Police are looking at the possibility Sina Solomona’s murder was sexually motivated, and have discovered a bloodied hand print on a nearby clothing bin. Detective senior sergeant John Rae said at a press conference yesterday it did not appear the victim was raped, but could not rule out a sexual element to the attack. And in describing the injuries suffered by the 22-year-old, killed in her home around 2.30am on Saturday, he agreed it could be interpreted that the attacker was angry at his victim. Post mortem results had revealed more injuries not previously evident. Some of the injuries were likely to be caused by a sharp blade and some were likely to be caused by blunt trauma. It was unknown which injuries were inflicted first, and most of them were in the area of her head, and they included cuts around the victim’s face and throat. Police did not have an indication as to what had caused the blunt force trauma at this stage. A weapon had been found near her body, but it was unknown whether or not it had been used in the attack. Mr Rae was confident of ultimately making an arrest. “We will bring someone to justice for it, it’s a horrific crime, we have a three-year-old who doesn’t have a mother,” he said. Sina is survived by daughter Kaira, who is being cared for by extended family members. Mr Rae said a bloodied hand print had been discovered on a nearby clothing bin. The Cass Street house of the victim is just one block from the Salvation Army shop. Police were checking the contents of clothing bins in the town and they were being examined. The father of Sina’s daughter is not a suspect, he was not in Ashburton at the time, and while she had a partner, his movements had been accounted for. However, police believe the attacker knew his victim and intended to kill her. They have spoken to family members, who are also not believed to be implicated, and were looking at

be spoken to),” he said. There was no sign of forced entry to the house, and the back door was unlocked. “We assume whoever it was has gone through the back door,” Mr Rae said. However, it was unknown whether the attacker was already in the house when Sina was dropped home, by her sister’s partner some time between 2.20am and 2.30am on Saturday, or whether he came to the property afterwards. Sina finished a shift at 1am at CMP Canterbury, then went to a friend’s house before phoning her sister’s partner to pick her up. She was discovered fatally injured at around 2.36am, by her step brother. He had trouble opening the back door of the house and thought she was fooling around by not letting him in, but when he entered the house he saw she was lying at the door in a pool of blood. Mr Rae said while her step brother thought Sina may have been trying to talk to him, he believed in reality this was probably a “misinterpretation” as she probably would not have been able to. The number of police working on the investigation was about 20 and would be increasing today. Yesterday forensic mapping of the house was underway, this involved preparing a plan of the house and mapping out the location of furniture and other items, and getting a family representative to inform whether any items were new or missing from the crime scene. Once all forensic examinations were done, the house could be returned to the family, and he expected that would have been by late yesterday. The Guardian understands the family is desperate to find another property to live in, as they do not wish to reside at the house.

Residents’ lives put on hold By Susan Sandys Life as they know it has been put on hold for residents along a block of Cass Street after a murder occurred in one of its homes on Saturday. The road outside the households along the block, between Peter Street and Cox Street, remained closed yesterday, with road cones blocking either end. A police caravan remained on the street across the road from the cordoned-off victim’s home, as assorted police vehicles continued to come and go and forensic staff prowled the neighbourhood. Directly across the road from the Cass Street house is Ashburton’s Seventh Day Adventist Church, where police have been using the grounds as an extension of their caravan base. Clerk Bev Cameron said the church’s weekly service last Saturday had been transferred to the Ashburton Baptist Church, as parishioners would not have been able to reach the church with the road closed. “I would like to sneak along and clean the church but I daren’t,” Mrs Cameron said yesterday. There was to be a baptism at the church this coming Saturday. “We are sort of wondering we have to fill this font, who is going to come and lift the cover off,

somebody suggested asking the police.” However, she expected police would move from the scene this week and there would be time to go to the church and prepare it for Saturday’s service. “It’s sad,” she said of the crime. “I also feel sorry for whoever did its family.” Surrounding residents spoke to the Guardian yesterday, after having been out of reach in previous days. Media wanting to knock on their doors to talk to residents had been told to move on by police. Yesterday those within the cordoned area said they did not feel a sense of unease living near where the murder occurred. They believed the attack was a oneoff event, and felt police had the investigation under control. “For Ashburton it’s a very unusual occurrence,” one woman said. She had her husband had only just moved to the town, from North Canterbury, a few days earlier. Another said two homes for sale in the street had had their for sale signs temporarily removed. “I don’t think you would be buying the house next door at the moment,” he said. Life is expected to return to normal on the street today, as police wind up crime scene investigations. “It’s a pretty quiet neighbourhood,” the man said.

Assault in South Holidays a parent’s Street

By Myles Hume Ashburton parents have been left stranded with nowhere to send their children while they work over the Christmas break. With schools already closed and preschools and kindergartens shutting down at the end of the week, some parents are scrambling to get their children into the two holiday programmes while working parents either take time off or pay generous wages to babysitters. Several preschools are set to start on January 7, kindergartens on January 22 and schools not until early February. The demand is so high that OSCAR director Kate Bond said they were forced to open the programme before Christmas for the first time ever, following pleas from parents who did not know what to do with their children. Licensed to hold only 30 positions, Ms Bond said the programme, that is running until Friday, is “chocker”, and there would not any more positions available with all the spots booked up two weeks ago. “It’s good that it’s up and running because it was pretty hectic last week to get it organised.” Sport Canterbury is running a two-day programme which finishes today and will not start again until January 21. Other programmes contacted by the Guardian said they did not start until late January and did not offer a service before Christmas. SKIDS, held at Hampstead School, does not start until January 21, however co-ordinator Chelsea Gordon said there were still positions available as parents typically did not sign their children up until closer to the time. Ms Bond said the OSCAR programme would resume on January 7 and go through until January 25, but most positions for popular programme have already been snapped up. “We are full right the way through but we might have a few half day spaces here and there,” Ms Bond said. She said the programme was considering an application to increase the numbers next year due to the high demand. Ms Bond put the popularity down to the affordability of the programme along with the exciting activities they offered.

Rakaia School has made a giant step towards joining the revolution of classroom education. Parents and children were told the school has purchased 50 iPads for next year and they

would provide the basis of the pupils’ learning. It comes a week after a local ICT expert told the Guardian that each child would be walking to school with an iPad in their bag within five years, a view that is shared among several principals in the district.

