espite subtle hints by Chief Justice iftikhar Muhammad Chaudhry that the supreme Court would not compromise on its freedom and that it had the power to strike down any law repugnant to the constitution, the government on Monday went ahead and passed the new legislation on contempt of court, which makes ridiculing courts and defying its orders in an “appropriate” manner a piece of cake for the country’s rulers. Amid loud slogans of “Kala Qanoon Na Manzoor” from the number-weak pakistan Muslim League-Nawaz and pMLLikeminded, the pakistan people’s party-led coalition government got the Contempt of Court Bill 2012 passed with majority. interestingly, the National Assembly also introduced another bill to raise the pensions for widows of judges by 75 percent – a measure described by a pML-N MNA as a bid to tempt and divide judges for ulterior motives. Both the bills were introduced by Law Minister Farooq H Naik in the House. He had to face fierce resistance by the pML-N members while introducing the amendment bill to amend contempt of court law, but the government finally sailed through with the bill.However, a strong opposition by pML-N members created a ruckus in the House that was wisely defused by ppp ministers. the pML-N again stood isolated as neither of the other opposition parties, the JUi-F and ppp-sherpao, opposed the bill. taking the House into confidence, Naik said the bill included the 1974 Act and the amendment made in contempt law during the pML-N chief Nawaz sharif’s government. Under this bill, if remarks of any member are expunged by the speaker those remarks would not be quoted as evidence. Moreover, anything said against the armed forces and judiciary would be considered unintentional evidence and shall not be used as evidence. LHC extends Makhdoom Shahabuddin’s bail until 16th RAWALPINDI aPP

the Rawalpindi bench of the Lahore High Court (LHC) on Monday extended MAN Makhdoom shahabuddin’s interim bail in the ephedrine quota case until July 16. the two-member bench comprising Justice Ali Baqar Najfi and Justice Chaudhry Yunus was hearing a petition by shahabuddin, which he had filed in the court seeking interim bail and termination of arrest warrant. the court on June 28 had granted the interim bail to him against a surety bond of Rs 100,000. A special court of the Anti-Narcotics Force (ANF) on June 21 had issued a non-bailable arrest warrant for shahabuddin and Ali Musa Gilani, for their alleged involvement in the ephedrine quota case. three accused in the case including shahabuddin, former director general of Ministry of Health Rasheed Juma and former drug controller Abdul sattar sehwani appeared before the court under strict security cover. the LHC reserved its judgement over a petition filed by Rasheed Juma on June 26, offering to become an approver in the case. in his application, he had assured the court to fully cooperate with the investigation team and share all the information which he had about the drug quota case. the court also reserved its decision until July 16 over a petition of former drug controller Abdul sattar seeking acquittal from the case. Counsel for the petitioner Abdul Rashid sheikh pleaded in the petition that his client was innocent and his name was not mentioned in the FiR. “so, sattar’s arrest was in the case is unjustified,” he added. the legal team representing the ANF said there were strong evidences about the involvement of the former drug controller in the case. it contended that owner of a pharmaceutical company, one of the recipients of the quota, paid Rs 115,500 against a rentedhouse in which Abdul sattar is residing.

Justice (r) Fakhruddin G ebrahim is an eminent pakistani jurist, constitutional expert, senior advocate supreme Court, former federal law minister, former attorney general of pakistan, former judge of the supreme Court of pakistan and former governor of sindh. He was born on February 12, 1928 in Ahmedabad, Gujarat. ebrahim attended the Gujrat Vidyapith and received an undergraduate degree in law in 1949. He also studied courses based on philosophy and attended lectures given by Mohandas Karamchand Gandhi. in the year 1950, ebrahim migrated to pakistan and attended sindh Muslim College. He received LLM degree and an honorary Juris Doctor in 1960 and later established his own law firm by the name of Fakhruddin G ebrahim & Company. in March 1981, he was amongst the very few judges who refused to take oath under provincial Constitutional Order (pCO) drafted by General Ziaul Haq. the establishment of the Citizen police Liaison Committee in 1989 remains one of ebrahim’s prolific achievements.

the decisions of the courts could not be discussed in parliament but there was no protection to the acts of the public office-holders, he asserted. He said parliament, executive and judiciary were three important pillars of our system and article 2A clearly explained that the state shall be governed by chosen representatives of the people. Naik said if protection was not given to elected representatives, how could the will of people prevail. “the acts of holders of public office in their official capacity should not fall in the ambit of contempt,” he maintained. the minister said the government respected the judiciary and nothing was contained in the bill against the judiciary. “the ppp has always respected judiciary and we accepted the orders of the courts.” Referring to the death sentence to Zulfikar Ali Bhutto, imprisonment of president Asif Ali Zardari and cases against Benazir Bhutto, the law minister said, all aspects of the constitution were taken care of while framing this bill. mer president pervez Musharraf detained judges, but the ppp freed them. “We raised their salaries and are now planning to raise the pensions of judges’ widows from 50 percent to 75 percent,” he said. “Actions speak louder than words. But, if we respect them, they should also respect us,” he added. the minister said the constitution had been framed by parliament. “if the constitution is supreme and the supreme Court is its guardian, then parliament is the one which created this constitution. Nobody can segregate a child from his mother and no one can be forced to respect the other.” Opposition members, including Khawaja saad Rafiq, Khurram Dastgir, Kashmala tariq, Muhammad safdar and Zafar Baig Bhittani objected to the bill and called it a “black law” urging the government not to pass it. they claimed that the bill would provide a license for abusing authority, make dozens of public office-holders sacred cows and undermine the authority of courts. Clarifying the statements of the

