n Tuesday, November 27, 2007, Archbishop Demetrios, Exarch of the Ecumenical Patriarchate led a delegation of Archons of The Order of Saint Andrew, to support the Ecumenical Patriarchate in the European Court of Human Rights (ECHR) in Strasbourg, France. The oral argument took place before a seven judge panel made up of judges from San Marino, Turkey, Hungary, Belgium, Portugal, Georgia, and Lithuania, with alternate judges from Italy and Serbia. The Ecumenical Patriarchate brought an action against the government of Turkey in the ECHR for confiscating the Patriarchal Orphanage property, a majestic wooded structure located on Prinkipos (Buyukada) owned by the

Turkish Forestry Officials Vandalize Historic Church Istanbul, Turkey
I
n response to unlawful destruction of an historic Orthodox Christian Monastery by eight officials of a local Ministry of Forestry in Turkey, His All Holiness Ecumenical Patriarch Bartholomew sent an official letter to Mevlut Kurban, the District Elder of the Princes’ Islands, expressing his “strong disappointment and shock.” The Ecumenical Patriarch emphasized that Holy Transfiguration Monastery “had survived numerous fires and earthquakes throughout hundreds of years. It is uncivil to brutalize a sacred building that carries so much cultural history, and unjust to destroy it, especially when Istanbul has been picked to be the capital of civilized Europe in 2010.” Dr. Anthony J. Limberakis, National Commander of the Order of Saint Andrew, condemned the illegal actions of Turkey’s Forestry officials. “On behalf of all peoples of faith who value religious freedom, basic human rights and the dignity of every human being, we call upon the government of Turkey to stop immediately the destruction of this historic Monastery and to put an end to the incessant harrassment of the humble caretaker and workers who live on the Monastery’s property.”
Dr. Limberakis emphasized that the Archons in America are strong advocates for Turkey’s admission into the European Union and asked that all friends of Turkey urge the government to “treat all Turkish citizens equally and fairly, regardless of their religious persuasion... Muslim, Jewish, or Christian.” The Monastery, which is undergoing renovation due to a generous grant from Dr. Stephen and Dr. Anna Yallourakis of Kingsport, TN, was vandalized on Tuesday, November 13, 2007. Local government officials removed and threw away roof tile, broke all the windows and destroyed the window frames. The officials threatened the residents and demanded that they abandon their homes because the houses were being demolished. Dr. Yallourakis remarked, “We here in the U.S. enjoy all of our freedoms and believe all people should enjoy basic unalienable rights given to us by our Creator. The Ecumenical Patriarchate, founded by the Apostle Andrew, is the Sacred See for 250 million Orthodox Christians around the world. We pray for a positive resolution to this tragic event and anxiously await the repair of the damage which has destroyed our beloved Monastery.” n

The Archon Annual Archon General Assembly held at New York Hilton New York, NY

n Saturday, October 27, 2007, the Archons of the Ecumenical Patriarchate in America under the leadership of Archbishop Demetrios, Exarch of the Ecumenical Patriarchate held their annual General Assembly at the Hilton Hotel in New York, NY. Prior to the assembly, His Eminence, Metropolitan Nicholas of Amissos (Carpatho-Russian Diocese) offered the invocation at a special joint breakfast meeting with National Council members and Regional Commanders from all over the country. The various Religious Freedom initiatives of the Order were reviewed. Religious Freedom Committee Chairman Archon John A. Catsimatidis, Archon Andrew E. Manatos and Archon Stephen Georgeson spoke on certain components of the Archon Religious Freedom Campaign. Archon Constantine G. Caras, Esq. and George Kaludis, PhD offered an update on the Archon religious freedom presentations before the Helsinki Commission’s Annual Human Rights Conference in Warsaw, Poland (Organization for Security and Cooperation in Europe) before its 55 member nations. The Regional Commanders reports were heard among other Committee reports during the morning session.
National Commander, Dr. Anthony J. Limberakis welcomed all Archons and Archons-elect to the assembly. He shared with the Archons a letter sent by His All Holiness Ecumenical Patriarch Bartholomew I of Constantinople and then presented his report on “Religious Freedom and the Ecumenical Patriarchate”. His Excellency Prof. Andonios Trakatellis, MD, PhD, Member and Vice President of the European Parliament, offered remarks on a recent formal resolution passed by the European Parliament regarding the expectations of the EU of Turkey in the area of human rights and religious freedom. Following Prof. Trakatellis’ remarks, His Excellency Angelos Pangratis, Deputy Head of Delegation to the European Commission to the United States also addressed the Archon Assembly. Various other reports were heard throughout the afternoon including the reports of the Secretary, Treasurer, Audit Committee, Bylaws Committee, Nominating Committee, Patriarchal Education Committee, Regional Commanders Liaison Committee, Strategic Planning Committee and Technology Committee. Archon John A. Catsimatidis offered remarks on the Religious Freedom Initiative, while Archon Andrew Manatos offered words on recent developments in Washington.

