General Information RECREATION SCHOLARSHIP PROGRAM The Parks, Recreation & Forestry Department, with the assistance of the Ashwaubenon Lions have a limited amount of resources set aside to grant scholarships for children to participate in recreational activities. Scholarships are granted according to the free or reduced price school lunch program. For further information please contact the Parks & Recreation Department. ARE YOU A RESIDENT? A resident for registration purposes is anyone who lives within the Village of Ashwaubenon. Any person residing outside of the Village boundaries will be considered a nonresident and will pay their fair share through an additional surcharge established by the Park Board. Auxiliary aids for disabled persons wishing to attend or participate in the Village of Ashwaubenon’s Recreation Programs are available upon request at least 96 hours in advance of the events. If a notice of less than 96 hours is received, the Village will make every attempt to provide the aids, however, this may not be possible with such short notice.
RENTING OUR FACILITIES
The Ashwaubenon Parks, Recreation & Forestry Department has facilities that may be rented throughout the year for various events. Some facilities are for Ashwaubenon based businesses and property owners ONLY and some are available to both residents and non-residents. What events our facilities are available for: • Baby/Bridal Shower • Family Reunions • Picnics • Retirement Party • Birthday Party • Wedding Reception What events our facilities cannot be rented for: • Fundraising Events • Non-Ashwaubenon based organizations not serving the Ashwaubenon Community The individual renting the facility and receiving the contract for the rented facility MUST be in attendance the day of the rental as they are the individual who will be held responsible for the facility. Businesses renting our facilities will be required to submit a certificate of insurance with the Village of Ashwaubenon listed as an additional insured.
From the Director’s Desk ... October’s Party* October gave a party; The leaves by hundreds came— The Chestnuts, Oaks, and Maples, And leaves of every name. The Sunshine spread a carpet, And everything was grand, Miss Weather led the dancing, Professor Wind the band…. • Community center, pool and auditorium planning are underway. While the general facility layouts have been set, we are now ironing out the details such as flooring, lighting, amenities, restrooms, equipment etc…. More information on page 34. • Fort Howard court reconstruction is underway and will be completed this fall. There will be 6 pickleball courts, along with a basketball court and open space game area. The site will be ADA accessible. • The grass is growing at the Ashwaubenon Sports Complex on the upcoming cricket field. The site was graded and seeded this summer. • An Ashwaubenon summer day-camp program was approved for 2015. Held at the community center and Parkview Middle School, we expect this to be one of our cornerstone programs (10 week program). Details will be announced after the holidays! For further information, see page 15. • Sherwood Forest Park pond has been upgraded. The project includes dredging, and putting 2 diffusers in the pond bottom to keep water moving vs. becoming stagnant. • A new picnic shelter was added to the boys baseball complex at Ashwaubomay Park. • The Sand Acres Drive Trail will come on-line this fall with the reconstruction of Sand Acres Drive. It will connect with both the Main Street Trail and Industrial Park Trail. Trailhead amenities will be added on the corner of Main and Commodity. • Projects sponsored by our local youth organizations include a rebuild of the dugouts on Pioneer 2 & 3 by Ashwaubenon Girls Softball, and a baseball clubhouse built on D4 @ Ashwaubomay by Ashwaubenon Youth Baseball. Rental Facilities FACILITY RESERVATIONS Reservations for the Community Center, Park Shelters and other facility rentals will begin the first Monday in November for the following year. Reservations are made on a first come, first served basis. A 5.5% sales tax will be added to all rentals. RESIDENT ONLY FACILITIES Ashwaubenon Community Center, 936 Anderson Dr. The Community Center is available 7 days a week from 7:00 a.m. - 10:00 p.m. Sunday - Thursday and 7:00 a.m. - 1:00 a.m. Friday & Saturday. Ashwaubenon Family Resource Center
The school district would like to collect census data from ALL resident families with children ages 0-5 years. A School Census form is online at www. ashwaubenon.k12.wi.us/publications or in the district calendar mailed to Ashwaubenon residents in August. The district would also like to be made aware of children with potential problems in the areas of learning, behavior, physical/developmental disabilities and speech/language. This is a requirement of the Federal Law. If you have concerns, please contact Cormier School at 920-448-2870 to request an Ages & Stages Questionnaire.
