Pasco calls for civil campaign behavior

The Pasco County Commission has amended its Ethical Campaign Practices Act to encourage civility among candidates. Commissioners voted unanimously on Jan. 21 to support changes suggested by Pasco County Supervisor of Elections Brian Corley. Corley said the changes incorporate “lan-

guage that speaks to civility in the public discourse for candidates running for office within Pasco County. “In essence, this ordinance is a plea for civility, if you will, amongst those running for office in our great county,” Corley said, noting the changes update an ordinance initially adopted in 2006. Corley noted:“It’s not solely my request, but more importantly, rather something the

voters not only want but deserve, and have asked for many times to me, personally. “Many voters have relayed that they tire of the toxicity and lack of decorum among campaigns and candidates. Storytime offers fun for toddlers

The Hugh Embry Branch Library, at 14215 Fourth St., in Dade City, hosts two 45-minute programs every Wednesday morning for toddlers and preschoolers. The Toddler Storytime is for children up to age 2, and the Preschool Storytime, ages 3 through 5. Each session mixes playtime, stories, songs and crafts to provide a learning experience for kids. Shaina Smith, the library’s youth service provider, leads the programs. She focuses on a theme, and selects books and fun activities to convey that theme. To find out more, call (352) 567-3576. Charter school coming to Epperson By B.C. Manion bcmanion@lakerlutznews.com

A K-8 charter school could open as early as this fall in Epperson, if all goes according to plan. The Pasco County School Board has approved an agreement with Metro Apple LLC and Red Apple Development LLC — known collectively as the developer — for a charter school that is planned on the east side of Curley Road. Details regarding the school are spelled out in the agreement. Plans call for a two-story school of approximately 55,000 square feet, that will be built on a site of about 8 acres to 10 acres. The charter school will have a capacity of 765 students. The proposed concept for the school is based on the acronym of W.I.S.H., which stands for Wellness, Innovation, Science and Health. The aim is to open the school for the 2020 school year.

Pasco County has adopted an ordinance requiring owners of rental properties and vacant properties to register them. The idea is to give the Pasco County Sheriff’s Office a way to find out who owns a property, or who’s authorized to be on it, when they’re called to a scene. It also will give county officials information they need to pursue code violations, when a structure is becoming a hazard, property is littered with trash, weeds are overgrown and so forth. Commissioners voted unanimously in favor of the new tool. Pasco County Sheriff Chris Nocco applauded commissioners, noting the registry will help residents who have been dealing with nearby crime and other issues resulting from problem properties. “They can’t sleep at night.They can’t let

their kids out at night.This is something that will help them bring back their neighborhoods,” Nocco said. The ordinance notes that commissioners recognize that vacant properties and the condition of many rental properties “lead to a decline in community and property value; create nuisances; lead to a general decrease in neighborhood and community aesthetic; create conditions that invite criminal activity; and foster an unsafe and unhealth environment.” The ordinance also notes that while the total number of homes have increased, the total number of homesteaded properties has declined. The registry will give the county and Sheriff’s Office a reliable way to communicate with others when properties are “abandoned, neglected, or left unsupervised, or when tenants/occupants are violating See RENTAL, page 15A

For these women, snowbird season in Zephyrhills means more than soaking up the warm Florida sun — it’s also a time to harmonize in a group called the Zephyr Sound. The all-women’s barbershop chorus entertains at senior communities and nursing homes with their collection of four-part acapella harmonies. Zephyr Sound members come from all over. They hail from Michigan and Maine, New York and Canada. Some live in East Pasco year-round. They bring a cohesive, professional sound, but the female barbershop group See BARBERSHOP, page 15A

The Cindy Seifert Art Garden is appropriately named and a very special place. Inspiring others with lyrical rhymes By Brian Fernandes bfernandes@lakerlutznews.com

