MESSAGE FROM THE CISC CHAIRMAN

JIM MCLAGAN • CHAIRMAN OF THE BOARD This will be my last message as Chairman and I must take this opportunity to thank all the members and staff for their support during the last couple of years, and I am pleased to pass the reins over to the very capable Laurier Trudeau at this year’s Annual General Meeting. It has been gratifying to monitor the CISC staff in action. Not only do we have a high level of talent, we are also blessed with a tireless effort at every level and this is a testimony to the benefits we see from the Canadian Institute of Steel Construction working on our behalf. The team is constantly promoting the industry, supporting the membership throughout the country and pursuing opportunities to improve business conditions, education and in recent times Advocacy. I would like to say our industry is easy, but it’s not, however, it is rewarding and we can all look at some amazing projects across the skylines of North America and remember with pride the participation we had on that particular project. The challenge will always continue whether steel, concrete or wood should be the construction material of choice and the pendulum will constantly move as the marketing efforts of the individual products attracts the attention of owners, architects, engineers, contractors and other decision makers. There is also the increasing threat of foreign product being used with the perception that this will save money on a project. The threat is countrywide but more so in industrial regions and there has been a lot of effort to demonstrate that the initial purchase price is less important than the installation cost and when you factor out of country inspection, transportation, double handling, quality and potential for schedule slippage we can show that the foreign steel option may not be so attractive. It is unfortunate that some companies have or are contemplating blending their proposals by sourcing some of the fabricated product from foreign fabricators using the “Value Chain” model. I believe this is counter-productive to growth and security for the Canadian companies. This year we participated in the biannual meeting of the International Steel Constructors Group comprised of senior company members and steel institutes from USA, Canada, Australia, New Zealand, England and South Africa. The Australian and New Zealand delegates reported that their industry was decimated with foreign imports and many companies did not survive. Many of the companies that initiated the so called blending are also gone as the foreign imports bypassed the ones that helped them get into the market. We need to take notice of this example. I did like the UK response and they simply stated they did not support the low cost foreign imports and had government exclude them from supplying to UK projects. It should be noted they have arguably the world’s strongest steel market. I hope you enjoyed reading my perception of today’s market and take this opportunity to wish everyone a good year and success in their business ventures.

CANADIAN INSTITUTE OF STEEL CONSTRUCTION

MESSAGE FROM THE CISC PRESIdENT

ED WHALEN • PRESIDENT As we wound down one 5 year strategic cycle a new 5 year cycle began. Over the past year, members, associates and staff were hard at work strategizing about the future. The steel construction industry is very different than it was 5 years ago. The CISC has accomplished almost 90% of everything it set out to do and it is a very different organization than it was 6 years ago. As we look forward to the future, we will be striving to react quickly and efficiently to the needs of the industry and our members and associates. Over the past year, the CISC has strengthened its Solutions Centre by adding an intermediate engineer. By adding this position we can provide better support to the industry as well as develop more aids and guides that will assist in faster, safer, and more efficient designs. The CISC has become stronger and more focused this past year with the addition of SSEF (Steel Structures Education Foundation) into the CISC. With this activity now being done within the CISC, Canadian steel education and research will now be more visible and effective, led by the CISC Education & Research Council. There are many advantages to steel construction and the CISC has begun work on a series of case comparisons to show exactly what these are. The first in the series, completed last fall was a comparison of a six-storey steel vs. concrete building. This comparative study demonstrated savings in money, time and impacts to the environment. These studies will be one of the tools the CISC will develop to tell the real story of steel to all decision makers. Over the past year, your voice has been heard at the federal, provincial and some municipal governments. Meetings with government officials occurred in almost all provinces. In June of this year, the CISC held its first “Steel Construction Day on the Hill” in Ottawa. Meeting with over 40 members of parliament and senators, CISC members and associates from across Canada advocated for the steel industry. We have unfortunately witnessed actions by governments that are not in the best interests of the steel industry and the Canadian economy. This has been typically out of ignorance. The CISC will initiate a new advocacy strategic plan to ensure that governments are making wise decisions that do not negatively impact the steel construction industry. This year, we look forward to charting a bold new course for the CISC with our new strategic plan that will support our efforts to build a stronger voice for the Canadian steel construction industry, and even greater value for our members and associates.

AdvOCACy

RAISING AWARENESS AND DRIVING CHANGE ON THE KEY ISSUES FACING OUR INDUSTRY WITH ALL LEVELS OF GOVERNMENT The CISC continues to intensify its advocacy efforts and is leading the charge in engaging stakeholders at all levels of government across the country on the key issues that impact our industry. We have been engaged in several advocacy initiatives in the last year, actively promoting the interests of our industry. These include:

1. CISC DRIVES THE VOICE OF THE STEEL CONSTRUCTION INDUSTRY WITH ITS FIRST “DAY ON THE HILL” ON JUNE 9

2. CISC’S EFFORTS LEAD TO BIG WIN FOR CANADIAN STEEL INDUSTRY IN “BUY AMERICA ON CANADIAN SOIL” DISPUTE IN BC

• CISC’s national delegation of members and associates received a warm welcome and a strong show of support on our key issues from members of parliament and senators from every political party during our first ever “Day on the Hill” in Ottawa on June 9.