The Ashwaubenon Family Resource Center in conjunction with The Ashwaubenon School District has openings for our fall preschool programs! Our most popular APPL program held at Pioneer School, is a once per week 2 hour class held on Tuesday, Wednesday, or Thursday mornings or a 1.5 hour class held on Thursday evenings. Class time includes planned family acitivities, followed by parent discussion groups while children attend preschool. “Parent’s Day Out” and other special events are also planned. Volunteer opportunities Volunteering in the Schools
Meals on Wheels Program
The Ashwaubenon School District invites all senior citizens (50+) to consider volunteering in the schools. There are a variety of volunteer opportunities at Cormier, Valley View, Pioneer, Parkview and the High School. Volunteers can serve as classroom helpers, assisting teachers with reading activities, math facts, spelling review and serve as test and computer supervisors. In addition, the district is looking for senior citizens willing to periodically read to classes and to help with special projects. Serving as a mentor or guest speaker and sharing information about careers, travel, hobbies and life experiences are still another way in which seniors can be utilized. Volunteer opportunities are available for once a week, monthly, or on an “as needed” basis. Commitments are generally for an hour or two in a variety of time slots. Volunteer activities are flexible to accommodate senior citizens who travel or go south for the winter. Senior assignments will begin in September. A complete list of volunteer opportunities will be listed and continually updated on the school district website at www.ashwaubenon. k12.wi.us/volunteeringcln. The Ashwaubenon Parks, Recreation & Forestry Department partners with the Aging & Disability Resource Center of Brown County (ADRC) to recruit and train additional volunteers to deliver home bound meals through their Meals on Wheels Program. Ashwaubenon residents can register for the Meals on Wheels Program by calling the Aging & Disability Resource Center of Brown County at (920) 448-4300. Meals will be available to individuals who: • are 60+ years of age (adults who are under 60 and are legally disabled may qualify) • are not able to get out to a Brown County meal site • are home-bound and not driving • are not able to prepare meals for themselves, and who do not have someone available to prepare meals for them Substitute delivery drivers needed for the Ashwaubenon route. SMART DRIVER This class is designed for participants to understand the effects of aging on driving, learn driving strategies that take into account the effect of aging and to help identify the most common crash situations faced by older adults. Many insurance companies offer discounts to drivers who complete this course. SCARECROW Contest! As Fall creeps in.......Don’t forget to plan your scarecrow for 2014!! Have you driven down Holmgren Way the past two fall seasons and admired the cool scarecrows in front of village hall? Did you instantly want to put your very own on display at NO CHARGE? PERFECT! We are happy to announce the return of our 4th annual scarecrow contest. There is no entry fee and you can use any supplies that you can manage to scavenger up. With your free entry, you will be given a 6 X 4 area that will include a metal stake we provide. In order to receive your assigned location, you must stop in the park and rec office and fill out the entry form. Upon completion of the contest, there will be an online voting ballet and the winner will receive a prize! Adult programs ADULT GOLF LESSONS Just because the summer has wrapped up doesn’t mean its too late to straighten out your golf swing. This 4 week class will offer instruction on all aspects of your game: full swing, short game, and putting. All classes will be taught by Highland Ridge Golf Club LPGA Professional Julie Pyne. Holiday Events Santa’s calling Help make your child’s Christmas season extra special this year with a personal telephone call from Santa Claus! The Ashwaubenon Parks & Recreation Department and the Ashwaubenon Moose Lodge have made arrangements with Santa to talk to your child this Christmas holiday. Calls will be placed on Thursday, December 4th from 5:00 p.m. 7:00 p.m. to the children of Ashwaubenon. If your child is 4 to 8 years old and would like to receive a call, please stop in at the Recreation Office, the High School Pool or the Library and pick up a Santa’s Calling form. All completed forms must be returned to the Ashwaubenon Parks & Recreation Department by Monday, December 1st.

