It’s Piazza Italia time again! By the time the April BN5 lands on your doormat the High Street will from the BN5 area be turning red, white and green, ready to welcome the supercars on the Piazza Italia tour. Henfield’s been chosen as the last stop, drivers last year commented that they had an incredible welcome Local Interest in Henfield with the largest crowds. This year, we plan to have street food stalls in the High Street as Henfield Piazza Italia well as fantastic musical entertainment in the car park before the cars arrive. it’ll be bigger and better, with more stalls and Local Interest So, time to have a drink or a bite to eat in the High Glissando Street before you enjoy the cars and the music. The cars will also be doing a display ‘tour’ through the High Street before turning at the Wantley Roundabout - giving everyone the opportunity to Local Interest see (and hear!) them at their best before they park Bluebell woods up. Huge thanks go to Carol Eastwood and her team at the Community Partnership for all their hard work, the Henfield events seem to get better Local Interest and better, which is great for our village. On a completely different subject, this month sees Partridge Green Netball the bluebell woods in Sussex start to bloom. Sarah Club has given some ideas of where to enjoy the best bluebell walks. “URBAN EYESORE” – HOARDING BLIGHTS RURAL WEST END LANE Henfield Parish Council and local residents are asking developers to remove a 2.4m high hoarding that has been erected along the northerly edge of the former Sandgate Nurseries in West End Lane. The barrier was erected by contractors working for Stonegate Homes Ltd and Littleworth Properties Ltd on 16 January, on the verge maintained by West Sussex County Council Highways Department. The developers were issued with an Enforcement Notice from Horsham District Council on 19 January due to the structure having no planning

permission and being over 1.2m in height. West Sussex Highways confirmed that no licence had been issued for the work, and that the hoarding needed to be re-erected behind the tree-line, leaving the verge free. To date, Stonegate Homes and Littleworth Properties have not complied with this Enforcement Notice. The site was revisited on 17 February by Horsham District Council’s Compliance Officer who was concerned to find the hoarding still in place, but with additional spray-painted red “Danger – Keep Out” warnings along the length. We asked Montagu Evans (Chartered Surveyors working on behalf of these developers) for a statement. On behalf of Stonegate Homes Ltd they responded; “Although the land may have been informally used by the local community, it is privately owned and does not have any public rights of way over it. We have been advised by our insurers that the site represents a health and safety risk and for this reason we have had to erect the hoarding to prevent unlawful public access. We have secured the relevant licence from the Highways Authority to erect the hoarding. We are aware of the need for planning permission and a retrospective application will be lodged with the Council shortly.”

REDUNDANCIES AT ST PETER’S SCHOOL Six St Peter’s Teaching Assistants (TAs) are facing redundancy in September. Over the past few years the school has been dealing with increases in day to day running costs and has reached a point where contingency funds have run dry. Contributory factors are escalating costs in higher payments for pensions and National Insurance for staff, while educational funding has failed to keep pace with increases. As with all schools, admission numbers go through peaks and troughs; at the moment they are at a relatively low point, giving less income to the school. Headteacher Stephen McCulley said; “We have been funding these very real increases in our overheads through surpluses and tight management of our budgets, but that’s not sustainable any longer. West Sussex schools are amongst the lowest funded in the country and in real terms we just don’t have enough money. We have a good reputation for supporting children with special educational needs and have a group of very dedicated, experienced professionals on our staff. However we can’t see any alternative than to make these redundancies.” West Sussex schools are finding themselves out of pocket by 8-10% per child, they are amongst the lowest funded in the country. Funding at St Peter’s is well below the national average per pupil. Even with the Government’s new ‘Funding Formula’, St Peter’s will only receive an additional £79 per child, still significantly lower than the national average. “It’s devastating to be faced with losing valued members of staff,” said Stephen. “Our TAs are incredibly important to the school, they are experienced and dedicated. This is not an easy decision. Alongside the governors, we have explored all the avenues and reached this very sad conclusion.” Louise Clark, Chair of Governors and parent at St Peter’s, said; “The Governing Body takes it’s responsibility to scrutinise the school’s finances very seriously. After much thought, consideration and heartache it became clear that there was only one sustainable option and therefore we made the unanimous decision to proceed to consultation.”

