The province has reserved the Greenwood Community Hall for a community meeting on June 26 from 6 to 8 p.m. to present information about their plans to decommission the dam at Providence/Marshall Lake. According to a memo to city council from Administrator Robin Dalziel, questions on the actual decommissioning will be welcomed after a short presentation. A Request for Proposals (RFP) for engineering services for the works had a deadline of May 21, 2013 for replies. “The ultimate goal of the Fisheries Program is to remove themselves of responsibility for ownership, operation and maintenance of the dam,” said the RFP. “The decommissioning of the dam will allow for a naturalized, safe, unobstructed, maintenance free movement of water from the lake which will allow MFLNRO to extinguish their water licence with the province. This requires that the existing dam be breached which will allow Marshall Lake to return to an unregulated water body status.” The RFP asks for proposals based on two options: Option A is a 46 metre-wide breach that would result in an outlet elevation at lake-edge matching the lake elevation at the completion of drawdown operations in 2012. Option B is a complete removal of the dam as requested by the adjacent landowners (approximate 100m wide breach). Ministry of Forests, Lands and Natural Resource Operations Public Affairs Officer Clarke Brennan said the ministry has dedicated funding to this project. Brennan told The Times the decommissioning is scheduled to take place in August and September 2013. “The decision to decommission the dam at Marshall Lake was made in the best interest of public safety,” said Brennan. “Without either decommissioning or a major and costly upgrade, the dam at Marshall Lake represents a significant risk to property

Ball field requested

At their June 10 regular council meeting, Greenwood Council gave MIDWAY permission to Randy Berg to use the ball field for the Bluegrass Festival from Aug.23 to 25. Organizers had requested the use of the concession building too, but everything has been removed and stored in preparation for the work to be done with the $263,000 Community Recreation Program grant to upgrade the ball field into a multi-purpose playing field. Councillor Darla Ashton reported that due to illness the engineering drawings for the new concession building have not yet been done. *** Administrator Robin Dalziel reported that he is negotiating a different telephone package from Telus that, according to his early estimates, could result in considerable savings for the city. “The net cost is going to be about $800 per month – but the one month that we looked at our bill was over $2,000,” Dalziel told council. *** Council voted to support a study of the City of Greenwood’s wastewater infrastructure using the Provincial Infrastructure Planning Grant Program to fund it. “The study will serve as a guide to the development and financing of our wastewater utility,” explained Dalziel. The province funds the first $5,000 and then matches funds with the city to a maximum of $15,000. So a $15,000 study could cost the municipality only $5,000. *** Council has forwarded a resolution to the UBCM convention in September calling on the provincial government to review the impact of a

tiered electricity rate structure on low-income British Columbians, and amend the tiered rate structure to minimize the impact on those in our society who are less fortunate and have limited options to reduce their electricity usage.

Freeman’s Greenwood resident Bob Smith told council what he thinks of the plans to decommission the Providence/Marshall Lake dam at their meeting last week.

“You are going to have to set priorities, set up a committee, have a budget attached. It’s not cheap to do,” said the mayor. “My guess is it is probably a future conversation for sure, especially if the BEDC falls apart.” Councillor Colleen Lang said this work falls under the mandate of the Board of Trade and Community Futures. “We need to be attracting younger families with children,” said Ashton. “Our schools are not going to stick around forever with declining enrollment, if we don’t do something to get these people into our community then we aren’t going to have much of a community to worry about.” “The best way to attack that is to try and get new businesses here,” the mayor suggested. “We need to have some people who are working on that very thing,” countered Ashton. The mayor said he would request a meeting with the Board of Trade at their meeting the following Wednesday night.

During their regular city council meeting on June 10, 2013, after Greenwood Councillor Barry Noll gave his Boundary Economic Development Commission report, Councillor Darla Ashton suggested that council take a more active role in economic development – specifically that they consider forming Greenwood’s own economic development committee. She called the idea “vital to our existence.” “We don’t know if we will have a BEDC next year,” replied Noll. “Area C opted out this year. Grand Forks and Area E may pull out. There would be no BEDC.” He said that as funding partners drop away, the group has to look for more funding so they can get involved in initiatives. Mayor Nipper Kettle brought two considerations into the conversation. He said the Board of Trade would have to be consulted and that a Greenwood initiative would have to have a budget.

Deib resigns from Board of Trade Some changes have taken place at the Greenwood Board of Trade after their regular monthly meeting held last week. Jim Nathorst has again taken up the duties as president, taking over for Wayne Deib who has resigned for personal reasons. Board of Trade Secretary Sherry Stewart sent an email to

the Times with news of the change in leadership and to officially announce that Greenwood will not be having a Canada Day Parade this year. Board of Trade meetings are held every second Wednesday of each month, 7 p.m. upstairs at City Hall.