Costing the school $25,000, principal Mark Ellis also made another exciting announcement, saying the year five class at his school would be completely iPad focused, putting pencils and workbooks on the backburner for the year. The remaining 25 tablets will

It is the time of year that Sharlene van Leerdam dreads the most – summer holidays. It’s the time of year where the Methven mother pulls her hair out, unsure of what to do with her three children; Samuel, 12, Bethany, 10, and Corban 8. Holiday programmes are too expensive and the children are too young to stay at home by themselves, so Sharlene is left with only one choice, to hire a babysitter. “It’s not cheap especially when you are on minimum wage, you can’t pay a babysitter $5 an hour because they bark at you even though they are sitting there and you’re feeding them,” she said. Paying at about $10 an hour or more, she said it ate into her wage, but with holiday programmes costing about $5 per child an hour, she said she has been left with no choice. “Everyone that’s working,

they get to the holidays and think ‘what am I going to do?’ ... it’s the worst of all the holidays because it is so long. “Unless you have friends that can help you or find a teenager, you have to get a babysitter.” However, Sharlene counts herself a tad luckier than others, she has a couple of weeks off and will return to her café job on January 13, meaning she has to pay about four weeks’ wages to her babysitter in total. Recently, She has been through two babysitters and is now on to her third. She said it can be a difficult task finding someone responsible yet exciting for the children. “This is my third school girl, I fired the first one because she didn’t turn up and the other got a job at a supermarket,” Sharlene said. Sharlene’s children will return to school in early February with most other school children in the district.

be shared among the other classrooms, each class looking to have three or four iPads. “The parents and some of the kids are thrilled,” Mr Ellis said. “I think we are seeing things change, kids and parents are wanting information at their finger-tips and using these devices in an educational environment allows them to find answers to questions instantly.” Although the school had a lot of guidelines to set for the class, Mr Ellis said he was excited about what was to come, admitting he would be learning a thing or two next year. Coming to school with a fully charged iPad, purchasing applications and keeping them in secure places during school hours are all part of the guidelines the school has to work through. “It’s going to be big but I’m convinced we can make it work. It’s a wee journey we’re going to go through,” he said. The iPad-based year five class was what Mr Ellis was most excited about, and he was curious as to whether other schools would follow suit. Meanwhile, at the same assembly, two Rakaia School year eight pupils were told they would lead the school next year, but before they take up their roles they will be going on a sailing ship adventure. Josh Bloomfield and Annissa Neil, both 12, were given the news they will go on the Spirit of Adventure, sailing on the Elwing near Invercargill in January - a Rakaia School first to further their leadership skills. The pair wanted to thank the school and the Lions Club, who donated $1000 to make the trip possible.

By Myles Hume Mid Canterbury holiday makers will be able to dust off the outdoor picnic tables and feast under the sweltering sun on Christmas Day. The first forecast for Christmas Day was issued by WeatherWatch.co.nz on Monday where a high of about 22 degrees celsius is predicted with high cloud and little wind. WeatherWatch senior analyst Philip Duncan said Ashburton could bust out the cricket sets and have a few cool beers in the sun, with the high expected to hang round over the festive break. “Wednesday, Thursday and Friday may be in the 20s, and then it cools in the weekend and picks up for Christmas, so it is timing itself right for now,” Mr Duncan said. He said Mid Canterbury would steer clear of the leftovers from Cyclone Evan which is expected to move away from the Pacific Islands and hit Kaitaia. He wanted to stress the point it was a forecast, however he was confident WeatherWatch would have it right. “We have been sitting off it for four or five days, but we are pretty sure of the forecast now.” Nationally, Mr Duncan said two-thirds of the country would be immersed in sunshine with highs in the early to mid 20s. He said a more extensive forecast would be available closer to the day.

By Sam Morton Police are investigating an assault after a man was struck over the head with a weapon in Ashburton on Sunday. The incident, which occurred on South Street about 1pm, resulted in one man going to Ashburton Hospital with reported head injuries. However, according to Senior Sergeant Grant Russell, of Ashburton, his injuries were not life-threatening and he was discharged later that day. Mr Russell said the assault occurred after an altercation between two men. “One of the males was struck on the head with a weapon of some kind, but he was discharged within a matter of hours the same day. “Police will continue to make inquiries about the incident,” Mr Russell said. St John Ambulance spokesman Ian Henderson confirmed St John had been called to two separate incidents, just minutes apart on South Street and Dobson Street. Mr Henderson said the call centre received reports of fighting among many people. • Aggravated burglary A 24-year man will reappear in court today charged with wounding and aggravated burglary after a 20-year-old man was stabbed eight times on Sunday. Detective Mike Signal said the incident took place at a house in Onekawa just after 5.30am. -APNZ

• Nelson pub gutted A pub was gutted by a suspicious fire that sparked fears for an adjacent petrol station early yesterday. Firefighters were called to the blaze on Waimea Rd about 1.45am, Fire Service southern communications shift manager Riwai Grace said. • Sex attack Police believe a 48-yearold truck driver charged with attempted sexual connection with an 8-year-old girl may have tried something similar previously. ECan approves regional policy statement Fire restrictions to be Environment Canterbury’s regional policy statement has been approved, setting the tone for resource management in Canterbury for the next 10 – 15 years. Commissioner Peter Skelton said the policy is the key overarching document for resource management in Canterbury, providing guidance on the way resources are managed for future generation. “It imbeds the Canterbury Water Management Strategy into the planning framework for the region and

is a major step forward in delivering a stronger planning framework for Canterbury.” The policy statement was developed with Ngai Tahu as Environment Canterbury’s partner and in consultation with territorial authorities, a wide range of stakeholders and the general public. It was notified in June last year. Professor Skelton said the new policy statement made some significant advances over the previous document. “It is now much more specific and

includes provisions around managing natural hazards, measuring significance for biodiversity and limitations on the use of biodiversity offsets, managing development in historic cultural and historic heritage landscapes, and focusing on consolidation of development around existing townships and settlements. “The document is intended to provide greater certainty for developers and resource users, the community and interest groups in terms of the types of decisions they are likely to be making in future. The policy

statement provides a sound framework for economic growth in an environmentally sustainable way.” Proposed Change 1 to the current Regional Policy Statement, which provides for development in the greater Christchurch area and implements the Urban Development Strategy, is currently before the Environment Court and was not part of the review that led to the new policy statement. The new Canterbury Regional Policy Statement will become operative on January 15.

Christmas starts early for restaurants By Gabrielle Stuart Christmas started early this year at Ashburton restaurants, with Christmas functions booked earlier than ever and the Christmas rush beginning well before December. The Lake House owner Mike Kelly said that bookings were up about 30 per cent on last year and the restaurant had been booked up for Christmas functions since August. “We get more bookings every year, and they start earlier. If people come in we go out of our way to accommodate them, we don’t want them driving all the way out to be turned

away. But for big groups we’ve been booked out for months.” This will be Mr Kelly’s third Christmas as owner of the Lake House. “We have groups come in for Christmas functions and book for next year as they leave, so it definitely pays to get in early.” Christmas business at Braided Rivers Restaurant and Bar has also begun earlier this year, with Christmas functions starting in November. Operations manager Sarah Davidson said that businesses were booking earlier to avoid the rush. “We’re getting busier, and often

people have multiple work functions and go to their partner’s function as well. We’re seeing Christmas work do’s being held earlier, before the schools break up.” She said that the restaurant was busy over December, but that bookings were still available over the Christmas period. “Business is up a bit on last year. Throughout the year we’ve had a positive winter, and we’re expecting an even better summer. Were seeing a lot more new people in town in Ashburton, and they’re very positive about Christmas. We’re also seeing a lot more business from people passing through Ashburton and stopping

for a meal here, especially people heading south.” Greg King, manager of Kelly’s Café and Bar, said that over Christmas the café saw a lot of breakfast bookings, although dining was more casual. He said business over Christmas was quite similar to last year, but the year overall had been a good one. “The economy in Ashburton has picked up over the last few years, so you see businesses and farmers busier. A big difference I think is that since the Christchurch earthquakes locals have stayed more local. You used to see people travel to Christchurch every weekend, but they stay around now.”