St Peter’s is part of the fabric of Henfield village with 371 local children attend the school. It is also one of the villages largest employers. One ex-TA contacted us with her concerns, having seen our Social Media posts praising the St Peter’s costumes for World Book Day. She said; “The work of a TA is invaluable on a day like this, from hastily delving into dressing up boxes finding an outfit for a child that is distressed because they haven’t got one, comforting a child that finds all the excitement overwhelming and throwing themselves wholeheartedly into the day by wearing their own crazy outfit. I know how hard they work above and beyond what is asked of them.” Nick Herbert, MP gave us this quote; “I and other West Sussex MPs have been fighting hard for fair funding for all our schools, as local heads are well aware. We have twice taken delegations of heads to see the Schools Minister, met the Secretary of State, called two parliamentary debates on the issue (see my second speech), and met heads locally. St Peters will receive more funding under the new formula, but West Sussex MPs will continue to do everything we can for our local schools to maintain the pressure. YEW SHRUBS IN THE CHURCHYARD AT ST PETER’S One of the most prominent and much-loved features of the Henfield landscape is the lines of yew shrubs bordering the paths in the churchyard at St Peter’s Church. Ninety-two shrubs were planted in the late Victorian era. If you have walked up the churchyard paths you can hardly have missed them – in more senses than one! Over the years they have grown more and more substantial to the extent that two people are unable in most places to walk side by side. Indeed, in some parts it is becoming less easy for anyone to use the paths without having to ‘duck and weave’! It was surely never the intention of those who planted the shrubs to have them overhanging the paths in this way. For many years they have been managed by trimming to keep them in shape. This means that, with extra growth and weight each year, the upper section of the shrubs is getting wider and wider. We have now reached the point where something more radical has to be undertaken. Failure to do so will result in even more encroachment and affect the health of the shrubs by placing them under increasing stress. Heavier pruning is not the answer for yew shrubs as it merely results in bare patches. Pulling them in with metal bands would put severe stress on the structure. APRIL 2017 | News professional advice on this and, given the species of yew involved (with multiple stems rather than a strong single trunk), the only effective answer is to cut them down to about ½ metre in height, after which they will gradually regenerate. This has been a very difficult matter for the PCC to consider. We have decided to cut back two of the shrubs in this way and evaluate the results over the next 2-3 years. Once we are satisfied that this is going to provide a lasting solution, the remainder of the shrubs will be tackled. It would be opting out of our responsibility for safeguarding this part of our heritage if we merely left the decision for successors to address. We are very proud to announce that Sussex Prairie Garden has gained a Visit England Attraction Hidden Gem Accolade, proving that Henfield really does have its own special secret place to enjoy in the summer and autumn. As well as a vibrant and ever changing garden, in June we shall be promoting the longest strip of decorated denim in the world for the charity ‘Jeans for Genes’. Jolesfield Community Choir will be singing our praises and theirs on 25 June and we shall have the Rude Mechanical Theatre Company returning on 2 July with another hilarious outdoor theatrical comedy performance. The Bazaar Indian Summer marquees of indian wonders will return from 12-20 August. The curries in the garden are to die for and will be interspersed with creative and inspirational workshops, sheep shearing and tippees and tomahawks. Topping everything off, we have our spectacular Unusual Plant & Garden Fair on Sunday 3 September. There is plenty to get your teeth into so please come and join us. Pauline and Paul McBride

The children at Dove Nursery celebrated Shrove Tuesday by making pancakes for snack which was very popular. They also had fun dressing up in costume for St David’s day. We have been enjoying activities based around our favourite story books such as “The Gruffalo”, “Room on a broom”, “The Hungry Caterpillar” and many more. The children have made their own African drums and shakers, caterpillar puppets and have been drawing round their own teddy bears to hang on the line in order of size. Later this term we are having an Easter tea party with a mini concert for the parents, and also dressing up as “When I grow up” for a local charity! Dove Nursery would like to thank the Cricket club and Kindersley Trust for providing a lovely new Astro turf garden which enables the children to play safe all year round in the garden area. CAR PARKING CHARGES Horsham District Council has introduced a new parking policy for the market town and village car parks within the district. This will go live on Monday 3 April and affects Henfield Library and Coopers Way car parks. HDC is introducing an Annual Parking Disc that entitles you to park in all HDC market town and village car parks for £12 per year (23p per week) for