The Parks, Recreation & Forestry Department is excited to take on this challenge and promises to come up with great themes for the 10 week program, which will leave your children wanting more.

About Day camp
Day camp will offer affordable supervision for children ages 7-12 whose parents have a busy summer schedule. The focus of camp will be fun. We will provide snacks, educational activities, open swimming, exciting games and weekly field trips. Each week will offer a new theme for children to discover. There will also be special offerings where we partner with school district staff to provide an educational component to the days fun.
Parents may sign children up for select weeks or the entire summer. Core hours of the program will be 9:00 a.m. - 4:00 p.m. with before and after care available. Each child will receive a camp t-shirt that must be worn during field trips. All field trip and shirt costs will be included in weekly registration
costs. Day camp will be based out of Parkview Middle School and Ashwaubenon Community Center.

Fall Youth Programs TUMBLING This class will introduce boys and girls to a variety of tumbling skills and floor exercises as well as elementary moves on the balance beam. DANCE Shuffle ball change, hop, hop! Do a little doe-see-doe! Come join the Ashwaubenon Parks and Recreation Department as they bring out the talent in your child. POM PONS Are you ready for this? Don’t miss your chance to sign up for this year’s Pom Pon program. Participants will enjoy learning routines that incorporate dance team moves to the latest hip-hop and funk music. The participants will be taught two routines as well as various jumps and moves. WHAT IS A CO-SPONSORED ORGANIZATION? The Ashwaubenon Park Board co-sponsors the seven youth organizations that are listed on the next two pages. The organizations are Ashwaubenon Youth Baseball (AYB), Ashwaubenon Youth Soccer (AYSA), Ashwaubenon Girls Softball (AGSA), Ashwaubenon Wrestling Club (AWC), Ashwaubenon Special Children’s, Ashwaubenon Swim Club (ASC) and Ashwaubenon Youth Football. As a co-sponsored organization the village provides each group with the following: 1) Funding for equipment and/or wages. 2) Free facility use (ball fields, gym, pool, etc.) 3) Upkeep and grooming of all facilities 4) Insurance coverage 5) Free use of community center for their meetings 6) Provide a staff liaison to attend co-sponsored board meetings. 7) Provide a staff liaison to help with facility or program concerns 8) Plus miscellaneous other items
In return the co-sponsored organization is responsible for the following: 1) Day to day operations of their organization 2) Handle all registration and money 3) Provide contact person to department and all participants 4) Have a governing board that meets on a regular basis 5) Provide budget information to department each year 6) Follow participation rules - equal playing time for all participants 7) Follow Parks and Recreation Department philosophy in program - skill development focus, equal play and opportunities for all participants and focus on fun and skills rather than “winning” 8) Plus miscellaneous other items This unique relationship seems to work and provides for low cost, well-run recreation programs for hundreds of children each year.

The Ashwaubenon Wrestling Club is a program designed to promote an interest and to insure a safe and organized approach to the sport of wrestling. The club emphasizes the value of competitive sportsmanship and fair play. Members are taught wrestling basics and conditioning in a program that runs from December thru March. Practices are held twice a week at Ashwaubenon High School. AWC is open to those who reside within the Village of Ashwaubenon and in Kindergarten thru 8th grade. AYSA is open to all resident of Ashwaubenon from ages 5- 18 years old. It is a recreational soccer league with emphasis on team play, fun, learning skills and good sportsmanship. There are no tryouts; everyone makes a team and is guaranteed playing time. The soccer season runs from mid-May through the end of July. AGSA is a group of volunteers working together to provide both a learning and fun environment for girls wishing to play softball during the summer. Girls who reside within the Village of Ashwaubenon and are in Kindergarten through 10th grade are eligible to play. All girls registering for the leagues will be on a team. co-sponsored board meetings Each co-sponsored organization is required to have a governing board that meets on a regular basis. The board is typically comprised of parent volunteers. Many volunteer hours are spent at meeting and completing the various tasks need to be completed to successfully run the program. So where and when do the various co-sponsored meet? Each organization meets a different time and place depending on what works for them. All meetings are open to the public and everyone is encouraged and welcome to attend. Specific meeting times and sites are listed under each organization below.
Each organization is required to set and have an agenda available at least a week before each meeting and must keep and distribute meeting minutes before each meeting as well. Meeting agendas and minutes can be found on the Village website at www.ashwaubenon. com. Where possible the co-sponsored organization will have agendas and meeting minutes posted at the playing site during their season. If you would like to become a board member, the organizations are always looking for additional volunteers and would encourage you to get involved by attending one of their meetings to find out more.