In celebration of Martin Luther King Jr. Day, Saint Leo University added a hip-hop element — showcasing the rapper Duke. The Jan. 21 event was a part of the school’s weeklong series, recognizing the iconic civil rights leader. Duke shared his story and inspirational words – sometimes conveyed through rap lyrics. He noted his lyrics often are influenced by the words of the slain civil rights leader, the nation pauses to remember each year. “He always tried to approach it from a positive light, and that really influenced me and my work,” he said. Duke, born Bunduki Ramadan, said even before he was born, adversities have influenced his life, and those experiences led to his rap career. His mother was still pregnant with him when his family fled during a civil war, from their native Sudan to Egypt. Because of birth complications, Duke was pronounced dead upon delivery, but then was revived. “By the grace of God, the baby gasps and begins to cry.That baby, that baby was me. That was my first time beating the odds,” he told those gathered. The difficult birth, however, resulted in a health disorder that limited the use of his right arm. His family relocated from Egypt to Jacksonville, Florida, where he grew up. His brush with death, coupled with the encouragement of his parents, compelled him to push forward, despite his disability, the 27-year-old said. Music has been a focal point in his life. It started with his first attempt at rapping, during fifth grade. Over the years, he has drawn inspiration from other hip-hop artists, such as Tupac Shakur, Kendrick Lamar and Kanye West. Besides enjoying the art form, Duke said it has been a therapeutic source for channeling his frustration. Among other kids at school, he said, he felt like an outsider, being “caught up in the

gray middle.” Duke noted that at times he was picked on for his dark skin complexation. During a rap intermission, he explained the range of emotions felt when faced with bullying. In one verse, he rhymes: “Cool on the surface, but it’s like the oven on.”

He went on:“Music has such a strong impact on your mood, your mentality and your mindset.” Likening music to food, he cautioned the audience to be selective with what they consume. He also touched on education. He told Saint Leo students that by being

at the university, they’ve already beaten the odds. He attended the University of Florida, majoring in economics. After graduating, he received several lucrative job opportunities. But, he turned them down. “My dream was to pursue my music and be able to use that as a tool to motivate people,” Duke explained. Eventually, he moved to Atlanta to pursue that dream. He fell upon some hard times, financially. At one point, he was sleeping in his car. In one of his song’s, he poses this question:“Now am I really selling my soul, or am I doing what I got to do to get to the goal?” By working consistently in a music studio and forming new connections, he was able to build a name as a rap artist, he recalled. Now, he performs hip-hop shows several times a month across the nation. Delivering motivational speeches at schools also is on his agenda. He has built clientele through his own marketing agency. He described his success in another song — getting the audience to rap along. The audience repeated the lyrics, as Duke rhymed:“I got some food on my plate, thank God. I got some money in the bank, thank God. My whole family is straight, thank God.” He references Dr. King’s legacy as hope that each coming generation will struggle less than the one before it. In his acclaimed 1963 speech,“I Have a Dream,” King said:“I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.” Duke said he’s seen some progress. He said he would like to start a family one day, and he believes his children won’t have to face the same prejudice he experienced. Duke said there’s power and value in gratitude. “I want people to be grateful for what they have now,” Duke said.“Being grateful for what you have now is what paves the way for you to have more in the future.”

If you’ve ever wondered what that family heirloom quilt is worth, you can find out at the 30th Annual Farm Fest and Quilt Show in Dade City. Those attending the event can find out the value of their quilt from Brenda Grampsas, a quilt historian.Verbal appraisals cost $20 and written ones cost $50. But, that’s just one of the activities planned for the show set for Feb. 1 from 10 a.m. to 5 p.m., at the Pioneer Florida Museum and Village, 15602 Pioneer Museum Road in Dade City. Visitors also can bring in quilts to put on display. And, they can purchase a ticket to take part in a chance drawing to win a quilt, too. At noon, spectators can see a demonstration of strength, as teams of draft horses compete to see which can pull the