the first disc and £6 each for any additional discs, with a maximum of 4 per household. CPRE Sussex’s comments on the Planning Inspector, Jonathan Bore’s initial report on the Mid Sussex Local Plan: Director, CPRE Sussex, Kia Trainor: “This decision sets an unrealistic target for development of the district. The council has been very clear that building over 800 homes per year will be unsustainable – it will be damaging to the countryside and rural

character which make the District special and distinct. Mid Sussex has been asked to hike up its housing target to close an affordability gap and meet the unmet housing demand for people living in Crawley. Will allocating swathes of countryside in Mid Sussex for development fix our broken housing market? The recent Housing White Paper recognises that developers will only build at a rate which is profitable to them and that ‘it may be in the interest of speculators and developers to snap up land for housing and then sit back for a while as prices continue to rise.’ If the Council fails to maintain its 5 year supply of sites for housing – including any backlog created by slow delivery – then its plan will fail and many elements of the plan will be rendered ‘out of date’ allowing speculative developers to cherry pick sites – usually profitable green field sites in beautiful places. CPRE’s Mid Sussex Representative, Michael Brown: “The Sussex Branch of the Campaign to Protect Rural England (CPRE Sussex) shares the District Council’s disappointment at the interim recommendations of the Planning Inspector. CPRE Sussex argued throughout the hearings that the District’s new Plan should afford our rural parishes proper protection and encouragement and that, to achieve this, the District’s future housing target was necessarily constrained by environmental and infrastructure deficit considerations. There is no recommendation to prioritise brownfield sites, and no green fields in Mid Sussex will be safe from the threat of development. Many of those who at parish level embraced the Government’s promise of localism, and put in so much extended effort to develop neighbourhood plans, will find that they need to revise their plans and release more land for development. They will view the recommendations of the Inspector as a real slap in the face.” CPRE Sussex

News | APRIL 2017 THE 2017 SUMMER SHOW The 2017 Summer Show, which is held every other year is to take place on Saturday 22 July on Henfield Common. It is based around the community with a preference given to stalls for community groups to show what they do. The two central arena displays already booked are a sheepdog display and a birds of prey display. Events will include a climbing wall raising money for the youth club and a fun dog show amongst many other attractions. There will be a variety of refreshments with both alcoholic and nonalcoholic drinks, hot and cold food and various types of musical entertainment. You will also have the opportunity to showcase your wares in flowers, fruit and vegetables, cookery and photography more about how to enter later. Weather permitting it can be a great day for the village and it also raises a lot of money for community organisations in Henfield. The planning and sponsorship are going well but we do need volunteers on the Thursday evening before the event to set up tents etc and people to help as marshals on the day. HENFIELD JOGGERS ‘LETS GET RUNNING’ COURSE APRIL 2017 Want to take up running this Spring but need the structure and motivation of others? Then come and join Henfield Joggers next ‘Lets Get Running’ programme on Wednesday 5 April 2017, 7pm at Henfield Leisure Centre. This is an 8 week walk/ run programme building up to a 5k run (without stopping) and is also suitable for those who want to return to running after a gap. Henfield Joggers are affiliated to Run Together (the official recreational running arm of England Athletics) and the course is overseen by accredited Leadership in Running Fitness coaches. All levels are welcome, and the routes will be a mix of on/off road. The course costs only £25 but includes free membership to Henfield Joggers valid until January 2018, which gives you not just the membership benefits but more importantly you become part of a friendly club for whom socialising is as important as running! HENFIELD COMMON MEMORIAL FIELD WORKS