This is a fun and exciting summer school program for children with disabilities for ages 3-21. A variety of recreational and social activities are planned daily and
are geared towards the student’s ability. Weekly field trips are also a part of this program. The Ashwaubenon School District and the Ashwaubenon Parks and Recreation Department sponsor the program. Various donators support the program. For registration information, call the School District Office at 492-2905. Bussing is provided for Ashwaubenon Residents. Ashwaubenon’s Swimming Lesson PROGRAM The Ashwaubenon Swimming Lesson Program helps swimmers of all ages and varying abilities develop their swimming and water safety skills. It is designed to give students a positive learning experience. If you are unsure what level to enroll in, contact our Aquatic Coordinator and he/she will help you choose the appropriate class. Parent and Me Aquatics (6 months - 3 years old) Participants must be accompanied by an adult in the water for the entire 30 minute class. Parents are instructed how to safely work with their child in the water including how to properly support and hold their child. The child will be exposed to games that use basic movements, such as kicking, arm strokes and breath control. Activities are based on the developmental abilities of the child. Please note: This class is only offered on Saturday’s at 10:00 a.m.
Tiny Tots - (ages 3 - 4 years old) Blowing bubbles, putting face in water, back and front float with assistance, front crawl arm action, exit water on their own. LEVEL 1 Enter & Exit water independently, front and back float with support, 3 bobs, blow bubbles, front and back crawl with assistance. LEVEL 2 Fully submerge head & hold breath for 3 seconds, jump into water, 10 bobs, front float and back float unassisted 5 seconds, front & back glide 2 body lengths, front and back crawl unassisted 5 yards, retrieve a submerged object 2 times assisted. LEVEL 6 Front crawl and back crawl with 100 yards, breaststroke and sidestroke 25 yards, butterfly 15 yards, front and back flip turns, open turn (sidestroke), tread water for 6 minutes (1 minute w/o hands, 2 minutes w/ hands x 2), speed turn and pull out for breaststroke, surface dive & retrieve an object from the bottom (8-10 ft deep). LEVEL 7 Front crawl 200 yards w/ flip turns, back crawl 100 yards, sidestroke 50 yards, breaststroke 50 yards, butterfly 25 yards, 500 yard continuous swim, retrieve diving brick from 8-10 ft of water using a surface dive, demonstrate swimming using a pull buoy, paddles & fins separately.
Fall / Winter Aquatics THINGS YOU SHOULD KNOW CHANGING ROOM POLICY. Children 5 and older are asked to use appropriate changing rooms. PARENT WATCH POLICY: Parents are welcome to watch, but with your child’s interest in mind, we ask that you keep interaction with your child to a minimum. Our instructors have found that the quality of instruction has often been affected by parents and/or sibling distraction, interruptions and various other concerns during class time. We also feel it is most beneficial for children to have recreational time with their peers. Our instructors always welcome the opportunity to discuss participant’s progress with parents. Please contact your instructor before or after class with any special concerns. REFUND POLICY. If a participant cancels a registration, $5 will be charged for processing with the balance of the activity fee being refunded. Cancellations may occur up to two days before an activity unless there is a registration deadline. NO REFUNDS will be given

after an activity has started. POOL TEMPERATURE: The pool is heated at a constant 82° - 83°F. LOCKER FACILITIES: The pool offers storage for your belongings while using the pool. There are coin-operated lockers available which require a quarter. ($ .25) GOGGLES: For levels 1-3 we do not recommend goggles because children need to learn to be comfortable in the water without any aids. However, with the upper level classes, goggles are recommended as students are expected to spend significant amount of time doing a variety of skills with their faces in the water. Goggles will help to reduce eye irritation. Please note: Mask type goggles with the nose piece attached are strictly prohibited.

The focus of this program is to provide structured fitness swimming workouts. These workouts differ from a traditional open lap swim in that on-deck, experienced coaching is provided that includes stroke refinement and set design. The coach will adapt the workout to your goals, while providing a fun, yet challenging group swimming workout. This class is perfect for those that want to cross-train for fitness, improve their swimming ability, or train for a triathlon or other swimming competitions. Workouts are held once a week. Participants should be able to swim freestyle (front crawl) for a minimum of 100 yards.

