Bigger doesn’t mean better for this brand new “pocket community” It’s no surprise that Boerne is booming! New houses and communities seem to be popping up left and right as more and more people desire to call Boerne home. Bigger often seems to be the trend when it comes to local real estate, but what is available for those who feel like less is more? “We feel like we have really filled a gap with this new community,” said Pam Luciani, co-owner of Greenway Cottage Builders, LLC. Pam, along with her husband and business partner Dave, are creating the very first cottage development in Boerne. “We have been looking for a development to work on for almost three years now but we didn’t want to do what everyone else was doing. When we heard about the new Cottage Ordinance for the City of Boerne we knew this was exactly what we’d been looking for. The current residential housing market in Boerne has been targeted to larger homes within traditional

subdivisions. The Cottages on Oak Park is fulfilling the much needed infill market that current Boerne residents, or those now moving to Boerne, have been looking for. There has been a great need for new, affordable housing in town and these cottages fill that need.” This “pocket neighborhood” is unlike anything else in Boerne and will offer 17 small homes on just under two acres of land right in the heart of Boerne. The community is designed to feel like a private enclave, tucked away in the center of town. The homes will all be one-story and are designed to be low profile. This will be a compact, energy efficient, single-family home community with affordability in mind. The craftsman-style cottages will range between 800 to 1,000 sq. ft., feature high-end finishes, lush landscaping, covered parking and energy efficient features. “The cottages will be built facing one another and feature charming front porches to encourage a sense of community. Modifications are available to floor plans, buyers get to choose their finishes, these cottages are basically a custom build,” added Pam. An integral part of a "Pocket" or "Cottage" Neighborhood is the landscaping. Open areas are designed to encourage community interaction in a natural setting. Each Cottage can be personalized by selecting the type of fence, hedge or tree line welcoming you or guests to your beautiful new Cottage home. In order to keep the landscape thriving during the dry months, a water catchment system will be put in place to keep the plants and trees irrigated, decreasing the burden on the City water supply. The City of Boerne’s Planning and Community Development, Public Works, Engineering, Boerne Fire Department, City Council and Planning and Zoning have all been instrumental in the successful planning of The Cottages on Oak Park. According to Dave, “Everyone who has worked on this project has been from Boerne as well. The engineers are Meals-Myers, Jon Nystrom is the architect, Mike Nichols is the builder, and we have worked closely with Alamo Title and Benchmark

Keeping things local was an important part of this project.” The Luciani’s have only been actively marketing this project for a few weeks now and the response has been better than they could have ever expected. They have found that many of the buyers are active adults looking to be closer to their children, families that want to keep an aging parent here in Boerne, empty nesters looking to down-size and have less upkeep and young couples who are just starting out. “We have been getting lots of calls and have already sold half of the homes. Most of the buyers have been looking for something like these cottages for a very long time. It’s very fulfilling when you help someone finally find what they have been looking for,” added Dave. The Cottages on Oak Park expect to break ground this summer and will start in the low $200’s!

Our Place, Our People, Our Purpose

B

Being mayor of Boerne has enhanced my life beyond my wildest dreams. The people I have met along this journey have inspired and challenged me, all in very good ways. Several weeks ago I had the privilege of welcoming US Marine Lance Corporal Hector Rodriguez and his family to the Boerne area. I was invited to say a few words at a very special community kick off to build a new home for this wounded warrior. Meeting this young man and his family, as well as many others over these last six years, is always very humbling. What many people may not realize is how engaged the City of Boerne is in support of our veterans and active military. We are actively engaged with the local VFW Post 688; about ten years ago we adopted the Military Intelligence Battalion 338th out of Camp Bullis; and just a few years ago we became an official “Purple Heart City.” Our city staff, local organizations and businesses actively participate in events that support our troops – Turkeys for Troops, Thanksgiving Dinner for Lackland AFB trainees, VFW activities, and much more. I believe we must continue to demonstrate and support the efforts of these service