• CISC is happy to report that our active advocacy efforts to highlight the impact of this dangerous precedent on the Canadian steel industry contributed to the Canadian government taking a strong and public position that “Buy America” on Canadian soil was an affront to our sovereignty, harmful to our economy, and counterproductive in the context of our bilateral trade relationship with the United States.

• Our delegate teams, comprised of a diverse mix of members and associates from across the country representing organizations from every facet of the steel construction sector, held over 40 meetings with members of parliament, senators and government ministers to highlight our key issues and request their support. • Our key messages were focused on the three most critical issues facing the steel industry in Canada today: Free and Fair Trade & Reciprocal government procurement, Prompt Payment, and ensuring opportunities for Canadian steel in infrastructure investment and natural resources projects through local content provisions and royalty rate rebates / credits.

• Canadian Minister of International Trade, Ed Fast went on to issue an order under the Foreign Extraterritorial Measures Act (FEMA) on January 21 that would penalize companies that complied with the Buy America provisions for this project. The state of Alaska subsequently elected to cancel the Prince Rupert Ferry Terminal redevelopment project.

• Our first, and soon to be annual, “Day on the Hill” event was considered a great success by our members and associates, who passionately came together under the CISC banner to showcase the strength of Steel, and the contributions of our industry. CISC’s “Steel Construction Day on the Hill”

AdvOCACy

3. CISC ADVOCATES FOR SELECTION OF CANADIAN STEEL SOLUTION FOR THE CHAMPLAIN BRIDGE

• CISC has intensified its efforts to promote reciprocity and free & fair trade this past year through several key initiatives including meetings with municipal, provincial and the federal government, letter writing campaigns and media coverage. These included: • Letters to Federal Minister of International Trade Ed Fast asking for strong government action to fight Buy American on Canadian soil for the new ferry terminal in Prince Rupert, BC. • Participation in a dinner event in British Columbia with provincial deputy ministers and other political leaders to highlight key issues including dumping, reciprocity and free trade. • Meetings with Canadian municipalities across the country in partnership with the CME.

7. PARTNERSHIPS WITH MUNICIPALITIES ACROSS CANADA RESULT IN KEY ENDORSEMENTS OF RECIPROCITY LEGISLATION • CISC is pleased to announce that our partnerships and efforts across the country have resulted in several Canadian municipalities adopting resolutions calling for Reciprocity and Free Trade when it comes to their offshore procurement practices. CISC Press Conference on reciprocal procurement & Canadian content

4. CISC FIGHTS FOR FAIR MARKET SHARE • CISC has injected itself into the Canadian International Trade Tribunal Public Inquiry where it will be assessed if the BC Government, supported by ICBA and CCA, should be allowed a waiver to tariffs set by the CITT early in 2015 on dumped rebar entering Canada. Dumped rebar makes steel structures less competitive and unfairly erodes our market share. The CISC will show the economic impacts to BC along with the impacts of BC dumped rebar leaking across Canada. Hearings were held in July 2015. The decision of the CITT is expected in October 2015. The CITT’s findings will be sent to the Federal Minister of Finance for resolution.

5. PROMPT PAYMENT LEGISLATION • CISC has been actively advocating for prompt payment legislation in Canada both individually and as a member of the National Trade Contractors Coalition of Canada (NTCCC) at both the national and regional levels. • CISC and other trade associations met with federal politicians in Ottawa to discuss the need for federal Prompt Payment legislation. We presented our position to the federal government and outlined how uniform national prompt payment legislation will greatly contribute to enhanced transparency and prompt and fair payment practices. • CISC continues to actively champion prompt payment through our membership in Prompt Payment Ontario, a coalition of over 40 associations in the province. Prompt Payment Ontario is currently working on preparing a submission for the Construction Lien Act Review (CLA Review) being undertaken by the Ontario government.

ANNUAL REPORT 2014 / 15

• Municipalities that have adopted Free Trade and Reciprocity resolutions include Halton Hills, Hamilton, and Kingston in Ontario and Lachine in Quebec.

8. CISC AND INDUSTRY ASSOCIATION PARTNERS SECURE NAMING OF SUB TRADES • CISC, along with the Mechanical Contractors Association of Canada and the Canadian Electrical Contractors Association recently met with Public Works and Government Services Canada (PWGSC) and received confirmation that the PWGSC will begin mandating general contractors to name their top three sub trades (structure, mechanical, electrical) for their projects.