Ashwaubomay Park had the Chief Ashwaubomay Memorial site rededication on Saturday, June 21, as well as the 5th annual Ashwaubomay Clean-up. Representatives from the Historical Society spoke on the Village’s history, and 40+ volunteers, including several Ashwaubenon Cub Scout Packs (4463, 4363, 1363), helped clean up the shoreline of invasive species to maintain the beautiful view of our Fox River. A big “THANK YOU” to all who participated. We encourage you to stop by and visit the site! Prune oak trees now to prevent spread of oak wilt To minimize the potential for an oak wilt infection, the Village of Ashwaubenon has adopted an ordinance to PROHIBIT THE PRUNING OR WOUNDING OF OAKS FROM APRIL 1st TO JULY 15th. This policy applies to public as well as private trees.
STREET TREES AVAILABLE TO RESIDENTS The Neighborhood Street Tree Planting Program will once again be offered in the fall of 2014. The planting program is a cost sharing partnership between the Village and its residents to promote the benefits of tree-lined streets. The resident pays for the tree while planting, maintenance and replacements will be the Village’s responsibility. A selection of suitable trees will be sent with an order form in early fall and planting will be done in late October or early November. EMERALD ASH BORER Don’t Forget to Protect your Ash... With the discovery of EAB in Brown County, The Village of Ashwaubenon encourages residents to chemically treat ash trees to prevent being killed by EAB. Since limited resources preclude us from treating a large number of the 1,475 publically owned ash trees. Residents are being encouraged to treat street trees on a preventative basis. A number of effective options are available, with many able to be done by homeowners while others require professional applicators. Village Continues Preparations for EAB’s Arrival The Village of Ashwaubenon has been preparing for the arrival of EAB for a number of years. The insect has the potential to cause just as serious of a problem in Ashwaubenon. There are currently 954 Ash trees on the terraces throughout the Village of Ashwaubenon or 17% of our street tree population. Some of the steps taken by the Village of Ashwaubenon in the initial fight against the Emerald Ash Borer include: • Created an EAB readiness plan in 2013 • Ash planting was discontinued in 2005. • Increased planting in Parks that are heavily populated with ash to increase species diversity. • Coordinated with various state agencies on trapping and inspection programs. • Inspecting all suspicious looking Ash trees on an annual basis. • Increased removal of declining Ash trees on the terraces and in parks. The Village of Ashwaubenon began proactively removing and replacing ash trees in several of our parks and street medians. These trees are small enough to efficiently remove and replace in one operation. This coming Fall, crews will remove and replace approximately 30 more ash trees planted in the village.

Please remember to complete a Village of Ashwaubenon “Tree Work – Permit Application” before treating any street trees. Several reasons for this are: • Ensuring trained, licensed contractors are complying with WI State laws and regulations and that RUP (Restricted Use Pesticides) are only be applied by professionals • Record treatments in our inventory to guide future management decisions • To minimize applications by unscrupulous contractors that may harm Ashwaubenon’s urban forest
Village Sets EAB Detection Traps Due to cuts in Federal budget, the State of Wisconsin eliminated detection trapping for Emerald Ash Borer (EAB) in 2012. Since early detection is critical to efficiently managing an infestation, Village staff placed EAB detection traps throughout the Village in 2014. As of this printing, EAB has not been detected in Ashwaubenon. Please do not disturb these traps!!! If you see one on the ground please report it to the Department Office so it can be re-installed by Village staff.

Forestry Japanese Beetles on the Rise Contributed by Vijai Pandian, Brown County UW-Extension Not many garden insect defoliators are as voracious as Japanese beetles. In recent years, beetle populations have increased significantly, ravaging a wide range of host plants which included over 350 plant species. The good news is that mature trees and shrubs can withstand the beetle damage and will leaf out fine in the next growing season; hence no control treatment is needed for mature woody ornamentals. However, the beetle damage on some highly valuable plants like Japanese maples, roses, hardy hibiscus, vegetable crops, grapes, strawberries, and raspberries can result in poor growth and loss of flowers and fruit yield. In such scenarios, homeowners can adopt some of the following control options: 1) Hand-pick and drown the beetles in soapy water if the beetle populations are low in your garden. 2) Smaller vegetable plants, miniature roses, strawberries and raspberries can be covered using floating row cover (white polyester spun bonded fabric). However do not use the fabric on those blooming vegetable crops (like squash, pumpkins) that require bees for pollination.
Vision Triangle While it is aesthetically pleasing to plant bushes, shrubs or evergreens on street corners for screening and privacy, the long term implications should be considered during the planning process before planting. The vision triangle is created by measuring 35 feet back along each street from the point where the curb lines would intersect when squared off and then connecting those two points with a line to create a triangle. Bushes, shrubbery or other objects (eg. signs, landscaping materials or decorations) greater than 36” in height are not permitted within the vision triangle. If you live on a corner lot, please contact the Village Forester for additional information or assistance in identifying the Vision Triangle.
3) Insecticides like carbaryl, imidacloprid, permethrin, bifenthrin, and malathion can be sprayed on the foliage and flowers of smaller woody ornamentals, perennials, and annual flowers. For maximum control, spray during afternoon hours when the beetles are in peak activity. Repeat the application once every 5 to 10 days. Always read the pesticide label and follow the instructions. 4) Withhold watering your lawn during the time of the year when the beetles are active. This will prevent the beetles from laying eggs in turf areas. 5) Apply preventive systemic insecticides like imidacloprid (merit), halofenzide (Grub B-Gone), chorantraniliprole, clothianidin (Arena), and thiamethoxam before July to prevent the eggs from hatching. In mid-August, schedule a curative insecticide application using carbaryl (Sevin) clothianidin (Arena), or trichlorfon to control any young grubs.
Landscaping within the Village Right of Way Considering future tree planting or other landscaping projects in front of your home? Please keep in mind that these projects might be actually within the Village’s designated street right of way. Below are a few points to consider when planning your project… - The Village’s right of way typically extends into the yard 16.5’ from the back edge of the curb (see diagram below) - A free “Street Tree Planting Application” must be completed before planting a tree in the right of way and can be printed from the Village’s website. - Evergreens, silver maples, ash and shrubs growing taller than 30” in height are not allowed to be planted per the Village’s Arboriculture Specifications Manual. - Decorative poured curbing and irrigation systems are installed at the property owner’s risk when placed within the right of way.

