t last week’s meeting, the city council recognized Sheriff’s Department volunteer John Warren for his dedicated service to the community and presented him with a recognition plaque. Warren is part of the Volunteers on Patrol (VOP) team at the Norwalk Sheriff’s Station and was recently selected as the Sheriff’s Region 3 Volunteer of the Year. The VOPS serve as a valuable resource to La Mirada’s Public Safety Team, acting as the eyes and the ears of the Sheriff’s Department. They identify suspicious activities, report crimes in progress, and identify dangerous situations.

Fountain of Life Church Stained Glass Gets Facelift By Tony Aiello If you have taken a walk along Biola Avenue just north of Biola University, especially at night, you more than likely have seen it-the large stained glass portrait of Jesus that adorns the front of the Fountain of Life Community

Members of the Los Angeles County Fire Department participated in the annual “Fill The Boot” program at local intersections to help raise funds and awareness for the Muscular Dystrophy Association. This is one of the most popular events in the community each and every year and several motorists chipped in to help the annual campaign.

United States Rep. Linda Sanchez will be holding a free seminar that will be targeting how small businesses can do work with the government in this dire economic times. Rep. Sanchez and her staff will be coordinating the event that will take place on Wednesday, August 15

July 23-29, 2012 Residential Burglary: Two residential burglaries were reported last week. A burglary was reported on the 12600 block of Biola Ave. It’s unknown if any items were stolen from the home. A burglary occured on the 14900 block of Tacuba Dr. Various electronics, laptops, and jewelry were taken. Grand Theft: A grand theft was reported from the 14200 block of Artesia Blvd. The incident is under investigation. Grand Theft Vehicle: Four vehicle thefts were reported last week. A vehicle was stolen from the 16100 block of Rosecrans Ave. The vehicle was recovered two days later by the La Habra Police. A van was reported stolen from the 14000 block of Foster Rd. The van was recovered by Century Sheriff’s Station the same day. A vehicle was reported stolen from the 13900 block of El Moro Dr. The vehicle was recovered the same day. A vehicle was taken from the 15500 block of Talbot Dr. The vehicle has not

Vehicle burglaries are crimes of opportunity, but by taking simple steps you can help reduce the chance of becoming a victim. Out of Sight, Out of Crime Many vehicle burglaries are a result of items that are left in plain sight in the passenger compartment of a vehicle. Never leave any valuables in plain view in your vehicle. Either take the items with you or lock them in the trunk of your vehicle. Common valuables stolen include purses and wallets, GPS devices, cell phones, MP3 players, and laptops. People often leave these items inside of their vehicle in plain view because they only plan to be away from the vehicle for a few moments, however it only takes a few seconds to break into a vehicle and take your property. If you must leave valuables inside of your vehicle, take the time to secure them prior to reaching your destination. Commercial parking lots such as gyms and shopping malls are high target areas for vehicle burglars who may be watching where you conceal items inside of your vehicle