A restricted fire season will be imposed on Friday for the Ashburton Lakes and Rakaia Gorge area. The restrictions mean that no fires can be lit in the open without a permit, with the exception of gas fired barbecues and gas cookers. The restriction has been imposed under Section 19 of Forest and Rural Fires Act 1977 for the Rakaia Gorge and Ashburton Lakes areas to the Main Divide west of a line from the Rakaia River, up Hutt Stream

and along the ridge to Mount Hutt thence a line to Mount Alford to Mount Somers to Mount Barrosa and the Rangitata River at Boundary Stream. An Open Fire Season currently remains in force for the Ashburton Plains. However, principal rural fire officer Don Geddes said, people should be advised that there was still a duty of care when conducting any burning in the open air. “That means attention should be given to weather conditions, adequacy of fire breaks, and the

patrolling/supervision of fires until completely out, and it is requested that fires not be lit after dark.” Anyone responsible for a fire in is liable for suppression costs associated with uncontrolled fires, Mr Geddes said. Under Environment Canterbury’s Natural Resources Regional Plan rules, no outdoor burning is allowed at any time within all residential areas and industrial areas adjacent to residential areas without a resource consent from ECan. by David Fletcher

Council comes clean on bridge route vote By Sue Newman When a vote was taken on proceeding to designate land for a second bridge across the Ashburton River, only four Ashburton District Councillors raised their hands in opposition. After a community consultation on the two southern bridge route options, the council voted last week to proceed with an urban route that will significantly affect seven or eight properties and have some impact on a number of others. Discussion around the route decision and whether or not designation should be sought was carried out in-committee, but the council has now come clean on who voted which way. Against the route and proceeding to land designation were four first term councillors – Martin Nordqvist, Donna Favel, Stuart Wilson and Ken Cutforth. Before the council moved into committee to debate the bridge route, the four councillors had fought to have debate and voting take place in the open section of the meeting but their efforts were defeated. When it came to voting on the bridge project going to the designation stage and for the route to follow Chalmers Avenue to the north and a new urban road through eastern Tinwald to the south of the river, councillor John Leadley gave his support to the recommendation. • MPs’ pay to rise While many people struggle financially at Christmas, politicians will be enjoying early holiday cheer with a pay rise. The independent Remuneration Authority has again made an end of year recommendation for a pay increase for the MPs. Prime Minister John Key said yesterday he was comfortable with politicians getting more in their pay packets this year. Since 2005, backbencher salaries have risen by $24,000 to $141,000. Over the same period the Prime Minister’s rose by $64,510 to $411,510. The pay rise, to be confirmed on Thursday, would be backpaid - giving politicians a Christmas lump sum. - APNZ

It commissioned consultants Opus to analyse the feedback and to make a route recommendation from the two options, either a rural or urban route through Tinwald east. The land designation will now be the subject of a resource consent application and this will be lodged by the middle of next year. This consent application will be open for submissions of objection and support as part of the public consultation process. Those submissions will then be heard by an independent commissioner before a decision is made on granting consent to designate the land the council requires for the second bridge route. Once the designation is granted, affected landowners will have the opportunity to sell their property or part of their property to the council at what is then the current market value. Property can be acquired compulsorily under the Public Works Act.

Community and public health smoking cessation practitioner Carly McDowell said she was pleased to see the reduction of smokers, but pointed out there was a lot of work to be done yet. “We’re seeing great things being done and next year we have a lot of promotions in line. “But it’s about making this topic an item of every day discussion and keeping the message circling out there, especially among the younger ones,” she said. The survey, released last week,

shows about 17 per cent of people aged 15 or older in New Zealand make up the daily smoking toll – equating to about 600,000 people. In 2009, a similar survey found 19 per cent of people aged 15 or older smoked daily. The Government is now gearing up to implement further road blocks for smokers including another price hike and introducing plain packaging. Ms McDowell was a big fan of the plain packaging and said the benefits had been experienced first hand in Australia.

She believes plain packaging will help dramatically lower the smoking figures. “Plain packaging is boring, so there is no appeal for kids to pick up a pack. “It’s not a label, it’s not a brand and it’s no longer cool . . . it’s just plain old packaging. “I think that will had a great impact on stubbing out some of our younger smokers, as well as detracting others from starting,” she said. Although the Government’s target for 2025 is for New Zealand to be “smoke-free”, the reality is the

To stamp smoking out altogether would be unrealistic, Ms McDowell said. “I think you will always have a percentage of the population smoking, no matter what plans are put in place. For a lot of the hardcore smokers, nothing is really changing – but instead this target and everything being done around it, is to help support those who want help and to ensure we get a far lower uptake among school children and young adults,” she said.

“And it is also really beneficial to promote smokefree environments too, I think that’s a really good way of encouraging people to socialise without having to smoke.” Smoking is the leading preventable cause of premature death in New Zealand. On average, about 4500 people die from smoking related causes. Earlier this year, the Government forced retail displays of tobacco to be covered up. It is now considering public submissions on its proposal to impose plain packaging.

Police have named a family of five killed in a crash in Waikato. The driver of the vehicle was 23-year-old Lisa Crowley. Her partner, Richard Melling, 37 was the front seat passenger. Hallwright wants job reinstated

I

t’s now been five days since Sina Solomona was murdered and her family is no closer to receiving answers to why and at whose hands she died. For them it’s a dreadful waiting time, a time that will seem to have no end. They’ve lost someone they love and the awfulness of that is made even worse by her death becoming very public property. Inevitably when a person is murdered, every aspect of their lives becomes public fodder. There’s an unfortunate side to human nature, the desire to know, to question, to speculate, to find answers. And that just makes life tougher for the families involved. Finding a killer is an exercise in patience for police. Their work is slow, painstaking and methodical. That’s the way it needs to be to ensure every shred of evidence is uncovered, every piece of information collected is followed up, every person with any connection to the victim is interviewed. That’s what police are trained to do. To the outsider it might seem they’re getting nowhere, doing very little, but they’re out there working around the clock, at the scene, on the street, in offices and laboratories. Nothing that is significant will go unnoticed, unchecked. For the public there’s often

not a lot to show for the intense work that’s part of a crime. But that’s the nature of investigative work. It’s about tying together the thousands of lose threads that will ultimately build a picture that results in the offender being caught, tried and convicted. In Sina’s case it will be no different. The threads that will tie her murderer to the crime will all be there and they will all be collected and woven together. Today, tomorrow, next week. Her family will have answers. Unlike some crimes where the attack is random, this appears to be a crime where evidence, circumstance, opportunity will all serve to tie the offender to the crime. As the days since her death tick by, Sina’s murder will lose its place as “hot news” as we race towards Christmas. It won’t lose its place for her family, however. They’ll be going into the festive season with heavy hearts and with questions that may never be answered. Christmas this year will be a time for mourning, not celebration. And the countless Christmases to come will always be marred by memories of the horror that led into Christmas 2012, the Christmas that cost a little girl her mother.