members, the law minister reiterated respect for the courts and said the request to enhance pension for judges widows was made by Justice (r) late Abdul Razzaq thaheem and Justice (r) Naseem sikandar. the matter was referred to the government by the supreme Court. Later, the bill was presented to the House which was adopted with a majority vote. After the passage of contempt of court bill, prime Minister Raja pervez Ashraf assured the National Assembly that the government respected the judiciary from the “core of heart” and dispelled the impression that there could be confrontation between the institutions. “We all are pakistanis and the supreme Court is the supreme court of pakistan and its sanctity is compulsory on all of us,” he said. the prime minister said the contempt of court bill would not obstruct anybody in dispensation of duties. through this bill, the government did not desire making anybody “a holy cow” rather the bill would protect the right to appeal. WalKOUT: the major opposition parties castigated the government’s

decision to reopen the NAtO supply routes, as the pML-N members staged a token walkout from the National Assembly session in protest against the government’s decision, calling it a violation of the decisions taken by parliament and its committee on national security. speaking on a point of order, sardar Mehtab Khan Abbasi demanded the government take parliament as well as the people of the country into confidence over the agreements reached with the Us administration. Despite being a leading figure in pakistan’s space and nuclear programme, salam was shunned by Muslim fundamentalists when they took control of the country in the 1970s. Although he was a Muslim, the physicist, who died in 1996, belonged to the Ahmadi sect, who believed Hadrat Mirza Ghulam Ahmad was their spiritual leader. As a result salam along with pakistanis from other religious minorities, such as shia Muslims, Christians and Hindus were pushed into the wilderness and attacked by militants from the sunni Muslim majority. salam received a string of international prizes and honours for his groundbreaking work in the world of subatomic physics. in 1979, he was joint winner of the Nobel prize for his research on the standard Model of particle physics, which theorized that fundamental forces govern the overall dynamics of the universe. salam and steven Weinberg, with whom he shared the prize, independently anticipated the existence the ‘God particle’ which later became formally known as the Higgs boson after the British professor peter Higgs who said the particle was responsible for endowing other particles with mass. pervez Hoodbhoy, a pakistani physicist who once worked with salam, said the way his colleague had been treated was a tragedy. Religious Affairs Joint secretary sher Ali on Monday offered an unconditional apology to the Lahore High Court (LHC) for levying accusations of partiality on the judges in the Haj corruption case. LHC Chief Justice Umar Atta Bandial heard the case. Justice Bandial said “one should think it through at least ten times before terming the court’s judgments as ‘partial’.” “the court was performing its duties in accordance with the constitution,” he added. the CJ remarked that the tax-law was weak in the country and that people evade taxes worth millions of rupees by paying nominal bribes. Last week, Justice Bandial issued a show-cause notice to the joint secretary for criticising the court while hearing contempt petitions against the ministry regarding the allocation of Haj quota. Ali, who appeared to be annoyed with the court’s proceedings on the quota issue, submitted his written reply to the LHC.

in the reply, he stated that the public had approached the courts without a reason and the court had summoned ministry officials despite allocation of Haj quota on merit. He had stated that the court’s proceedings hampered with the smooth functioning of the ministry. Justice Bandial had taken notice of the bureaucrat’s ‘derogatory’ remarks and ordered the security officials to take him into judicial custody. the LHC CJ had remarked that such officers tarnished the image of government institutions. the contempt of court petitions were filed by new tour operators who complained about discrimination on the part of the ministry in awarding quota. they said the court in its earlier order had directed the ministry to also allocate Haj quota among the new tour operators. But the ministry had ignored the order and awarded quota to previously registered operators only, they said. LHC reserved the verdict in the case and subsequently adjourned the hearing for two weeks.

eRe is a lesson from history for those insisting that the Babri Mosque site be handed over to the Vishwa Hindu parishad party who insist on building a temple in its place because they believe a Ram temple existed there, times of india reported. in Lahore’s famous Naulakha Bazar there still exists the Gurdwara shaheed Ganj singhnian which earlier housed a mosque built in 1722. though the existence of the mosque — demolished in 1935 — had never been doubted, the privy Council ruled in 1940 that Muslim rights over the property had ceased since the 12-year time during which it could have been restored to them had elapsed. the judgment of the privy Council survived partition. in rejecting the demand of Anjuman islamia for restitution, the privy Council said that since no one had sued within a statutory period to eject the person possessing adversely the property belonging to the wakf, plaintiffs “born 100 years later” could not claim any rights. “the land cannot be recovered by or for the mutawali and the terms of endowment can no longer be enforced,” it said. the litigation over shaheed Ganj was very similar to the one being contested over ‘Ramjanambhoomi’. shaheed Ganj came under the sikhs after Lahore was occupied by them in 1762. sikh rule ended only in 1849, after British annexation. A part of the mosque was turned into a shrine for Bhai taru singh, who had suffered religious persecution. When the British came in