organizations in helping our veterans move on with their lives after service. So I encourage the entire hill country community to volunteer, donate or host events showing compassion and appreciation for their sacrifices. The annual Kendall County Relay for Life event supporting the American Cancer Society is another very humbling experience. What a powerful event honoring the most courageous people on the planet – those that fight the good fight against cancer. I especially want to thank all of the volunteers that provide their time and energy each year. I am very proud to report that our City Hall employees registered a fundraising team and, along with the Boerne Fire Department team, raised close to $2700. Siria Arreola, our deputy city secretary, did a great job leading this effort. You know how I like to talk about our city staff and all of the good work they do. In March we celebrated someone who has been working with the City of Boerne for twenty-four years and with another San Antonio area city before that. Mattick, has retired from a long and productive public service career. Trained as a firefighter and first responder, Mark’s dedication to public safety and service to the community is incredible. As Boerne’s emergency management coordinator he piloted our proverbial ship whenever we had floods or other unexpected emergency events. He has had an extraordinary career and we wish him all the best fishing he can handle during the next several years. Several weeks ago I had the privilege of attending an awards ceremony at the Boerne Police Department. Each year we recognize several members of this public safety team in a variety of categories. Officer of the Year is Eric Gomez; Dispatcher of the Year is Lilly Robinson; the Top Gun award was earned by Officer Cheyenne Weber; Top Fit for Duty award went to Officer Bo Patten; Lifesaving awards were presented to Officers Pablo Morales, Chris Padilla, and Eric Gomez; and Meritorious awards went to Officers Pedro Moncada and Ruben Trevino. Behind the secure doors at the police department sits a vitally important public safety team of 911 dispatchers. These are the folks that answer our 911 calls for help twenty-four hours a day, seven days a week, every day of the year. This team handles emergency calls for all of Boerne and Kendall County and for the city of Fair Oaks Ranch. It takes an extraordinary amount of patience, terrific listening skills, and clear and direct communication abilities, not just to understand a caller’s emergency situation, but to accurately pass on the information to first responders. The ability to deal with callers who may be scared, confused, or panicking is a real challenge. These men and women deserve every ounce of praise we can send their way. As such, we celebrate Public Safety Telecommunicators Appreciation Week every April. If any of you know these great folks, please let them know how proud we are of them and we appreciate their service to our community. We had a very special guest at one of our recent City Council meetings when the Boerne PD introduced a new officer on the force - a K9 officer named Tucker. She is a one and a half year old Belgian Malinois that successfully completed eight weeks of training with her handler Officer Kris Ujueta. Officer Tucker’s primary assignment will be tracking and

detecting narcotics. Tucker comes to us through a very generous anonymous donation. There have been some other significant local actions that I also want to highlight. Construction and remodeling has officially started at what will be the new Boerne Family YMCA on Adler Road. A ceremonial wall-breaking event kicked off the project to transform the city’s former civic center into a multi-use health, wellness, and fitness center. The City and the YMCA began talking several years ago; evaluated the feasibility of a joint project; studied the numbers; and crafted an agreement to create a much needed community center. This partnership is a huge win for the Boerne community and we are very excited to see and enjoy the improvements that are planned. We opened Boerne’s second Art al Fresco Public Art exhibition, a collaboration between the City, local artists and our local arts organizations. Several unique pieces are installed along Boerne’s Trail system and at the library campus. You can vote for your favorite sculpture using a very friendly App on your mobile devices by downloading Otocast free from the App store. “Boerne’s Choice” will be recognized at the end of this year-long competition when City Council will consider the purchase of a few of these sculptures to add to our growing permanent public art collection. If you missed Boerne’s first-ever Bier Fest at Main Plaza a few weeks ago you really missed out on a Hill Country Mile party. Some of you will say we have had a Boerne beer fest every Father’s Day for the last fifty years, but this one was different. This was a “craft beer” tasting event where specialty beers from not only our four area breweries were featured, but other brewers from throughout Texas added to the fun. I am told the entertainment was also top notch. Proceeds from this event are helping fund the Boerne Village Band’s multi-city concert tour in Germany this summer. Being your mayor is indeed a humbling experience – we live and work in this amazing place, with terrific people, and with great purpose.