Guy Hallwright is taking his former employer Forsyth Barr to the Employment Relations Authority and wants to be reinstated to his job. Hallwright lost his job as a senior analyst at the share broking firm three months ago after he was sentenced to 250 hours’ community work for breaking the legs of a man he ran over. Hallwright was found guilty by a jury in June of causing grievous bodily harm with reckless disregard over the incident in September 2010 in which he hit Sung Jin Kim with his Saab. He drove off, but later called police about the crash. As well as the community work and an 18-month ban from driving, Hallwright was also ordered to pay victim Sung Jin Kim $20,000 reparation. Forsyth Barr chief executive Neil Paviour-Smith yesterday confirmed he had been in an Employment Relations Authority hearing regarding Hallwright’s job. Paviour-Smith said Hallwright’s position was terminated after the company had considered all the relevant facts following his conviction. He said Hallwright was entitled to the hearing. “It’s a process we are duty bound to follow.” The hearing is due to continue today. - APNZ

Ombudsman criticises Education Ministry The Ombudsman has criticised the Ministry of Education for its handling of requests for information about Christchurch school closures, and is planning an investigation into its disclosure processes. In a report released today, Ombudsman David McGee found the ministry wrongly advised Christchurch City Council on how to reply to requests for information. When the council challenged the advice, the ministry’s response failed to correct or address the fact that their initial response was inappropriate and wrong, Dr McGee said. Information about school closures and

mergers, which have a major impact on communities, should be presented in a “comprehensive and comprehensible form”, he said. “Schools and parents should not have to ferret out information by making official information requests.” Dr McGee also found the ministry was wrong to advise two principals to withdraw their official information requests in order to receive a better response. “Any suggestion that a government agency must bypass the OIA [Official Information Act] in order to allow a more efficient provision of information is unacceptable.”

In response to the Ombudsman’s investigation, the ministry started reviewing its OIA processes and staff training around the issue, Dr McGee said. However, he and Chief Ombudsman Dame Beverley Wakem were concerned that there seemed to be a broader perception within the public sector that “some requests for information can only be processed efficiently by somehow removing them from the OIA context”. NZEI Te Riu Roa national president Ian Leckie said the findings vindicated the concerns of parents and educators over the consultation process. “We’ve been saying for months that the

ministry has not adequately consulted with the people of Christchurch and has instead tried to ride roughshod over due process,” said Mr Leckie. Labour’s education spokesman Chris Hipkins said people needed all available information to have a meaningful say in a consultation. “I think not releasing information is indicative of a culture of secrecy and the cloak and dagger way they are going about this review of Christchurch schools,” he said. Green Party co-leader Metiria Turei said the process the minister had used to talk to schools was poor. -APNZ

anyone.” Asked if he thought a previous arson conviction might have relevance to his firefighting ambitions, Handy said: “People change. And I’ve changed. “It’s a long time ago. What business is it of yours?” Handy, then aged 19, was sentenced in the Christchurch District Court in August 2007 to two years’ jail on two charges of unlawful sexual connection, burglary, theft of a vehicle and arson. - APNZ

YOUR VIEW Council contractors The Ashburton District Council increasingly demonstrates that it is incapable of handling direct criticism or even an environment where it may appear. Council has not encouraged in-house expertise and maintains a system of contractors, going further into this appalling system by having yet more contractors to oversee the field group. The consequence of this avoidance of direct responsibility is what we now have, disjointed operations and no direct contact with the actual workforce and of course no rapid response to any queries. I had the experience of this being told not to contact the department head but go through the young ladies at the desk, this I’ve had occasion to do and they are wonderful to deal with but the satisfaction of discussion with the nominal boss is missing as is the immediate reaction which I feel is everyone’s right. This again is the attitude of some councillors, one of whom I wrote to. I was graced with a reply that was insultingly patronising but it became educational in that respect. Where the district suffers and is becoming stifled is that the contractors are setting the thought process standards. I venture further and suggest that OPUS provide the correspondence when required. I wish more people could read the

Order Paper and council minutes, you’d then realise what garbage council occupies its time with and then talk of all that they must do. The meeting times must be changed to attract those of more updated thought and particularly to allow those whom you describe as the Old Guard an opportunity for a dignified retirement. Changes are needed and those professing tertiary qualifications required to not only demonstrate but utilise in the best interest of the district. We certainly do not require three layers of contractors to ensure the footpaths are kept clean. M. N. Richards

Fiji ‘a disaster’ A state of natural disaster has been declared for 15 days in Fiji as the Pacific nation begins the cleanup in the wake of Tropical Cyclone Evan. National Disaster Management Office director Manasa Tagicakibau said the declaration would allow authorities to speed up repair work in the north and west, which began yesterday, FijiLive reported. Special Administrator for Labasa Vijay Chand said the weather in the north of the country had calmed and people were trying to get back to normal. “People in the town started cleaning their homes today and the situation is calm. The Labasa market will be open tomorrow and we will also carry out further cleaning tomorrow,” Mr Chand told the website. “The roads in the town are open. There were some broken branches on the roads but they have been cleared. The enclosure of the Subrail Park has sustained damage due to the strong winds during the tropical cyclone.” Some of the shops were open yesterday and we expect more shops to start normal businesses from tomorrow.

Government officials will travel from Suva today to see the damage left in Cyclone Evan’s path in the north of the country. Fiji Times reported 8416 people were in 147 evacuation centres around Fiji by yesterday afternoon. Foreign Affairs Minister Murray McCully yesterday announced New Zealand would contribute $600,000 to Samoa for relief and recovery efforts. Five additional New Zealand Red Cross workers to travel to Samoa to support local efforts and further requests for assistance would also be considered, said Mr McCully. New Zealand would also make $50,000 immediately available to Fiji and $170,000 to the Fiji Red Cross which will help to replenish supplies for those in immediate need, he said. Tarpaulins, water containers, generators and chainsaw packs were also on the way to Fiji on commercial flights. Fiji was pounded by 270km/h winds, which uprooted trees and homes, ripped roofs off buildings and caused widespread power and water outages. There were no reports of fatalities. Several charities have launched

The son of the pastor of the Christian Mission Fellowship sits in what remains of the destroyed church after Cyclone Evan blew through the area in the village of Malomalo, east of the Bay of Natadola on the coast in Fiji.

When Ashburton Rotarian Walter van der Kley walked through the devastated city of Apia yesterday morning, what he saw shocked him. “I can’t believe the amount of damage we have seen. There are whole houses that are gone, rivers that have burst their banks and gone through houses – it’s just so sad. “We are just staggered that more people aren’t dead, when you see some of the damage that is out

there, I would literally call it a miracle.” The Hinds resident is in the Samoa capital, helping with the recovery following the devastation that Cyclone Evan has left in its path, killing 14 people. He has flown to the stricken country, where about 300mm of rain fell in 24 hours, to assess the damage and report to ShelterBox, an international organisation that provides urgent supplies to disaster victims. It is the second time Mr van der Kley has been to the county in the wake of a disaster, his previous relief work was at the time of the

2009 Tsunami that killed more than 100 people. With an assessment of the damage yesterday, Mr van der Kley said it was comparable with the disaster three years ago, saying the damage was not as severe but more wide-spread. He had heard about 400 homes had been destroyed, 400 to 500 more substantially damaged, and five primary schools wiped out along with nine that were damaged. Mr van dr Kley said he had seen cars flipped upside-down, houses uprooted and trees with a

one metre diameter wedged under bridges and lying strewn across Apia. He said he met with Red Cross yesterday and would meet with other agencies to determine how much aid would need to be sent. Despite the devastation in Apia, the community were in positive spirits and focusing on rebuilding the wrecked city, he said. “People are just doing what they can, the road crews are out clearing and they are working hard to get the power back on,” he said. Mr van der Kley will have more information tomorrow.