1849, the mosque was still with sikhs. then litigation began. in 1850, a case by Nur Ahmad, claiming to be a descendant caretaker of the masjid, came to nothing as he had been long out of possession. On June 25, 1855 Ahmad brought another suit against the sikhs, which was also dismissed. in 1925, the sikh Gurdwaras Act was passed and the shaheed Ganj Gurdwara included as a sikh shrine. Various parties made claims to the gurdwara but the sikh Gurdwaras tribunal held that it stay with a committee of management for the notified sikh

Gurdwaras at Lahore. But on July 7, 1935, the building of shaheed Ganj was demolished, the minutes of privy Council saying “by or with the connivance of its sikh custodians”, leading to riots and disorder in Lahore. Another plaint was made on October 30, 1935, against the shiromani Gurdwara parbandhak Committee. But this was a curious

plaint for it made no claim for possession of the property or ejectment of the defendants or for restoring it to its hereditary owners. it asked for a relief “claiming a declaration that the building was a mosque in which the plaintiffs and all followers of islam had a right to worship, an injunction restraining any improper use of the building and any interference with the plaintiffs right of worship and a mandatory injunction to reconstruct the building.” this was dismissed by the district judge and later by the high court in 1938. Finally, it came to the privy Council. the Babri Mosque, was a mosque in Ayodhya, a city in the Faizabad district of Uttar pradesh, india, on Ramkot Hill (Rama’s fort). it was destroyed in 1992 when a political rally developed into a riot involving 150,000 people, despite a commitment to the indian supreme Court by the rally organisers that the mosque would not be harmed. More than 2,000 people were killed in ensuing riots in many major cities in india including Mumbai and Delhi. the mosque was constructed in 1527 by order of Babur, the first Mughal emperor of india and was named after him. Before the 1940s, the mosque was also called Masjid-i-Janmasthan. the Babri Mosque was one of the largest mosques in Uttar pradesh, a state in india with some 31 million Muslims. Although there were several older mosques in the surrounding district, including the Hazrat Bal Mosque constructed by the shariqi kings, the Babri Mosque became the largest, due to the importance of the disputed site. it is still a disputed site.

Mahmud Jibril of the National Forces Alliances, which is expected to do well based on preliminary unofficial figures from the weekend election for a national assembly, called for all parties to come together. “We extend an honest call for a national dialogue to come all together in one coalition, under one banner... to reach a compromise, a consensus on which the constitution can be drafted and the new government can be composed,” said the NFA leader. “there was no loser and winner at all. Whoever is going to win, Libya is the real winner of those elections,” Jibril added. His remarks came hours after the leader of the rival Justice and Construction party, Mohammed sawan, admitted the NFA had an early lead in the vote count for the capital and Libya’s second-largest city of Benghazi. “the National Forces Alliance achieved good results in some large cities except Misrata,” he added. UN leader Ban Ki-moon called for Libya’s new leaders to govern in a spirit of “justice and reconciliation” as he hailed the country’s first elections since Kadhafi’s downfall.

NteRNAtiONAL envoy Kofi Annan said he agreed with president Bashar al-Assad on Monday on a new political “approach” to end syria’s 16-month-old conflict that he would put to the rebels. stepping up efforts to halt the carnage which monitors say has cost more than 17,000 lives, the UN-Arab League envoy was reportedly to travel on to iran, syria’s close ally. “We discussed the need to end the violence and ways and means of doing so. We agreed an approach which i will share with the armed opposition,” Annan said after meeting Assad in Damascus. the former UN chief said he had a “constructive” meeting with Assad, on his third such mission for talks on his six-point peace plan for syria since he was appointed in

February. “i had constructive and candid talks with president Assad,” he told reporters at a Damascus hotel, echoing syrian foreign ministry spokesman Jihad Makdissi who termed the meeting “constructive and good”. Makdissi also said via twitter that Assad would hold a separate meeting with Foreign Minister Walid alMoallem. Al-Watan newspaper, which is close to the government, said the AnnanAssad talks focused on the results of the Geneva meeting at the end of June of an international contact group on syria. they discussed means “to implement the results of the meeting ... on forming a transitional government in syria that groups government and opposition representatives without mention of Assad’s departure.” World powers at the meeting agreed a plan for a transition which did not make an explicit call for Assad to quit power, although the West and the oppo-

sition made clear it saw no role for him in a unity government. the meetings came as at least 20 people were killed across syria, according to the syrian Observatory for Human Rights, and a day after nearly 100 people died in violence. the opposition syrian National Council (sNC) slammed Annan’s decision to meet Assad, saying thousands have been killed in the country despite an April ceasefire that is a key point of the envoy’s plan. egypt top court says ruling nullifying parliament ‘binding’ CAIRO afP

egypt’s supreme Constitutional Court said on Monday that all of its rulings were “binding,” in response to a presidential decree reinstating parliament after the court ruled the house invalid. “All the rulings and decisions of the supreme Constitutional Court are final and not subject to appeal... and are binding for all state institutions,” the court said in a statement. several people have gone to court to challenge president Mohamed Morsi’s decision ordering the return of parliament, and the supreme Constitutional Court said it would look into these cases. the court also stressed that it was “not a part of any political conflict... but the limit of its sacred duty is the protection of the texts of the constitution.” the supreme Constitutional Court had said certain articles in the law governing parliamentary elections were invalid, annulling the islamist-led house. On sunday, Morsi in turn annulled the court’s decision, putting himself on a collision course with the judiciary and the military that enforced the ruling when it was in power.