Humans are living longer. That’s the good news. The bad news is this longevity requires more work on your part to make your retirement dollars last longer. Whether you are currently enjoying retirement or looking forward to it, avoiding these mistakes could make a huge difference in your experience. 1) Spending too much. Probably one of the most debated topics in personal financial planning is an appropriate withdrawal rate during retirement. Withdrawal rate is the percentage one takes from their savings each year. Calculating it is easy. It’s simply your monthly expenses minus your guaranteed income each month (social security, pension, etc.). Most financial advisors recommend a withdrawal rate of 4% or less. However, with interest rates at extremely low levels and life expectancies rising, an even safer withdrawal rate is approximately 3% per year. Figuring out your proper withdrawal rate would be easy to determine if you knew precisely when you were going to pass away and how much your investments will earn each year until that time; hence, the debate. Some considerations that could influence this rate would be a later retirement and/or if the retiree feels that leaving a legacy is important (inheritance). New research suggests using a variable withdrawal rate based on investment returns and different needs at different stages of retirement. In addition to sticking to a reasonable withdrawal rate, the order in which you take your withdrawals is important as well (IRA, Joint Account, Roth IRA, etc.) These withdrawals can affect your taxes, which is another way of spending too much in retirement. 2) Not saving enough. This is an obvious point, but what is enough? The answer depends primarily on the amount of income you will have in retirement such as social security and/or pensions as well as the lifestyle you want to live. If you are in your 20s and just getting started, saving 15% of your income is a great rule-of-thumb. For the rest of us, generally, the goal is to live a similar lifestyle all your life (most don’t want a major downgrade). There are plenty of online retirement calculators that can help. But, they are only as good as your assumptions. Take time to understand your current expenses. We advise to plan that your expenses before retirement will not materially change during retirement unless a mortgage payment or some other major expense will be paid off. Two of the biggest mistakes we see in planning for retirement is

when retirees or their advisors use unrealistic investment return assumptions or inflation assumptions that are too low. Determining the amount to save is the easy part, but doing it is the hard part. The best way to save is by “forced” savings. Paycheck deductions into employer retirement plans work well or just simply doing automatic transfers each month to brokerage accounts, mutual funds, etc. You may be surprised how little you miss the extra dollars. 3) Ignoring Inflation. The joint life expectancy of a married couple is 89 years. Based on an average retirement age of 65, that is 24 years of retirement. If inflation is anywhere near the 3% historical average, this translates in to a cost of living that will roughly double over retirement. Most pensions do not offer cost of living adjustments, so you must have additional saving to make up the shortfall as cost of living increases. In addition, while social security does offer cost of living adjustments, they tend to lag the true rate of inflation. The bottom line is that for most retirees, their savings (portfolio) needs to have enough growth potential to give the portfolio the best chance of earning high enough returns to meet their rising expenses over a 25-30 year time horizon. In other words, being too conservative can be just as damaging to a retirement as being too aggressive. We like to call this “losing money safely”. Unfortunately, many people are sold high commission annuities with the promise of great returns and ultimate safety. Generally speaking, we have seen those same annuities give investors less liquidity and mediocre returns. Ultimately, the comfort you are being sold when you purchase an annuity comes at a high cost and may not keep up with inflation. 4) Abandoning your plan. You or an advisor can help you come up with an asset allocation, savings rate and/or withdrawal rate that gives you a high probability of success. That is the equivalent of a doctor telling to change your diet and start exercising, but if you don’t stick with it, it doesn’t work. So, your ability to stick with a plan matters more than the plan itself. There are many reasons people don’t stick with their plan, but the two main culprits are fear and greed. Fear causes people to make their portfolio more conservative based on trying to time the next market drop or crying “uncle” in the middle of a market drop. On the contrary, greed causes people to ramp up portfolio risk because they feel like they