The proposed works are to renovate the Memorial Field sports pitches by installing a new drainage system with subsequent regrading and seeding of the playing surface. The total area affected is approximately 1.5 hectares with a rectangular perimeter of 570m. The area affected represents 9% of the total area of the common. Works will commence on 30 May 2017 and take up to 2 months to complete. There will be a period of up to 3 months after completion where a temporary barrier will be erected to restrict pedestrian access in order to allow the seeds to germinate. A pathway will be made on the southern and eastern perimeters to allow access to the woods. Prior to this there will be a number of spraying sessions carried out early morning at the end of April 2017 to kill the grass. These are perfectly safe to humans and animals, although it is advised not to walk the common when spaying is taking place. Signs will be placed at the time of spraying. Visitors to the common will be able to continue to use the existing car parks. Contractors’ plant will access the works area via a designated route through the common which will restrict free movement for the public over the designated route for a very short period of time as it moves along the route. Such movement will be infrequent. Access to the works area will be restricted by means of a temporary plastic barrier using steel pins and plastic barrier netting. EVONPRINT CEASE TRADING We were incredibly sad to hear that Evonprint, who have printed BN5 and thirteen8 magazines for the past 12 years, have now ceased trading. Around 50 jobs have been lost and the printing site at Mackley’s, Small Dole, has closed down. We are very grateful to the fantastic staff who have always gone above and beyond for us, often working late to make sure we can achieve our deadlines for Royal Mail delivery and helping out with artwork problems. News | APRIL 2017 ‘CAN YOU HEAR ME?’ -RESIDENTS WARNED TO HANG UP ON NEW PHONE SCAM People in Sussex are being warned of a new telephone scam which is currently sweeping the United States and is set to hit the UK. CPR Call Blocker, makers of a major selling call blocking device in the US and UK, is urging the public to hang up if their phone rings and someone asks “Can you hear me?” as their answer to this simple question from an unknown caller could make them a victim of a scam. It works by the scammer recording you saying “yes” which is then edited to make it sound like you authorised a major purchase. It’s effectively a verbal contract, just like clicking ‘I agree’ on a computer. It’s called a voice signature and is used legitimately by companies to show that you’ve agreed to some sort of a change, usually an upgrade in some sort of plan. CPR Call Blocker has seen this scam rise in frequency in the United States and has already affected an elderly lady in the Shermanbury area. After the introduction, the person asks ‘Can you hear me?’ if the victim replies with ‘yes’, their response will be recorded for criminals to use. If you don’t recognise the number, don’t answer. If you do pick up, Sussex residents are being urged to simply put the phone down to unsolicited callers who pose that question. National Association of Retired Police Officers

ANDY STEYNING, HENFIELD PLUMBER, RETIRES I am writing this to confirm that I have officially retired. This decision was not taken lightly, but over the last few months I have been thinking about the future and have finally decided to call it a day. My ‘Gas Safe’ registration needed to be renewed for the next 5 years and that would take me past my 67th birthday, so I have decided to stop now and hopefully enjoy a longer retirement! It has been a pleasure (most of the time) running

my plumbing and heating business since 1977 and I would like to sincerely thank all customers, past and present for their support. Many of you have become friends and I will miss you. Eleven years ago (not long after Deirdre and I married) we bought a holiday home in a small Spanish village and we plan to spend more time there. So, it’s not goodbye, but Adios! Andy Stenning

It is believed that crimes are currently vastly underreported to the police, for a variety of reasons, so Horsham District Community Safety Partnership are asking people to report crime, anti-social behaviour and suspicious activity straight away. Many people believe that someone else will report a crime and that they needn’t get involved but please don’t rely on others. If you don’t report a crime when you see it, there will be no investigation. There is a reduced likelihood that the offender will be caught and more people may become victims of crime. There will also be no clear picture of crime across the Horsham district, making it harder to deal with future problems. Any crime, anti-social behaviour and suspicious activity can be reported by calling the police on 101. If it’s an emergency, a crime is in progress or the situation is violent you should always call 999. If you don’t need an emergency response, you can also report online at www.sussex.police.uk. On the Sussex police website there is a link to the online form where you can report a number of issues including domestic abuse, hate crime, sexual offences, assaults, anti-social behaviour, criminal damage, fraud, internet crime, abandoned vehicles and more. There are also the details for contacting the police via email, telephone, minicom, fax and text. It’s very easy to report crime – please don’t let criminals get away with it! APRIL 2017 | News HENFIELD ANNUAL PARISH MEETING The Henfield Hall was packed on Tuesday 7 March for the Annual Parish Meeting, chaired by Ray Osgood. Mike Morgan, in his role as Poppy Appeal Coordinator, announced that last years’ appeal raised £5,170 in the village, a tremendous effort. He gave long-service awards to Poppy Appeal collectors Sylvia Scutt (15 years), Bruce Johnson (20 years) and Brenda Camp (30 years). Mike also appealed for volunteer collectors to get in touch. Parish Councillor Anne Donoghue presented the Henfield Activity Plan, where local clubs and groups are being encouraged to share skills and connect for the good of the village. Parish Councillor Richard Kendall then updated the meeting with progress on the Link Road application (pending planning) and the Summer Fayre in July (volunteers welcomed). He went on speak about the Memorial Field renovation which will give new, usable football pitches on the common. Work is due to commence at the end of May, areas will be fenced off and there will be some spraying to kill grass. Finally, plans for the cemetery extension, it’s estimated only 7-10 years space is left. An extension to the north will allow for another 25 years. Ray Osgood, Chairman, spoke at length about a