Church of england postpones key vote on women bishops LONDON afP

the Church of england on Monday postponed a final decision on whether to ordain women bishops, an issue that has caused years of wrangling between traditionalists and liberals. the General synod, the governing body of the worldwide Anglican Communion’s mother church, voted instead to hold further discussions on a last-minute amendment that had angered senior female clergy. A final vote is now likely in November. Archbishop of Canterbury Rowan Williams, the communion’s spiritual leader, told the meeting at the University of York in northern england that the adjournment would help “lower the temperature” over the debate. “it is quite clear that the reaction cannot be ignored,” he said. “When there is a reaction of real hurt and offence in the Church, Christians, and Christian pastors in particular, cannot afford to ignore it.” the General synod members voted 288 in favour of an adjournment, 144 against and 15 abstained.

British prime Minister David Cameron faced fierce opposition from within his own party as lawmakers on Monday debated a controversial draft law to reform the upper house of parliament. Mps will vote late tuesday on the House of Lords Reform Bill, which would create a smaller and mainly elected upper house and complete the process of abolishing the right of hereditary peers to sit in the assembly. the draft legislation to overhaul the Lords — an institution dating back to the 14th century — has caused deep

divisions within the Conservative-led coalition, in which the Liberal Democrats are junior partners. Around 70 rebel lawmakers from Cameron’s centre-right Conservative party signed a letter ahead of the twoday debate on the plans, warning that the bill would “pile a constitutional crisis on top of an economic crisis”. they also want the reforms, which are heavily backed by Deputy prime Minister Nick Clegg’s Lib Dems, to be given unlimited parliamentary time for scrutiny, rather than the 10 days offered by the government. A spokesman for Cameron would not confirm reports that

the prime minister had spent the weekend trying to persuade backbenchers to get behind the changes, but said he would discuss the issue with his lawmakers. “No one should be in any doubt about his position on Lords reform. Saudi religious police held after deadly car chase rIyaDH: saudi authorities arrested four members of the notorious religious police who allegedly caused the death of a man and the injury of his wife and two children in a car chase, local media reported on Monday. “security services arrested four members of the Commission for the promotion of Virtue and prevention of Vice after they were interrogated (on sunday) over the chase that killed a man and injured his wife and two children in Al-Baha” in the southwest, Okaz daily reported. the men will be charged with “abusing power, chasing a man with his family while ignoring instructions given to members of the committee completely banning chases,” the daily quoted a religious police official as saying. the feared religious police sometimes use unmarked cars to chase those they suspect of violating islamic sharia law, such as unmarried couples. the english-language saudi Gazette reported that the family was approached by a member of the committee “who complained their car stereo was on loudly.” the victim, identified by local media as 34-year-old Abdulrahman al-Ghamidi, then left with his family following an argument with the policeman who chased them, it said. Caught in the crossfire courtesy our establishment’s split personality

akistani civilians and military personnel have rendered more sacrifices in the fight against militants than any other country. the army has wrested control of swat from the ttp after a bloody fight and is now deployed in a number of Fata agencies against the militants. this is one aspect of the situation. equally significant is the other aspect. Banned militant outfits under new names continue to hold public meetings and address rallies. An english daily reported on Monday that the leaders of some of these outfits addressed a gathering and collected donations in the name of jihad in Kashmir and Afghanistan in the outskirts of Rawalpindi i.e., under the very nose of the civil and military establishment. the establishment, thus, acts in a way which is indicative of a split personality. pakistan is consequently caught in the crossfire. it is trusted neither by its allies nor by the militants. in November, Nato forces attacked a salala checkpost killing 24 pakistani soldiers. the drone attacks continue with little hope of an end even after the departure of the main body of the Nato troops in 2014. On their part, the militants treat pakistan no better. in June alone, two major attacks in Khyber agency and peshawar killed 33 and 19 civilians respectively. in May, taliban militants beheaded 13 soldiers in North Waziristan. A month later they meted out a similar treatment to seven other soldiers in Upper Dir. On Monday, hours after the Difa-e-pakistan Council marchers crossed the Chenab, militants attacked an army camp on the riverside killing seven. the establishment’s policy of running with the hares and hunting with the hounds has also been disastrous from the diplomatic point of view. the country stands isolated in the region while it is under intense pressure from the Us and its allies. Nato’s “state of the taliban Report” released early this year accused pakistani security services of secretly helping the taliban in Afghanistan. speaking to Khar on the sidelines of the tokyo conference, Clinton again reminded her of the need to take “tangible steps.” the most important one according to her was fighting the militant groups who’ve used pakistan as a rear base to attack American troops and jeopardise the future of Afghanistan. Khar’s talks with her indian counterpart s M Krishna were overshadowed by the revelations made by Let operative Abu Jundal and protests against continued anti-india propaganda by Hafiz saeed. it is time the establishment takes a clear cut direction. it has to realise that the world has developed zero tolerance for militancy under any name and in support of any cause. pakistan must not be made to suffer the fate of a castaway.