School trustees recognize retirees JIM HOLTZ

School District 51 (SD51) trustees paid a public tribute to retiring Superintendant Michael Strukoff and Maxine Ruzicka, director of instruction, at the June 11 regular meeting of the board of education, thanking them for their MIDWAY hard work and dedication. In response, both officials thanked the board for their support and conscientious work on behalf of the children of SD51. Ruzicka stated that in the end, they recognized the most important thing for all of them was “to work on behalf of families and the kids.” Strukoff reiterated what he had written in his final superintendant’s report, thanking the board, Secretary-Treasurer Jeannette Hanlon and school administrators and crediting school board office staff for making his tenure as superintendant a positive and rewarding experience. *** The board received a presentation by Sheila Dobie, community literacy co-ordinator for the Columbia Basin Alliance for Literacy (CBAL), and Jaclyn Salter, community youth representative, on the District Community Literacy Plan. Dobie and Salter described the various literacy programs in place during the past year and the new programs to be implemented in 2013-2014. CBAL hopes to expand its programs to include

health literacy and financial literacy in the coming year. *** Teacher David Reimer presented an outline of the cultural exchange trip that he has planned for 22 Boundary French students in September and October of next school year. The exchange – with students from Ecole Secondaire LIBRARY de La Ruche in Magog, Que. – includes a variety of outdoor activities, as well as visits to sites of historical and cultural interest. The board approved Reimer’s plans. *** In addition, the SD51 board approved a variety of Kootenay-Boundary region Board Authorized Authority (BAA) Courses, including Journalism 12, Culinary Arts 11/12, Peer Counselling 12, Fitness for Life 11 and 12, Strength and Conditioning 11 and 12, Yearbook 10,11 and 12, Psychology 12 and a Hockey Skills Academy Framework. *** The board also adopted an annual budget for the 2013/2014 fiscal year of $17,928,385 approved in principle the achievement contracts provided by each school in the district and approved each of its School Growth Plans as well. Copies of the budget, the BAA course outlines, and the school Achievement Contracts and Growth Plans can be found on the School District 51 website. The next board meeting will be Sept. 10 at the board office.

Time for an understanding Unfortunately when the subject of economic development comes up lately there isn’t a lot of happy chat and backslapping about how well everything is going. Example 1: The broad question of rural community sustainability was raised from the floor three or four times at last months all candidates meeting. People are concerned. Example 2: When Village Council recently voted their support for the Rural BC Project, Mayor Randy Kappes said, “We have to find a way that we can convince young people that they can make a living in small communities again. Until that is resolved no money is going to solve the issue.” Example 3: Greenwood Councillor Darla Ashton has suggested that the City consider forming Greenwood’s own economic development committee. Mayor Nipper Kettle said he would take the idea to the Board of Trade and he’s since told The Times that he anticipates a meeting in the near future. The Boundary Economic Development Committee (BEDC) has been the lead on economic development regionally for a number of years now. But the BEDC is undergoing change. Indeed, the future of the BEDC is by no means certain. Area C pulled out of the service this year because funding to protect the health of the lake took priority, and both Grand Forks council and Area E Director Bill Baird have publicly expressed concern about the committee. The BEDC has prepared a draft newsletter listing their achievements and is preparing a new work plan. A good starting point because it might help politicians realize whose shoes will have to be filled if the BEDC folds. It’s time for a serious discussion about economic development. Who is doing what on the file these days? There has to be an understanding of what the BEDC is capable of and mandated to deliver.

“Never Say Die” attitude wins derby The white board announcing the leaders in the 10th annual Father’s Day Fishing Derby at Jewel Lake Resort last weekend sat beside the Grand Forks Wildlife Association table, and at 20 minutes to noon the largest fish caught was still under a pound. But Ed Ward from Midway wasn’t done fishing yet. He’d gone out “for one more try” and when the competition finished at noon he had taken first place with a 1 lb. 2 oz. fish. Second place for the men went to Bob Vanderby (14⅞ oz.) and third to Jason Greaves (14½ oz.). In the kids division Kody Babakaiff (12⅜ oz.) took first place, Austin Shreives (12¼ oz.) came in second and third went to Jessica Siemens (11 oz.). The top women’s prize went to Micki Priest (14¼ oz.). The BC Family Fishing Weekend event was sponsored locally by the Grand Forks Wildlife Association (GFWA) and took place from Friday evening until noon on Sunday, June 14-16. Each year the GFWA invites the Conservation Service to join in the derby too. “You can’t beat the weather this year,” said Grand Forks Conservation Officer Dave Webster who was there trying to get people hooked on fishing, and selling raffle tickets with proceeds going to the BC Conservation Officer Service. Webster was assisted over the weekend by two other conservation officers – Josh Lockwood from Vernon and Terry Myroniuk

