metal and buy it from a fabricator. Now, we do it all in house,” Napolitano said. Major projects include the Long Wharf Mall in Newport; Garden City Shopping Center in Cranston, R.I.; all the roofing work on the Portsmouth R.I.

Library; the Landings housing development in Middletown; the Knights of Columbus in Middletown; Newport Onshore Condominiums; and Fenner Hall in Newport. “These are all projects I am very proud of,” Napolitano said. “I had to evolve to stay in business. It was extremely difficult. The competition was fierce. But we have years of good reputation. We always do what’s best for the customer. We’re true to our word. There are times when people call me and want a new roof and I tell them, ‘You don’t need a new roof.’ I’ve done that 10 times at least. “I think this is a great business with a lot of opportunity,” Napolitano said. “My number one recommendation would be to always be painfully honest about assessment, price, everything. Napolitano’s charity work is selective and so is his demolition work occasionally, especially delicate adjustments when knocking down homes built around 1758 in this most historic of cities.

He is now the owner of A-1 Roofing and Construction Inc. “When I was 8 to 10 years old, I was fascinated by construction. I was constantly taking things apart and trying to put them back together, and then I started to get good at it,” said Napolitano. In 2007, Napolitano owned a small home building enterprise called Napolitano Building Corp., with 4 to 6 employees. His construction world changed, as did many others, when the economy plummeted in 2008. “I went into a different focus due to the downturn in the economy. I thought, ‘What is recession-proof?’ Well, roofing is recession-proof and that was the building work I decided to lead with.” He formed A-1 to be a roofing company first, but it is much more than that. His company builds at least three single-family homes each year from the foundation up — digging the footprint, laying the foundation,

It’s a self-propelled buggy. You have a platform with joy sticks and you move it around. We’re the only roofing contractor in Rhode Island with one of these. It goes up hills. It brings a platform/containment box right to roof level.” Napolitano bought his Equipter when he attended the International Roofing Expo in New Orleans in February. “I wanted to be forward thinking and push the envelope of our business, going into the 21st Century. This is the real McCoy. This is incredible. We have incredible cutting edge technology, literally, that nobody else has,”

His company now employs 16 people, including his new wife who is the office administrator and IT director, and his brother Joe, one of his carpenters. Another family member is well-known in the city. Sean is the son of Jeanne-Marie Napolitano, the two-time, current mayor of Newport. “I’m very proud of her. She got into politics after I got out of high school, as a longtime city councilor. She worked for my father in the insurance industry since 1970, and he’s still doing that,” said Napolitano. They get along extremely well, but there is one condition he has to follow, given their relationship. “I just have to be very careful when I do bid on municipal jobs. Everything has to be by the book,” he said. “It’s more of a liability than an asset.” “She is passionate about politics. I told her a couple of years ago that she should probably get out of it after she didn’t get selected mayor. She was the top vote getter for three or four years and they didn’t select her [to be mayor, a tradition for the top candidate] and she was so hurt I told her she should get out of it. Then, she persevered,” he said. Does he have future political ambitions? “I want that to be on the record and I say, ‘No comment.’ ” This does not mean he is not involved in public service, however. “I didn’t realize how much community service would help us,” he said. Napolitano serves on the board of Rebuilding Together in Newport, a charitable arm that rebuilds homes for two needy families every year for free, utilizing the hands, minds and tools of dozens of volunteers, including Napolitano. “Then we do ‘No Roof Left Behind.’ We give a new roof to one needy family each year. Last year, we gave two. We partner up with GAF Materials in New Jersey, who supply the materials,” Napolitano said. “We are a Master Elite contractor, which means we are among the top two percent of roofing companies nationwide [based on reputation].” His charity work is selective and so is his demolition work occasionally, especially delicate adjustments when knocking down homes built around 1758 in this most historic of cities. “We have two houses that we are building in Newport now. One is a historic renovation at 49 Second St. We are pouring a new foundation for a garage and a new two-story addition in the back. ST. ALBANS, Vt. (AP) A new solar farm is helping power the state’s correctional facility in St. Albans, and has helped fund the wish for a local Make-A-Wish child. The new 500-kilowatt-hour project comes as Gov. Peter Shumlin pushes for more state facilities to install solar power projects. Like similar projects at state prisons in St. Johnsbury and Windsor, the project at the Northwest State Correctional Facility will help provide energy to the state prison.

Vermont-based AllEarth Renewables manufactured solar trackers oversaw design and construction for the project, and SolarSense served as the developer of the St. Albans project. Through its “Watts for Wishes” charitable donation program, SolarSense is donating $6,500 to Make-A-Wish Vermont to fund a wish for a local child. MassDOT Awards Railroad Grants to Support Growth MassDOT awarded five grants totaling just over $2 million for industrial rail projects as part of the 2015 Industrial Rail Access Program (IRAP). Among the grants awarded: $383,913 to Borden & Remington Corp. for Mass Coastal RR rail siding rehab and expansion, safety and unloading dock improvements in Fall River. The IRAP funding for the five projects is being matched by more than $1.7 million in private sector funds for a total $3.7 million investment in freight rail improvements in the third year of the IRAP program. Created as part of the 2012 Transportation Bond Bill, IRAP provides grants to railroads, rail shippers and municipalities that identify a public benefit gained through improved rail transportation usage or economic growth that would be realized through improved access to rail assets. “The IRAP program is an example of government working with the private sector to solve a problem. We are glad to have the opportunity to improve rail access and support industrial uses. It is truly a “win-win,” said Stephanie Pollack, secretary of transportation. The five 2015 IRAP recipients represent a variety of projects meeting the program objective of improving the rail network while boosting economic growth.