prior to exiting. Always be mindful when entering a parking lot of suspicious persons that may be lingering on foot in the area or watching the parking lot from inside of a vehicle. Residential and commercial burglaries increased while robberies, vehicle burglaries and vehicle thefts were lower. 300 calls for service were handled by patrol deputies, up by three calls over the previous week. suspect robbed a bank in the 13200 block of South Street. At 8:00 a.m. on Friday July 27, four male suspects entered a home in the 13100 block of Carolyn Street, assaulted a male resident and fled with a small amount of jewelry. Indications are that all of the parties involved are known to each other and detectives are continuing the investigation. Residential burglaries rose from two to four last week. Two open windows and two pried sliding glass doors were the entry points. A safe, laptop computers and a watch were taken. The 2012 weekly average in residential burglaries is now 4.2. We cannot stress the need to ensure your residence is COMPLETELY secured prior to departing. One of the open windows involved in the burglaries last week was on the second story. Obviously, a little height is not a deterrent to would-be thieves. Commercial burglaries also increased from two to six last week. Three lockers at a fitness center were targeted where wallets, ID, keys and a cell phone were stolen. A storage unit was burglarized and missing items included pots, pans and miscellaneous paperwork. A vacant building was the crime scene in the sixth case where copper wire was taken. The 2012 weekly average in “other structure”/ commercial burglaries is 2.0. Vehicle burglaries dropped from 11 cases to 10 last week. Commercial parking lots were involved in seven crimes. Five victims drove SUVs. Purses, jewelry, Blue-Tooths, gym bags, credit cards, cameras GPS units and vehicle stereos were reported as loss items. The 2012 weekly average in vehicle burglaries is 7.8. Shattering a window is the most common method used in vehicle burglaries. Would you rely on less than a quarter inch of glass to protect your valuable property? Unfortunately, too many people do by leaving items in the passenger compartment of their vehicles. Thieves will gladly make you a victim without a second thought. Don’t provide them the opportunity to do so. Take your property with you or at the very least, lock it in the trunk. Vehicle thefts were down from four to two last week. Both were from lots. A Honda and an SUV were stolen. The new 2012 weekly average in vehicle thefts is now 3.3. Steering wheel locking devices can cost as little as $25.00 and are a visual deterrent. This is a very small added “insurance policy” to make sure that your vehicle is available when you return to it. They serve as additional “eyes and ears” for the Sheriff’s Department and train as first responders in the event of a major emergency or disaster. he “Plain Jane Bandit” has struck again, holding up a Chase branch in Cerritos. The suspect robbed the branch located on the 11000 block of South Street at about 10:40 a.m. Tuesday. This is the eighth bank she’s hit across Southern California within a span of less than a month. Just a day before, the suspect held up a Bank of America branch on Paramount Boulevard in Downey. During the Cerritos robbery, the suspect left before getting any money. Though she did not show a weapon, detectives say she should be considered armed and dangerous. The FBI says Plain Jane uses the same method every time. She walks into a bank, and shows the teller a note asking for cash. She has also indicated that a second person is waiting for her outside the bank, but no accomplice has ever been seen.

he Norwalk Sheriff's Station Volunteers are hosting a "Goodwill Donation Fundraiser" at the La Mirada City Hall Aug. 4 from 10a,m, to 4p.m. The volunteers have partnered with Goodwill Industries International to collect items for their centers. Your donations will also help raise funds for equipment and training for the volunteers on patrol. Norwalk Station currently has 50 volunteers on patrol that donate their time to patrol the areas of La Mirada, Norwalk and Whittier. The volunteers consist of local residences that wish to give back to the community by patrolling our streets and working in the stations or courthouse. They are also called upon to assist at various emergencies such as trafﬁc accident and searching for missing children and adults. They also assist in major emergencies throughout the County of Los Angeles. This is a great time to clean out your garage, bedroom, shed, or other areas of the house or business and donate those

he city councils below all agreed that one of their colleagues deserved censure. As you read on please note that Brian Hews some are very close to Publisher what Mayor pro tem Barrows committed after a council meeting June 4.

Gloria Kappe, Jim Edwards, Paul Bowlen, and Laura Lee voted to censure John Crawley for email violations. The Hawaiian Gardens City Council, in a 3-1 vote, censured Councilmember Barry Bruce for violations of council policy regarding the conduct and decorum for council meetings and council norms and procedures with Councilman Bruce abstaining. West St. Paul City Council censured council member Ed Hansen over allegations he was "aggressive" and "confrontational" to people who were working at two houses that are for sale next to his. The Coopersville City censured one of its own member for verbally attack one of the Downtown Association’s merchants. The City Council of Stockbridge voted to censure Mayor Lee Stuart, who council members accuse of harassing city employees and disrupting the government's func-