from Kelowna. The CO Service organized a pancake breakfast that was sponsored by Overwaitea with all proceeds going to BC Children’s Hospital. Father’s Day weekend does not require a fishing license by law. The Jewel Lake Derby was one of many events around the province sponsored by community groups, businesses and volunteers. Craig Kiselbach, who organizes the event for the GFWA, reported there were 50 kids and 100 adults registered this year. He said that every kid went home with some equipment such as a rod or a box with some tackle. He said that Grand Forks resident Mel Carrol donates rods for the kids who need one each year. The family fishing weekend continues to give back to the community after the event too. After the awards were handed out and folks were packing their vehicles to head back home resort owner Jim Harrison was driving an ATV collecting all the empty beverage containers. Proceeds will go to The Boundary Dog Sled Association, which he said would be holding a day of sprint races and ski-joring at the resort in 2014. Class heads to the garden

The Sustainable Resources 12 class has been putting in some time at the Midway Community Garden this spring, helping Dick Dunsdon and Anna Anderson to get the garden ready for the season. The class has planted asparagus and transplanted some tomatoes, winter squash and watermelon that they had started from seed in the class’s greenhouse, which was moved over to the school shop area so it would be closer to water and power. One big task they have helped with at the garden is burying the drip irrigation lines. Dunsdon said that he found the birds were pecking holes in the line during the dry part of the

season last year. “The kids have saved me a ton of work,” said Dunsdon. Another project the class is working on is growing native grasses for use at the Boothman’s Oxbow Restoration Project just east of Grand Forks. The area is being restored to a natural park so the class is growing about 1,000 plugs of bunchgrass in their classroom. Teacher Lisa Baia said that next year she hopes to get a sustainable hydroponics system going. It would be a complete aquaculture system including the fish. This is the second year the Baia’s course has been offered at BCSS. Some of the students from the BCSS Sustainable Resources 12 class were out helping at the Midway community garden. Society announces grant recipients

The Greenwood Improvement Society held their annual general meeting on Tuesday, June 11. The new directors for the coming year are: Fred Marshall – president, Marge Maclean – vice-president, Doreen MacLean – secretary/treasurer, Clare Folvik and Art Mudrie – directors. The Greenwood Improvement Society, in partnership with the Phoenix Foundation, is pleased to announce the recipients of their Annual Granting Session for 2013. Six groups were successful in their application for funds.

The Greenwood Heritage Society (Museum) received $1,222.50 for the construction of two wardrobes to house their period costumes, the Greenwood Community Association received $815.00 to purchase four 32” TVs with mounting brackets, the Greenwood Public Library received $815.00 for two new computers and a photocopier, St. Columba United Church Women received $790.50 for new linoleum in the kitchen, painting and floor repairs, the Greenwood Senior Citizens Association, Branch #99 received $407.50 towards new dishes, utensils and cookware for their kitchen, and

and a half years in Ashcroft, close to her daughters. Helen was born in Warman, Saskatchewan on January 17, 1929, the fourth child of Isaak and Susanna Fehr’s 13 children. She met and married Tom Sheppard in Melfort, SK in 1948. They came to British Columbia in 1950, where Tom worked in the mining industry. They travelled around the province, finally settling in Greenwood. It was there that they raised their family. In 1976 they moved to Ashcroft where they resided until Tom retired. At that time they moved to Princeton. In 2011 Helen moved back to Ashcroft. Helen will be lovingly missed by her children: William (Linda), Susan (Gord), Wesley (Rachel), Pat (Linda) and Sandra (Roy), 14 grandchildren, 22 3/4 great-grandchildren and 2 great-great-grandchildren, 2 sisters; Tena and Mary and their families, numerous nieces and nephews and many others who called her Grandma and friend. Sadly, she was predeceased by her husband Tom in July, 2008. A Funeral Service was held at 1:00 p.m. Friday, June 14th, 2013 at St. Columba United Church in Greenwood, British Columbia, officiated by Pastor John Siemens. RDKB explains landfill fee waiver