Quake heroes honoured By Kurt Bayer Levi and India-Rose Gilbert will never get to know their dad, but they’ll always know he was “somebody special”. Jaime Gilbert died saving his sister from falling masonry during the February 22 earthquake. And yesterday his sister Amy Cooney walked hand-in-hand with Levi, 4, and India-Rose, 2, on stage to accept a special bravery award in Christchurch. “We’ll never forget him,” a teary Ms Cooney said after accepting the posthumous award last night. She was at Iconic Bar in Manchester St where 22-year-old brother Jaime worked as a barman when the magnitude-6.3 quake hit at at 12.51pm. Jaime used himself as a human shield to save her life, but was killed when

crushed by falling rubble. He was one of 172 individuals, groups, and organisations recognised at the second, and final, Christchurch Earthquake Awards. Robert Gilbert, Jaime’s father, said the award brought mixed emotion for the family, especially heading into Christmas. “It brings back a lot of memories,” he said. “Levi and India-Ross will never know their dad, but they will always know that he was somebody special.” Mr Gilbert said the kids, with their mum - Jaime’s partner Natalie O’Brien are “doing great”. The family is staying positive and looking forward to seeing Christchurch “rise again”, he said, but admitted he was doing it tough. “Anyone who’s lost a child will know that you never find closure,” Mr Gilbert said.

“You learn to live with the pain but it never goes away.” Awards were presented by Mayor Bob Parker at Christ’s College to people who helped in the emergency effort or were involved in community initiatives in the wake of the disaster. Mr Parker urged recipients not to be shy when receiving their awards which recognised their “bravery, stoicism, and courage”. The last award of the night went to masked student superheroes Flat Man, and his sidekick Quake Kid, who donated ‘relief boxes’ to students and those in need. “It’s really cool,” said the mysterious caped crusader. “When I set out on this adventure, I never thought I’d be getting an award, on stage in lycra, from the mayor.” - APNZ

Takamore family loses Fuel prices set to rise fight to keep body By Rebecca Quilliam Denise Clarke is overwhelmed that the fight is finally over to have the body of her partner returned to Christchurch, after it was taken to the Bay of Plenty by his family to be buried with his ancestors. The Supreme Court yesterday dismissed a bid for James Takamore’s body to be kept at the Bay of Plenty burial site, against Ms Clarke’s wishes. Mr Takamore was interred at a marae at Kutarere in accordance with tikanga, or Maori customs and tradition, after he died from an aneurism in 2007. Since then Ms Clarke, his partner and executor of his will, has been in a legal battle to have his body returned to Christchurch, where he lived with her and their two children for 20 years. Mr Takamore was originally from Taneatua, in Bay of Plenty, and had returned to the North Island only twice in 20 years since moving to Christchurch. He had specified in his will that he wanted to be buried, but did not say where. Ms Clarke had intended for him to be buried in Christchurch, but before that could happen the Takamore family collected his body and buried it in Bay of Plenty. Both the High Court and the Court of Appeal ruled it was unlawful for Mr Takamore’s family to take his body, but his sister Josephine Takamore appealed to the Supreme Court. Ms Clarke said yesterday her reaction was “extreme relief” that the fight had finally come to an end after five years and four months. The Supreme Court’s ruling said Ms Clarke was entitled to have the body

exhumed for a reburial in a place of her choosing. She said that would happen in a matter of weeks. “I’m hoping, all going to plan, early next year. It won’t be months, it’ll be weeks. It’s not going to drag on another year anyway.” She said she could hardly comprehend it was all over. “I’ll be able to relax a bit more over Christmas now, knowing it’s over, knowing I won’t have to fight any more.” Mr Takamore would be laid to rest at Ruru Lawn Cemetery, in suburban Bromley, not far from her home, Ms Clarke said. In her heart, she believed it was the outcome Mr Takamore would have wanted. “I wouldn’t have fought for this long if I didn’t (believe that).” Ms Takamore said she would not comment about the ruling until after she had spoken with her whanau. The Supreme Court yesterday said there was “significant cross-cultural misunderstanding” between Ms Clarke and Mr Takamore’s sister and extended whanau. The justices unanimously dismissed Ms Takamore’s appeal. Three of the justices said there was common law rule under which personal representatives had both the right and duty to attend to disposal of the body of a dead person. “The rule becomes operative where there is no agreement or acquiescence among the family on what is to be done, where arrangements have broken down, or where nothing is happening.” They said the representative should take into account the views of those close to the person. - APNZ

The Government’s scheme to increase petrol tax and road user charges will hit consumers hard in these tough economic times, the National Association of Retail Grocers says. Transport Minister Gerry Brownlee yesterday announced that petrol tax would increase by three cents a litre each July 1 for the next three years, and road user charges would go up by an equivalent amount. National Association of Retail Grocers of New Zealand executive director Trina Snow said the increases would inevitably result in higher food prices. “I think every increased cost has got to be collected somewhere. The transportation of goods is going to increase and therefore the cost of the goods is going to increase and the consumer will end up paying for it eventually,” she said. Automobile Association spokesman Mark Stockdale said the petrol tax increase would cost motorists on average about $30 extra a year. He said it was standard for petrol tax and road user charges to go up, but the latest increases were at the “upper limit” of previous price hikes. “The reality is that the money paid in tax is spent for the benefit of road users; it’s spent on maintaining and building roads, it’s spent on building newer, safer, more reliable roads, and it’s also spent on public transport.” Road safety campaigner Clive MatthewWilson agreed the latest increases were inevitable but feared the money generated wouldn’t be spent wisely. “As cars have become more energy efficient the amount that the government gets from fuel taxes has obviously dropped, which has led to an increase in the amount of fuel tax to make up for it.” Green Party transport spokesperson Julie Anne Genter said the tax hikes were a waste of taxpayer money that would unfairly make working families pay for motorways few will use. - APNZ

UN chemical kits in Golan Heights The United Nations is sending chemical weapons kits to UN troops in the Golan Heights because of growing fears over Syria’s deadly non-conventional arsenal, officials say. UN peacekeeping chief Herve Ladsous briefed the UN Security Council on efforts to bolster the safety of the UN force, which monitors a ceasefire zone between Syria and Israel, after five troops were injured in attacks. “We have taken measures to enhance security,” he told reporters after the meeting yesterday. “For those personnel who are not equipped on a national basis we are sending them some kits to protect them from chemical attack, if that were to happen.” Extra armoured cars have also been sent from other missions to the UN Disengagement Observer Force (UNDOF), which has been monitoring a ceasefire between Israel and Syria since 1974. There are about 1000 unarmed

troops from Austria, Croatia, India, Japan and Philippines in UNDOF. The Indian troops, at least, are known not to have chemical weapon protection. Five Austrians were wounded, two seriously, when a convoy taking US troops from the Golan Heights to Damascus airport came under attack earlier this month. There have been a number of incidents in the ceasefire zone this year. “There have been increasing difficulties fulfilling its mandate,” Ladsous said. “The multiplication of incidents is really a concern.” The United States said earlier this month that it had intelligence showing Syria was considering using its chemical weapons. US President Barack Obama led international warnings to President Bashar al-Assad over the arsenal. Ladsous also confirmed that the United Nations is drawing up contingency plans to send a pos-

sible international force to Syria if the government collapses, but the UN peacekeeping chief gave no details. “It is contingency planning based on a number of possible scenarios. But the work is going on,” he said. Syria’s UN ambassador Bashar Jaafari said, meanwhile, that Damascus is “genuinely worried” that some countries might equip extremist groups with chemical weapons and then claim they were used by the government. Jaafari also accused the United States of backing “terrorist” groups in Syria in a letter to UN leader Ban Ki-moon and the UN Security Council which was released yesterday. The New Zealand’s government’s margin-of-error target to meet an operating surplus by 2015 has put spending on its biggest programmes under the gun, according to Finance Minister Bill English. The government plans to keep its spending programme in check as the deteriorating global economy puts its budget surplus at risk, singling out “long-term drivers of costs in areas

such as welfare, health, education and law and order,” according to the English’s budget policy statement. “The forecast surplus of $66 million is not large,” English told a media briefing in Wellington. “The need for control does not expire once we get into surplus.” The budget policy statement spending priority will be given to health and education in the 2013 budget, with other departments and agencies expected to stay within existing baselines.