tions. The Pekin City Council is censuring Councilman Tom Blanchard for violating the city’s code of conduct and e-mail policy. Wilkinsburg councilman censured, stripped of vice presidency Wilkinsburg council voted to censure council member John Thompson for intimidating several borough employees about their job security. The Helena-West Helena City Council voted to censure a city councilman accused of sending a racist e-mail. "Helena city councilman said city ofﬁcials are monkeys running a zoo," said city council member Marvin Jarrett. There are many more, but you get the picture. It is very interesting that this current city council has done nothing to admonish Barrows for his actions June 4. Does Bar-

rows know something about each councilmember that he is holding against them? How does one explain the lack of action? The lack of comments by council-members in contrast to the many comments aimed at John Crawley is also interesting. I just spoke to a resident that received a letter from Code Enforcement about a car in their driveway that “looked inoperable”. The letter threatened to bring that person in front the council and admonish them. So if you have an old car in your driveway you get dragged in front of council, if you assault a resident you become Mayor.

egendary balladeer Engelbert Humperdinck opens the Cerritos Center for the Performing Arts’ 2012Cerritos Mayor 2013 Season with Jim Edwards concerts on August 18 and 19. Humperdinck has a marvelous voice and he has enchanted audiences at the CCPA on several occasions, including during the theater’s inaugural season in 1993. Another highlight of the new season will be a concert by pop star Neil Sedaka in celebration of the CCPA’s 20th Anniversary on January 13, 2013. In addition to pop, country, rock and classical music concerts, the CCPA’s 2012-2013 Season also offers an outstanding lineup of comedy, dance and Broadway shows. Artesia Joins America in Bloom in September

rtesia City Manager Maria Dadian was endorsed by Mayor John Lyon to represent the City at the America in Bloom Symposium and Awards to be held in Fayetteville, Arkansas on Sept. 20 to 22. During the opening of the three-day event, Fayetteville Mayor Lioneld Jordan will welcome all participants and share his insights as to the initiatives that have distinguished Fayetteville as one of the most livable places in America. Keynote speaker will be Arkansas native son P. Allen Smith, one of the best known and most beloved lifestyle and gardening experts in America. On the last day of the symposium, Robin Moore, Director of National Learning Initiative and author of “Natural Learning - the

Life History of an Environmental Schoolyard,” is expected to discuss “Designing Nature into Children’s Lives.” Along with the workshops, participants are expecting to receive a detailed report that evaluates the City’s efforts and recommendation on future activities. As one of 200 participants vying for honors and recognition, the City of Artesia, just like each of the entries, will be evaluated in terms of its ﬂoral displays, landscaped areas, urban forestry, environmental efforts, heritage preservation, and the overall impression left on the America In Bloom judges. All the criteria for the contest are designed to bring community and people together to achieve improvements in the latter’s quality of life, as part of the community-building endeavor of the Arkansas-based national organization.

Two AIB judges Evelyn Alemanni and Jack Clasen ﬂew to Los Angeles on the weekend of July 6 to peer through the City parks, neighborhood and business districts. Mayor Lyon gave a special orientation to the judges at the Old Fire Station 30. Alemanni said she was amazed by the amount of work the City has done toward greening its community. She also found especially moving the partnerships between the City, the local volunteer organizations such as Artesia in Action, and the school district.

Both judges were particularly impressed by the nature gardens at Niemes Elementary. Individual is valued for his/her intrinsic worth and contribution,” said Alemanni. The City was a participant to America in Bloom in 2008. Since then the community has developed enough “green” projects and has come to understand just what needs to be done in order to do well in the next America in Bloom symposium. Conﬁdent that Artesia is ready for the AIB program this year, Mayor Lyon said, “we’re a built up urban community and we’ve done a lot that we can be proud of and showcase.”