An extraordinary documentary video presentation entitled, “The Ecumenical Patriarchate at the Precipice of Extinction” was offered by James Rockas, a senior high school student at the Andover Phillips Academy following the reports.

Following registration and luncheon with Archbishop Demetrios, the Archons held their Annual General Assembly in which Archbishop Demetrios offered the invocation and addressed some 150 attendees.

Limberakis, the wife of the National Commander who hosted the event welcomed Archbishop Demetrios who spoke on the significance of the Archon offikion. Special Guest Speaker Maria Foscarinis, Esq., Executive Director of the National Law Center on Homelessness & Poverty, offered a powerpoint presentation on homelessness and poverty in America and the various programs sponsored by the National Law Center addressing this crisis.
Several reports and speeches were heard throughout the afternoon during the Annual Archon General Assembly held at the New York Hilton.

Escorted by Deputy Secretary of State John Negroponte, Cardinal Theodore McCarrick and Dr. Limberakis, Archbishop Demetrios received an enthusiastic and warm reception as he entered a packed ballroom. Ambassador Negroponte led a list of dignitaries extolling the honored guest including: Ambassador of Greece Alexandros Mallias, Ambassador of Cyprus Andreas Kakouris, Deputy Head of Delegation of the European Commission in the U.S Ambassador Angelos Pangratis, Archbishop Emeritus of Washington, DC Cardinal Theodore McCarrick, and Dr. Antonios Trakatellis, former Vice President of the European Parliament and brother of Archbishop Demetrios. Archbishop Demetrios has responded to numerous national and international needs and crises including the Macedonian issue in November 2004, and specific acts of terrorism, such as the violence against the Ecumenical Patriarchate and the attack on the school in Beslan, Russia, both in September of 2004. In March of 2005, Archbishop Demetrios testified before the Helsinki Commission regarding issues of religious freedom and the function of the Ecumenical Patriarchate in Turkey. The Archon Archon delegation conduct meetings with Turkish Government officials in Ankara Istanbul, Turkey
A
n Archon delegation enjoyed an audience with Ecumenical Patriarch Bartholomew and discussed in detail the recent appearance of Patriarchal representatives before the European Court of Human Rights in Strasbourg, France, concerning the confiscation of the Patriarchal orphanage property. The property was seized by the Turkish government on Prinkipos (Buyukada) which consisted of the largest wooden structure in Europe. It served as the Patriarchal Orphanage from 1903 to 1964 and is located atop a majestic hill overlooking the Sea of Marmara. The building was originally purchased in 1902, prior to the existence of the modern Republic of Turkey. The five-member delegation also offered their recommendations in seeking remedies within Turkey. During the Nov. 28, 2007,