“We’re not willing to get to surplus at any cost to the economy, because we’re already on a pretty solid rate of fiscal consolidation,” English said. “We will continue with expenditure constraint.” The Treasury is forecasting social assistance grants, including benefits and pensions, rising to $24.31 billion in 2017 from $21.16 billion in 2012. Of that, pensions will rise to $12.69 billion by 2017 from $9.58 billion while family tax credit, and benefits will remain relatively flat over the forecast horizon. Total health spending is forecast to

rise to $13.71 billion by 2017 from $13.65 billion in 2012, education is expected to increase to $13.35 billion from $12.41 billion, and law and order costs are forecast to rise to $3.75 billion from $3.59 billion over the projected horizon. The government has imposed zero budgets in recent years as it keeps a lid on spending and prevent its debt levels from ballooning after the global financial crisis in 2008. English will unveil spending plans for its future investment fund at next

year’s budget, which is expected to take $5 billion to $7 billion raised from its sell down of stakes in state-owned enterprises and use it for new capital investment. The government will also use the next budget to support and extend its business growth agenda to assist businesses become internationally competitive. Investors to get 85% Estimated quake bill hits $13b of Credit SaILS money By Adam Bennett

By Jamie Gray Investors in failed investment product Credit SaILS will get 85 per cent of their money back after the Commerce Commission reached a settlement with the five companies behind it, including brokers Forsyth Barr, who promoted it. As part of the settlement, the companies agreed to create a settlement fund of $60 million to be distributed to investors who lost money when Credit SaILS failed in 2008. The companies involved in establishing the fund were Forsyth Barr, Forsyth Barr Group, Credit Agricole Corporate and Investment Bank, Credit Sail and Calyon Hong Kong. The commission’s investigation included liaison with the Financial Markets Authority, which had agreed not to take action against the companies in light of the settlement. Credit SaILS were sophisticated debt securities marketed and sold to the New Zealand public in 2006 with the prospect of 8.5 per cent interest income and capital protection. A total of $91.5m was raised through the offer but Credit SaILS failed in 2008 and the notes are now virtually worthless. The estimated total loss for those eligible for a share of the settlement fund was around $70m. The commission reached the view that Credit SaILS was marketed and sold in a way likely to have breached the Fair Trading Act but that it would not prosecute. It said representations that Credit SaILS were “capital protected” were misleading and deceptive. Credit SaILS were highly complex and

unsuitable for the average investor, “and the companies who marketed and sold Credit SaILS ought to have known that the product was unsuitable for the average investor”. The companies have not admitted liability and do not accept the commission’s views on these matters, it said. “In our view there were sufficient grounds to file legal proceedings under the Fair Trading Act against the companies who promoted and sold Credit SaILS,” the commission said. “While the commission could have issued proceedings, those proceedings would likely have been lengthy, costly and with no absolute certainty of a successful outcome,” commission chairman Mark Berry said. “We believe that a settlement fund of $60m, available to investors from March next year, is an excellent outcome,” he said in a statement. The settlement was expected to restore eligible investors to around 85 per cent of their original investment in Credit SaILS. More than 3000 investors bought Credit SaILS. Most were retail investors with a limited understanding of complex financial products like Credit SaILS. The commission said “a significant number” of investors in the product are now over 70 years of age. Under this settlement, investors will now receive about $850 for every $1000 they invested. Without the settlement, investors could expect to get about $20 from their $1000. “It is crucial in relation to complex financial products that investors are provided with accurate information, particularly about the risks of a product,” Berry said. – APNZ

The Government’s anticipated final bill for the Canterbury Earthquakes has risen again, topping the $13 billion mark in today’s Half Year Economic and Fiscal Update (Hyefu) and finance Minister Bill English acknowledges it remains a risk to the Government’s target of returning to surplus by 201415. But while it is not expected to increase the overall long-term cost, the bill to the taxpayer for the AMI Insurance bailout has been far higher than expected over the last year. Treasury Secretary Gabriel Makhlouf said official estimates of the total quake damage had been revised upward from $20 billion to $25b but total capital costs “may be around $30 billion”. The latest estimate for the Crown’s share of the rebuild was now $13.1b, an increase of just over $100 million from the May Budget. However, the Hyefu documents warn: “There remains a significant risk that the final cost to the Crown will exceed the $13.1 billion cost included in these forecasts.” With the $5.5b Canterbury Earthquake Recovery Fund now fully allocated, “new policy decisions, or increases in costs above the estimation contingency that are not managed within existing budget allowances, will adversely affect the Crown’s fiscal position”. Actual net earthquake expenses during the 2012 year, at $1.9b, were more than $500m higher than forecast in the Budget. That was mainly due to higher than anticipated spending on local infrastructure but also significantly higher costs for the Southern Response package, as the AMI earthquake claims

liabilities held by the Crown are now called. Uncertainty over the eventual cost of those claims is listed as a “changed” but “unquantified” fiscal risk. Finance Minister Bill English said “anything to do with the Christchurch Earthquake” represented a risk to the Government’s target of returning to

surplus by 2014-15. “We’ll go through the cycle of reestimating those in the run-up to next year’s Budget.”. Mr English also said at least some of the increase in the total capital cost of the quakes to $30b was “likely to flow through to the Government books”. – APNZ

hen Christmas Day is over, if turkey’s your main meat of choice, inevitably there’ll be leftovers. After a couple of meals of cold turkey and salad, the remains of Christmas Day’s dinner starts to look a little less appetising. The cost of the big bird, however, means that the ‘waste not, want not’ mentality kicks in and you’re loath to toss out what’s still in the fridge. Try a few of these options for making a new meal out of Christmas fare.

Turkey and rice bake

6 slices bacon 1 medium onion, chopped 1/4C sliced onion 2 cups cooked rice 500g frozen chopped spinach or broccoli, cooked and drained 2T chopped red peppers 1/4 t salt 450g can condensed cream of mushroom soup 1/2 C sour cream turkey slices 1/2C fine dry bread crumbs 1T melted butter

• Cook bacon until crisp. • Drain on paper towels then crumble. • In 2 tablespoons of the drippings in the same pan cook onion and celery until just tender. Combine the rice, bacon, onion, celery, spinach, red pepper, and 1/4 teaspoon of salt. • Combine the soup and sour cream then stir half of it into the rice and vegetable mixture. • Spoon mixture into a lightly greased baking dish. • Arrange turkey slices over rice and vegetable mixture. • Spoon remaining soup and sour cream mixture over turkey. • Toss bread crumbs with butter and sprinkle around edge of casserole. • Bake in a preheated 180°C oven for 30 to 35 minutes, until hot and browned around the edge.