are missing out when they hear their friends are making amazing returns doing something different. We advise the best solution may mean the plan for you will need to be modified up front (even if not optimal) to ensure that it sticks. Or, conversely you may need coaching to have the fortitude to deal with volatile markets and stick with the plan. Not sticking to a plan is a plan that isn’t worth having. 5) Not really diversifying. We find that many believe they are diversified when they are not. Just because you own some mutual funds, this does not necessarily mean you’re diversified. The whole point to diversification is that the investments you own do not move in lock step with each other. The financial crisis in 2008 was a great lesson to many that just because your mutual funds have different names, they may move in the same direction which means you’re not really diversified. Most think of diversification in terms of only stocks and bonds. While this is a good starting place (and may be your only option in an employer retirement plan such as a 401k), we encourage investors to consider other options. These could include commercial real estate, rental real estate, collateralized financing, commodities, and funds that use alternative trading strategies to manage stock market risk or risk of rising interest rates. Incorporating these strategies typically make a plan easier to stick with because it has a smoothing effect on a portfolio. The most difficult part of true diversification psychologically is that by definition not all of your investments will be “working” in a given year. While there are numerous ways one can ruin their retirement, these are the 5 most important ones. Being proactive is the key. Proper planning can ensure the retirement you desire is the one you get. The season of your life spent working hard is much too important not to consider the ways to have a successful retirement as well as these easy mistakes to avoid. Keep Your Student Prepared with Summer Programs Available at Learning Foundations

Summer will soon be here and so will the extended break from school. How can you help you child to stay on track during their summer vacation? How about enrolling them in a summer intensive program at Learning Foundations? “During the summer we offer intensive programs for students with dyslexia (reading and math), ADHD, Elementary School Readiness and College Readiness, in addition to our regular programs,” said Rafael Scarnati, Executive Director of Learning Foundations. Learning Foundations is a Diagnostic and Learning Center based in San Antonio, with a location in Boerne. They strive to create a friendly and safe environment for their students to challenge themselves and think about themselves in a positive way. Their team of experienced trainers are specialists in their field and are caring mentors for their often frustrated children. Learning Foundations is excited to work with you and help your child become the confident learner he or she deserves to be. Learning Foundations has found that by knowing a little more about your child, your challenges and priorities, they can work with your child to help him or her become a confident, independent learner. Parents are not often aware of underlying issues that can manifest themselves in

behaviors that make it seem your child is lazy or unmotivated. These unnoticed issues build up until a student has a difficult time coping or accommodating. Life is funny. Sometimes we don’t realize our dreams until we are in the middle of making them happen. That was the case for local realtors Sara Baird and Carol Schultz, co-owners of LoneStar Properties. “When we started out in our real estate careers, neither of us had any intentions of starting our own real estate firm, but here we are celebrating our fifth year in business and we couldn’t be happier,” said Baird. Baird and Schultz, who had worked together at two previous real estate brokerages, began kicking around the idea of one day opening a real estate brokerage of their own. They envisioned a non-franchise, local group of people who were really invested in the community. “We knew that if we were going to start a real estate brokerage location would be key. We wanted to create a business that was primarily about Boerne real estate and have a hometown feel. Sure enough this charming spot right on Main Street in the middle of town came available. We had to take it,” said Schultz. “From the beginning, starting with the location, it was like one door after the other just kept opening up for us,” Baird added. LoneStar Properties opened its doors May 1st, 2012. Schultz and Baird agree that the past five years have been fun and rewarding, but also challenging. According to Baird, “Starting LoneStar Properties challenged us. It just kept pushing us beyond our comfort zone, but in a good way.” In fact, Baird tells a cute story about the moment when she had to sign the lease for a rather

expensive copy machine. “When the time came for us to sign on that dotted line to make that copy machine ours I had to take a moment to ask Carol if she was sure we could do this! I just knew that if this didn’t work out I was going to have this huge copy machine sitting in my living room for the next five years,” laughed Baird. “It recently came time to renew the lease on the copier and I did it without hesitation, we even upgraded!” In fact, the growth that LoneStar Properties has experienced over the past five years is something that Schultz and Baird never quite imagined. “The agents just kept coming! Now we have a total of 18 people, including our agents and staff,” said Schultz. “What started out with just four of us has blossomed into a thriving, mid-size real estate agency!” Part of the reason Baird and Schultz feel that LoneStar Properties grew so quickly is the atmosphere that has been created. According to Carol, “The agents that have come to us were looking for that small, family-like feeling that has been accomplished here. Many of our agents have children, in fact Sara’s grandson was practically raised here! One of our clients always comes and brings his dog and we even keep treats for him and many of our agents’ spouses even help out with things. It is a great group of people. We have all of the professionalism of a real estate office with the warmth of a family; our clients can really tell the difference.” continued on page 18