PIH Reaches Out to Retired Baby Boomers to Fill Volunteer Needs Volunteering offers Boomers the opportunity to continue to use their professional skills for the benefit of their community hospital. According to United States Census data, everyday more than 10,000 Baby Boomers (those born from 1946-1964) reach retirement age. Presbyterian Intercommunity Hospital (PIH) is looking to recruit at least 100 new retirees to their volunteer team. “Our goal is to reinforce our volunteer base with people that have management experience, strong presentation skills and are enthusiastic about the work PIH is doing in the community,” said Director of Senior and Volunteer Services Nancy Whyte. “As PIH expands in size and service capability, our volunteer base needs to increase to accommodate this growth.” The new Plaza Tower scheduled to open later this year will bring more opportunities for volunteers to put their talent to work. By sharing their time, experience, knowledge and skills, volunteers help PIH achieve its goal of providing superior healthcare to the community. PIH volunteers interact with patients in a non-clinical manner, work alongside hospital staff and serve with other volunteers in a team atmosphere.

La Palma Names New City Manager La Palma city officials have announced the selection of Ellen Volmert as the next City Manager of La Palma, contingent on approval by the full City Council at its Aug. 7, meeting. Ms. Volmert will assume her duties on Sept. 4. Ms. Volmert joins La Palma from Corvallis, Oregon where she has been the Assistant City Manager since 1994 and served as City Manager Pro Tem for four months in 2011 following the retirement of that city’s long-time City Manager. She comes to La Palma with broad experience in strategic planning, human resources and labor relations, community relations, capital project management, economic development, budgeting, team facilitation, diversity, technology, organizational development, and risk management. Prior to moving to Corvallis, Ms. Volmert worked for over 14 years in two Southern California Cities, Baldwin Park and West Covina. Ms. Volmert said, “I am thrilled to be coming to La Palma. Inside look at the Portrait of Jesus stained glass image at the Fountain of Life Community Church. The portrait had withstood several earthquakes and a fire before the refurbishing.

Olive Lutheran Church established in La Mirada in 1957-three years before La Mirada’s incorporation as a city. The name change came about when the church merged with Hope Lutheran Church of Whittier in 2008. The church is also home to the La Mirada Community Garden, located in the rear of the property. The portrait, which is 54 years old, is original to the building and reportedly has survived a fire and numerous earthquakes. According to church Secretary Betty Emery, the rendering has begun to show its age in recent years, saying the sectionals had become loose in their casings, and the church was concerned they would fall out. A company in Pasadena that specializes in stained glass repair was contacted and they extracted the pieces, then restored and reinstalled the sections securely. “Now we are good for another 50 years,” said Emery. Apparently, there is quite a demand in the industry for these types of repairs and installations at churches, “We had to wait almost two months for their business, because so many other churches have had the same problem,” said Emery. With the installation now complete, evening walkers along Biola will once again be able to view the illuminated portrait.including their service times, call (562) 941-4610.

He was a CPR and Advanced First Aid Instructor, coordinating a Red Cross first aid team. John joined the Norwalk VOP team about three years ago and has logged 2,248 hours through June 2012. He works close to 40 hours a week patrolling La Mirada, Norwalk, and the Unincorporated County area. Also, he currently serves as a Volunteer Training officer for VOP and has trained more than 25 volunteers. AUDIT INSIDE LA COUNTY ASSESSOR OPS ENTERS FOURTH MONTH randy@cerritosnews.net

massive audit into the operations of the embattled Los Angeles County Assessor’s Office continued this week with accounting officials combing through countless financial records. The audit is now entering its fourth month, and all signals indicate that it could still be a while before the complex review is completed The Los Angeles County Board of Supervisors called for the audit back in early April after Assessor John Noguez manufactured an John R. Noguez alarmingly property tax forecast that Supervisors classified as “creating unexpected headaches for hardpressed municipalities, school districts and public safety agencies that rely on the funding of the County.” Noguez had disclosed to supervisors in the past that the county’s 2012-2013 prop-