an China and india have the per capita incomes that the North American and Western european countries enjoy today? What will the world be like if that were to happen? Do we have the kind of resources, around the world, to even consider the possibility? Can our environment sustain that level of living? And can scientific innovation and technological development achieve this? Clearly there are things that are not possible, even from simple accounting perspective. Not all countries in the world can run trade surpluses. For some to run trade surpluses, others have to run deficits. if the game is about being one of the countries that has surplus, it is a competition game and the moment you think about the world as a whole the entire issue of recommending, to all developing countries, export oriented growth strategies, becomes a bit strange. We can have more overall trade, but, as mentioned, not all countries can have trade surpluses. the issue of the developing world having per capita of the countries of the West is not an accounting impossibility, as with all countries running trade surpluses, but there are serious issues here. Does the world have the kind of resources, fossil fuels, metals and so on, as well as food, to allow such high levels of per capita for all? even if we could produce a lot more food, can we have better fuels, and even if that is possible, can the environment sustain that level of consumption? even if we do not know the answer to the first few questions, though they look improbable enough, the answer to the last question, about environmental sustainability, does look fairly clear. Unless there are really big and substantial changes in the way we deal with cleaning the environment and maintaining and managing it, the environment will not be able

to support the current per capita income levels of West if they were to spread to large populations like india and China. But this raises very interesting questions for everyone around the world, but especially for countries in the West. Despite the very high per capita income even currently in the West, pursuit of growth seems to be one of the main objectives of economic policy in these countries. it is seen, even post Washington Consensus, as the main means of providing for the poor and for those who are below the average income levels. Versions of trickle down still hold credence. in America, in particular, despite the fact that many researchers have shown clearly that income inequality has increased tremendously and social and economic mobility has decreased in recent times, versions of the American dream still survive and still tickle the imagination of many. there is such tremendous opposition, in almost all of these countries, about thinking about redistribution as a means of making the fortunes more widely shared and more equal. Again United states is the true outlier here too. inequality is not only higher in the Us than in many european countries, and welfare state weaker and more incomplete (Obama health care reform has been termed socialist by many), there is a stronger sense, that comes through in surveys, that people feel that poverty is more the fault of the poor and they are to be blamed for their plight. And hard work can get people out of poverty and reduce inequality. in contrast, while the welfare state is stronger in most european countries, and inequalities lower than in Us, generally, more people, more realistically, also feel that poverty is not the fault of the poor. there are significant systemic issues that also explain poverty and they also explain, to an extent, that hard work alone might not be enough. But here too, apart from the higher taxation levels and stronger welfare states, there are no explicit discussions of the goals of development and growth and their limits and of sharing the fruits better through more specific redistribution programmes. the vision, which was given as utopia by many early to mid twentieth century thinkers and writers, of a time when scientific and technological progress would allow humanity to have enough for everyone with the labour of a few hours a week only from each per-

son, and allowing large amount of leisure time for people to cultivate other interests and pursuits, given the per capita of developed countries is today possible, but is not even being discussed. instead those who have jobs work the full quota or more and a lot of people go without jobs and resources. But the solution that seems to be accepted by most, and as the only solution, is to somehow keep growing so that all can work at full scale. While there is no thinking on the utopia side, even though the utopia seems achievable. is it the case that human want is really insatiable? And even if it has been culturally constructed this way, should it really be the case? For the developing countries, the issues are different. Human need is still very large and deprivation is still at a very high level. even accounting for redistribution issues, growth is needed and given the level of deprivation it is not feasible to even think of not recommending growth, whatever one might recommend on the side of redistribution. But the issue, for the developing countries, to think about, is that do they have to follow the same route as the developed countries? Do they have to make growth the exclusive focus? evidence from a lot of social protection programmes, from developing countries and at a very practical level, seems to be suggesting something else. Growth can be a focus but specific programmes that redistribute to the poor and get them out of poverty traps can help with poverty quite well and they can help in getting higher growth too. And more equitably and with a much broader base. Developing counties should explore these angles a lot more. environmental sustainability issues are not just the dreams or nightmares of naysayers. there are real issues here and ones that need to be addressed despite what is happening on the scientific and technological fronts. the pursuit of growth as the only goal and even as the main goal, especially by the developed world, but even in the developing world, is making these concerns even graver. But there does not seem to be any thought and/or dialogue about it at the popular level. should there not be some thinking about these issues too? The Pakistani boson our minister makes a discovery too

R

eally, life in pakistan has its compensations. We may not amount to much, we may be faint, but we’re definitely pursuing, always. take the Higgs boson, for example: “We have a discovery,” said Heuer, director general of CeRN, speaking at a seminar recently in Geneva. “We have observed a new particle consistent with a Higgs boson,” exactly where the Higgs was expected to be. the long-sought “God particle” may explain why objects in our universe have mass and existence, and may unlock a gateway to some of the universe’s great mysteries. Never one to be left behind and perhaps in a bid to unlock the mysteries of her own mass and existence, our federal minister for national regulations and services made a huge discovery of her own: she observed a particle consistent with a capsule she takes to treat a high blood pressure, exactly where the capsule was expected to be: in the pan. Unlike the discovery of the