Finding the right people to bring on board has also been key to creating this team-like atmosphere. “All of our agents really help each other out, that’s not always the case at many of the bigger real estate brokerages,” added Baird. “Our agents share ideas and marketing strategies with one another, they even help each other out from time to time with showings if someone gets in a bind.” What’s also nice is that LoneStar Properties has every aspect of real estate covered. They have agents who specialize in farm and ranch, commercial, residential, property management/ leasing and lots/acreage. “Our agents will even partner up on transactions when needed. Pairing up their expertise can really help ensure that the transactions go as smoothly as possible,” said Sara. Carol and Sara know that when it comes to choosing a realtor people have a lot of options. Successful real estate businesses are often built on reputation and referrals, however the pair also feel that their location has played a part in bringing in business as well. Carol added, “We get a lot of walk-in traffic being

right on Main Street in the Hill Country Mile. When we ask our clients from out of town how they ended up choosing LoneStar Properties, they usually say that they wanted a realtor who was really familiar with the area and they figured that being right in the middle of town and with our hometown vibe that we were a good choice!” Being a vital part of the community is something that is really important to Baird and Schultz. The two are both very active within the local community and it is important to them that their agents are as well. LoneStar Properties even supports Sam’s Kids Student Foundation, a local organization established to help local students succeed both in school and in our community. Baird and Schultz are passionate about their local community and are proud to have created a hometown, local real estate agency. COMMUNITY ART SHOW & SALE TO BENEFIT CIBOLO NATURE CENTER & FARM ART CAMP

The Art Waddle, Boerne's premier community art show and sale, will take place on Saturday, May 13 from 10am-4pm. The festive outdoor event is held in neighborhood yards with all proceeds going towards funding for scholarships for the Cibolo Nature Center & Farm Summer Art Camp. Attendees are invited to stroll or ride their bikes through the Art Waddle route. The Waddle emulates Boerne's commitment to the arts and is part of the trend toward a fun, informal celebration of painting, sculpture, glassworks, and more. People stroll streets at their own pace, chatting with artists, making friends and enjoying the day, perhaps partaking of a refreshment offered by one of the artists. This event is held in the "Flats," Boerne's funkiest neighborhood. Over the last decade the Flats has become a diverse, reinvigorated zone where modest older residences mingle with new and imaginative architecture. The Waddle will begin at the corner of Yoalana Street and West San Antonio Avenue. “We are so grateful for the Art Waddle as it supports our scholarship program for the CNC’s summer art camp sending over a dozen students to camp that otherwise would not have the opportunity,” said Stephanie Colvard, CNC & Farm Director of Children’s Education. “The waddle artists also are critical in assisting with the planning of the curriculum for the camp.” The CNC & Farm Art Camp is for ages 5-12 years old. Art Camp occurs during seven weeks in June, July, and August and emphasizes exploring the outdoors, learning new techniques, and capturing nature by encouraging personal expression and creativity. Emily Berset, local art school teacher and Allie Russell, assistant educator at the Cibolo Nature School are the Art Camp Directors. At the conclusion of each camp, parents are invited to an art exhibition where campers display what they have created. “The purpose of the Art Waddle is two-

fold,” says Mary Morton, Art Waddle Artist and Co-Event Organizer. “Not only does it highlight many talented Hill Country artists but it also spreads the passion for the arts onto our next generation by directly supporting the nature center art camp.” Along with Morton, local artist Linda Manning is also spearheading the organization of the event. Named after the ducks that populate Boerne's Cibolo Creek, the Art Waddle is organized by friends of the arts and was initially started by Mike and Mary Morton five years ago. There is no admission fee to the Waddle, though waddlers are encouraged to contribute to the cause. Approximately 50 artists are expected to participate this year. If you need to do some late night computer work then try downloading this program. It’s called “f.lux” and what it does is filter blue light from your computer screen. A quick Google search and download is all you need to do and it will do the rest.