VOTER REGISTRATION
Residents of Ashwaubenon may register to vote at the Village Clerk office any time before 5 PM the Friday before Election Day or register at the Ashwaubenon Library, High School, or by mail 20 days prior to Election Day. On Election Day, residents may register to vote at the polling place. Be sure to provide proper proof of residence. Polling places are open on Election Day from 7 AM through 8 PM. ABSENTEE VOTING
If you are unable to get to your polling place on Election Day, you can also vote by Absentee Ballot. Requirements to vote absentee include being 18 years of age; citizen of the US; not a felon (or fully pardoned); registered to vote; and by making application in writing. By State Law, absentee voting is restricted to the two weeks before an election and is required to end at 5 PM the Friday before Election Day. Village Services Motorists, Pedestrian, and Bicycle Safety Not all crashes are accidents. Most pedestrian/bicycle crashes are not only predictable, they are preventable. Storm Water Utility
ith the creation of the Storm Water Utility in 2012, all developed parcels in the Village have received a storm water usage charge (a line item included on the Water & Sewer Utility invoice or a separate Storm Water Utility invoice) based on the amount of impervious surface that parcel has. Impervious surfaces are those that prevent water from infiltrating into the ground, such as rooftops, driveways, parking lots, and sidewalks. The amount of impervious surface was determined from the 2010 Aerial Photos completed for Brown County (available on the Village Website through “Access Ashwaubenon”). A typical residential lot has 3,316 square feet of impervious surface which is the basis for the annual rate of $50 per equivalent runoff unit (ERU). 1 ERU is the same as 1 Usage charge on the Utility invoice. The Village has calculated each parcel’s ERU/Usage. A parcel with 3,316 square feet of impervious surface will see a $12.50 storm water charge on their quarterly water bill. If a parcel has less than the average amount of impervious surface, the Usage charge will be less. Larger parcels will have multiple ERU/Usage charges. Creation of the Storm Water Utility is a funding mechanism the Village is using to meet mandates by the Wisconsin Department of Natural Resources to ensure Waters of the State are kept clean. Through the Wisconsin Pollution Discharge and Elimination System (WPDES) permitting process, the Village must continually stay in compliance with the Municipal Separate Storm Sewer System Discharge Permit issued to the Village in 2006. Since 2006, the Village has been funding the compliance measures of the permit through general fund tax dollars. It is evident that more funds are required to meet the WDNR mandates since the Village has not been able to tackle large scale projects such as ponds and flood control measures.
A Utility also includes all tax-exempt parcels in with this effort so that all generators of storm water runoff are working together on storm water management. Future project types being reviewed for funding by the Storm Water Utility include storm water ponds for water quality and flood control, runoff conveyance measurements in flood prone areas, streambank stabilization, and system maintenance (i.e. existing pond dredging, storm sewer replacement and cleaning, etc.).