erty tax roll would likely generate only a fraction of the net increase he’d forecasted in December, dropping from $18 billion to just $5 billion. Noguez at the time blamed the disparity on what he said was “a surprising plunge in property values during the final months of last year, with an average 5% tax reduction expected on more than 500,000 parcels.” Supervisors didn’t agree with Noguez and demanded the massive audit commence “immediately.” Four months later, the review still lags on. Noguez has since abandoned his day to day duties as the Assessor, and has been on a full paid leave of absence for the past month, and law enforcement officials are continuing a criminal investigation into alleged bribery, and other influence peddling allegations by law enforcement officials. Schneiderman told LCCN on Wednesday in an interview that the audit “is progressing” and that his staff’s focus has been concentrated on three specific areas including a Fiscal Audit, a Management Audit, and a Parcel Property Audit. The Fiscal Audit will determine the “overall business operations” of the As-

sessor’s office including payroll, cash handling and other day to day fiscal issues with the sprawling department that has more than 1600 employees. County officials have contracted with an outside auditing firm, Strategica, which is headquartered in Washington State. “We needed additional outside assistance in determining the Management Audit of the Assessor’s operation,” Schneiderman said. Also being reviewed is a sample of parcels that received more than a 20%, or larger reduction in assessed property values. “This is taking time to complete,” Schneiderman said. He did not know when it would be completed saying “I can’t answer that question.” The raids at Noguez office took place on April 26 and literally left hundreds of Assessor employees locked out of their offices for several hours. Some employees in the Assessor’s office were held in a secured basement location at the Los Angeles County Hall of Administration. The office is now overseen by Santos Kreimman, who was appointed by County Chief Executive Officer William Fujioka last month.

Since going to the playoffs three times in a four-year span in the middle of last decade, the Artesia football program has struggled in many areas, most notably in the numbers department. But the Pioneers had over 40 players when they kicked off last Sept. 2 at Huntington Park, a sign that things may be turning around for the program. Although the Pioneers went 1-9 last season, head coach Joe Veach is optimistic that better results will take place this season. “One of the biggest things we’ve improved on is just the commitment level from the kids,” Veach said. “We started three years ago with a lot of sophomores. So this year, I think we’re looking to build

off of all of that because we have a lot of kids who have played for three years in important spots.” For the first time in three seasons, the Pioneers will have experience in a lot of the key spots that the past teams haven’t had during the 2-28 days from 2009-2011. OFFENSE Artesia had a hard time getting going in its games last season, falling behind fast and early. The team scored 194 points and only had two first half touchdowns in its first four games. It wasn’t until the fifth game that the Pioneers reached 20 points, a 53-21 loss at Norwalk in which all of their points were scored before halftime. Coming back for his season is quarterback Francisco Galan, who passed for 1,354 yards last season and a dozen touchdowns. But he also threw 10 interceptions and did not get a lot of protection from the offensive line. Galan figures to be one of the Suburban League’s top signal callers. “The record hasn’t shown it; he’s won one game as a starting quarterback,” Veach said. “But if you watch the games or studied the films, there are times where he has to catch it [from under center] and get rid of it in the blink of an eye because we haven’t been able to protect him. But he’s really grown as a quarterback, as a football player and as a kid, too.” Backing up Galan will be senior Jeremy Gaskin, who touched the ball a lot as both a running back and a receiver, where he combined for 338 yards and three touchdowns.

The Pioneers rushed for 1,032 yards last season but didn’t have anyone get over 350 yards, which was achieved by Galan. Expect the running game to be vastly improved with juniors Manny Rivera, whom Veach says will be the team’s top running back, Tytus Simmons and Jose Soto plus sophomore Christian Rodriguez leading the way. Rodriguez had a breakout game last season against John Glenn when he rushed for133 yards on seven carried and scored on a 45-yard burst. When he’s not rushing the ball, Rodriguez, who Veach believes can be the best player in the league, will be one of many slot plays catching the ball. “He’ll be moved around a lot,” Veach added. “We want to hand [the ball] off to him and we want to throw to him.” Artesia will have more depth in the slot than at wide receiver but still, seniors Jason Latchison-Bullard, Richard Randall and Gaskin are the top throwing threats. The offensive line, which struggled last season, returns four players in senior right tackle Daniel Hernandez, who was the team’s defensive player of the year last season, junior left tackle Lene Lauti, junior center Fidel Palomo and junior right guard David Garibay. The left guard spot remains open with senior Tionte Woods and juniors Nick Hernandez, Wvaldo Juarez and Jorge Torres in the mix. “Last year and the year before, it seemed like to score, we had to put 12 to