meeting, Archon National Commander Anthony J. Limberakis also reported to His All Holiness on scheduled Ankara meetings and that the Archons would raise the mid-November issue of the vandalized Holy Transfiguration Monastery in Halki. The Ecumenical Patriarch extended his appreciation to the Archon delegation for their continuing efforts. The congregation, led by Archbishop Demetrios of America and Fr. Alex Karloutsos, also included Archons Christopher Stratakis and George Rockas. The following day, the Archon delegation had four meetings in Ankara with various Turkish government officials arranged by United States Ambassador to Turkey, Ross Wilson and his staff. In addition, the delegation was accompanied by Embassy Control Officer Jeff Collins and at least one other person from the U.S. Embassy
at each meeting. At the start of each of the four meetings, Limberakis raised the issue of the vandalized Holy Transfiguration Monastery on Halki. He called for the prosecution of the offenders and payment of damages. He then offered a description on the lack of religious freedom experienced by the Ecumenical Patriarchate citing the principle issues of the ongoing chronic religious freedom deficit perpetrated by the government of Turkey, including their interference in the election of the Ecumenical Patriarchate, their refusal to grant legal personality to the Ecumenical Patriarchate, the refusal of the government to recognize the title “Ecumenical,” governmental property confiscations and the government’s forcible closure of Halki. The first meeting was held at the AK Party Headquarters.
Egemen Bagis, AK Party Vice Chairman in charge of Foreign Affairs and member of the Parliament for Istanbul, welcomed the visiting Archon delegation. After reporting and discussing on the various issues of concern, Bagis concluded by saying that a new constitution is being written and reforms are being passed and that there is a right to be hopeful about the future. In addition to the Archon delegation, U.S. Embassy officials, and Bagis, the meeting attendees also included Melbut Covusoglu, Deputy for Antalya and Chairman of the Turkish Delegation to the Parliamentary Assembly of the Council of Europe; Nursuma Memecan, Member of Parliament; and Janice Weiner, Political Counselor at the U.S. Embassy. Archon delegation was accompanied by U.S. Ambassador Wilson. Following a report on the vandalization of Christ the Savior Monastery, Limberakis noted that it has always been problematic for the Ecumenical Patriarchate to obtain permits. Repeated requests for permits to renovate properties of the Ecumenical Patriarchate’s churches and institutions are often ignored by the Turkish authorities. Ambassador Wilson responded that in civilized democracies, governments do not engage in destructive acts notwithstanding the lack of permits. Foreign Ministry Undersecretary Entugrul Apakan responded by saying that the Ecumenical Patriarch is a “friend of Turkey,” that the intention of the government is not “to limit him” and that the government
wants the “Patriarchate” to remain in Turkey. He further said that the government “wants to be a liberal and democratic country” and “will look at all issues regarding the Patriarchate.” In addition to the Archon delegation, U.S. Embassy officials, and Apakan, the meeting attendees also included Berki Dibek, Ambassador, Director General for Bilateral Political Affairs, and Haydar Berk, Ambassador, Deputy Undersecretary. The third meeting took place with the European Commission Delegation to Turkey. Diego Mellado, Head of Political Section, and Sema Kilicer, Political Officer, Human Rights. After reporting and discussing on the various issues of concern, Mellado said that freedom of religion figures prominently in the accession
process for Turkey, referencing to the November European Union report. He said that a new law on foundations is now before Parliament that addresses some, but not all, the problems relating to property. He said that once the new law is approved, the EU will look into implementation and what happened to properties seized years ago. Mellano emphasized that it is important to draw public attention to human rights violations such as property confiscations. He said that going forward, the Archons should keep the EU informed of the Patriarchate’s problems. The final meeting between took place at the Directorate of Religious Affairs with its Vice President, Izzet Er. Following the introductory briefing by Limberakis on the vandalism
of Christ the Savior Monastery, Er cited other examples of vandalism to Turkish mosques in neighboring countries indicating that vandalism problems are not unique to Turkey. He stressed the parties should maintain dialogue and with dialogue, problems will be solved. At the end of the day, the Archon delegation briefed Ambassador Wilson at the U.S. Embassy on the various meetings. When asked what else the Archons could do to enhance religious freedom on behalf of the Ecumenical Patriarchate, the ambassador stated “keep doing what you are doing, monitor developments in Turkey and the EU and continue to advocate on behalf of the Ecumenical Patriarchate with the Turkish government.” n

Turkish government official has acknowledged that recent acts of vandalism to Holy Transfiguration Monastery in Halki were unprovoked and illegal.
In a meeting with a delegation of Archons, Fikeret Kasapoglu, the Deputy Governor of Istanbul for Religious Minorities, said the actions of eight forestry officials in vandalizing the monastery were unprovoked and indeed illegal. Meeting with Mr. Kasapoglu were Archon National Commander Dr. Anthony J. Limberakis, Archon Legal Committee Chairman Christopher Stratakis and Archon Litigation Subcommittee Chairman George Rockas. Also in attendance was William M. Coleman IV, the Vice Consul of the United States in Istanbul. The meeting was held on Nov. 30, 2007, at offices of the Governor of Istanbul. In the presence of the Archon Delegation, Mr. Kasapoglu telephoned Melvut Kurban, Governor of the Princes’ Islands under whose jurisdiction is Halki, who, according to Kasapoglu, stated the following: 1. The Ecumenical Patriarchate had the necessary permits and permissions to perform the renovation work on the monastery and the structure was not on land under the control of the Ministry of Forestry. 2. The acts of the Forestry officials were not approved by the Ministry and were conducted outside their official duties; and

3. The officers involved apologized for their actions and were “removed” from the area. He also informed the delegation that Kurban said that he would address the issues of repair and paying for the damages. Following the meeting with Kasapoglu, the delegation returned to the Ecumenical Patriarchate for consultations and reported on the meetings in Ankara and with Deputy Governor Kasapoglu. n

During the solemn Archon Investiture Service Archbishop Demetrios presented each Archon with the Cross of St. Andrew along with the official Patriarchal Certificate specifying the offikion desiganted for each Archon by His All Holiness.