Higgs boson which involved hundreds of scientists, her discovery was of course made all by her lonesome, at least initially, since the particle (or capsule) she had ingested earlier was discovered when, as breezily phrased by a national daily, ‘it came out intact in her stool.’ Let me reassure a public ever on the hunt for the inappropriate that **it happens. even the Queen faces this dilemma every day, or at least one hopes she does. Adalat 30, normally bright pink as an innumerable clientele of the drug will attest, was in this case as a tactful lab report noted, ‘light brown and film coated.’ We have in charge of our national ministry for regulations and services a personage discerning and able enough to detect a small (now brown) capsule in the midst of impeccable camouflage, who noted, what’s more, the words ‘Adalat 30’ stamped on the side of the pill facing the viewer (we hope). “Why,” she fumed, “has this

medication re-appeared this way in its original packaging? i must get to the bottom of this (matter),” and she hoofed it to her hotline to contact the relevant persons. Let me explain: the minister possesses a hotline to relevant persons in her capacity as the person in charge of a newly formed ministry, which has under its wing the Drug Regulatory Authority (the DRA). the DRA was established after the promulgation of an ordinance by Mr Zardari on February 16 to regulate the licensing, registration and manufacturing of drugs as per the Drugs Act 1976. so this, and much more than this, concerns for her own health, prompted the minister to raise Cain as well as the federal government analyst Dr Obaid Ali, plus the entire staff of the drug regulation department. sadly, what should have been a masterstroke of detection was discovered to be an error. the minister, a doctor herself, failed to recall (or did she not know?) that Adalat 30 is a timed release medication,

and as timed release medications do, it was returned to its sender, apparently unopened. to quote Wikipedia: ‘time release technology, also known as sustained-release, sustained-action, extended-release, timed-release, modified release, or continuous-release, is a mechanism used in pills, tablets or capsules, to dissolve slowly and release a drug over time. today, most time-release drugs are formulated so that the active ingredient is embedded in a matrix of insoluble substance(s) such as acrylic, which means that the dissolving drug must find its way out through holes (in the matrix). some drugs are enclosed in polymer-based tablets with a laserdrilled hole on one side and a porous membrane on the other side. stomach acids push through this porous membrane, pushing the drug out through the laserdrilled hole. in time, the entire drug dose releases into the system while the polymer container remains intact, to be excreted later

through normal digestion.’ time release technology is nothing new. it has been on the market for more than a decade. An aghast Dr Ali, speaking to the aforementioned national daily, said, “How could such a detail which was even mentioned on the tablet go undetected by the minister concerned, the chairman of quality control, the federal drug inspectors and the top tier of managers?” adding that, “the review and processing of the said complaint reveals the level of professional expertise and competence of officers who forwarded it to the laboratory.” Dr Ali is now, like the Higgs Boson, exactly where we expect him to be: no longer the federal government analyst, since the news report meticulously refers to him as ‘the then federal government analyst’. pity. i’d come to like the man. You see, it never pays, in pakistan, to point out a minister’s incompetence. in matters such as this, our ministers are never faint, and always pursuing.

t is very easy for the media to manipulate the way people think. there are those that will have you believe this is all the media does, ever. But frankly, we never have time from editing footage, subbing stories and designing layouts to actually plot world domination through careful, subliminal messaging. it would be too arduous and painstaking, especially for people who have to navigate deadlines like indiana Jones navigates traps in ancient Mayan temples. it’s a madhouse. so imagine my delight when i hear people vilifying journalists and anchors for taking sides and telling only one side of the striking doctors’ story. it’s the perfect set up. take an issue that can be broadly termed ‘public interest’; simmer for a few days in the fire of sensationalism and misreporting; bring to a violent boil by petitioning judiciary and government to intervene; and of course, sit back and enjoy. Of course that’s what people think goes on in the newsrooms and editorial meetings of major media houses. And of course, they’re not being quite accurate. What is the doctors’ complaint with the media so far? that it has been blatantly anti-doctor for the duration of this strike? that it has not called By Syed Hassan Belal Zaidi attention to the high-handedness of the punjab government and has instead focused solely on crucifying the young doctors? that it has painted the Young Doctors’ Association (YDA) in a negative light? Well, while it pains me to say this, what else did you expect from the populist mainstream media? You see, media perception of any issue, i.e. the information that it relays and the footage that it broadcasts, is shaped by two things; what the reporters tell it and what feedback it receives from miscellaneous sources. Reporters, especially health reporters, are usually a sly lot. they have to be, because they deal with hundreds of different people (most of them doctors) on a daily basis. to fool a health reporter is usually not an easy task. But it can be done. so while one emergency department may have shut down and others remained open, the reporter can go to that one closed