Three Men Arrested After Norwalk Shooting, Weapons, Ammo Recovered By Randy Economy

But, to vacate the 111 victories from 1998-2011 was not the right punishment. Paterno did not play any ineligible players, either with or without his knowledge. Paterno did not have any players receive gifts, money, bribes, etc. like Reggie Bush of the University of Southern California did not too long ago. Paterno did not have his players cheat during an online exam like Florida State University did in 2006 and 2007. Paterno did not have players

Norwalk Sheriff’s Captain Patrick Maxwell said the shooting occurred at 8:25 PM, at the intersection of Claressa Avenue and Mapledale Avenue in Norwalk and that “neither victim was injured.” Maxwell said that Norwalk Deputies obtained a description of the suspect vehicle which was broadcast to other patrol units in the ﬁeld. “At approximately 10 PM, deputies located a vehicle matching the description at a local motel, located in the 14700 block of Firestone Boulevard in La Mirada,” Maxwell said.

Deputies detained three male adults who were near the vehicle. Investigation led deputies to recover a ﬁrearm and ammunition possibly used in the crime. Arrested where Norwalk resident Chris Gilbert Ambriz, age 31, Brandon Gilbert Ambriz, 18 also from Norwalk and Salvador Hernandez, 37 and a resident of Chino. They are being charged with Assault with a Deadly Weapon-Firearm and booked at Norwalk Sheriff’s Station, in lieu of $50,000 bail.

The Pioneers will seek to avenge a 28-7 loss to Huntington Park and a 54-14 setback to Whittier. San Juan Hills is coached by

Aaron Flowers, son of former Artesia head coach Norm Flowers. Veach added that San Juan Hills is much like Artesia was last season. Artesia has lost three straight games to Gahr, at least 14 straight to Mayfair, three straight to Norwalk and four straight to La Mirada. The homecoming game will be against Norwalk. The last time the Pioneers hosted the Lancers on homecoming, it was a 35-0 win on Oct. 13, 2006. Getting to the playoffs will be a little tougher for the Suburban League as now the top three teams will get automatic berths instead of the top four. “There are a lot of wins on our schedule that are out there if we want to take them,” Veach said. “Something that would be big for us is to have a lot of success this year which we haven’t had the last couple of years. The playoffs are a possibility. If we can get through that tough stretch and can pull a couple of wins out of there, I think that will give us a roll towards the end of the season.”

Now I wonder if every coaching victory is legitimate because there are coaches and programs out there that cheat, but have not been caught yet. There’s that word again-cheat. Paterno did not cheat. He just remained silent. Penn State did not cheat. University administrators just remained silent. Woody Hayes, who coached Ohio State University from 1951-1978, punched Charlie Bauman of Clemson University during the Gator Bowl in 1978. That would be the last game Hayes coached but he didn’t have any wins vacated for punching a player. I don’t get it.

Southern Methodist University was placed on the death penalty in 1987 after an investigation revealed, among other things, that players were receiving money. Bobby Collins was the SMU head coach from 1982-1986 before resigning in the wake of the investigation. But all of his 43 victories are still standing and he was never sanctioned by the NCAA. Again, I don’t get it. A coach remains silent and his victories are vacated but another coach can punch a player or boosters can pay players and all that is done is he gets ﬁred? The NCAA needs to determine what can result in victories being vacated. My heart goes out to the families and children who were victims of this disgusting crime. At the same time, I’m saddened to see this happen to someone like Paterno, who was adorned by so many fans. I wish he could have done the right thing and I wish he could still be alive to ﬁnally speak up and explain himself. I don’t condone his silence but to take away 111 victories was wrong.