FAQ Regarding the Street Department Important information from the Ashwaubenon Street Department. Contact the Public Works Department at 492-2310 with any questions.
Garbage and Recycling: Garbage and recycle carts must be kept apart for pickup. Put one on each side of the driveway or try and keep at least 4 feet between the cart and bin. Carts and bins should be placed at the curb by 7 a.m. on your garbage day and after pick up all carts must be placed out of sight. Due to trip and fuel costs, the Village is unable to make return trips for carts not placed out to the street on time the morning of your designated day Options: If you notice that the residents across the street from you have not been picked up you may put your container on the opposite side for pick up. Garbage: You may bring your garbage to the transfer station at 3734 West Mason Street Recycle: May be brought to the Recycling Plant located at 2561 S Broadway, their hours for the public are Thursdays, noon until 6:00 pm and Saturday’s, 8 am until Noon. Leaf Pick-Up: Will start in October and continue until the First snow fall. The leaf trucks start at the North side of the Village and work South, this route is continued throughout the leaf season. Some areas of the Village do take more time to complete and we greatly appreciate your patience during this season. Spring Clean Up: The Village of Ashwaubenon does not have a spring clean up. All yard debris may be brought to the Village Garage. This is located off of Cormier Road, between Holmgren Way and Ashland Avenue on Collaer Court. We will begin on April 15th through April 26th, 2013. Mulch Pickup and Woodchips: Mulch and woodchips are also available for your landscaping needs. Monthly Rubbish Pickup: During the first FULL week of the month (which is Monday through Friday in the same week) you may put a piece of furniture, small amount of carpeting, or cleaning of garage or basement up to 1 cubic yard of material. This is a pile that is 3 feet by 3 feet by 3 feet. If more than a cubic yard of material is put at the curb, there will be a charge even during the first full week of the month. Brush Pickup: All brush must be put at the curb with the butt ends to the street, tree trunks should be stacked separate and please do not mix tree trunks with branches 30 • Village of Ashwaubenon • www.ashwaubenon.com
Appliance Pickup: All appliances with Freon must be taken to the Brown County Transfer Station or you may call Kim & Paul’s Appliance at 4351500 or Tom’s Iron & Metal at 660-8626 for pickup. In the event that the Village Crews pick up the appliance, the property owner will be invoiced in the amount of $25.00 per appliance. Fire Wood: Cut/split fire wood is available for $50.00 a face cord at the Village Garage. (8x4’x18”) Must be picked up between 7:00 am - 3:00 pm, Monday - Friday Garden Compost: Decomposed compost is now available free of charge at the Village grass/leaf drop off site. This is a “recycled” product using leaves and grass collected in the Village.
Proper Mailbox Height During the winter season, unfortunately many mailboxes are damaged during the snow removal process. The diagram shows the correct installation height for the snow plows. Mailboxes not properly installed are at risk of damage at owner’s expense/ replacement. -T he door of the mailbox should be flush with the back of the curb. The door is flush - 4 2” from the with back of curb. bottom of the mailbox to the top of the curb 42” clearance or minimum from bottom of height of 48” mailbox to curb top from roadway.
Village Services - Public Works Department a few winter reminders • Our crews go out within an hour of the snow ending, it takes our crews 8-10 hours to plow the entire Village. • The snow at the end of driveways happens in the normal process of snow removal. • By Village ordinance, the Village crews will maintain the sidewalks in the school zones within 24 hours of a snowfall. All commercial sidewalks are to be cleaned of snow by the property owner within 24 hours of a snowfall. Christmas tree removal process Our chipper truck will be out during the month of January to assist with the disposal of Christmas Trees. You may also bring your Christmas trees to the Village’s compost site on Collaer Ct. No Over Night Parking By Village Ordinance 7.02 (4) there is not overnight parking on any streets from November 1st through March 31st. Due to the size of the plow trucks it is very hazardous to try maneuver around parked vehicles. Please be cautious during the winter months and be observant to the weather conditions to ensure that your vehicle is not parked on the roadway during these months. from the g.i.s. department

Snow removed from public sidewalks shall not be stored in any manner which will obstruct or limit a vehicular or pedestrian vision, movement or access. Basically, what we are called about is people clearing out their driveway and pushing the snow into the street. landlord and tenants The Village of Ashwaubenon has adopted NFPA 14.4.1 general, means of egress shall be continuously maintained free of all obstruction or impediments to full instant use in case of fire or other emergency. If there is a ground level patio door and/or entrance door, there must be access to the outside, and a shoveled walkway. Also, 5-643 Driveways and sidewalks: All sidewalks, steps, porches, driveways and parking spaces shall be maintained in good repair and in such condition as not to pose a hazard to public health and safety. Answer: Branches, grass, debris and leaves all can clog storm drains and lead to a very wet situation. Please be mindful of what is by the storm drains in the streets and in backyards. Plugged storm drains can cause flooding issues in the future. We can’t control Mother Nature, but we can control drains being clogged. The Public Works Department appreciates any help you can provide by keeping storm drains free and clear!