Curried turkey salad

1/4 C mayonnaise

2 T chutney 3 to 4 t curry powder, to taste A little cream 1/4 C celery, chopped 1/3C chopped dried cranberries or raisins 1 T chopped green onion 2 T chopped nuts, optional 1 1/2 C diced turkey

• Combine mayonnaise and chutney in a small bowl, adding curry powder to your taste. • Stir in a little cream to moisten. • In a larger bowl, combine celery, chopped dried cranberries, green onion, nuts and turkey. • Stir in the curried mayonnaise, adding a little more cream if needed to moisten more.

Turkey macaroni casserole

2C uncooked macaroni 1/4 C butter 1 1/2C chopped celery 1/2 C chopped green bell pepper 1/2C chopped onion 2 x 450g cans condensed cream of chicken soup 2/3 C milk 2 C shredded Cheddar cheese 2 C cooked chopped turkey 1 T chopped capers 1/2 t salt 1/4 t ground nutmeg

• Cook and drain macaroni. • Melt butter over medium-low heat. • Add celery, green pepper, and onion; cook until tender. • Blend in soup, milk, and shredded cheese. • Cook, stirring, until cheese is melted. • Combine cheese mixture with macaroni, capers turkey, salt, and nutmeg. • Transfer to a buttered baking dish. • Bake at 180°C for 30 minutes, until hot and bubbly.

Spicy rice and turkey with chorizo

1 C long-grain white rice 1 T olive oil 125g Spanish chorizo sliced 1 1/2 C shredded roasted turkey 1 C frozen peas

1/4 C dry white wine 4 scallions, thinly sliced 2 tomatoes, chopped salt and black pepper

• Cook the rice. • Meanwhile, heat the oil in a large skillet over medium-high heat. • Add the chorizo and cook, stirring occasionally, until browned, 2 to 3 minutes. • Add the turkey, peas, and wine to the pan and simmer until heated through, about 2 minutes. • Stir in the scallions, tomatoes, salt and pepper and cook for 1 minute. • Add the rice and toss to combine.

Turkey and cranberry pizza

200g hummus 2 large pre-made pizza bases 300g bottle cranberry sauce 150g brie 2C left over turkey

• Spread pre-made pizza bases with hummus. • Drizzle over cranberry sauce. • Top with slices of brie and turkey. • Bake at 220°C for 10-15 minutes until the pizza is piping hot.

Turkey and bacon pie 1 piecrust, pre-made or make your own 1 250g cream cheese – cubed cooked turkey to fill crust halfway. 3-5 slices crisp cooked bacon, crumbled 1/2 cup heavy cream 5 eggs Two pinches of flaked chilli 1 cup grated cheddar cheese salt and pepper to taste • Brush piecrust with melted butter, then spread cubed cream cheese over crust. • Placed cut up turkey and bacon in crust. • Beat eggs and cream then add the chilis, and a little salt and pepper. • Pour over turkey. • Top with the grated cheese. • Bake 200°C for 10 minutes 20 minutes 180°C or until egg has set.

During the Christmas and New Year period there will be some disruptions to Ashburton District Council services. We wish everyone a happy Christmas and New Year.

The Ashburton Resource Recovery Park will be closed on Tuesday 25th and Wednesday 26th December 2012 and Tuesday 1st January 2013.

The Methven Greenwaste and Inorganic Materials drop off facility will be closed Wednesday 26th December 2012. Kerbside refuse and recyclables programmed for collection on Tuesday 25th December 2012 and Tuesday 1st January 2013 in Netherby and Hampstead will be collected on Monday 24th December 2012 and Monday 31st January 2013 respectively. Kerbside refuse and recyclables programmed for collection on Wednesday 26th December 2012 and Wednesday 2nd January 2013 in Allenton (bounded by River Terrace, Farm Road, West Street, River side of Harrison Street and the mountain side of Tinwald) will be collected on Thursday 27th December 2012 and Thursday 3rd January 2013 respectively. ‘tis the season . . . During the next few weeks many of us will be heading away, maybe for holiday road trips, maybe for a day out. So we thought we would get a few hints about holiday trips from someone who does a fair bit of travel at this time of year – a jolly good old friend of ours, Mr S. Claus. Santa Claus was very happy to share some advice with us, after all he’s been about for a while, and because he’s on a bit of a tight schedule with lots of stops he needs a few safety tricks up his sleeve. First of all Santa says he has to be well rested before he leaves. He makes sure he has a good night’s sleep before embarking on a long journey. Santa always has the sleigh serviced, so it’s not likely to break down. Occasionally Santa uses a buggy, and when he does he checks that the tyres are correctly inflated, it makes it easier for the reindeer and it’s more economic. Speaking of the reindeer Santa says they are a bit like the engine in a car, and he makes sure they are all OK before he sets off and also that he has plenty of fuel for them.

Along the way Santa and the reindeer have regular rest stops to avoid fatigue. During those breaks Santa and the reindeer take the chance to drink some of the water he always carries, that way they avoid dehydration and of course it’s also a chance for them to enjoy the treats kind children and their parents leave out for them. The jolly old chap says he and the reindeer really appreciate those goodies because on all trips it’s good to have something to nibble on along the way. Santa tells us he never speeds, he’s found its better to maintain a good steady pace, that way the trip is definitely safer, and far more comfortable. He also said that he reckons its better to be a little late than to be dead on time.

‘Linsanity’ powers Rockets to victory Jeremy Lin put together another signature performance at Madison Square Garden yesterday as the Houston Rockets defeated his former team, the Knicks, 109-96 in his first game back in New York. Lin, who took the basketball world by storm during last season’s “Linsanity,” scored 22 points and had eight assists as Houston handed the Knicks their first loss of the season at home. The sellout crowd at the Garden gave Lin a loud ovation during the pre-game introductions. “It was a lot of fun playing out there,” said Lin. “I think our team took a step in the right direction. “For me, it was great to be back and it was a lot of fun to play on that court again.” James Harden scored a team-high 28 points and grabbed 10 boards for the Rockets, who snapped a sevengame road losing streak. It was the second time this year the Rockets beat the Knicks, who were unable to keep pace yesterday. The Rockets outscored the Knicks 54-29 over the second and third quarters.