possible second Henfield Neighbourhood Plan (the first having been quashed in the High Court after being challenged by a developer) and asked those present to give an indication of whether the village should proceed with another. He said the volunteers who worked for four years on the last defeated plan are fatigued, along with Parish Council staff, whose workload is already increasing. The new plan would be subject to a higher degree of legal scrutiny. The cost of the last plan was over £27,000, and a future plan is not exempt from challenge. There are pressures from developers, and if the village is without one it could be vulnerable to this on a much larger scale Changes to the housing numbers mean District Councils having to find more places to build. With a show of hands, those present voted. 74 were in favour of a new plan, with 11 against and 9 unsure. The open forum saw questions from the floor including several on parking, construction traffic movements, the disputed hoarding in West End Lane, speeding in the village, the neighbourhood plan and the suggestion of a bypass. The meeting closed with thanks to Ray Osgood from the floor. Ray is standing down as Chairman of Henfield Parish Council in May. Editor

he count down to the amazing Henfield Piazza Italia, which roars into town on Sunday 2 April, has started and here at BN5 Magazine and the Henfield Community Partnership we are incredibly excited! Just to whet your appetite, here are some more details of the fabulous events we have in store. In the week running-up to the event, much of Henfield High Street will be embracing the Italian culture with Italian themed window displays and special offers – check out The White Hart, Cornerweighs, All Things Covered, Alice’s Dog Grooming, Henfield Furnishings, White Mischief, Village Care and Full of Beans... amongst others. On the day itself, most of the pubs and cafes will be open, as will some shops enabling you to enjoy the window displays (don’t forget to take part in the Selfie Competition!), have a bite to eat and a drink. Dotted up and down the High Street you’ll find street-food stalls which will be open from 1pm. Confirmed participants include Pizza Oven, French Revolution Crepes, Just Brownies, Gelato Geminelli, Calcot Cured Meats, Rushfields Deli and hot food and Ginger Rookes. Henfield will be the last stop on the Piazza Italia Tour which starts in Horsham and also takes in Billingshurst, Pullborough, Storrington and Steyning. The Tour is scheduled to arrive in Henfield at around 3pm. The cars will be coming from the Steyning direction (south of the village) and will drive the full length of the High Street, turning around the Wantley roundabout before parking up in the Henfield Hall Car Park. magine opening the doors of the ancient and beautiful Parish church in Henfield and seeing before you an astonishing number of tall and graceful harps; no, the angels will not have descended to the earth! The instruments will belong to an exciting group of up to eight top harpists from across Sussex. They have recently formed an unusual musical ensemble - Glissando - with an eclectic repertoire, ranging from the energetic to the ethereal. The concert takes place on Saturday 29 April at 7.30pm The harpists have all come from differing walks of life and like them, their programme choices are diverse, from well- known folk tunes and popular classics alongside pieces by prominent composers for the harp. You will hear arrangements from Mozart’s Eine Kleine Nachtmusik, Tango by Salzedo and Spanish dance music arranged by Granados, along with other items which must remain an undisclosed pleasure until you come to the concert! Henfield is truly fortunate to have the chance to see and hear such a rare company of musicians. This is an occasion not to be missed! The concert is being promoted by The Friends of St. Peter’s Church. We are an organisation formed to raise funds solely for the purpose