heaviest weight. And, of course, there will be opportunities to buy items from numerous vendors, offering crafted items and food. There also will be demonstrations of dollmaking, and of the process of turning sugar cane into syrup. The event also features plenty of ways for kids to have fun, including face painting and barrel train rides. Live music will be offered by The Barking Dogs and the Dulcimer Connection, and for those who want to check out the museum, tour guides will be there to share their knowledge. Parking is free and guests are welcome to bring lawn chairs for the horse competition. Admission is $10 for age 13 and up; $5 for ages 5 to 12; and free for those under 5. CORLEY ISSUES WARNING Pasco County Supervisor of Elections Brian Corley has issued a warning that The Voter Participation Center (VPC) again has launched a voter registration mail campaign targeting Pasco County voters, according to a news release from Corley’s office. The mail campaign contains “inaccurate information that is often alarming and confusing,� the release says. Previously, these mailings “have been sent to family members who are deceased, their pets and underage children, and adult children who no longer reside or never resided in the household or the state of Florida,� the release adds. “The mailings that reach eligible voters often arouse suspicion because they are already registered and feel that their registration has somehow been compromised,� the release continues. Corley also noted that “VPC has also begun text messaging voters in advance of the mailing using an outdated list of phone numbers.We have already received reports that the messages are addressed to people who no longer have the phone number.� The supervisor of elections also observed:“Our experience has been that VPC tactics further erode voter confidence at a time when the security of our elections is in the forefront. Please know that these organi-

Setting The Mood By Painting Outside Don’t miss exhibit by Land O’ Lakes Artist Lionel Sanchez

F

rom a distance, the watercolor paintings of Lionel Sanchez appear to be very detailed with intricate brushstrokes. But, according to the artist, his work only gives the appearance of detail because of his unique style and brushstrokes. The end result of Sanchez’s art are stunning paintings of rural scenes from his native Colorado, old world urban settings in Germany, and natural Florida settings, including many from Tarpon Springs. Viewers find Sanchez’s artwork balanced, inviting and mesmerizing. “It is my hope that each of my pieces will elicit an emotional response and a desire to investigate the painting further,” says Sanchez. “I strive to create an emotional connection that opens a dialogue between the artist and viewer.” In addition to painting in watercolors, Sanchez works in graphite, acrylic, pen, and ink. He prefers to paint outside, which in the art world is called en plein air and made famous by French impressionists, such as Claude Monet and Pierre-Auguste Renoir. “It is easier to accomplish the mood when you paint outside. The light is pure, there is no distortion,” said Sanchez, who sketches an image before beginning to paint, and often adds creative elements not present in the scene. An example of this is one of his favorite paintings on display in Wesley Chapel of a large commercial fishing boat in drydock. Titled “Under Repair,” the boat and the Anclote River are real, but the docks and foreground were painted from his imagination. “Under Repair” is one of more than 20 of the artist’s paintings on display at an exhibition Sanchez calls, “My World Through Watercolor." The show runs through Feb. 10 at the Avalon Park Welcome Center on State Road 54, about five miles east of I-75. The show is being co-hosted by the Pasco Fine Arts Council, and is the fourth art show the Council has sponsored in the past six months at Avalon Park Wesley Chapel for East Pasco residents.

An artist reception to recognize Sanchez’s work is this Friday, Jan. 31, from 6 p.m. to 8 p.m. The event is free and open to the public. Sanchez is 76 years old, and has loved art since an older brother entertained him as a young child by drawing him pictures.

“I was fascinated with what my brother could do with a pencil, and my fascination grew into a passion,” explains Sanchez. “My life experiences and challenges are evidenced in my paintings, and my passion for art has shaped how I view the world around us.” Before retiring to Hudson in 2009, Sanchez worked as an industrial draftsman and project manager for

31 years. He gave up the mountains of Colorado for the prairies of Florida to be closer to his granddaughters in south Florida. Through the years, Sanchez took many classes in painting and photography, but did not begin painting daily until he moved to Florida. “I am a much stronger painter today than when I first retired, and continue to work on my technique almost daily,” he said. When he first moved to Florida, Sanchez began teaching at Life Enrichment Center in Tampa, and still teaches there today. He joined the Pasco Fine Arts Council about five years ago, where he also teaches painting. “I love to teach because it helps me reinforce and bring to the surface art techniques that I may have forgotten. I find it fun,” said Sanchez. Sanchez and his wife, Carolyn, live off State Road 52, about a half mile from the Suncoast Parkway, where he regularly bicycles the Suncoast Trail to and from the Starkey Wilderness Park Trail. He also is a marathon runner. The goal of the partnership between the Paso Fine Arts Council and Avalon Park Wesley Chapel is to bring arts and cultural events, exhibits and workshops to East Pasco County. This is the first time in the Council’s 40-plus year history that is has had a location in East Pasco to host its exhibits and art classes. One of the main goals of this partnership is to introduce people to local artists like Sanchez, with monthly exhibits and demonstrations, and also to offer art classes for youngsters and adults.

