Certificate Program This program is designed for those who have been accepted into the Illinois Laborers’ and Contractors’ Construction Craft Laborer Apprenticeship and Training Program. The program provides an option for a certificate in construction labor, with training approved by the U.S. Department of Labor and developed by the Illinois Laborers and Contractors Joint Apprenticeship and Training Program (JATP). Black Hawk College has formed an agreement with the JATP and may grant college credit for approved and completed coursework. This is a five-year program that includes 8000 hours of IBEW apprenticeship training.
