2013 City of Durango Annual Report City Manager’s Office

City Council Approved 46 resolutions and 24 ordinances in 2013.

Hosted the British Consul General.

Approved contract for citywide fire and rescue service.

Negotiated new cable franchise agreement.

Adopted cable television franchise agreement. Approved bylaws for Airport Commission.

Worked with City Council and City departments to develop goals for 2013-2015.

Approved capital maintenance budget for water and wastewater infrastructure. Approved single stream recycling. Adopted a balanced Fiscal Year 2014 budget.

Human Resources

Emergency Operations City of Durango employees volunteered 104 hours of time to community non-profits. 20 staff members attended the City’s Leadership Academy.

Conducted 44 hours of training for City employees. Participated in 12 exercises with 186 hours logged. Conducted training for outside agencies totalling 47 staff.

Airport

22 City staff achieved 5 years of service, 8 attained 10 years, four attained 15 years, three attained 20 years, three attained 25 years, and one attained 35 years of service in 2013.

Revised personnel regulations.

Planning and Community Development Continued development of Animas River and SMART 160 Trails, open space acquisitions, management planning, completed design for Horse Gulch trailhead and parking area, completed engineering design for Whitewater Park features. Reviewed 89 development projects, performed 7 traffic studies, reviewed and approved 134 building permits, issued 296 traffic control plans, and issued 129 excavation permits. Spent more than $3 million on improvements to the downtown business district, including trees, sidewalks, electrical, fiber optics, and irrigation.

Finance Awarded Government Finance Officers Association Distinguished Budget Presentation Award for 5th year. Awarded Certificate of Achievement for Financial Reporting for the 29th year. Reformatted budget book and launched new business license/sales tax software.

As a result of single stream recycling, the Recycle Center processed approximately 3,500 tons of material in 2013, reducing greenhouse gas (GHG) emissions by nearly 13,400 metric tons of carbon dioxide equivalent. This is equivalent to removing annual emissions from 2,623 passenger vehicles, and conserving 1,499,681 gallons of fuel.