General Information Community Gardens @ Bill Diamond Park Sign-up dates in 2015 for the Ashwaubenon Community Garden @ Bill Diamond Park are as follows: Tuesday, March 3rd, 2015 @ 8 a.m.: Sign ups begin for returning gardeners only, from 2014. Tuesday, March 17th, 2015 @ 8 a.m.: Sign-ups for NEW gardeners Fee: $25 for season There are 50 plots in the garden plus 2 elevated gardener boxes. The inorganic garden boxes are designed for individuals with mobility challenges, allowing for easier gardening (less stooping, bending, etc.). The plots are a combination of inorganic(42) and organic(8). Returning gardeners will have had priority registration, followed by new gardeners, who can register on Tuesday, March 18th. Plot numbers for new gardeners which are available to “reserve” will be posted on our website prior to March 18th. There were 50 plots plus two elevated garderner boxes used by Ashwaubenon residents to grow vegetables, herbs and flowers. The community garden is open for the public to walk through…it is located across the driveway from our yard waste recycling center @ the end of Collaer Court.
Tax Collection Change Notice The Village of Ashwaubenon will no longer remain as a real estate or property tax collection site. Brown County will assume real estate and property tax collection responsibilities for all future years. The Village was the last community in Brown County that collected taxes but that effort will now shift to the county. Tax payers will need to reference their future tax bills for proper payment locations. Please note however, that all Pioneer Credit Unions are tax payment locations.

Facility Projects The Community Facilities Projects which were approved by Ashwaubenon voters in the 4/1/14 referendum are progressing well. A brief update on each project is as follows. Auditorium: The current plan is for the new auditorium to seat 700 people. There will be an orchestra pit for the band, and well as full ADA accessibility. The façade is proposed to have a striking glass front facing Ridge Road with the ticket office, concessions and coat check in the lobby area. The view from any seat in the house will be remarkable! The configuration of the receiving area/ stagecraft and property storage is being refined for flow and exterior aesthetics.
Community Center: The “centerpiece room” will hold up to 249 people and can be used for wedding and large events. Large windows in this room will overlook the park, and exterior doors will spill out onto a large patio area where guests can enjoy seasonable weather. If it’s chilly, the patio area will also feature a gas fire-pit for people to gather around. The centerpiece room can be subdivided to accommodate smaller groups and a wide variety of programming. Kitchen layouts and equipment are currently being discussed which will serve the community for generations.
The lobby will be its’ own gathering spot…with a proposed fireplace, comfortable chairs, and a wet bar that can be used by caterers to serve events. Two additional proposed rooms will each have a capacity for up to 75 people. It is being planned for the Parks, Recreation & Forestry Department offices to move to the new community center so as to better facilitate programming in the building
Pools: The main pool will have 8 lanes and 2 diving boards. Lane width for competition swimming is proposed to be 8’-2”, which will allow for ample space during warm-up times and practices. There will be a community room off the deck (overlooking the pool), which can be used for birthday parties and special event gatherings. There will be a spectator viewing area on the 2nd floor, which is proposed to accommodate 490 people for swim meets. There will also be restrooms and a small concession area on this level. The warm water pool will be separated from the competition pool by a glass wall, will range in depth from 3’ – 5’, and be used for senior activity classes, toddler swim lessons and potential therapy classes. There will be several private changing rooms for the public adjacent to this pool. All facilities are being designed to maximize energy efficiency, and minimize on-going maintenance time and costs. PLANS ARE CHANGING WEEKLY as the projects develop. While the individual amenities listed may change, the general concepts are very solid. Our loose timetable is as follows: • Late fall 2014 – Design plans completed. Bid packets go out. Projects are advertised • Winter – Bids received go to Village Board for review and award • Spring 2015 – Project groundbreakings • Spring 2015 through late Winter 2016 – Construction • Spring/Summer 2016 – Project Grand Openings!