of maintaining the fabric of the building and graveyard. As you may imagine, a church founded on its present position in 770 A.D, the medieval building subsequently built on the Saxon site then added to in the sixteenth century, followed by an extensive rebuild in the nineteenth, needs constant upkeep. In 2008 the church was again reordered, creating a wonderful space of warmth and light proving both welcoming to twenty-first century worshippers and an advantageous area for all sorts of other occasions. Opera, theatre, folk and choral concerts and soon a rare instrumental performance by Glissando all find a sympathetic venue in the building. Please help us to continue to care for this remarkable church and treat yourselves into the bargain, by coming to this fascinating concert. The tickets cost £15 including refreshments and can be obtained from Village Care, Henfield and from the ticket line on 01273 492294 from the beginning of April or on the door on the evening. Butterfly on bluebell Š Nigel Symington - Sussex Wildlife Trust

he humble bluebell (or Hyacinthoides non-scripta to give it its proper Latin name), is one of the nations best known and favourite flowers. Flowering from late March through to late May, the native bluebell heralds the start of spring, warmer sunshine and longer days. Here in Sussex we are blessed with some incredible displays of this beautiful flower. Smaller and more delicate than its more commercial Spanish cousin, the native bluebell has between five and twelve distinctive bell-shaped flowers which droop down one side of its stem and nod gently, creating a shimmering carpet of intense violet-blue colour when seen en-masse. As well as its beauty, the native bluebell is hugely important to our local habitats. Not only is it a significant indicator species of ancient woodland and hedgerows, but the native bluebell with its sweet scent and creamy-white pollen provides essential spring food for bumblebees and butterflies as well as other insects. So where are the best places locally to enjoy our native bluebells in all their glory? It is easy to see this fantastic flower at the roadside – the A281 between Cowfold and Henfield has some particularly fine displays, as does the top end of Littleworth Lane. But they also provides the perfect excuse to get out and about and enjoy our glorious countryside. Here are some of our favourite bluebell woods, but do let us know yours. The woods on Henfield Common have some lovely bluebells, but for really fantastic displays, visit the Sussex Wildlife Trust HQ at Woods Mill, Tottington Woods and the woods behind Woodmancote Place. Spithandle Lane in Ashurst has to have some of the best displays of bluebells in the country and is frequently visited by amateur and professional photographers alike. As much as the native bluebell is treasured, its continued existence in the UK is under serious threat from a number of different sources. In the UK the native bluebell is a protected species and as such is protected under UK law. It is a criminal offence to collect or trade the bulbs or seeds of wild native bluebells, punishable by fines of up to £5,000 per bulb. Other threats include inappropriate habitat destruction, contamination from non-native species and climate change. The hardier Spanish bluebell, although popular with gardeners, is beginning to infiltrate our woodland bluebell populations and may eventually ‘outcompete’ our native species. If you would like to plant native bluebells in your garden, check the Latin name on the label to make sure you are buying Hyacinthoides nonscripta, rather than Hyacinthoides hispanica or Spanish Bluebell. Rain doesn’t stop play I ndoor netball can appear graceful, balletic even. It strikes me as an ideal sport: no bad weather, not noisy (apart from team cheers) and some might be happy to know it is a ‘non-contact’ sport (there should be three feet between players). Traditionally played by women, netball is fast-paced, developing skills of coordination, accuracy and always with an eye to good teamwork. A bit like chess in its ‘set pieces’, each move relates to the overall success of the final objective of scoring a goal! Partridge Green Netball Club (who meet at Henfield Leisure Centre from 5-6pm on Sundays) are engaged in a jogging warm-up as a deluge drums on the roof overhead, followed by throw and catch exercises to get mind and body limbered up. I talk to Edna who explains they are having to be flexible this week as the team are down on a couple of players. As I watch them leap and twist, dodge and stop in their tracks when holding the ball it looks like a thorough all-body workout. They all seem remarkably well-matched in pace and fitness, probably not surprising as in its 12 year history most of the group have been long-term players. As the women don orange and green tops and start-up a game, Edna good-naturedly answers my questions on the rules of the game, including the ‘off-side’ rule. Happily, it is a simple matter of staying within your boundary or ‘line’ on the court - netball is divided into three areas and you are ‘off-side’ if you have the ball out of your area, then the other team are given possession of the ball. In their short breaks the women are happy to tell