Chris Copeland notched a careerbest 29 points for the Knicks, who had a 12-game unbeaten streak at home dating back to last season. Copeland, who was starting in place of injured Carmelo Anthony, scored all of his points in the second half. Lin is one of the few Asian Americans in NBA history, and the first American of Taiwanese descent to play in the league. The talented point guard and Harvard University graduate parlayed his success last season with the Knicks into a generous free agent contract with Houston. The Los Angeles-born Lin averaged 2.6 points per game before joining New York, then exploded in the winter of 2012. Between February 4 and February 22, Lin averaged 23.9 points per game, sparking the “Linsanity” phenomenon. He became the toast of the basketball world, appearing on the cover of “Sports Illustrated” in consecutive weeks. The only other NBA players to do that are Dirk Nowitzki and Michael Jordan. Crusaders franchise will benefit Mid Canterbury By Sam Morton Mid Canterbury rugby will undoubtedly gain from a recent partnership agreement to help run the Crusaders Super Rugby franchise next year, according to Stuart Leadley. Mr Leadley, who is the Mid Canterbury Rugby Union board chairman, said yesterday he was confident the partnership would create bigger and better opportunities for Mid Canterbury’s Heartland squad. Yesterday, the New Zealand Rugby Union announced a licence has been awarded to the Crusaders Limited Partnership, which is owned by all six Crusaders unions, including Mid Canterbury. NZRU chief executive Steve Tew was optimistic about the development and upbeat about the future. “We are pleased to confirm the Crusaders licence which will ensure that the Crusaders begin next year better equipped to face the chal-

• Abuse ‘not uncommon’ The Race Relations Commissioner is urging sporting codes to crack down on racial abuse against players after Phoenix striker Paul Ifill was reportedly called a derogatory name during a match in Adelaide at the weekend. Race Relations Commissioner Joris de Bres said racial abuse was unfortunately not uncommon among players and spectators in many parts of the world, and there had been instances here as well. “I am sorry that a Phoenix player has, apparently, experienced such abuse in Australia and I commend him for reporting it. Christchurch based businessman Brent Francis has provided a guarantee to meet its ongoing financial commitments during the term of the licence – taking full effect from January 1. “I am thrilled to be involved in the new Crusaders limited partnership and as a Crusaders fan, I am happy to be able to help ensure the future viability of this great rugby organisation,” Mr Francis said. The licences now issued to both the Hurricanes and Crusaders Super Rugby franchises, could lead the way to establishing licences for other New Zealand franchises, such as the Blues and the Chiefs. “We are very confident the injection of new capital, stronger governance and fresh thinking will improve the performance of both the Crusaders and the Hurricanes teams, and that will be good for rugby,” Mr Tew said. By Greg Buckle Pacemen Mitchell Starc and Peter Siddle have claimed nine wickets to bowl Australia to a 137run victory late on day five of the first Test against Sri Lanka in Hobart yesterday. Siddle (4-50) posted match figures of 9-104 while left-armer Starc (5-63) produced his second five-wicket haul in consecutive Tests. Starc sliced through the tail as Sri Lanka lost 6-54 to be all out for 255 with 10.4 overs remaining after the home side had set a victory target of 393. Australia’s 137-run win came under duress with pace bowler Ben Hilfenhaus out of action after breaking down with a side strain during Sri Lanka’s first innings. The victory was also achieved with skipper Michael Clarke hobbling around at first slip after injuring a hamstring while batting in Australia’s second innings. Hilfenhaus has already been ruled out of the second Test starting on Boxing Day in Melbourne while Clarke is in doubt. Sri Lanka had resumed on their overnight score of 2-65. The crews, who were representing Ashburton at the club event, met in Twizel with clubs from all over the South Island at the weekend, which served as their last regatta before a three week break. Racism ruining the beautiful game T

he outlandish behaviour of football fans adds to the spectacle, however, they can go too far and of late there is a continual stench of racism. The chanting and ribbing at opposition and their supporters gives the football atmosphere and shows sporting rivalry in its best form, but it can go too far. Beyond the realm of competitive spirit to vile denigration. Football and racism seem to be synonymous terms these days. It’s a sad statement to have to make but one that continues to ring true. I’m not suggesting it doesn’t exist in other sports but the fact that it appears to be rather rampant in football, especially in Europe, is appalling. It is well publicised to be a proliferating undertone in European football but on the weekend it reared its ugly head on our backdoor. Wellington Phoenix striker Paul Ifill, who has been a mainstay of the side since 2009, suffered racial abuse in their 3-1 loss to

Adelaide United at Hindmarsh Stadium on the weekend. Players and officials from the Phoenix and Adelaide United have rallied around Ifill, Football Federation Australia are investigating the incident, as are the Australian police. It is a negative incident for the A League but the rapid positive response is refreshing compared to the leisurely manner in which the similar situations are handled by the European powers, where similar incidents seem to be commonplace occurrences. Prejudice shouldn’t have a place in sport. The race, religion or sexual preference of a person doesn’t determine the outcome of the game or the success of a team. Sport is skill based. Winners . . . and losers By Michael Brown A bit like kids unwrapping their presents at Christmas time, a number of sports will feel delighted, others disappointed and some a little disconnected after the latest round of sports funding was announced yesterday. High Performance Sport New Zealand announced a slightly different structure to previous cycles, with 12 sports fitting into the targeted category and those 12 will receive 81 per cent of the pot of $31 million annually. Athletes or teams in 15 other sports slot into campaign investment and will receive a much smaller slice of the pie, and $15 million will also be allocated to individual athletes through things like performance enhancement grants (PEGs) and Prime Minister’s scholarships. Inevitably given their success at the London Olympics, rowing ($18.4 million over four years), bike ($15.6 million) and yachting ($11.2 million) sit at the top table of funding and are regarded as tier 1 targeted sports. Below that are athletics ($7.6 million), equestrian ($7.2 million), men’s rugby sevens ($4.8 million) and netball ($4.8 million) in tier 2 and canoe sprint ($4.8 million) triathlon ($5.6 million), women’s hockey ($5.2 million), Paralympics ($5.9 million) and Winter Olympics ($6.86 million) in tier 3. HPSNZ, who have an overall budget of $62 million annually, have made no secret of the fact they target sports they think can deliver medals at pinnacle events and that there’s little egalitarianism in high performance sport. “No sport got what they asked for,” Baumann said. “New Zealand doesn’t have the resources that other larger nations have but we are confident that by continuing the targeted investment approach that’s been in place since 2006 we can continue to deliver the results New Zealanders want to see. “New Zealand’s next medal and world championship winner will come from the sports we are investing in today.” Olympic bosses have targeted 14 or more medals at the 2016 Olympics in Rio and 16 or more in 2020 - New Zealand returned with a record-equalling 13 from London. On top of that, they have set a goal of one or more medals at the 2014 Winter Olympics and between eight and 12 golds at the 2016 Paralympic Games. A handful of minor sports receive funding but it has largely been ringfenced for particular athletes, like golfer Lydia Ko, canoe slalom racers Luuka Jones and Mike Dawson, boxer Alexis Pritchard, surfer Paige Hareb, and taekwondo exponent Vaughan Scott. - APNZ

The Ashburton College 1st XI’s season came to a close with a gritty draw against Shirley Boys’ on Saturday, spearheaded by captain Harry Jones, who was playing in his last game for the college. Here Jones takes time out to answer a few questions for the Guardian. I’ve probably got a couple. My hat-trick against St Andrews and my seven wicket bag against North Western. Can you recall your best batting and bowling efforts? That would have been the 7/37 and my best innings was 104 not out.

How was your final game? I guess I saved my best for last with the bat having to dig in for that long, and they were pushing pretty hard for the win but we held out for the draw, and I got a wicket as well so I had a good last day.

What does the cricketing future hold for you? A lot hopefully. For now I’m going to play club cricket in Christchurch in the New Year before heading over to play a season in England at Keynsham Cricket Club near Bath and from there who knows.