ward, shoot footage of wailing women and sobbing children, and air it with the assertion that all (or most) emergency departments in the city, are shut down. A reporter would do this for two reasons: either he’s been told to do it from ‘high up above’; or he’s trying to press the doctors to give him a scoop or settling a petty vendetta (revenge for not giving him a scoop). in any event, this will cause doctors to reconsider and open up to said reporter, who will have a comprehensive piece in the next day’s paper, or a 90-second news story in the 9pM bulletin. there are very few reporters who actually go to the trouble of checking out hospitals themselves. i know some reporters like this; a few are even good friends and sound professionals. One can immediately tell from the way they talk that they are balancing their opinions subconsciously. A good reporter will always, even when giving you his opinion, tell you at least two sides of any story. these good reporters have this to report: the doctors’ strike has been called off, but there is still dissent among the messiahs’ ranks. there are grumblings of defiance from certain groups who, it is said, were even contemplating contempt of court. But sanity prevailed and cooler heads thought that would be going too far. As of Monday evening, out-patient departments and emergency services are (by and large) up and running in most of Lahore’s major hospitals. the new doctors that were ‘hired’ by the punjab government are also an interesting phenomenon. these did not magically appear out of thin air, but were really post-graduate medical trainees who were already working at these hospitals when the YDA went on strike. they were the ones manning the fort in the doctors’ absence and may be safely considered heroes in their own right. And it is ironic that the strike should have inadvertently achieved one of its demands, as the regularisation of these trainees constitutes a major chunk of the YDA charter of demands. that’s a twist of fate if there ever was one. But on the government side, all is not rosy. Already heavily in debt, punjab cannot afford to accede to all the doctors’ demands. so they will try to stall. this has not worked out in the past either and the government has swept things under the rug by trying to divert attention to media-friendly epidemics, such as dengue. But not enough resources are available to revamp or substantially improve the healthcare services offered in the province. Overdraft is not the answer. We need a solution, fast. Later, the police reported that the accused man was mentally unstable, as he kept laughing and chanting when was in the police’s custody. two weeks back, taliban released a video showing severed heads of 17 pakistani soldiers displayed on a blood y white sheet. these soldiers were captured by taliban in a cross-border raid from Afghanistan. these and many other incidents are grim reminders of what the future holds for both pakistan and Afghanistan. taliban may never come to power in a democratic setup but they have succeeded in brainwashing a number of illiterate people, now being joined by some educated religious zealots as well. Whether they will ever rule the respective capital of these inauspicious countries, only time will tell but they are now ruling hearts and minds of a number of people. WHaT Is THE GOD parTIclE? the "God particle" is the name physicist and author Leon Lederman gave to the Higgs boson in his book the God particle: if the Universe is the Answer, What is the Question? it's meant to communicate the importance of the particle to our understanding of physics; Lederman has also said that he settled for "the God particle" because his intended title, "the Goddamn particle," was rejected by the publisher. WHaT Is THE HIGGs bOsON? At its simplest, it's a hypothetical particle that physicists believe gives all other particles mass."Higgs boson" isn't the name of a particle that scientists have seen and observed and recorded with their enormous magic science binoculars; it is the name of a particle whose existence has

been predicted by physicist peter Higgs (among others: Robert Brout, François englert, Gerald Guralnik, C.R. Hagen, and tom Kibble). Over the course of the last five or six decades, particle physicists have been developing a mathematical model for their field that explains, more or less, what the fundamental particles of the universe are and how they interact. the standard Model started as a reverse engineering of the universe, based on what we could say was true with a reasonable degree of certainty thanks to experiments and what theorists could extrapolate from that — a series of sort of educated guesses, or predictions, about what the particles are and how they act at parties. it's a bit like being in a room, blindfolded, and having to draw a picture of its layout: you know one wall is here,

Babies who spend time around pet dogs have fewer ear infections and respiratory ailments than those whose homes are animal-free, said a study released on Monday. the study, published in the Us journal pediatrics, did not say why but suggested that being around a dog that spends at least part of its day outdoors may boost a child's immune system in the first year of life. Cats, too, seemed to convey some protection to babies, though the effect observed was weaker than with dogs. the research was based on 397 children in Finland whose parents made diary entries each week recording the state of their child's health during the infant's first year, from nine weeks to 52 weeks of age. Overall, babies in homes with cats or dogs were about 30 percent less likely to have respiratory infectious symptoms -which included cough, wheezing, rhinitis (stuffy or runny nose) and fever -- and about half as likely to get ear infections. "if children had dog or cat contacts at home, they were significantly healthier during the study period," said the study led by experts at Kuopio University Hospital in Finland. the most protective association was seen in children who had a dog inside at home for up to six hours a day, compared to children who did not have any dogs or who had dogs that were always

Yes. in this sense, "predicts" means something like "requires in order to exist." it's the last particle left to be "seen" by scientists, and without it, the standard Model doesn't really work. physicists are hoping to observe (as best they can) the Higgs experimentally — or even better, something similar to, but slightly different from, the Higgs — to help confirm that they're on the Right track. WHy WOUlD IT bE bETTEr If IT WasN'T THE HIGGs? the hunt for evidence of the Higgs boson has been the major focus of particle physics for years now. if physicists find the Higgs exactly as it's predicted to exist in the standard Model, it's kind of boring. they know that the model, being partially theoretical, is unlikely to be a completely accurate picture of the universe at the atomic level. if they can find a particle that does the same work and fulfills the same function as the (theoretical) Higgs, but has certain differences, it helps them modify and refine the standard Model — which in turn helps point the way toward new work. the Higgs boson is a quantum — the minimum possible amount — of this thing called the Higgs field. to paraphrase a famous scientist: the Higgs Field is what gives a particle its mass. it surrounds us and penetrates us. it binds the galaxy together. (Hypothetically, of course! Remember: we assume the Higgs Field exists because math that describes the universe very well wouldn't work if we didn't include the Higgs Field in it.) Without the Higgs Field, all elementary particles — the six kinds of quarks, electrons and the other five leptons, photons, gluons and the Z and W bosons — would be massless and move at the speed of light. this would not be a very fun universe; or, it might be fun, but fun would be a meaningless concept because nothing would exist. With the Higgs Field, however, some particles slow down: in interacting with the field, they gain mass, and move through the field with more difficulty. (At this level, we should be aware, mass and size don't correlate; mass is a characteristic like electric charge and particles with different masses are the same size.)