9. CONTINUED EDUCATION OF STAKEHOLDERS ON IMPACTS OF PREFERENTIAL LEGISLATION FOR BUILDING MATERIALS • CISC continues to engage with key stakeholders across the country to raise awareness of the dangers of legislating preferential policies for building materials, and of bypassing the National Building Code of Canada. Our communication efforts included meetings, social media campaigns and interviews with trade and mainstream media. • CISC is also a participant in the Coalition for Fair Construction Practices where strategies are developed to deal with these type of issues as an industry group.

10. CISC IMPLEMENTS STRONG MEDIA OUTREACH AND SOCIAL MEDIA CAMPAIGNS TO HIGHLIGHT KEY ADVOCACY ISSUES • CISC continues to run strong and sustained social media campaigns on Twitter, Facebook and LinkedIn on key advocacy issues. We have also been actively engaged with national and trade media with press releases and interviews in radio and print that have resulted in widespread coverage.

EduCATION & RESEARCH

STRENGTHENING CISC’S COMMITMENT TO EDUCATION & RESEARCH On October 15, 2014, the Steel Structures Education Foundation (SSEF) merged with CISC and all SSEF programs were placed under the direction of the new CISC Education and Research Council (ERC) along with the existing CISC Training operations. The ERC is comprised primarily of past SSEF Governors but a few new members have been added to broaden the knowledge base. All of the past SSEF financial contributors have also agreed to continue their support for education and research, and all SSEF programs continue until a new strategic plan is developed and implemented. Our new structure will enable more efficient use of resources and greater synergies between our various programs such as scholarships, research funding, student competitions, and university, post-graduate and continuing education courses. The ERC also contributed to the overall CISC strategic plan updating activities initiated in the fall of 2014 and many exciting new education, training and research programs have been envisioned. CISC uses scholarships, competitions, research funding and educator support services at Canadian Schools of Engineering and Architecture to engage and help prepare the next generation of decision makers to select and design safe, efficient and economical steel structures. The ERC evaluates new and existing programs from the point-of-view of the number of students affected, the impact on their career choices and their overall impression of steel construction. Starting in early 2015, the CISC website started to be expanded to accommodate programs and content that will attract many more students and educators to it.

1. TRAINING In the year ending April 30, 2015, CISC provided 264 hours of continuing education to 483 members and like-minded professionals. Our team of 18 Course Leaders delivered 10 courses and 5 seminars in English and French. Although the number of venues and registrants decreased due to market conditions, the number of courses and seminars offered by the CISC continues to grow at a rate of about 10% a year. To accomplish this, we recruit leading designers, researchers, steel fabricators and industry experts to develop and deliver our courses. It is the knowledge and experience of our course leaders and in particular their ability to field question and suggest practical solutions that defines CISC Courses as the “best of the best”. New courses offered by CISC in the year ending April 30, 2015 included: • Building with Steel: Critical Stuff you need to know • Nouveautés CSA S16-09 et survol du Handbook New webinars included: • AESS Part 3, Innovation • AESS Part 4, Connections • Low Storey Height Steel Framing Solutions.

2. SELF-PACED LEARNING To reduce the overall cost of training, employers are turning to online solutions and CISC is embracing this shift in delivery in two ways. Live, online training is a good compromise between reduced per head cost to the employer, reduced cost of delivery and real-time interaction with the students, but limits training to a fixed time and duration. Since all webinars and online courses are recorded, the videos are edited and offered in the CISC Self-Paced Learning Centre for those who need to fit training into an already busy schedule. We are now bundling pre-recorded 2015 COURSE CALENDAR / CALENDRIER DES COURS 2015

online courses and webinars with tutoring, Q&A and testing to leverage our course development investment and provide training outside of scheduled events.

3. ACCREDITATION Our CISC Accreditation programs are designed to provide industry personnel with a greater level of expertise, technical skills and credibility and to ensure greater uniformity in steel inspection and connection design. The first program, launched in 2013, is the CISC Accredited Steel Inspector – Buildings, which requires participation in a 4-day course (extended ½ day last year to allow more content) and an 80% grade on the 3-hour final exam. Experienced steel inspectors are now permitted to challenge the exam without taking the course. There are currently 37 certificate holders in this category and their names and locations are posted on the CISC website under Certification >> CISC Accredited Individuals. Last year, the CISC Accredited Steel Connections Designer – Conventional Construction was launched. Accreditation involves taking the 40 hour Connections II course and achieving 80% on the 3-hour final exam, being a registered professional engineer in Canada and showing evidence of relevant steel design experience. Individuals can now take the training component online, at their own pace, and write the exam remotely under the supervision of a Register Professional Engineer. There are currently seven certificate holders in this category, and their names and locations are posted on the CISC website.