Grieving families will benefit from donation St. Joseph’s Hospital-North was the recipient of a $3,000 CuddleCot donated by Land O' Lakes resident Cristelle Suarez. A CuddleCot is a cooling system that gives families days, instead of hours, to create memories with their babies. Suarez lost a child in October 2012 and raised the funds for the CuddleCot through social media and a partnership with Madison's Miracles, an organization that provides support and resources to

grieving parents who have experienced infant loss. Every year, Suarez does something in memory of her deceased child, Oliver. A CuddleCot gives bereaved families precious extra time for hugs, kisses and other bonding. Suarez did not have a CuddleCot at the time of Oliver's death. "I wish I did have one," she said. "This is my way of helping anyone else that loses a baby, and remembering Oliver."

Saint Leo University will offer high school students the chance to take part in

the American Mathematics Competition 10 or 12, at no cost. Both contests are scheduled for Feb. 5 at the Saint Leo campus, 33701 State Road 52, Lewis Hall, Room 119, in St. Leo. Students and parents need to arrive by 5:45 p.m., as the contest starts at 6 p.m. Parents must register their students in advance by emailing Dr. Kevin Murphy, of the Saint Leo mathematics faculty, at kevin.murphy@ saintleo.edu, and including “AMC 10/12” in the subject line. And, in the email text, list each student entrant’s name, age and school grade. Students are given 75 minutes to get through the questions. The AMC 12 is for students in grade 12 or lower, and who are younger than 19 ½ years of age on the day of the exam.The questions cover the high school math curriculum.

Pasco County Schools has implemented a monthly, two-hour-early release time to allow for staff to engage in professional development aligned with student needs, and district and school priorities. HISTORIAN NAMED TO DEAN POST Heather R. Parker, Ph.D., was named dean of The College of Arts and Sciences at Saint Leo University, a post she has had on an interim basis since November 2018. The changes approved by commissioners ask candidates to: • Conduct campaigns openly, publicly discuss issues and avoid criticisms of a personal nature against opponents • Prohibit unethical practices which undermine the system of fair elections • Listen respectfully to those with opposing viewpoints and avoid language that is insulting or inappropriate • Abide by any ordinance or property restriction relating to the placement or posting of campaign signage • Run a positive campaign, emphasizing qualifications and positions on issues of public concerns and limit criticism of opponent to legitimate challenges to that person’s record, qualifications and positions • Refrain from the use of campaign material either in print or by electronic means through social media that falsifies, distorts or misrepresents facts Also, there’s a new provision aimed at ensuring that amplified devices are not used to attempt to solicit votes, as voters enter polling places. The restriction on amplified devices, Corley said,“stems from 2016, where we had voters complain they had to endure a certain campaign using a bullhorn. It was rather disruptive.They were annoyed at it, and nothing could be done.” The reference to social media is a needed update, too, Corley said. “Remember, there was no Twitter or Facebook in 2006.” Earlier in the meeting, Randy Evans, state committeeman for the Republican Party of Pasco County, voiced opposition to the changes proposed by Corley. “This ordinance contradicts the Republican Party’s platform, and it is unenforceable,” Evans said. “It is a waste of time and not worth the paper it is written on. “Every candidate for public office should be civil towards everyone, not just an opposing candidate. If a candidate feels another candidate is being uncivil, they can walk away, they can call the Sheriff’s Office, or, if necessary, exercise their Second Amendment and stand their ground,” he said. He cited a portion of the Republican Party

