3. Local Development Order A Local Development Order (LDO) is prepared by the planners, taking the form of a set of strict design codes, specifying size and appearance (e.g. materials), but also other factors such as minimum energy performance, party wall rules, and constraints on the construction process. For example, the rules specify that construction work can only take place between 9am and 9pm, Monday-Saturday. These rights are universal between neighbours, and providing they are complied with, residents do not need to submit planning applications to build, extend or change their home.