me why they enjoy playing so much, speaking of the social camaraderie, the relaxed atmosphere, and feeling like they’ve had a good work-out at the end of the evening. It’s clear that in this hour they can have fun and benefit from playing in a team, both physically and psychologically. One says: “I enjoy running about… it brings back when I used to play at school – it makes me feel young!” She has come with her college-age daughter and friend from another school. The girls say: “It’s relaxing, it’s fun and we get to see each other.” Sometimes the club will play ‘friendlies’, tournaments held at the K2 leisure centre in Crawley with lots of teams taking part. Edna says that bigger league games of netball can have a very different feel from the more relaxed tone of their club: “It can be quite aggressive!” After playing in a couple of different combinations, the hour finishes off with a four-a-side game. If anything the pace now hots-up with some great team play and impressive goals. On the orange team in the final minutes there is a great goal shot drawing a ‘whoop’ from everyone and clapping in recognition. This group would love to welcome new players – an hour on Sunday evenings to play this relaxed and friendly team sport (and all without getting wet or muddy!) looks like the perfect wind-down from the working week. Making Tax Digital

Love it or loathe it, Making Tax Digital will soon become a reality – so we’d better get used to it…

L

ast summer, the Government published various long awaited consultation documents on its Making Tax Digital (MTD) strategy. MTD will spell the end of Personal and Corporate Tax Returns as we know them, requiring taxpayers to move to online accounts. Businesses and landlords alike will need to update these on a quarterly basis. The intention is for the system to be fully implemented by April 2020, with the changes phased in. Business income tax reporting will go digital from next April – less than a year away! - VAT from April 2019 and Corporation Tax the following year. In practice, this means that businesses will need to acquire software or apps that will allow their digital tax accounts with HMRC to be updated with details of their business accounting figures. Taxpayers will be encouraged to update their digital tax accounts quarterly, with annual or quarterly adjustments. HMRC believes this will save costs, while helping taxpayers monitor their likely tax liabilities more accurately. The programme will be linked to a new enforcement regime and will introduce the ability to make voluntary tax payments on account – Pay As You Go. So all individuals will have a digital tax account and the intention is that, where possible, information will be automatically populated by HMRC based on data it already receives, such as salary data, which is collected through the Real Time Information system. Meanwhile, figures from the quarterly reporting will feed into the same account. Small businesses with a turnover of less than £10,000 are (for now!) exempt from the MTD initiative, but all others must comply. This will probably force small businesses that don’t currently maintain their records electronically to start doing so and they will need to choose software that is compatible with HMRC’s MTD systems. As for us accountants, taxpayers’ agents will be able to access their clients’ digital tax accounts and make adjustments as required for, say, year end adjustments or tax adjustments. The software and apps should automatically add back items such as entertaining and depreciation, which are not tax deductible. Thankfully, taxpayers will be also able to access online help integrated into the software to help with the process.

All of these changes will require taxpayers and their advisers to fundamentally change the way they operate and report incomes, profits and gains for tax purposes. It’s a major revolution in the tax arena and, needless to say, the digitally savvy amongst us will cope better with the changes than others. The MTD scheme is ambitious and has a punishingly short timetable for implementation, which is particularly concerning given the scale of what the Government is hoping to achieve and its track record with large IT projects. Unsurprisingly, the accountancy profession is lobbying to try to delay the implementation timetable as well as grant further concessions for small businesses. No matter what comes out following the consultation’s review, it is inevitable that the UK tax system will shift to place a greater emphasis on digital interaction with HMRC. While we would prefer to see this play out as a gradual evolution of the tax system rather than a sharp shock that will inevitably place a great administrative burden on businesses at a time when they may be battling the effects of Brexit, it is clear that the sooner we can get to grips with our digital future, the better for everyone.