Greenwood City Council received a letter from the Regional District Kootenay Boundary (RDKB) advising the municipality that a landfill tipping fee waiver policy for nonprofit groups performing humanitarian work is in place. The policy requires applicants to contact the RDKB Director of Environmental Services who determines whether the project complies with the policy. The policy specifies separation of all recyclable materials to the greatest extent possible to minimize landfill space requirements. “Generally the tipping fee waiver policy does not apply to municipalities except where municipalities are partnering with community groups for special clean up projects or events,” stated the letter which had been signed by RDKB CAO John MacLean. “In certain cases, a municipality may undertake a project that they feel complies with the intent of the bylaw and will request a tipping fee waiver,” said MacLean. “In most cases,

RDKB staff will refer these requests to the Board of Directors.” The letter instructs the city, that if they are planning projects that they feel may qualify for a tipping fee waiver, to contact RDKB staff prior to the start of the project. “If we receive prior notice, staff can advise on ways to maximize diversion and minimize disposal. If, after a review of the project, there is still a desire to request a tipping fee waiver, at least onemonth notice is required to meet the Board’s schedule.” Councillor Barry Noll, who represents the city on the RDKB Board, noted the new policy provides some “wiggle room” on tipping fees. He said that illegal dumping on back roads is a problem that might benefit from the tipping fee waiver policy. “There is a lot more debris in our backwoods area,” he cautioned. “In the future we might have a backwoods cleanup day. They dump it right on the roads. Before they were discreetly dumping over the banks – now they are dumping it right off their trucks straight on the roads.”

Members of the Christina Lake Stewardship Society (CLSS) and the Boundary Invasive Species Society (BIS) travelled to Dover, Idaho last month to learn the appropriate procedures for inspecting boats for Zebra and Quagga mussels. The objective of the trip was to learn how to prevent the spread of Alien Invasive Species (AIS), like these mussels, into B.C. waterways. This training was offered by Tom Woolf of the Department of Agriculture in Idaho, where boat inspections have been occurring for the last four years. “We are behind our American neighbours when it comes to implementation of mandatory boat inspections, but the threat is real,” said a press release from the stewardship society. Last summer a boat that had mussels on it was launched into Shuswap Lake, fortunately subsequent testing by the province of BC indicated the mussels were dead. This was a wakeup call for BC to implement a program to prevent the introduction. Idaho has reported that their inspectors intercept about seven mussel-fouled boats destined BC each year, and that two fouled boats heading for B.C. were stopped already this spring. If these mussels were to reach our waterways, there would be serious impacts on property values, water quality, power generation, fisheries, as well as recreation and tourism. According to the Okanagan Basin Water Boards’ current Impact Assessment on this species, costs could be $43 million dollars annually for the Okanagan Basin alone. These mussels smell horrible, have razor sharp shells that can cut up feet, and can displace the entire natural food web and watershed environment. They have the ability to clog water intakes and increase maintenance costs for hydroelectric dams, and a representative of the U.S. Senate - Joe Heck stated that the bill to prevent Quagga mussels from completely overtaking the Hoover Dam cost the taxpayers of Nevada $1 million per year. To prevent this from becoming the fate of Christina Lake, it is essential that owners clean all watercraft and equip-

ment thoroughly, drain all standing water, and allow them to dry, especially after being in a water body infested with these mussels. The message “CLEAN, DRAIN, DRY” was present throughout the boat inspection training, as well as the importance of checking every tight, confined space for these creatures since they are able to survive out of water for 30 days. Wakeboard boats are especially challenging as ballast water containment areas (such as water bladders), that even when drained are hard to get completely dry, and mussels can be inadvertently moved from one body of water to another. The mussels are not present in BC yet, so it is important that all boats from out of province are vigilant in ensuring their boats are clean before launching in our lake. Members of the CLSS and BIS who received this training will be doing voluntary boat inspections and providing educational information throughout the summer at the Texas Creek Boat Launch. They encourage boat owners to come out and make sure their boat is free of non-native Zebra and Quagga mussels and other invasive aquatic species, including Eurasian Watermilfoil, and Curlyleaf Pondweed, two invasive species that the lake already has that they do not want spread to other water bodies.

Band returns to play for school benefit Submitted

On June 29 the Carol Adams Band returns to the Boundary. The band will be playing a benefit concert with 100 per cent of proceeds going to the West Boundary Elementary School. The concert will be held at the Old Cowboy Ranch in Westbridge. Last year they played a benefit concert for the Vanhaesebrouck Family after they sustained extensive damage to their home and property when a stream jumped its banks and went straight through their home and property. The band consists of five friends from Vancouver doing what they love best, playing music for charity. Their last performance at the coast was WIGS for KIDS, cancer patients.