Platform, which says:“We oppose any restrictions or conditions that would discourage citizens from participating in the public square or limit their ability to promote their ideas, such as requiring private organizations to publicly disclose their donors to the government. Limits on political speech serve only to protect the powerful and insulate incumbent office holders.” Evans posed this question to commissioners: “Instead of wasting time on this unenforceable ordinance, and restricting free speech, why not pass an ordinance making Pasco a sanctuary county for the First Amendment and the Second Amendment?” Commissioner Jack Mariano asked for Corley to react to Evans’ remarks. Corley responded:“Mr. Evans didn’t reach out to me, so I didn’t have any discussions with him. I kind of wish I had, to be honest with you. “You’re either for civility or you’re not for civility with this ordinance. It can’t be one or the other. “The ordinance is asking all candidates to be civil. This is above partisanship, clearly,” Corley said. Corley continued: “While it does not prevent a candidate from being less than truthful, or being nasty during their campaign, it is my hope that each candidate going forward would spend their energy and resources running a positive campaign, and join us in the goal of restoring and maintaining civility in the public discourse.” Commissioner Kathryn Starkey offered this reaction:“I would just say I have no objections to sign anything that says civility and good behavior should be in order.” She also said she’s glad the amended ordinance addresses the issue of amplified devices because that was a problem before and could not be addressed. Starkey added:“It doesn’t inhibit anyone’s free speech. I wouldn’t want to do that.” Corley:“It’s a plea.Voters are tired of negativity.” Christine Bright, chair of the Pasco Unit of the League of Women Voters of Hillsborough County, backed the changes recommended by Corley. “I just wanted to stand here today and say that the members of the Leagues strongly support ordinances which promote civility in our political campaigns. “We’re very concerned about the erosion of civility,” Bright said.

BARBERSHOP, from page 1A considers itself to be informal, and welcomes new ladies of all ages to be part of their fellowship and fun. The only requirement to join is the ability to simply “keep a tune,” said Peggy Shear, who serves as the group’s vice president. Shear, who sings bass, said the group really needs lead singers who have melody and can hit a Middle C note, and an octave above. Currently, the group has nine regulars, many of whom are retired, or on the verge of retirement. Shear, who is a New York native and Wesley Chapel resident, joined Zephyr Sound about three years ago after seeing an ad in a newspaper. She was hooked after her first rehearsal. Shear appreciates the challenge of the use of the human voice to make music. She explained,“I enjoy the people and I enjoy the harmony that I’m hearing, and learning how to stay more in tune when you don’t have an accompaniment.” Zephyr Sound formed in 1998. Rhoda Frederick, a ‘snowbird’ from Maine, has been with the group the longest. She joined in 1999. For Frederick, the group provides an outlet to express her passion for music and for studying harmonies. “It’s just a part of me,” Frederick said. Other Zephyr Sound members describe the barbershop quartet as “addicting,” — that is, they say, once you get the hang of it. That was Carolyn Kampf’s experience. “Once I started singing barbershop, I just couldn’t give it up,” the Michigan snowbird said.“I just couldn’t. I’ve just gotta sing that four-part harmony,” Kampf said, signaling her joy, through the glee in her voice. New Yorker Robyne Eastman echoed similar feelings about singing barbershopstyle. “It just becomes part of you,” Eastman said. “It’s something that you go out and search, if you have been in an organization or a full chorus, and then you move, you’re going to start searching,‘Where is one close by? Where can I sing my heart?’” Zephyr Sound practices Monday afternoons at Zephyrhills Wesleyan Church, from