4. FUTURE PROGRAMS Our future plans include updating and refreshing core courses like Steel Handbook Highlights, Single Storey Building Design, Seismic Design and Connections, Industrial Building Design and Steel Bridges to the revised codes and standards published in 2014 and 2015. With funding from the ERC, outside resources are used for course development and updating where possible. We have also started to convert classroom style courses for online delivery and the Industrial Building Design course will be the next and the second to undergo this transformation following Single Storey Building Design last year. Also in the plans is a readjusting of the “Building with Steel: Critical stuff you need to know” to focus on Building Officials, and a “Plans Reading” course for architectural, engineering and fabrication drawings. CANADIAN INSTITUTE OF STEEL CONSTRUCTION

CISC SOLuTIONS CENTRE

The CISC Solutions Centre aims to be the one-stop resource for framing solutions and technical information on designing steel buildings and bridges in Canada. We are committed to fostering the development and sharing of knowledge and best practices in the construction industry through our various resources:

1. PROJECT SOLUTIONS

The Project Solutions services are an important part of CISC’s overall mandate to promote steel as the material of choice for construction. Our Project Solutions services provide decision makers such as owners, developers, architects, engineers, cost consultants and other stakeholders with a comparative cost analysis on framing systems using steel versus other materials in order to help them make the most informed choice for their project. Through Project Solutions, the steel industry gets the message across to key decision makers who cannot be reached via other means of delivery, such as courses and seminars. Project Solutions also assists member fabricators with ‘exclusive’ services.

3. STEEL VS. CONCRETE CASE STUDY Project Solutions has prepared a complete steel-framed solution for a six-storey commercial building with itemized costs and identified advantages of steel-framed solution versus a CIP concrete alternative. We presented the results in Quebec in October 2014. A promotional brochure which highlights some of the outcome of comparison study has been developed and distributed across Canada. This case study marks the first in a series of comparative case studies that CISC will be working on.

4. COST INDEX UPDATE – 2014 / 2015

CISC Project Solutions Promotional Campaign

ANNUAL REPORT 2014 / 15

CISC Cost Indices are an essential part of the CISC Project Solutions Cost Estimating Method, which was introduced, promoted and adopted into college curricula decades ago. The Method accounts for all the major elements that affect the in-place costs, including type, form, size, geometry, complexity etc. But these costs vary geographically and continue to change over time; these variables are captured by the Cost Index Update conducted annually for major cities. Valid cost indices are maintained to assist potential users of structural steel, such as developers, architects, engineers, cost consultants, project managers as well as CISC Solutions Centre, in their project cost comparison studies. Valid cost indices also allow colleges to retain the CISC costing method in their civil and architectural technology curricula and some universities in their engineering curriculum. 13

SuSTAINABILITy

SUSTAINABLE STEEL CISC aims to be at the forefront of Sustainability practices with a focus on developing educational, informational and research tools to improve the construction industry’s understanding of steel’s sustainability features, and by responding to the evolving requirements of green construction and green building rating systems. We have spent the last year actively telling the sustainability story of steel –the world’s greenest building material - through educational presentations, marketing campaigns, tradeshow exhibits and the development of case studies for all our key stakeholders including architects, engineers, owners, government and others. The key Sustainability initiatives implemented by the CISC in the past year include:

1. PROMOTION OF TWO COMPARATIVE LIFE CYCLE ASSESSMENT (LCA) CASE STUDIES ON FRAMING SYSTEMS CISC has completed two different Life Cycle Assessment Studies in collaboration with Ryerson University and third party consultants. Our two case studies were developed using the Athena Impact Estimator tool and looked at the environmental impacts of steel vs. concrete framing for different types of buildings over their entire lifecycle. The first was a six-storey commercial building in Ontario, and the second was a multi-storey residential complex in Edmonton, Alberta. Both LCAs consistently demonstrated that steel has a smaller environmental footprint than concrete in most of the environmental impact categories that were measured. We have been communicating the key findings of these two LCAs to our members and associates, consultants and other decision makers to help raise awareness of the sustainability of steel. Numerous presentations and marketing materials have been developed including a comparative case study flyer and a flyer on the key findings of research projects. We are also continuing to work with our industry partners to develop education and informational tools for our members and associates.

4. FOR GREEN’S SAKE COLUMN IN ADVANTAGE STEEL MAGAZINE This column is designed to keep our industry abreast of the latest trends and developments in the greenbuilding world. Three articles have been published in Advantage Steel this past year covering emerging sustainability topics such as the new International Green Construction Code, Comparative analysis of steel vs. wood’s sustainability footprint, and Biomimicry.

In an effort to engage greenbuilding leaders, policy makers, consultants and decision makers, the CISC has forged a strong partnership with the CaGBC. We have taken both national and certain regional level memberships and regularly attend their events to dialogue with key stakeholders and raise awareness of the sustainability benefits of steel.