My beloved brothers in Christ, it is how we co on this earth, how Ch nduct our lives rist-like we comport ou rselves and how we ser ve as instruments of Jesus Christ our Lord and Savior that will ult imately deter mine ou r salvation. Thus, it is the healthy and meaningful integration of ou r hectic daily lives into our spiritua l lives that rea lly matters.

Recognizing the supre me importance of spiri tua lity in our daily existence, the Spiritua lity Committee of the Natio na l Council, headed up by Archon Jim Spero s, has organized a Lente n ret reat on April 11 and 12 at the Saint Ba sil Academy entitled, “S pir itual Renewa l.” We are both blessed and ve ry fortunate to have Hi s Grace Bishop Savas, Bishop of Troas and Ch ancellor of the Greek Or thodox Archdiocese of America, ser ve as ret reat master under the spiritua l guidance of His Eminence Archbis hop Demetrios of Ameri ca and Exarch of the Ecumenica l Patriarcha te. Details of the ret rea t are herew ith attached.
Who: All Archons throughout the United States and their families are encouraged to sign up for our fifth Archon Lenten retreat under the spiritual guidance of His Eminence Archbishop Demetrios, Exarch of the Ecumenical Patriarchate. The retreat will be led by His Grace Bishop Savas, Bishop of Troas and Chancellor of the Greek Orthodox Archdiocese of America. Lodging: A block of rooms has been reserved for the Order of Saint Andrew the Apostle at the Thayer Hotel at West Point located at 674 Thayer Road, West Point, New York 10996. A special room rate of $120/ night has been negotiated with the hotel for the evenings of April 11 and 12. The hotel is a short ride away from the Saint Basil Academy and roundtrip shuttle service will be provided from the hotel each day. Check in time is 2:00 pm or after. Meals: Lenten meals will be provided by the Saint Basil Academy during the day and a half retreat.

n Thursday November 8, 2007, The Order of Saint Andrew, Archons of the Ecumenical Patriarchate in America hosted a luncheon and reception in honor of His Beatitude Theophilos III, Patriarch of Jerusalem. National Commander, Archon Aktouarios Dr. Anthony Limberakis was joined by Archon Ekdikos John Halecky and Archon Depoutatos Andrew Manatos in hosting a private luncheon for the Patriarch, together with Father Alexander Karloutsos, the Spiritual Advisor to the Order of St. Andrew, Ambassador Archon Referendarios Patrick Theros and Father Mark Arey, Ecumenical Officer of the Archdiocese. After the luncheon, the Archons joined His Beatitude on Capitol Hill at the American Center for Law and Justice (ACLJ), a law firm and educational organization that specializes in constitutional law that hosted a
reception in honor of His Beatitude. The ACLJ is an arm of Christian Advocates Serving Evangelism, Inc., a not-for-profit religious corporation dedicated to the cause of religious liberty. Jay Alan Sekulow, Chief Counsel for the American Center for Law and Justice (ACLJ), welcomed His Beatitude along with Senator Arlen Specter of Pennsylvania and Congressman Trent Franks (AZ, 2nd District). Numerous Archons from the greater Washington Metropolitan Area gathered to welcome and hear Patriarch Theophilos address them on issues of religious liberty and human rights. Following the Reception, His Beatitude was escorted by representatives of the Archdiocese to Dulles International Airport for his departure and return to Jerusalem. n

On Sunday, January 8, 2008, His All Holiness Ecumenical Patriarch Bartholomew I celebrated the feast of the Theophany of Our Lord Jesus Christ at the Patriarchal Cathedral of St. George in Istanbul, Turkey. Following the celebration of the Divine Liturgy, the Ecumenical Patriarch participated in the traditional blessing of waters and throwing of the cross in the waters of the Golden Horn.