mid-November through mid-April. They have a running list of about 25 songs — a mix of blues, old-time and patriotic tunes, as well as hymns and songs from musicals. Some of the more well-known tracks they perform include “Ain’t She Sweet,” “Baby Face,”“Rockin’ Robin,”“Carolina in the Morning,” “This Country is My Country,” “God Bless America” and “Two Nations.” The group tries to add a new tune or two to its repertoire each year, said Zephyr Sound music director Sue Shaffer, a Dade City resident. Right now they’re learning “Mississippi Mud,” a barbershop track once recorded by Ray Charles and others. Learning a new song takes time and practice. It requires getting the lead, tenor, baritone and bass on the same page, members say. Shaffer observed:“It takes a little while to work out all the parts because some people aren’t sure of their parts, and so we have to learn it.” Zephyr Sound typically sings a 30minute program, when they perform about town.They show up in matching uniforms: Black pants, a white blouse, a vest and a scarf. They encourage audience participation, to liven things up. Each Zephyr Sound set list has a narrator, Shaffer said.And, it’s organized in such a way “that makes sense in the order we do it.” The idea, she said, is “to make it a very interesting program that people don’t fall asleep on.” Shaffer is another longtime member of the group, having signed up in the early 2000s. She came aboard with a lengthy musical background, having directed a number of choruses and as a former member of Sweet Adelines International, a worldwide organization dedicated to advancing the education and performance of women’s barbershop singers. Besides her love of singing, Zephyr Sound provides Shaffer a welcoming space for friendship and camaraderie.“I’m telling you, this has been the most supportive (group) that I have ever been a part of. ometimes, doing whatever it takes to win a youth soccer game or tournament isn’t the be-all and end-all. At least that’s the way Adam and Sarah Murry see it. They think the emphasis should be maximizing each child’s soccer skills, while teaching them how to play together, in a professional, team setting. To that end, the Murrys have been working with players at Zephyrhills Elite Soccer Skills Academy (ESSA), a 15,000-squarefoot indoor soccer facility and training center, located at 3905 Correia Drive, off Chancey Road. Land O’ Lakes High product Sydny Nasello, now a sophomore forward/midfielder on the University of South Florida (USF) women’s soccer team, was chosen as one of 25 participants for the United States Women’s National Team U-20 pre-qualifying training camp, which runs through January in Lakewood Ranch. After the camp, the team will be whittled down to 20 players for the 2020 CONCACAG Women’s U-20 Championship, which runs from Feb. 15 to March 1. The 2020 FIFA U-20 World Cup will be in Panama and Costa Rica this August. Nasello finished her 2019 season at USF with two goals and 10 assists for 14 points. She was also selected as second team American Athletic All-Conference in a season where the Bulls reached the Sweet 16 for the first time in program history. At Land O’ Lakes, Nasello racked up 120 goals across a four-year varsity soccer career. Her senior year, she was named the 2018 Florida Dairy Farmers Class 3A Player of the Year after posting 45 goals and 13 assists, guiding the Gators to the regional finals, a 23-3 record and undefeated district mark.

W

ith its historic courthouse and local shops, downtown Dade City emanates a feeling of Southern Charm. And, once a year, its streets are transformed when hundreds of vendors and thousands of visitors descend on the East Pasco community to pay homage to a tiny, tart citrus fruit called a kumquat. Now in its 23rd year, the annual Kumquat Festival was held on Jan. 25 and, as usual, people were enjoying themselves as they tasted kumquat pie, sampled kumquat ice cream, listened to music or did a little shopping from vendors, or local shops. There was entertainment, too, with performances by such acts like the Pasco County Community Choir, Strawberry Express Cloggers, Pasco High School Jazz

Band, Saint Leo University Theatre Department, Frank Savers with Influence of Music, and Nashville recording artist Kris Pierce. This year, there were more than 400 vendors lining downtown streets, selling everything from handcrafted items, to produce and clothes. It was an event for all ages. Kids could scale a rock climbing wall, take a pony ride, jump around in a bounce house or play games in the Kid’s Corral. There was a quilt show, a car and truck show, and live entertainment, too. And, those who came looking for kumquats? Well, the little gold gem of the citrus industry was in great supply. Kumquats could be purchased in the form of trees, in fresh bags of the fruit, in kumquat-infused ice cream, cookies, beer, marmalades, salsa — and, of course, the famous kumquat pie.

Bravado Pharmaceuticals to set up in Lutz Bravado Pharmaceuticals LLC is a new company being established at 4212 Cypress Gulch Drive in Pasco County, according to a release from the Pasco Economic Development Council Inc. Brian McMillan, the Lutz company’s owner and CEO, has 30 years of analytical, formulation and process development experience. The company is investing $3 million in the purchase and building of a 7,500square-foot facility, and manufacturing equipment, the release said.The company expects to hire 10 new jobs within the next year and up to 20 over the next three years. Within three months of opening his company, McMillan was invited to be showcased on “Worldwide Business with

Kathy Ireland,” the release said. Bravado will be developing and manufacturing pharmaceuticals, will be using the facility as a research center, and will have relationships with the University of South Florida and University of Florida, Bill Cronin, president and CEO of Pasco EDC, noted in the release. “The life sciences industry in Pasco County has been rapidly growing over the last few years, and we are thrilled to welcome them to our business community,” Cronin added. McMillan, in the release, noted:“I love where I live in Wesley Chapel. It has everything I need, so I wanted to be able to work here as well.