AD weather washed out the entire second day's play in the third and final test between pakistan and sri Lanka in pallekele on Monday. the entire field at the pallekele international stadium was covered as incessant rain since early morning, the heaviest in the region in the last two months, kept the players indoors. Umpires steve Davis and simon taufel waited till 3:00 pm (0930 GMt) before they abandoned play for the day when the weather showed no signs of clearing. Light rain has been forecast for the remaining three days. the match is evenly poised after an enthralling opening day's cricket on sunday when pakistan reduced sri Lanka to 44-3 after being shot out for 226 in their first innings. the interruption gave pakistani wicket-keeper Adnan Akmal time to recover from a hairline fracture in his left hand after he was hit by a rising ball from fast bowler Dilhara Fernando on the first day. Afridi was asked a num-

ber of times in writing to complete the work and was also directed to give a day to day progress report of the work. But on every occasion he failed to meet the demand of the contract. He also tried to lay the blue turf on worn-out shock pads which was also in violation of the contract. Afridi was also given personal hearing before project Director Ahmer Kafi, Deputy Director planning Naeemullah Bhatti, Deputy Director tariq Wattoo and sDO Junaid Ahmed. even then he failed to give any undertaking and even did not ask for extension and instead came up with a view that in the current hot weather conditions the work cannot be carried out and even work in the holy month of Ramazan would not be possible. Chief Operating Officer of pCB, Director General, Director international Cricket Operations, Legal Advisor of pCB and a former judge of the high court attended the meeting. the 31year-old was banned for life from any cricket under the jurisdiction of the england and Wales Cricket Board (eCB) after being found guilty of corruption by a disciplinary panel. essex paceman Mervyn Westfield, who was jailed in February after admitting he had accepted £6,000 to under-perform during a pro40 match between essex and Durham in 2009, had named Kaneria as the link between bookmakers and players. Under international Cricket Council (iCC) rules, sanctions on any player from any member country apply in all other member countries, a rule which the game's governing body said is in place "to stamp out corruption". the pCB said its integrity committee had endorsed the ban imposed by the eCB and will enforce it while Kaneria's appeal is considered. Rookie ted potter jnr drained a four-foot birdie at the third hole of a sudden death playoff on sunday to edge troy Kelly for a first UspGA tour win at the Greenbrier Classic. potter, ranked 218th in the world, finished eagle-birdie as he erased a four-shot deficit in regulation, carding a final-round 64 to join Kelly on 16-under 264. He became the sixth first-time winner on the tour this season. He earned a winner's prize of $1,098,000 and jumped from 173rd to 51st in the Fedex Cup playoff standings. it was quite a turnaround for the 28-year-old left-hander, who had missed five straight cuts coming into the tournaments. "When you're missing cuts every week, you get down on yourself," potter acknowledged. "i mean, it's hard to pick yourself back

But poor infrastructure and difficulties in training mean their chances, pitted against better-equipped and better-trained athletes, look slim. "Weapons and ammunition are all outdated -- all of our

As many as 11 million voters could not be verified in the electoral areas of their residence, while 20.4 million people are not registered on the electoral rolls being finalised by the election Commission of pakistan (eCp) for the upcoming general election, Free and Fair election Network (FAFeN) said in its assessment on Monday. According to FAFeN, more than 20 million people of 18 years and above, with most of them being women, are not registered to vote, while over 80 percent of them are not even registered with the National Database Registration Authority (NADRA). FAFeN says its projection is based on the basis of the estimated popula-

tion as on July 1, made by the government in its economic survey 20112012. “Of the potential 20.4 million unregistered eligible voters, only 3.6 million hold computerised national identity cards, which was made a prerequisite for voter registration under

legislative changes last year,” it said. FAFeN urges the eCp to ensure follow-on door-to-door verification of voters be conducted with full diligence and accuracy before the finalisation of the electoral rolls to facilitate fair elections.

army camp attacked in wazirabad, seven killed IslamabaD: Gunmen killed seven security personnel at an army camp in Wazirabad on Monday, officials said, hours after a protest march against the resumption of NAtO supply convoys passed through the area. the encampment was attacked from a bridge over the river Chenab, close to Wazirabad. “At least seven security personnel including a police official embraced martyrdom and five others were injured due to firing by unknown assailants near Wazirabad,” the military said in a statement. He Frontier Corps (FC) is involved in abduction of one out of every three Baloch men, Chief Justice iftikhar Chaudhry said on Monday while hearing the Balochistan unrest case at the supreme Court’s Quetta registry. the chief justice said he had no answer to the grievances of common people regarding law and order in the province, which was why the apex court had been embarrassed. He directed the Balochistan Home Department to make payments to the families of 135 missing persons. provincial home minister, Mir Zafarullah Zehri, also presented himself before the court. the advocate general of Balochistan told the apex court that a gang of three people involved in the killings of religious scholars had been arrested, adding that four missing persons had also been recovered. Chief Justice iftikhar Muhammad Chaudhry said the recovery of only four missing persons showed the non-seriousness of the government. He also asked the Balochistan interior secretary to state in writing that they had failed to control the law and order in the province. the Balochistan AG was of the view that nobody could state anything with 100 percent surety. During the hearing, DiG Operations Hamid shakeel briefed the chief justice on the bomb attack on a bus of pilgrims in Hazarganji. the chief justice flayed the Customs department for such incidents, as they bribed the passengers from Kabul for allowing them to transit.