CHS AGAIN MAKES U.S. NEWS BEST HIGH SCHOOLS LIST

Boerne-Samuel V. Champion High School has been included on U.S. News & World Report annual list of the best high schools in the nation. The high school, which opened in 2008, has made the list each year since 2012. Champion High School was ranked 72nd in Texas and 555th nationally, earning silver medal status in the publication’s annual evaluation of the nation’s public high schools. CHS was among the top 25 “traditional” schools – exclusive of magnet, charter and STEM schools that also are included in the magazine’s overall listing. “There are many factors – tangible and sometimes intangible – that define the quality of our schools,” said Boerne ISD superintendent David Stelmazewski. “We take great pride in all the schools in our district, knowing they are among the best in the state based on a variety of studies. This specific honor is an affirmation of the hard work by our students, the dedication of our faculty and the priority placed on education by our entire community. We are very proud of the Champion Chargers.” To create the 2017 Best High Schools rankings, U.S. News looked at more than 22,000 public high schools in all 50 states and the District of Columbia. High schools were evaluated in four stages. First, U.S. News looked at overall student performance on state-required tests. Schools had to perform better than average to pass. Then, U.S. News factored in how effectively schools educated their least-advantaged students – those of minority and low-income backgrounds. The review also examined if a school graduates its students at a rate that meets or surpasses a basic national standard. Finally, schools were assessed on how well they prepared students for college based on participation in and performance on Advanced Placement and International Baccalaureate exams.

The Annual Meeting is held once a year so members can conduct the business of the cooperative and to recap the activities of the previous year. This year’s theme is “The Power of Innovation” due to new and cutting-edge ideas BEC is pursuing. The discussion will focus on improvement of operational efficiency, ease of communication and information and alternative energy options. In addition to the Annual Meeting, BEC will host the second annual Energy and Technology Fair

As required by state law, the City of Boerne’s Home Rule Charter, and adopted fiscal policies city staff annually presents to City Council a balanced budget for all funds. The City Council approves the budget, after public review and public hearings, in September of each year. The City of Boerne maintains the following ratings from the nation’s primary credit rating agencies: Agency Moody’s Investors Service Fitch Ratings COB General Obligation debt Aa2 AA “stable” Utility System Revenue debt Aa3 A “stable” (Comparatively Kendall County has a Moody’s rating of Aa2 and San Antonio has a Moody’s rating of Aaa) In an April, 2017 report Moody’s Investors Service recently cited the following as factors contributing to these strong ratings: • “Consistently strong financial management yields stable and healthy reserves – Boerne maintains healthy, above average reserve levels given strong management and conservative budgeting.” ; • “The city utilizes five year financial projections in all funds and formal fund balance policies to maintain strong performance.” ; and • “The operating cash balance as a percent of revenues (50%) is healthy, and has remained stable in line with operating performance.” Each year the City develops a Five-Year Financial Forecast and Capital Improvement Plan (Five-Year Plan), as the guiding document for long-range fiscal planning and to serve as the framework for developing the annual budget. The Five-Year Plan, which is reviewed and adopted annually, contains projections that inform the City Council and the public on the long-term costs of projects and anticipated revenue growth. The FiveYear Plan also demonstrates how the City maintains fund balances to cover costs as well as maintain minimum fund balances required by the City’s fiscal policy. A copy of the FiveYear Plan is available for review on the City of Boerne website. Each year the Government Finance Officers Association of the United States and Canada (GFOA) awards a Certificate of Achievement for Excellence in Financial Reporting to municipal agencies for their Comprehensive Annual Financial Report (CAFR). This is the highest form of national recognition in the area of governmental accounting and financial reporting. The City of Boerne has received this prestigious

award for twenty-nine consecutive years. The CAFR must satisfy accounting principles generally accepted in the United States of America and meet all applicable legal requirements. The City Council and city staff remain committed to furthering the city’s strong and stable financial position. BBM
